sufficient to allow them to live. right now, at six, health care workers across the state are waking up to a pay raise. this morning. the minimum wage increase set to kick in today. and the reason some say it is still not enough. a historic start to a high stakes election. the record shattering early voting totals in key battleground state as donald trump and kamala harris try to win over voters in the final three week push. and it may be a bit wet this morning, but don't let the chance of rain fool you. the bay area is bracing for fire danger with a red flag warning starting tomorrow. meteorologist kari hall is tracking these changes. this is today in the bay. wednesday morning is here. happy hump day to you and good morning. i'm marcus washington. aren't you chipper this morning? good morning, i'm laura garcia. we'll check in with mike inouye in just a little bit for that morning commute. but let's talk about the forecast with kari. a lot of changes. so we're going from seeing some wet weather
6:02 am
this morning in parts of the bay area to high winds and an increased fire danger by the end of the week. and we are also going to have gusty winds and warming temperatures into the weekend. but right now we have a cold front moving in. and so that's going to bring in those clouds, that chance of rain and the spotty showers that we are seeing right now across northern california has been very hit or miss. and unfortunately it's not a good soaker. this is not a lot of rain that we are seeing in parts of napa and sonoma counties, as well as now northern marin county and along the coastline. we are going to see that chance of rain coming through through about 8 to 9:00 for parts of the east bay into the tri-valley, eventually into the south bay before noon, and then the rest of the day we will be clearing out and the winds will be picking up starting tomorrow. so just in time for that red flag warning in the bay area app experience has been redesigned, so get your local weather your way from the people you know like me, so be sure to download the nbc bay area app
6:03 am
today and your local app store. and mike, you're seeing those low clouds around the bay bridge. yeah, i'm going to refresh that app because i'm not always sitting next to you. kari. so those phone calls get annoying, i'm sure, as we're looking over here toward the bay bridge from emeryville, we're still seeing those low clouds hovering right at the deck level, so it impedes our view into the city. but you can see from the back up here at ■the by bridge toll plaza, things are getting more crowded. i don't think they've slowed down the metering lights. so that means visibility on the span itself for the drivers. seems all right. you can tell by those speeds. good recovery for the richmond bridge. more building into richmond for westbound 80. typical build for the north bay highway 37. highway four through contra costa county. everywhere south there looking really good. there is a roadside fire reported in san jose. i will check on that for now. back to you. we'll check back with you. thank you. mike 603 right now moving the bay area forward today, hundreds of thousands of health care workers will see a significant bump in their pay as a new minimum wage goes into effect today in the bay's ginger conejero saab joins us live this morning. and ginger, the workers
6:04 am
have been waiting for this increase now for months. that's right laura good morning. sb. 525 was actually signed into law last year, and it was originally slated to take effect in june of this year, but it got pushed back to help close a state budget shortfall. nonetheless. months later, the day is here. more than 325,000 workers will see their hourly pay increase to $18 to 20 from $18 to $23 per hour. another 75,000 workers already making that kind of money will also see their pay go up indirectly as a result. now, this applies mostly to low paid medical staff and private facilities like people who provide dialysis for kidney patients and workers like janitors and cooks at hospitals and health care facilities. a professor at san francisco state university estimates this new minimum wage will amount to an extra 5 to $6000 per year, which
6:05 am
he acknowledges is still not a lot of money here in the bay area. but it's an indication of the depth of the problem that the wages for some healthcare workers were so low in these very expensive parts of the city. sorry, the states where especially accommodation costs have been skyrocketing, that something needed to be done to try to address this issue moving forward, or else we would face, you know, extremely severe shortages and retention problems which are not good for patient care. if you constantly have people having to quit their job. well, professor logan says los angeles and long beach have already passed a minimum wage for health care workers and hasn't seen any evidence of layoffs. now, you might recall earlier this year, this past april, the state bumped the minimum wage for fast food
6:06 am
workers to $20 an hour. now, the professor suspects states like washington, new york and minnesota might also enact a minimum wage for health care workers. and like the professor said, that extra 5 to $6000 may not be a huge bump, but i imagine it will be a welcome bump for many health care workers. just trying to make it in the bay in daly city, ginger conejero saab today in the bay. very much so. thank you ginger. well, new at 6:00. oakland keeping technology around that is aimed at combating violence. last night, city leaders approved a new contract for its shotspotter technology. as a result, it will remain in oakland through at least september. shotspotter uses sensors to detect gunshots. the information is then sent to oakland police. well, turning now to decision 2024. early voting underway in ten states from coast to coast. record in-person turnout happening in georgia, which is a swing state. 300,000 people already casting their ballots on day one of

early voting. now, casting ballots before election day is something both candidates are encouraging today in the bay's alice barr live in washington. this morning with us. and this comes as those candidates continue their crisscross across their crisscross across the nation, marcus. and as they're trying to get the message out, both nominees are going to be appearing on fox news today for vice president harris. it's her first formal sit down interview on that network, and she's trying to reach out to any persuadable republicans who might be out there while former president trump is also going to be appearing on fox for what is an all woman voter town hall, he's been trying to make up some ground with female voters. he's also speaking today at a town hall with for univision. and then vice president harris will be on the campaign trail once again in pennsylvania. early voting is underway in battleground georgia, and day one offered a snapshot of how eager voters are to have their

allowed to vote in the school board elections this november. later today, 16 and 17 year olds plan to gather at a ballot box off location on allston way to mail in their ballots. now, this is across the street from berkeley high school. a group of oakland teens will hold a similar drop off this afternoon. also today, santa clara county's registrar of voters office is hosting a workshop for voters. it is open to the public and it starts at 3:00. this afternoon. it's being held at the registrar of voters office on burgess street in san jose. live at eight. event organizers will be joining us on our streaming newscast. they're going to actually discuss today's event and key voter information. you need to know before you cast that ballot. happening today, the supreme court will hear a case about how flexible the epa and states can be in regulating water pollution under the clean water act. the court agreed in may to hear san francisco's appeal of a ruling which said it was failing to protect swimmers

and bathers from discharges of sewage into the pacific ocean. the ruling will determine whether local governments can be penalized for allowing pollution near the shores or whether the law requires them only to limit contaminants to levels set in advance. let's take a look across the bay area this morning for you, because pg&e they are warning of potential power shutoffs ahead of some increased fire danger. now, customers in contra costa sonoma, napa, solano as well as alameda counties could be affected starting tomorrow and last through sunday. much of the bay area will be under that red flag warning. now for more of these incoming conditions, want to check in with meteorologist kari hall because she has been monitoring this. so kari, we're going to see a lot of changes over the next 24 to 48 hours. yeah, absolutely. so we're going from seeing a chance of rain this morning to really dry and windy conditions. and these are the areas that we're getting those alerts from psp s about the psp s from pg&e, where we
6:12 am
may have to deal with some power outages, especially in those higher elevations, may not be the entire county, but if you're signed up for those pg&e alerts, you'll be able to get a notice at least in advance. but if you're out and about today, grab some batteries, grab some food that is nonperishable, and some of the things you may need as the wind increases. and so we're looking at the winds starting to pick up late tomorrow evening. and look at those early morning on friday. wind gusts coming in at 40 to possibly 45mph. and that's going to create those very critical fire conditions that we'll see lasting into the weekend. i'll be tracking that. we'll talk more about temperatures and what's ahead as well. that's coming up. mike's been tracking gas prices and where we can fill up for less. yeah, we're looking at contra costa county again kari because it still leads our list this time with 3.89. that's the cash price today. we'll call out richmond's quick serve on carlson boulevard. next up in the north bay, we're looking at
6:13 am
the best price of 401 in mill valley. hq fuels on shoreline highway and then in the south bay. this is the last on our list here. that's 405 is the low. and that's in sunnyvale for sunnyvale is low. you can get that price at costco on lawrence station road. you can get all these prices. look up your area gasbuddy.com on the roadways. we're looking at a pretty calm commute right now. we will take you to the south bay. that fire reported. we saw that it's 101 280 right near the interchange where our camera is. we don't see any problems. there's no slowing and no structures reportedly involved. back to you. all right. thanks, mike. are you fed up with how hard it can be to cancel a subscription? you're not alone. but help is on the way. next. what you need to know about new rules on everything from your gym membership to online shopping. plus, new proposals for 2,000% tariffs on imports. we'll take a look at that. we'll go to the futures as well. see what we're headed for. we set records this week. maybe not today. back

the city hall insiders spend record high budgets. but our problems get worse. they say this is the best that we can do. they blame the system, but they built the system. i have a plan to change it. with accountability and rooting out corruption, we can tackle our housing and drug crisis, clear the tent encampments and bring our businesses back. are you ready to stop settling and start demanding more? join me in changing city hall. bounced from one doctor to the next. does it have to be like this? at kaiser permanente,

something the justice department did yesterday. where virginia cleaned up its voter rolls and got rid of thousands and thousands of bad votes, and the justice department sued them that they should be allowed to put those bad votes and illegal votes back in and let the people vote. so i haven't i haven't gotten i haven't gotten over that. a lot of people have seen that. they can't even believe it. the question is about google, president trump. yeah, look, google's got a lot of power. they're very bad to me. very, very bad to me. i mean, i can speak from that standpoint. they only have bad stores. in other words, if i have 20 good stores and 20 bad stories and everyone's entitled to that, you'll only see the 20 bad stories. and i called the head of google the other day and i said, i'm getting a lot of good stories lately, but you don't find them in google. i think it's a whole rigged deal. i think google's rigged, just like our government is rigged all over the place. you would break

them up. in other words, i'd do something so we didn't really get necessarily an answer. but that's how a lot of that forum went. it was interesting. and that's when he proposed that new 2,000% tariff. he often changes that number depending on who he's talking to. so we don't know exactly what that policy would be. interesting. all right. thanks, scott. you bet. well, new at 6:00, the federal government coming down on companies that make it much more difficult to cancel subscriptions. the federal trade commission gets 70 complaints a day from consumers saying how hard it is to quit. now they're implementing some new rules for sellers to make it just as easy to cancel, just like it is to sign up. companies have to make it as easy to cancel the subscription as it is to sign up for one, so they can't do things like, say, it's one click online to sign up, but then to cancel, you have to make a phone call or go in person. you can watch a full story on the today show to see the other rules. companies

6:21 am
time after we have that very bright supermoon. so yeah, really cool to see that. we're seeing some clouds this morning and we are going to also watch out for some rain. lots of reasons to look up to the sky. we are going to see this cold front quickly moving through throughout the next several hours, and as of now, it's only bringing some spotty light rain. parts of the north bay getting in on some wet weather around parts of napa and sonoma county, and also for northern marin county, and extending up toward the coastline. we are seeing that over the next few hours that rain will be possible, but not all of us will get in on that chance of having to turn on the windshield wipers and at least getting a little bit of water on the lawn. we are going to see this between 9 to 10:00, starting to push off towards the east, and by noon rain chances will be pretty much out of here. we're clearing the rest of the day and then we start to see the wind picking up as our temperatures will head for the low 70s for today. so nice and cool. only 73 in san jose and upper 70s for morgan hill. we'll
6:22 am
see a high of about 74 in cupertino and some upper seconds from antioch to concord. danville 78 degrees and 71. in oakland and near the coast. we're in the mid 60s for this afternoon, 73 in palo alto in san francisco, upper 60s there and for the north bay, 77 in napa and sonoma, as well as novato. so we're going to see upper seconds, and then it's going to start to warm up going into the weekend. we're looking at high winds, the low humidity increasing our fire danger from thursday through saturday. and then by sunday, the wind should start to calm down. but we're looking at for san francisco mid to upper 60s today. gusty winds here and highs in the mid 70s from friday to saturday looks really nice into early next week, but of course we're hyper focused on the fire danger that we'll see over the next few days. mike, you spotted something on the san mateo bridge? yeah, these flashing lights right here in the service

6:32 am
people concerned about that, they need to be aware. kris. right. good morning, marcus and laura. so pg&e is telling a lot of us around the bay area to be ready to be without power in the name of public safety and cal fire and our other fire departments are warning us to take those fire warnings very seriously. so i am in santa clara county this morning, but it is one just of five counties under that red flag warning. alameda, contra costa, solano and napa counties are all under the warning as well as well as the entire city of santa rosa. they will all see elevated fire conditions because of the heat, the dry conditions and the wind. yeah, definitely. we're in the peak of a fire season right now in october, november, these fall months where everything has been dry all through the summer with no precipitation since early spring. once our rain fall comes, whenever that is, that's when we'll see some lightning of
6:33 am
our critical fire weather. but until then, we're still deep in it and we could see any type of fire ignition. with the weather coming this weekend. now, because of the fire danger, pg&e is warning people to be ready for those psps. the public safety power shutoffs. you know, that's when they cut the power in order to deactivate the lines and minimize the fire risk. when there's high winds. so those could start tomorrow and last through saturday evening. if you live in alameda, contra costa, mendocino, napa or solano county, you particularly need to be ready. hopefully you can hear us. there's a trash truck just next door, so make sure that as you are making your plans for the next couple of days and the weekends, you consider that fire danger. don't mow your lawn during peak hot hours when you know the blade could hit a rock. spark something. if you have car trouble and you have to pull over, make sure you don't do that in dry grass and just be aware. overall, in san jose kris

sanchez today in the bay. always good to know. thanks, kris. and little spark could create something bad. all right so we're talking about the pg&e power shutoffs as well. you say this is most likely in the higher elevations right. a lot of times it's the hills that are affected. it's not the entire county, but some customers in these counties will be affected. make sure you're signed up for those alerts so that you can specifically type in your address and get the information on whether or not you will be included in this public safety power shutoff. watch that we are seeing. for now, here is the criteria for red flag warning that we talk about all the time. it's issued 12 to 24 hours in advance of relative humidity levels, dropping down 15% or less and frequent wind gusts that could reach over 25mph. they both have to happen at the same time, and some of this is caused by this storm system that's moving in right now. this area of low pressure that's sweeping through initially bringing us clouds and a chance of rain is going to give us a
6:35 am
chance of some spotty showers into the next few hours that we're already seeing happening in the north bay. so there's a lot going on. you want to keep up with the weather, but it's never been easier than with the nbc bay area app. so we're debuting this redesigned weather app, and it's the only way you can get your local weather your way from the people you know. so be sure to download the nbc bay area app today. marcus. all right. thanks, kari. well, new overnight, a deadly crash in the east bay happened last night just before 11 on eastbound 580 and macarthur in oakland. chp saying that the driver of that pickup lost control went off of the freeway and crashed into a fence and parked cars on porter street. this is near beltway. now, the driver had to be extracted by firefighters. that person died at the hospital. the reason the driver lost control and crashed is still under investigation. and oakland's mayor, sheng thao. she's highlighting her administration's accomplishments in her first term as mayor. last night, she delivered her state

of the city address inside city council chambers. now, among the progress she's highlighting is the work being done by the city's department of violence prevention. but opponents disagree with her claims that crime is trending down. dvp violence interrupters are now proactively in our communities every day, mediating through conflicts and preventing retaliatory shootings. we are a little delayed with reporting some of the stats for the city of oakland as far as crime goes, so it's hard to get a true accuracy to where the crime levels are at. mayor thao also says the recent sale of the oakland coliseum is a win for the city. however, members of the city council are questioning the deal and how it will impact oakland's current budget shortfall. the speech comes at a critical time for mayor thao. in november, voters will decide whether to recall her from office. santa clara school leaders are expected to appoint an interim superintendent of schools at their meeting tonight. the board expected to
6:37 am
appoint doctor charles hinman to the position, according to the east bay times. hinman currently works as the executive director of oxford preparatory academy. he also served as the interim superintendent at two southern california school districts. this all comes after former superintendent of schools mary ann dewan was fired by the school board. the board is still remaining tight lipped about the reason why over the summer. nbc bay area investigated complaints that while under dugan's leadership, the office of education misappropriated funds from a federal program called head start intended for low income children. yesterday, there was a show of support for dewan where teachers, parents and one current board member demanded a civil grand jury investigation and her reinstatement. this has destabilized the programs. it has caused injury to the students that we serve. it's left the staff in turmoil. it's left a lot of the work we do at the county office of education

you still see those flashing lights on the san mateo bridge? saw a few more kari joining in right here. i just see what looks like a fire truck. maybe a paramedic, i don't know, injuries may be the case here. we don't have information from chp, but the live camera shows us these flashing lights in the service area. mid-span westbound commute direction. things are bunching up a bit as folks tap the brakes. now that more crews have arrived on scene, there may be more slowing across the san mateo bridge. dumbarton bridge maintains an easy drive. the traffic down there 880 bills the volume, but not a concern right now. out of hayward and union city, there's a crash westbound 80 right around el portal may be blocking one lane temporarily. no major injuries reported. no major slowing through walnut creek, but the build is there for south 680 towards 24. and a note that overnight we will again have that full closure of eastbound 37 from 9 p.m. it should be clear by 5 a.m. tomorrow morning. back to you. thanks, mike. a new blow to the san francisco zoo. up next, an all new. this morning, the action city leaders are officially perusing after a scathing report calling the
