taken today to stop him strip him of his power. i will end inflation. i will stop the invasion. it does lead us and it should lead us to observe that he is increasingly unstable. two weeks to go until election day and the political attacks are ramping up, with record breaking early voting underway. we're live in washington with how vice president harris and former president trump are pushing to get more americans to the polls. plus, another new costco in the south bay faces a consequential vote today. the hurdle the controversial proposal needs to clear before moving forward. this is today in the bay. good morning. on this tuesday, i'm marcus washington and i'm laura garcia. we're going to check that tuesday morning commute. see if it's picking up out there or slowing down with mike in just a minute. what about this fall? forecast looks great for today. it's going to be like yesterday. and if you enjoyed
6:02 am
the afternoon it's going to basically be a repeat for today. we're starting out all clear in san jose. it's a cool morning. we felt a lot of these temperatures in the 50s to start, but for the north bay it's even cooler. we're in the mid 40s in some spots like sonoma starting out the morning at 44 degrees, you head to san francisco. it's 54 and it's also 54. in hayward. as we check out the east bay and what to expect this afternoon. really perfect out there. sunshine. upper 60s for oakland and low 70s for much of the rest of the east bay. and then the farther you go inland, it's slightly warmer, with antioch today topping 79 degrees. so we'll get a look ahead at a bit of a warm up in the forecast. but mike, you're seeing unusually light traffic at the bay bridge, right? tuesday we expect more traffic here at the bay bridge and around the rest of your commute here. it's better because it's worse as you come through berkeley. this crash still blocks a lane. traffic looks like it may have spread out.
6:03 am
they may have cleared lanes. i'll double check with chp over the last 30s. there may have been changes over through the area. the crash, though, reported right here at gilman for westbound 80. your commute direction. another crash at carlton in the backup. and so those 2nd may be actually helping each other giving them a little break. but they got to pull one vehicle from that roadway. they got to pull two vehicles from 680 here. another tough spot slowing in toward walnut creek out of concord. and that's making the drive through this part of contra costa slow. that might keep the caldecott tunnel a little bit lighter for the traffic flow south of both of those crashes. everything else looks pretty standard for the east bay interstate 80 and an easy drive right now through san jose 101. got through the first burst back to you. good to know. thanks, mike. well, a moment of truth for an embattled san jose city councilman. this is after calls for omar torres to resign over accusations of a sexual relationship with a minor. well, today, the city council could decide to not excuse his absence from last council meeting today in the

bay's kris sanchez. joining us live this morning. and chris, this isn't a mere technicality here. no. so in order to govern you have to be present. and that's actually written into the city charter. and so far omar torres has missed one city council meeting as well as several other committee meetings and public events. and so today, the city council will vote on whether or not to accept his excuse for that. this afternoon, councilman omar torres says that he was sick during the last meeting, and that's why he was not there. but if the council votes to not approve his absence, it could pave the way for torres's eventual removal from office. the city charter says that after five consecutive unexcused absences, the council person can be ousted. you'll recall that this will follow the fact that the city council and the mayor already asked him to resign. all of my colleagues, including the mayor, have asked for his resignation, and i
6:05 am
believe that if he if he resign, it would help our community bring us back to the trust and integrity. that's what we deserve. okay, so i'll remind you why we are here, how we got here. councilman torres is accused of sexual misconduct with a minor, which came to light when torres himself went to report to the san jose police. that he was being extorted by a man with whom he'd had a previous relationship. that investigation revealed that the accused blackmailer was a minor. when that relationship started. the investigation also uncovered references to a sexual act with a different minor and a photo of an 11 year old with a text message reference to the boy's privates. now, torres has maintained his innocence. he has said that the messages that came out were part of a role playing incident, but we'll see if he shows up at the meeting today and then we'll report to you whether or not the council accepts his excuse for not being
6:06 am
present at the last city council meeting in san jose, kris sanchez today in the bay something we will certainly be following. kris thank you. turning now to decision 2024 with early voting underway in more states, opening polls today, vice president kamala harris targets swing states with the former republican congresswoman and former president donald trump focuses on hurricane hit north carolina today in the bay's alice barr is live following all the latest on the campaign trail. and here we go. just two weeks to go until election day. it's going to be here before you know it. alice. laura. hard to believe we've hit this marker now. two weeks from today. the nominees know it. they are out there continuing their full court press today. after former president trump toured storm damage in north carolina, an area where he's focused heavily and courted christian voters alongside conservative pastors. while vice president harris appealed to republicans wary of the former president to back her instead.
6:07 am
early voting begins in four states today, including battleground wisconsin, joining the record numbers in several states who've already had their say. i want to make sure my vote gets in. vice president harris spent part of monday in wisconsin attacking former president trump for refusing to debate her again, pulling out of recent interviews and raising eyebrows at his rallies. he is pulling out of interviews left, right and center. i think it does lead us and it should lead us to observe that he is increasingly unstable. she campaigned alongside former republican congresswoman liz cheney, with stops in michigan and pennsylvania sharpening her appeal to trump. skeptical republicans in must win states. we might not agree on every issue, but but she is somebody that you can trust and someone that our children can look up to. former president trump focused on north carolina. i will end inflation. i will stop the invasion. touring damage from hurricane helene in

asheville. i will support and totally complete the rebuilding of every region and town and city that was devastated by the hurricane. and both he and the republican national committee chairman saying they have not seen any signs of cheating in the election. we're so impressed. and i think they have a pretty good system here, though. at a rally, hours later, the former president renewed his claims without evidence that there could be widespread fraud. the vote counter is more important than the candidate. that's been true. unfortunately, raising doubts as the votes flow in. coming up today, vice president harris will be interviewed by nbc's hallie jackson to air tonight on nightly news. while former president trump continues his focus on north carolina, a state he's won twice but is now in serious contention. he is set to rally in. laura. all right. so much to cover always. thank you so much. and as alice

just mentioned, that interview with vice president harris airs on nbc nightly news. you can catch it at 4 p.m. today right here on nbc. bay area. and we're helping you get informed before you vote. scan that qr code on your screen. it will take you to our full voter guide with all the info on key races, both national and local. now to a live look in oakland this morning where chp is making progress in stopping illegal sideshows in the city. now, on saturday, the agency deployed more than 60 officers as part of an unannounced surge operation led to 22 arrests, five of which were connected to sideshows. 21 vehicles were impounded and 16 vehicles were recovered. then on sunday night, chp made additional arrests at another sideshow. 16 people were arrested there, six cars were impounded in that effort. the operations are part of a four month plan by governor gavin newsom to increase chp officers around the east to bay address
6:10 am
crime. the agency says that its resources are really helping to address the problem. when we can bring more resources to the table and respond to these incidents, we have more personnel that we can utilize to either shut down sideshows as well as ultimately detain and arrest people, tow vehicles. now that four month chp surge into east bay is expected to end next month. the future of a new costco location in the south bay, now in the hands of san jose leaders. at a meeting tonight, the san jose city council will vote on moving forward with new costco on prospect road and lawrence expressway. the plan already got the green light from the planning commission, but neighbors oppose it, saying the costco would be too close to a high school and could worsen traffic in that area. costco says it plans to install a wall to reduce noise and construct a sidewalk along lawrence expressway. 610 this morning, let's take a live look this morning over at san francisco.
6:11 am
yeah, foggy start for us this morning. meteorologist kari hall is tracking what we can expect from those temps today. so we know it's cooler there in san francisco. yeah, and it's even cooler for the north bay, where we've seen those temperatures in the 40s. and as we check out redwood city, we're starting out with mid 50s. so jacket weather all around as we are going to have a nice cool start. but then a gradual warm up as the sky clears by late morning here will feel temperatures in the mid 60s at noon and eventually head for the upper 60s upper 60s as well. for oakland with some mid 70s for the tri-valley. for morgan hill, expect a high of 78 degrees and 75. in santa rosa, and tomorrow begins a slight warm up that we'll start to feel with more 80s in parts of the south county, the inland east bay, as well as much of the north bay. so we'll talk about this continuing through the end of the week and what's ahead for the weekend coming up. mike's been tracking where we can find some lower gas prices. yeah. you know the old saying a penny saved is in alameda county or

that's at mine today. it's taken the best spot over here at 3.88. instead of 3.89. that's in livermore at springtown gas on bluebell drive, right by the doubletree. just off the freeway in marin county. we have the next number here, 3.97 for their low in mill valley, arco on redwood highway and then in santa clara county. the bottom number here is 3.99. that stays as that county's best calling out sunny bills national petroleum on old san francisco road. head to gasbuddy.com and give your report or get your report on the roadways. i'll give you your reports here. we still have slowing down in the east shore freeway and in walnut creek. walnut creek still has a couple lanes blocked heading south toward 24. they need to tow two vehicles away. meanwhile, the east shore freeway had a couple of crashes. both seem like they've been moved out of the main roadway. there you go. speeds starting to improve. the backup should begin forming at the bay bridge toll plaza. but look at all this jam as you head through berkeley. back to you. all right. thanks, mike. it is 612 right now. new oceanfront park in the city by the bay. next, we're going to show you the views spanning from

fi movies where the future is dark and dismal, where it's not a you know, like, i love blade runner. now the movie makers say this seems to be an ai generated image from blade runner based on their intellectual property, and they say it's a bigger problem than that. they're working on a sequel. they don't want to be associated with tesla, saying if a company or its principles do not actually agree with musk's extreme political and social views, then a potential brand affiliation with tesla is even more issue fraught. now there is something called fair use in which you can. i could say, you know, that whole presentation reminded me of blade runner. take a look at this, this scene, and we ran it. we wouldn't need permission and we wouldn't get into trouble. you're attributing. right? correct. under fair use, brands are different. a brand can't do that in the same way. say, a newscast can. right. all right. thanks, scott. you bet. well, new at six for you this morning. san

francisco neighbors. they have a new park to check out. take a look at this. so this is bayfront park. it's opening today. it's a five plus acre open space between chase center and the san francisco bay. now that park is going to feature table benches, a bioretention garden. this is to manage some of the storm runoff or in situations like that. but there's also a grassy hill area there. so this is all a space that has largely been empty since candlestick park closed ten years ago. well, since we're talking about candlestick park, let's talk about some baseball today, right? all right. because baseball fans down in southern california, they are shelling out the big bucks, possibly breaking the bank even. yeah, that's if you're among the dodgers or yankee fans awaiting game one of the world series. giants fans may already be moving on from baseball season. not so for those in la and new york now gearing up for game one, it is on friday and we literally mean gearing up, as in buying all the gear that comes with winning a pennant. sporting
6:20 am
goods stores in la are booming, but a warning here. the next clip may be hard for giants fans to stomach. yeah, one more baby. four more. this year we're going to show them. show them that the dodgers are going to win. they're going to win. so maybe you can just root for an exciting series or, you know, west coast thing. if you're thinking about actually going to a game in person, the resale cost for game one tickets at dodger stadium are starting at more than $1,500. i had checked because my dad is a huge dodger fan. we grew up loving baseball and he's like, wouldn't that be great? and you guys know how much i adore my dad? so i've been checking, but it's a pretty penny. so yeah, somebody out there could gift a ticket. hey look, if you know somebody, know somebody. hey, i was looking one of our coworkers over at our sister station in la was posting and did the story there, and he found the cheapest. maybe this is a steal for you. 1268. i saw one for 1350. yeah, that's for
6:21 am
one. yeah, but i've got to take my dad now. the most expensive was $49,340.07. wow. oh, and $0.07 and seven. and the thing is, they say it's just going to keep going up. and it'd be fun to go at a lot more fun to go at the end of the series, too. yes. yeah. anyway, it's going to be great. it is. so if you get to go. congratulations. you know, my dad. but congratulations to us here in the bay area because our weather has been really nice. yeah. on point watching the game on tv. so we're going to have some great weather out there. lots of sunshine and a little bit warmer over these next few days. we are seeing some cloud streaming just to our north and really that's where it's going to stay. we're not expecting many changes here, and then we're heading farther to the south with an update on tropical storm christy that's formed off the coast of acapulco. this is going to be moving to the west northwest at 15mph. and it is expected to strengthen out there in the pacific for the next few days
6:22 am
before it then weakens as it moves farther off towards the north. and staying well off the coast. not expected to really affect any land areas, but we'll be watching this because sometimes that leftover moisture can get drawn into our systems and bring in more rain. but it looks good for us at least in the near term. with our highs today in the mid seconds for much of the north bay, san francisco in the upper 60s and 69 today in fremont, while san jose will hit a high of 73 degrees tomorrow, begins to warm up so in spots we'll see some rise in temperatures at about five degrees in some areas will be in the mid 80s. we'll see that in san martin and gilroy and much of the north bay in the low 80s. and then into the day on thursday. those temperatures are holding, but then we'll see a cool down coming in by the end of the weekend. this cold front dropping in on saturday, and then the cooler air arriving on sunday and sticking with us through much of next week. notice how all of the snow is over toward the rockies and some
6:23 am
of those upper plains states. we're going to see that cool air also dipping into the bay area with highs in the 70s starting on sunday into monday for some of our inland areas. it will be in the 80s. for the next few days, we'll wrap up the week hopefully with our last 80s of the season. and then for san francisco, it will be in the 70s through friday. mike tracking a crash that may be slowing things down. yeah, this is walnut creek. look at this big jam coming down toward the walnut creek interchange. we still have a couple lanes blocked by this crash. two vehicles need to be cleared, and it's backing up onto 242. that's the toughest backup, but folks are getting through on 24 slowing in lafayette recovery for the east shore freeway from two earlier crashes. we've got more right
6:26 am
there is research that could shed light on why we're seeing stronger storms. the scripps institution of oceanography has taken data samples of the temperature and chemistry of the ocean along the california coas, including just offshore of san francisco. there are ten data centers taking daily measurements, some going back to 1916. meteorologist greg bledsoe from our nbc san diego station explains how warmer temperatures and global weather patterns like el nino are adding more fuel to developing storms. as the ocean
6:27 am
warms, it expands, causing sea levels to rise, which causes erosion. oh, and that warmer water means stronger hurricanes. that intensify more quickly. like recently with helene and milton and more el nino years that can change weather patterns around the globe. are you able to say el ninos are getting stronger or more frequent based on what you're measuring right here? yeah. what's really interesting is that we used to say that el ninos occurred every 5 to 7 years. more recently, that's been occurring every 3 to 5 years. so there is a change that's happening. but what we're seeing now is on top of that with global warming is that those are becoming even stronger. does this give you a glimpse into the future? i would say that it helps us to understand more of what to expect and really what it does. it allows us, as new things are occurring, to see. did those
6:28 am
occur in the past? and so when trying to predict the future and that record of the past, that's it is almost priceless. scripps records show the ocean has warmed almost three degrees in just over 100 years. it's what scientists are finding all around the world. and all of that data is available and free for the public to access. and you can share this story to your social media. go to our website, nbcbayarea.com, and look for the posting on our climate in crisis page. we'll be right back san francisco is in crisis and we need real experienced leadership. we need mark farrell. our interim mayor who got things done. who showed we can clear tent encampments, fight crime, and address the drug crisis. who will make the tough choices for our city's future.

schools. this is after the former superintendent resigned amid a budget crisis. the crucial vote set today and the promises being made as school closures hang in limbo once again. and we're two weeks exactly two weeks away from the election. lots of americans have already turned in their ballots. if you speed when you're behind the wheel, cameras may catch you. the new tech rolling out in one bay area city. this is today in the bay at. 630 on your tuesday morning. thanks for starting your day with us. i'm laura garcia and i'm marcus washington. all right. so let's get a look at that forecast for you this morning. meteorologist kari hall has been monitoring those temperatures across the bay area. nice and cool start to the morning. it's another cool start. it's all clear as well as we take a look at four of our
6:32 am
microclimates. it's 52 degrees right now in walnut creek as well as in san mateo and 53 in san francisco. san jose at 56 degrees, a calm wind and as you're heading out in castro valley, a few clouds will roll in over the next couple of hours, and then our temperatures slowly rise, heading for the upper 60s here with a lot of sunshine. let's get a look at all of our microclimates and what to expect. today we start out with sweater weather, but later on this afternoon it's going to be so comfortable. make some time to enjoy the nice weather as our highs head for the mid 70s in the north bay and upper 70s for parts of the south county. we'll get a look ahead coming up in a few minutes. marcus and laura sounds good. we'll check back with you. kari. well, happening today, san francisco's struggling schools try to turn the page, as board members will confirm the appointment of a new leader today in the bay's ginger conejero saab joins us live in san francisco this morning. and ginger families breathing a sigh of relief with these recent announcements. that's right, laura and marcus, specifically

those families that would have been affected directly by school closures and mergers. those are on hold for now, as the district looks to confirm a new leadership and doctor maria su. she is the interim superintendent. that was announced not long after former superintendent matt wayne resigned on friday, doctor su was at the center of a rally at district headquarters yesterday with local leaders, including mayor london breed. san francisco usd staff and even state superintendent tony thurmond. president su has served as executive director of the department of children, youth and families. last month, she was appointed by mayor breed to co-chair a school stabilization board to support the embattled district's leadership. now moving forward. su addressed the crowd yesterday, hopeful that sfusd will get over its many challenges. these challenges are complex. i wish there was a shortcut to it, but there are
6:34 am
not. but i am confident that with the support of everyone behind me, we will get this done. we together can chart a future where our children will succeed and thrive. now su has her work cut out for her. the district is facing a budget shortfall, and one of the more immediate challenges for her will be to overhaul the district's finances and avoid a state takeover. now, that has been a huge concern in recent months. most notably after state officials gave fiscal appointees veto power over the district's spending. now, state superintendent tony thurmond showed his support yesterday for doctor su, not just for her, however, but also for the school district as a whole, emphasizing there will not be a state takeover in san francisco. and that is a big statement coming from superintendent thurmond. so many people are asking what's
6:35 am
next as far as leadership is concerned, that big vote happens at the board meeting. school board meeting tonight, that starts at 5 p.m. and as far as those school closures and mergers are concerned, again, that's on hold for now. that may be revisited in the next year in in san francisco, ginger conejero saab today in the bay. i'm sure a lot of parents are some of those schools are like, okay, another year, hopefully we can get things squared away. all right. thanks, ginger. it is 634 right now. all kinds of activity this morning as we close in on decision 2024 scott mcgrew former president barack obama and governor tim walz. they will actually be in wisconsin. they'll be in madison. good morning to you. so and then jd vance is in arizona. trump's going to be hosting a make america healthy rally in north carolina, i think. meantime worries over trump's tax plans. the latest calculations by cnbc say 93 million americans could escape federal taxes if there are tax breaks for tips over
6:36 am
time and social security. but the problem is that lack of income for the united states would shatter deficit records and a new calculation by the nonpartisan center for a responsible federal budget says the shortfalls would drain social security in just six years. now, to be fair, most economists say social security would be insolvent in about ten years one way or the other. just days after shocking some of them with his tales of arnold palmer's anatomy, trump was speaking to evangelical christians in north carolina. it's also great to be back in this incredible state with so many proud american patriots who believe in faith and family, god and country. thank you very muc. we need more of that in this nation, don't we? we need more of that now. vice president harris, once again campaigned alongside republican liz cheney.
6:37 am
this picture was unimaginable five years ago. not only is cheney a republican, she is an ultra conservative republican. one of the most conservative republicans in modern times, which is why she says she can't tolerate donald trump. i'm a conservative and i know that the most conservative of all conservative principles is being faithful to the constitution. and you have to choose in this race between someone who has been faithful to the constitution, who will be faithful, and donald trump in many, many ways, donald trump is an unserious man, but the consequences of him being president of the united states are brutally serious. there are things that he says that will be the subject of skits and laughter and jokes, but words have meaning coming from someone
6:38 am
who aspires to stand behind the seal of the president of the united states. harris will be on nightly news tonight sitting down for an interview with our hallie jackson. meantime, new estimates show with just two weeks to go exactly until election day, 15 million americans have already voted. georgia north carolina, louisiana, marcus. they've all set new early voting records. all right. thanks, scott. well, you know, nbc news has just launched a new campaign. this is to encourage folks to get out and do this right here. vote. yeah, especially this november. let's take a look at that. the vote. it's as american as apple pie as stars and stripes. and spacious skies. it's iconic. we've got the flag up now. patriotic. it's america's favorite pastime. the vote is as american as you. and this november, we're all chanting it's your turn. step into the box and make it stick. vote her

6:41 am
get a look at some slightly warmer temperatures ahead. mike takes us back to cocoa county. yeah, 680 southbound. we had a couple of crashes at the walnut creek interchange. they both cleared it looks the same on this shot, but if you look at the speed sensors, the overall commute looks a lot better. traffic backing up and building up at 242 as it feeds in off of highway four. but releasing here and now, feeding over in through lafayette, just below the limit. as folks head over toward the caldecott, we see some slowing through the area, but no problems for the tubes. we're looking over here southbound, our westbound on the east shore freeway. those crashes also both cleared, so a lot more traffic getting to the bay bridge. we filled in all the lanes over the last ten minutes. so the build is now out of the maze off the east shore freeway and getting into san francisco. that's no surprise for this tuesday. outside of those problems for contra costa and alameda county down the east shore freeway, we also have some slowing in the tri-valley northbound. we still have lane restrictions around bernal, so that's now playing a factor for folks heading north on 680. back to you. thanks, mike. 641 right now. a bay area
