trump's case, couple of years, now they turn their attention to turnout. hoda? >> garrett haake for us. garrett, thank you. not to be forgotten, at stake also, exactly 14 days from now, control of congress. that overall battle is just as tight as the presidential race, highlighted by a handful of high-profile contests from coast-to-coast. we ask nbc's capitol hill correspondent ryan nobles to take a look. he's in houston this morning, telling us where the fight stands this morning. ryan, good morning. >> reporter: savannah, good morning. the balance of power in congress will be important to whoever is the next president, whether it be kamala harris or donald trump. there are 33 seats up for grabs in the senate. and probably only about 8 or 10 that aren't competitive, including here in texas. which may be democrats only shot to turn a red seat blue. from the mountains of minnesota -- >> what's important right now, is the future of this country. >> reporter: to the shores of the great lakes. >> food price and stuff is high. wish it could come down.

>> reporter: from the coasts of california and new york. >> i want everybody to vote. i don't care what side you fall on. >> reporter: to the lone star state of texas. the battle for control of congress is heating up, in many of the places the presidential candidates are not paying attention to. >> this is a very different choice than the presidential level. >> reporter: in the senate, the democrats hold a razor-thin two-seat majority. but they are facing competitive races in eight states they currently hold. among them, red states like west virginia and montana, which overwhelmingly support donald trump, former president, leaving incumbent like john tester in danger of losing his bid for a fourth term. >> i don't care if your a democrat or a donald trump republican or something in between. >> reporter: the best shot is here is texas for a pickup for democrat. where ted cruz is ng challenge from collin allred. congressman. cruz remains confident. >> because texas values, we believe in common sense conservative values.

texans want lower taxes, less regulation. >> reporter: close races in ohio, pennsylvania, michigan, nevada and arizona. on the house side, the republicans are clinging to a majority eight seat. 40 seats are competitive, in states like new york, california and new mexico, where candidates like gabe vasquez are selling their own message. >> myself as a proud son of immigrants, i stand here today, as a member of congress, and also as a testament to the hard work and sacrifice my family made. >> reporter: the result in two weeks will go a long way of determining the path of the next president, regardless of who wins. divided government will make it difficult to get much accomplished. a challenge for both parties, as voters prepare to cast their ballots. >> ryan, just as we've seen with kamala harris in recent days, reaching out to disaffected republicans, non-trump republicans. we've seen senate democrats do that as well, and sometimes distancing themselves from the

white house, much more than we've seen harris do. >> reporter: yeah, savannah. it's a much bigger challenge for democrats because they basically need to sweep all of these blue rust belt states in order to maintain that very thin majority that they currently enjoy in the united states senate. and that means that many of these democratic candidates are distancing themselves from the white house. particularly in pennsylvania, where you see the incumbent senator, bob casey, running a new ad where he rejects the biden/harris policy and embraces some of donald trump's trade proposals. we're seeing fewer and fewer ticket splitters. people will vote republican at the top of the ticket and then democrat further down the ballot. it's meaning that these democrats are being forced to be a lot more creative in reaching out to republican voters in this very close election. savannah? >> ryan, thank you very much. also this morning, the u.s. is making another push to end the war in gaza. secretary of state antony blinken visiting israel today, looking to jump start negotiations while also defusing

the conflict in lebanon, but even before his arrival, hezbollah fired a barrage of rockets into israel. nbc's raf sanchez is in tel aviv. he has the latest. hey, raf, good morning. >> reporter: hoda, good morning. this is secretary blinken's 11th trip to the region since the october 7th attack. he is starting in israel and moving on to several arab countries. this is likely to be the last, major american push for cease-fire before the presidential election. this morning, with israeli forces striking targets across lebanon, and laying siege to parts of northern gaza, secretary blinken arriving back in israel. shortly before he touched down, rocket interceptions over tel aviv, underscoring the urgency of the trip. while cease-fire negotiations have been stalled for nearly a year, the u.s. hopes the killing of hamas' hard-line leader yahya sinwar could open a window for new talks.

but a senior state department official acknowledging overnight, with sinwar dead, it's not clear who is in charge of hamas, and whether anyone can negotiate on its behalf. for now, israel is focussed on attacking what it says are hezbollah sources of income. last night alleging, without providing evidence that the iranian-backed militant group has half a billion dollars stored in a bunker underneath a hospital in south beirut. >> hezbollah has millions of dollars in gold and cash, in the bunker. >> reporter: the hospital says it immediately evacuated patients out of fear of an israeli attack. and denied there was a bunker below. blinken expected to press israeli leaders on the spiraling humanitarian crisis in northern gaza, where israeli forces have surrounded the jabalia refugee camp, saying hamas is regrouping there. the u.n. says israel is blocking food and medicine getting to the besieged area. and the few remaining hospitals

are overwhelmed. hospital authorities telling our team in gaza, nine civilians were killed by israeli shelling as they tried to flee to safety yesterday. rescue crews say they were able to save this woman, who spent five days trapped under the rubble of her home. a flicker of good news, amid deepening misery. now, we asked the idf about the shelling in northern gaza. they told us, they have set up safe routes to get civilians out of harm's way. meanwhile, secretary blinken is pushing for a comprehensive cease-fire. and end to the war in exchange for all of the remaining hostages. an israeli official tells nbc news, israel is now studying a proposal from egypt for a small-scale cease-fire. that's a two-week pause in the fighting in exchange for six hostages. but the idea this official says is to start small and to try to build momentum towards a wider agreement. hoda? >> raf sanchez for us in tel aviv. raf, thank you. much more to get to. 14 minutes after the hour.

good morning, craig. >> craig. >> hoda, good morning. good morning to you, as well. new details emerging on the weekend helicopter crash in houston. the chopper slamming into a radio tower, killing all four people onboard and sparking a fire. now, now we're learning just days before that accident, the faa warned pilots some lights on the tower were out. nbc's senior correspondent tom costello covers aviation for us. tom, good morning to you. >> hey, craig. ntsb investigators will be back at the scene this morning. combing through roughly four acres of land as they continue to gather evidence. what may prove critical is the warning you talked about. it's called a notam, that all pilots are responsible for knowing about before they take off. this morning, we're learning more about the final moments before this fiery helicopter crash in houston that killed four people onboard, including a child. new audio of what appears to be

the pilot, talking with air traffic control, showing no signs of distress. >> just departed ellington. >> reporter: moments later, surveillance video captured the impact. >> helicopter hit a red and white telephone tower. >> reporter: aerial video shows a mangled wreckage and a field blackened by debris and fire. as investigators using a dog take photos of the scene. >> we're just gathering all the evidence we can. it's a pretty complex scene. >> reporter: on sunday night, the private helicopter flew straight into a 1200 foot radio tower, creating a fire ball in the sky and igniting the massive grass fire down below. >> there was a lot of smoke. and my throat started getting scratchy. and my eyes -- the fumes were real strong. >> reporter: flight aware shows the chopper was flying from ellington general aviation airport, towards downtown houston. it was just 600 feet off the ground, traveling at 108 miles per hour at impact.

>> the faa rules indicate you need to stay at least 500 feet away from any structure or obstacle when you're flying in air space. it's the pilot's responsibility to maintain safe separation. >> reporter: the faa had put out a notam, or notice to air missions, just days earlier, warning that some of the lights on the tower were not working. video appears to show one light was functioning as the chopper approached. >> that is something that a pilot should do before every flight is check all of the notams. nbc news, sba communications, which owns the tower, said it only acquired the site last month and as part of the standard process had ensured a warning was in place in order to exercise caution during the change of ownership. local authorities have not yet released the identities of those onboard. as both the ntsb and the faa investigate. an faa data base shows the chopper was owned by porter equipment, a construction
