reason three north bay schools will be closed today. plus, the spirit to election day. kamala harris and donald trump hold holiday dueling rallies in pennsylvania. we're live with why both campaigns believe the state could be key to victory. this is today in the bay. tuesday morning is here, and so are we. good morning to you all. i'm marcus washington, and i'm laura garcia. we're going to check in with mike for a look at that tuesday morning commute. but first a look at the forecast with meteorologist kari hall. good morning. yes. good morning. we are starting out nice and cool. we have a few clouds across the bay area. and right now temperatures are where we usually see them in the mid 50s for the coastline and a few low 60s for some of the inland areas, but it is a little bit cooler in parts of the north bay. we're at 48 degrees in sonoma and in santa rosa, and it's 60 now in hayward. and we're also seeing some 50s and 60s for much of the rest of the

bay area. but this is a look at our highs for this afternoon. we're headed for 75 in hayward and 73 in oakland. still nice and comfortable for much of the bay area with highs in the low 80s for the north bay. so we'll talk about rain chances ahead and a fire danger coming up. but mike you're starting with the highway closure. yeah but not a surprise. if you watched yesterday we warned you they're going to start this overnight closure. full closure. a short section of eastbound 37 from highway 101. basically the marine bridge project going on. and so you can't take this route directly from 101 over to highway 37 eastbound. you have to get up and over using atherton avenue. this will continue possibly until 10 a.m, so that will be a factor for the whole morning commute. folks leaving novato and heading over towards sears point into vallejo via eastbound 37. that's just a short section with a bit of a workaround. the rest of the bay is smooth, easy drive. this morning, as you would expect. good start to this tuesday. back

to you. all right mike, thank you. well, two north bay schools are closed today. this is following the threat to one elementary school. our sky ranger was overhead. penngrove elementary. this is near petaluma. yesterday afternoon. this is after the school was placed on lockdown. after receiving a threat. the students were eventually bused to a safe location, reunited with their parents. penngrove elementary will be closed today alongside with petaluma's kenilworth junior high. now, kenilworth did not receive that threat, but investigators say that since a connection was made to that school, it will be closed as a precaution. the district says classes at both schools will resume tomorrow. also today, blind people are set to rally against uber and lyft in san francisco. the group claims the rideshare apps discriminate against them. today in the bay's ginger conejero joins us live now. ginger, this is something that our investigative unit actually recently looked into. that's right. good morning laura. months ago, our investigative unit looked into calls from blind riders who used

these ride sharing apps, saying that they have been discriminated against because they ride with service animals. now, today, those riders plan to amplify their calls for changes to be made. the national federation of the blind will lead today's rally members taking part. tell us they hope to draw more attention to what they say are failures from the companies to stop discrimination against blind individuals, particularly those accompanied by guide dogs. this not only violates the company's own policies, but also state and federal law. lisa irving from unincorporated mill valley tells us the refusals have a major impact on her daily life. i just want to go about my life doing what i want to do and what i need to do, and not have chronic anxiety about, am i going to be late? am i going to miss a

flight? am i going to be late to a doctor's appointment? guide dogs for the blind. that's based in san rafael. they recently found 83% of their clients reported being denied rides. protesters and their allies demand that uber and lyft implement a zero tolerance policy for drivers who violate company policy. they're also demanding that there be a reduction on the burden of reporting denials, and that the companies deliver better driver education. now, uber has released a statement saying in part, quote, our policies prohibit drivers from denying service because of a rider's service animal or assistive device. and we are committed to implementing technology and policies that help make transportation more accessible. now that technology includes a new service animal handler, self-identification pilot, as well as an updated education module for drivers. now we also

reached out to lyft and did not hear back. this time they previously issued this statement from our investigative units work that says in part, quote, lyft has a strict service animal policy that requires all drivers to accommodate passengers traveling with service animals. and we take any allegation of this nature very seriously. there is no place for any form of discrimination on our platform, and we ask that riders report issues immediately. now the rally begins this morning in front of uber's headquarters in mission bay, here in the city that starts at 10 a.m. that will be followed by another rally in front of lyft's headquarters at 130. now, we should also note that we have previously reported the united states department of justice is also looking into these claims. live in san francisco. ginger conejero saab today in the bay. all right. thanks for the very latest. very important topic there, ginger. 506 for you this morning. turning now to the race for the

white house with just 21 days to go. presidential hopefuls are working to mobilize voters to get them to cast their ballots. former president donald trump heads to atlanta today, while vice president kamala harris will court radio listeners in michigan. today in the bay alice barr joins us live from washington this morning. you have the latest from the campaign trail for us. alice. good morning. marcus. with the race as close as it is, as it is a dead heat, the nominees are looking to unexpected media outlets to try to find any voters out there who may still be disengaged or working to make up their minds. probably as the presidential nominees look to expand their outreach in the final three weeks before election day, vice president harris, now set for a sit down interview on fox news tomorrow after appealing to undecided voters and one of the swing counties of swing state pennsylvania, erie county. you are a pivot county. the vice president played clips of former

president trump. the worst people are the enemies from within, the enemy from within. talking about using the military to handle what he called radical left lunatics on election day. he's talking about that he considers anyone who doesn't support him or who will not bend to his will. an enemy of our country. the former president's running mate, ohio senator jd vance, defended those military comments. is it a justifiable use of those assets if they're rioting and looting and burning cities down to the ground? of course it is. while mr. trump was also in pennsylvania at a town hall calling vice president harris dangerous and talking immigration and the economy. you've been eaten alive with inflation and all i'm doing is getting you back to even. the former president cut off questioning after two audience members needed medical attention in the warm room, and instead listened to music with the

crowd. he'll rally tonight in atlanta, while vice president harris is set for a radio town hall in detroit, with host charlamagne tha god. her latest effort to target support among black men, a key demographic where former president trump has made some gains. the harris campaign is rolling out new policy proposals, including loans for black entrepreneurs and money for training programs. that is, polling shows her ahead with black male voters, but by lower margins than past democratic nominees and polls consistently show former president trump outperforming among men of all races. back to you, marcus. very tight race. all right, alice barr in washington for us. alice. thank you. voters in oakland this november will decide whether to recall the city's mayor. and later today, mayor sheng thao is expected to address the city council on the state of the city. before that, supporters of mayor thao are set to gather to fight against the initiative to recall her from office.

taller buildings over the city, and we're seeing some higher clouds moving in out ahead of this cold front that's going to be approaching the bay area. eventually we'll start to see more clouds coming in today, but right now it is mostly clear. tomorrow's the big day that we're going to see some spotty rain moving in. i'm hoping that we can squeeze a little bit more moisture out of this system because it has been so dry, but it looks like it's in and out of here fairly quickly and doesn't leave a lot of activity. but we will have at least a slight chance of rain tomorrow, so i'll be tracking that. we'll talk about what comes after this cold front, but mike has been eyeing those gas prices. where are they? a little bit lower. we're going to lead. we'll lead with the best in the bay. it's concord. we've got 389 at a few spots in that city. we're going to call out valero on willow pass road for our best price listed here at the top in the south bay. the best prices there in cupertino, a number at 405. calling out area gas and market on stevens creek boulevard for today and the best along the

picked them yet. mystery solved. bloomberg did some in-depth reporting, says the robots we saw at that tesla unveiling were controlled by humans. still amazing to look at. tesla never specifically said the robots were really puppets, but now we have the answer. and spacex launched a new nasa probe towards jupiter's moon europa. it will take five years for the europa clipper to get to the jupiter system. its mission to see if it's possible there's life there. they know there's water underneath an icy crust on europa, and the current thinking is the liquid water is one of the things that life has to have along with a livable temperature, a goldilocks temperature. they call it not too hot, not too cold. we have that on earth, of course, and it's possible life can spring up under those conditions. europa clipper won't be able to detect the life, but it will give us a better idea of what measurements are there, the conditions there, and of course, as we say, life we can talk about is things as small as bacteria. but that would be extraordinary if

going to be in the upper 70s, which is about normal for this time in october, looking at a high of 75 in milpitas and 79 in los gatos in the east bay. it's a few low 80s from walnut creek over toward antioch. while mostly in the upper 70s for the tri-valley and danville today, up to 79 degrees 73 will be the high in oakland. really nice and comfortable as well for the peninsula, with some low to mid 70s and upper 60s in san francisco once again. today we may see a little bit more sunshine at least the start. and then looking at our highs in the north bay, 82 in santa rosa and 79 in sonoma, and then ahead we've been watching this rain talking a lot about it. even though unfortunately a lot of the rain just kind of skips around us. and we'll head mostly toward the sierra. but there will be that chance through the morning commute tomorrow that we could see at least some light spotty showers moving through, but it looks like parts of the north bay see the sees the rain at about 8 to 9:00 and then

possibly in the east bay before lunchtime, and then the rest of the day. it's already clearing out. so our rain model shows that we're going to see a few one hundredths of an inch of rain. and unfortunately, that's not going to help us out with the fire danger that comes after that cold front moves through. the winds will pick up and we're going to be watching out for a red flag warning that could be in effect. right now it's a fire weather watch, which is also very typical this time of year. but we are going to see those temperatures warming up as we head into the weekend. mike, what's going on with that crash in dublin? you know, we found a few more details and that's the reason why there's some slowing still as the crash cleared to the shoulder as you're approaching the dublin interchange, it's on the right side. there are three vehicles involved and still chp units on scene, and we're hearing about minor injuries. so there may be quite a few vehicles on the right side as folks are shifting right to actually use the dublin interchange. that's the reason why there's still some slowing that sticks around, even though the lanes are officially clear for west 580. so there's your

down on sideshows. the changes one bay area city is making at several intersections in response. plus, bracing for fire danger. the concerns homeowners across the state are dealing with after being dropped from insurers. this is today in the bay. good tuesday morning to you. 530 right now. thanks for starting your day with us. i'm laura garcia. and i'm marcus washington. let's get you caught up on that forecast this morning. meteorologist kari hall is tracking what we can expect out there today. those temperatures looking pretty pleasant right now. yeah, it's nice and cool. we are going to have a beautiful day across the bay area. starting out with temperatures in the 50s and low 60s. and we're at 56 degrees now in walnut creek. it's 57 in san jose and in san francisco. as we take a look at what to expect, our temperatures will quickly start to warm up. we're headed for the mid 70s and it's going to be really comfortable throughout the day with a light

wind. as we take a look at all of our high. santa rosa will reach a high of 82 and also 82 in concord, while hayward and palo alto will be in the mid 70s and san jose. looking at a high today of 77 degrees. tomorrow a chance of rain. so i'll talk more about that. and mike, you have some good news for the north bay. yeah, we're giving the fonzie a thumbs up right here for eastbound 37. it was approved to be closed until possibly 10 a.m, but folks, look at the map. the speed sensors are back up again in the green, away from 101 heading over toward vallejo. i know that's counter commute, but the closure could last longer on the different days, so we're going to keep tracking that for overnight closures. meanwhile, the westbound commute is showing the build out of vallejo. it showed up about 20 minutes ago. highway four over on the right, some slowing in through pittsburg bay point and now in toward concord. 242 still showing speeds pretty good in the southbound direction. looking at the bay bridge toll plaza shot, it looks like there's a little more traffic flow than yesterday being a holiday for some. and this is a tuesday, so we expect a bigger

backup to start earlier. back to you. thanks, mike. the fremont fire department investigating what caused a driver behind the wheel of a tesla to crash into an apartment building, which caught fire today in the bay's. bob redell joins us live from the scene there. and, bob, how is that driver doing this morning? don't know the condition of the driver. marcus and laura, we are still trying to confirm whether or not that driver actually got out of the car alive. our colleague pete suratos, who was on the scene here last night of this crash behind me here, this apartment complex in fremont. he says he was told the driver was still in the car and that there was no obvious attempt to immediately pull that person out, suggesting that they might not have survived the crash. you can see what happened. the car ran over. that steel post was going at a high speed, and then crashed into the corner of this apartment complex here at south grimmer and warm springs boulevard in fremont. that black area right there, that was the area that was just boarded up by workers who left the scene here. within the past a few moments. so that's where the damage was.

the white tesla slammed into this first floor of this building last night, caught fire. the fire department briefly evacuated the complex while they had to extinguish the flames. and again, as pete reported last night, first responders on the scene did not confirm the condition of the driver, but he was told pete was told that the driver again was still in the car. pete did speak with a woman who was driving on this road at the time of the crash. she says. the driver of the tesla was speeding and nearly hit her before crashing into the building. and then he just started coming at me. it was like 100 miles an hour, and he was swerving all the cars and i was just like, oh, and i don't know. it happened so quick. i just knew it was a white tesla. i don't think it's really processed yet. i mean, i'm nervous, just thank god god was with me. that's all i can say. i still have no one inside. the apartment building was hurt. the fire department again investigating the cause of this crash, reporting live here in fremont, bob redell, today in

the bay. all right. concerning their. thank you, bob. well, today marks day two in the high profile murder trial of the local tech executive. niuma mohamed is accused of stabbing and killing cashapp founder bob lee. back in april of 2023. during opening statement yesterday, the lead prosecutor told jurors that the knife was found near the scene and a lab found gemini's dna on that handle. prosecutors said that he was furious with lee over an incident involving his sister. but his defense told jurors that lee had been on a nine hour cocaine and alcohol fueled bender, and that they claim that he was the one who actually pulled out the knife. they say the moment he reached in self defense, screeching tires and daring maneuvers may be coming to a halt in vallejo. the city is taking steps to crack down on sideshows. neighbors say they fear for their safety as the city and its understaffed police department struggled to get a handle on the sideshows. last

november, vallejo city council approved a project aimed at deterring sideshows at over a dozen intersections. the work, which includes installing roundabouts and poles, is expected to be completed by this month. but some city leaders say the project doesn't fully address the problem. not even a barrier. they're just obstacles at a small intersection where motorists and drivers drive around the obstacle to get to the other side of the street so it blocks the intersection. neighbors we talked to think vallejo should be spending taxpayer dollars differently, such as putting more money into the police budget. health officials are sounding the alarm over a whooping cough outbreak. the cdc says cases of respiratory illness known as pertussis have surged to pre-pandemic levels this year. as of ten days ago, there have been 17,500 confirmed cases this year, according to the u.s. the

cdc says that that's five times higher than the number of infectious infections actually reported this time last year. ucsf infectious disease expert doctor peter chin-hong says in california, whooping cough is reaching its highest levels in a decade. he also says the lack of people with updated vaccinations is contributing to the rise. not everyone has gotten it. particularly in babies. it does take a lot of shots in the beginning of since birth, so about five shots in the first six years. and because of that, it requires frequent visits. and that may not be easy for everyone, particularly during the pandemic. i think a lot of people weren't able to get their kids up to date on immunizations. doctor chin-hong says adults can receive antibiotics once diagnosed but remain infected for a period of time. he also says that handwashing and mask can prevent catching whooping cough later

this week. the fire danger returns to the bay area with strong winds expected today in the bay's kris sanchez joins us now with more on who will be impacted here. kris. so it sounds like most of the bay area will be under that fire. weather watch starting thursday through most of the weekend. take a look at the map from the national weather service for the bay area impact. the warning covers all of the bay area, including san francisco and even the san francisco and peninsula shorelines. and a different kind of warning coming out of nevada county in the sierra nevada, where an 85 year old veteran who works as a volunteer search and rescue team member lost his home and his cats in a fire. sadly, that fire happened just weeks after his insurance dropped him, citing wildfire risk. profit is more important than people. profit is what counts to the insurance people and they don't care that it's protects people.

it helps them, helps them get through this. and that's why i would like to see the state take over the fire insurance. so mr. fowler is not alone in this situation. insurance companies dropped nearly 242,000 policies in 2021. more than 106 80 186,000. in the year before tha, and more than a quarter million in 2019. we don't yet have the data for the last three years, but our consumer team created a plan for you in case you are dropped by your insurance company. they say take immediate action because insurance companies often only give you 75 days notice. shop around to see if other insurance companies will cover you. and that could mean going through an independent insurance broker who can find smaller, lesser known companies and your last resort will be the california fair pla, which has to take anyone. it is expensive and it only provides basic fire coverage, but it is

better than nothing. so knowing that that safety net is imperfect makes. watching the forecast a whole lot more stressful. kari. as we know that, you know, people don't know if they're going to have that safety net. yeah. and october, november, these are the prime fire weather months. and so we see these weather conditions setting up where we have the gusty winds and the low humidity. the wind starts to blow offshore. and that creates the very low humidity and that increased fire danger. right now we do have a storm system approaching. and unfortunately there's not a lot of moisture with this. but as it moves through, we are going to see some rain chances coming in for tomorrow. and then once that moves off towards the east, we'll have this weather set up where there is a low off to our east and then high pressure developing to our west. the two pressure systems will create a very strong wind that will begin to blow offshore for the bay area, creating some very dry conditions. we are seeing some abnormally dry conditions as we

take a look at our drought monitor for today. all of northern california is abnormally dry and at this time of the year, the vegetation is as dry as it can get. it basically has absolutely no moisture in it. so when we get those gusty winds and even a small spark could spread very quickly with these conditions that we'll see from thursday to saturday, some of our hills could have gusts, possibly over 50mph, and the relative humidity will drop down to about 10 to 15% during the day. and will also be low during the overnight hours. so we will have to be very careful over these next few days as we will have this fire weather watch most likely turning to a red flag warning as we get closer to the end of the week into the weekend. so very concerning conditions that we have here with the pressure gradient and those gusty winds that will be picking up along with that low humidity, i'll continue to monitor that for you. heading over to mike now

you're looking at a bigger commute than it was yesterday right? first of all, because today is tuesday. tuesday has more traffic flow than monday usually. and also yesterday was a holiday, so we had a fewer fewer folks crossing the bay bridge at this time we're looking like a mid parking lot right now for the backup. again, this is much more traffic than we saw yesterday. but throughout the east bay, pretty standard distribution for a tuesday. highway four showing a good deal of slowing all the way through out of antioch and in toward concord westbound 37, showing a typical slowdown around mare island again for westbound looking ahead, as we had just a few minutes ago, we had traffic reopen for eastbound 37. there's the marin bridge project continuing overnight, so do note there's a full closure until they reopen, sometimes later than 6 a.m. but this morning it was open just before 530. as we're looking toward the peninsula, we're looking a little later on during daylight hours, landscape work continues on highway 92 through the san mateo hills, so watch for those crews anywhere west of el camino and alameda de las pulgas. watch for their safety there. clearing

training camp, and they're going to learn leadership skills, job training to prepare them for post-release life. the graduates will also showcase their skills by organizing their own basketball clinics. i just want to set them up for success. so if we can provide some some helpful hints for them in terms of customer service, in terms of being organized, all these different things that that are vital to our our operation here, and hopefully those things can help them, you know, secure a job and maintain a job once they reenter society. so that program runs for six weeks. the warriors also play san quentin inmates in a basketball game every year as part of the prison's rehabilitation program. the oakland zoo is making plans to transfer its last remaining african elephant ash to a tennessee sanctuary, and people are lining up to say goodbye. just this last year, the exhibit mate donna was moved to the same sanctuary. that means when ash packs up his trunk in the next few weeks, it will mark the end

for the zoo's 75 year old elephant exhibit. it's a choice. the zoo's ceo says was based on the social needs of the animals. this is obviously a bittersweet moment for our elephant program, but elephants are herd animals. they're social animals. they need to be with other elephants. the animal activist group in defense of animals is among those who praised the zoo's decision, noting oakland is the 41st zoo in the u.s. to announce it will close its elephant exhibit. so goodbye, ash, you can go hang with donna. well, speaking of zoos and animals tackled by this, this is all following a brief, brief absence. pandas are heading back to the smithsonian national zoo in washington, d.c. the two giant pandas are on their way from china to their ten year stay in our nation's capital. both of them three years old. and they are the first pandas from china to have been sent to d.c. in 24 years. now it's the latest panda diplomacy effort

between the u.s. and china. national zoo has been penniless for the last, from last november, when the adult pair and her cub were returned to china. we have accomplished so much. one of our jobs was to crack the code on giant panda reproduction. if you want to save a species, you have to make more of them. san francisco is also expecting a pair of pandas next year. the city is currently fundraising to build a habitat for the bears at the san francisco zoo. now the hope is that the pandas will bring more tourists to the city if they come. san francisco would only be the fourth zoo in north america to host the chinese giant panda bears. but in august, governor gavin newsom actually declared august eighth as california panda day. this is after the san diego zoo received those two giant pandas of their own. everybody wants the pandas. yeah. no doubt. right. and then in 2028, they'll be right here in our studio. here we go. wouldn't that be fun? i hope they don't take traffic, weather

or bamboo. all right, well, maybe we'll wear black and white then. today we're wearing pink in support of breast cancer awareness month. yeah, just thought i should point that out because we're very pink today. yes we are. and, you know, you may be standing in front of the closet. you're like, okay, what do i wear? pick out something pink, but in layers because we are going to have cool temperatures to start and warming up for today. it's going to be a really pleasant afternoon, but tomorrow we're getting ready for a chance of rain. so we'll be pulling out the umbrellas for parts of the bay area. unfortunately, not all of us will see that rain, and then we go from having a chance of rain to a high fire danger as the winds will pick up and we'll have some very low humidity for the end of the week. here's a look at our highs for today. we're headed up to 82 for santa rosa. 71 in san francisco and 75 in palo alto. hayward, also 75 and 77, in san jose. tomorrow it's about the same. we're going to see a slight cooldown in some

spots, but we're still mostly seeing a lot of 70s here on the map and then on thursday, it's going to be even cooler. where san jose may stay in the 60s all throughout the day. so a nice little taste of fall we have coming with this cold front that's coming in. unfortunately, there's not a lot of rain with it, and it looks like as it approaches the bay area, the rain will become very spotty and most of the heavier downpours will be over the northern sierr. and then for the bay area, that slight chance of rain coming in in time for the morning commute. so between 8 and 9:00 we're starting to see some hit or miss showers in the north bay moving into the east bay. but once again, all of us will see the wet weather coming in. as far as how much we may measure a few hundredths of an inch. if you do see any of that rain. and then once again, we transition from a chance of showers to some gusty winds, which is really going to affect the vegetation as well as the potential of any sparks, creating a very strong potential

of the wildfire danger. so we are going to have a high fire danger into the weekend as our temperatures warm up inland into the mid 80s. mike, you're tracking a backup at the bay bridge? yeah, it's on pace for a pretty typical tuesday, but this is much more traffic than we saw yesterday. so here we go. these lanes are still moving, but they filled in all across the and including the overcrossing coming off of 880 a smooth drive out of the maze. but we'll have some more slowing coming into berkeley, out of richmond, all the way from pinole. highway 4 you see that for westbound 80, a pretty typical build for highway four. back over concord, coming out of antioch as well, and slowing now because of more traffic flow out of contra costa, county down, vasco road. a smooth drive though no major crashes there. the south bay has your typical build for 101 that will start to ease up now and then come back about 640, and there's a slowing over here in hayward off the castro valley, y. back to you. all right. thanks, mike. well, happening now fall open. enrollment for medicare is underway. seniors can make changes to their plans,
