i'm frances rivera. the countdown to the election is down to only five days. today both candidates will travel west. vice president harris will hold an event in vaclas vegas with jennifer lopez. former president trump is expected to speak in arizona in a hurricane-relief benefit hosted by tucker carlson. last night harris spoke to a largely gen z audience in wisconsin. >> i love your generation. i just love you guys. puerto rico deserves respect. >> and our thanks to garrett for that report. donald trump's wealthiest supporter is expected to spend his halloween in a courtroom. elon musk has been ordered to attend an emergency hearing in philadelphia this morning. the city's top prosecutors is trying to stop the tesla ceo from handing out milliondollar prizes to registered voters. the lawsuit accuses musk of operating an illegal lottery to influence voters. musk and his attorneys did not respond to a request for comment. north korean soldiers are now donning russian uniforms and hiding towards ukraine carrying russian equipment defense secretary lloyd austin said. the u.s. and south korean say some of the troops are headed toward the kursk region of russia where putin's army is struggling to push back a ukrainian incursion. the deployment was called a dangerous and destabilizing

development. in spain, flash flooding has killed at least 95 people in the country's worst natural disaster in decades. dozens more are missing. it happened in the country's east, mostly in the valencia region, which saw a year's worth of rain in just eight hours. for the latest, let's turn to matt bodner. what do we know about the search and rescue efforts? >> reporter: frances, good morning. search and rescue efforts are ong ongoing, and the spanish government has deployed more than 1,000 soldiers to help scores of people who are still stranded in inaccessible areas. many homes are in ruin, and it's unclear how many people are missing. one spanish official has called this the storm of the century. and the spanish king is speaking of enormous destruction. and that is clear from the videos out of valencia hitting social media. the city has been submerged. piles of cars are being thrown around the city streets. one dramatic video showed a helicopter airlifting here a woman and her pets from a home amid high winds and raging

floods below them. another showed a child. valencia has been devastated but it's not the only area hit by the floods. the nearby town of chiba saw 19 inches of rain in the eight hours. and regional officials have declared a red-level emergency. though the rains had subsided, more storms are forecast to hit today. to put this all in perspective, frances, this is the worst natural disaster to hit europe in years, rivaling those massive f floods that hit germany in 2021, that killed 185 people. nothing like this has happened since 1986 when 87 people were killed by floods. weather events like this stad lay are becoming more common, the scientific community says this is more likely is the result of the climate crisis. >> matt, thank you. on wednesday, rain helped fire crews battling two brush fires in salem, massachusetts.

while the rain didn't fully extinguish the flames, it drastically improved air quality. we could see record heat for halloween. nbc meteorologist angie lassman is tracking it all for us. at least kids don't have to wear those big, bulky coats over their costumes. >> you're exactly right. here's looking on the bright side of that. it is potentially going to be one of the warmest halloweens on record for a lot of folks. notice the records we're expected to break or come near. new york city expected to hit 78 degrees. not quite a record. philadelphia into the low 80s. pittsburgh set to tie the record for this date at 79 degrees. warm air continues to sit across this region. we'll have that again for tomorrow, just part of a, kind of a sliver of the northeast included in that before this cold front starts to work through and really cool things down. we're going to see things rebound eventually as we get into next week. in the meantime, mid-50s for boston into the weekend and early next week. upper 50s for detroit. chicago will end up into the low
