the kind of blue light shining through the clouds over downtown san jose. it is dark out there and it's going to be even darker at this time tomorrow. thank you so much for starting your saturday morning with us on this first saturday of the month and the final day of daylight saving time, i'm kira klapper cinthia pimentel has a quick look at our microclimate forecast. we saw some rain overnight, didn't we? oh yeah, some good beneficial rain to the bay area though. showers pushing on through. we even got some snow showers up there towards the sierra, where a winter weather advisory still remains this morning. we've got over an inch of rain in the north bay, about a 10th down here into the south bay, where some of those light showers still remain around the seven trees neighborhood. and your approach into morgan hill on 101, the time change of course, happens tonight, and there are several changes that we have to talk about. we're going to be drying out over the next couple of days, and actually reversing the pattern a little bit with

the winds. so we're back to talking about the fire weather concerns. i'll be back with that outlook in about 15 minutes. kara, back to you. all right. cynthia, thanks. we have debuted a redesigned weather experience. it's the only way to get your local weather from our trusted meteorologist. and it's more accurate than the weather app on your phone. just scan that qr code to download the app for free. we begin with a bay area city council member under scrutiny after police say they found her passed out on a sidewalk in southern california. trish herrera spencer was representing the city of alameda at the convention when she was taken to the hospital for being intoxicated, but she says she was the victim of a crime. now, the mayor of alameda is saying herrera spencer violated the city's code of conduct. today, in the bay's pete serratos reports from alameda. are you hurt at all? does he know what city we're in? i'm in this police body cam footage obtained

by nbc bay area news. alameda city council member trish herrera spencer is struggling to speak to long beach police officers after she was found passed out on a sidewalk outside of a bar on october 18th. police say the bar refused to let her in because she appeared to be too drunk. alameda county police say the council member, who had a nametag around her neck at the time, was intoxicated. she was eventually taken to a hospital but never cited by police. the mayor of alameda feels the actions by the council member in the body cam video warrant a vote by the city council to hold her accountable. the way we behave when we're out in public should be something that would make our residents proud. next week, the alameda city council will discuss a resolution to admonish herrera spencer for what the mayor and another council member say is a violation of the city's code of conduct. the resolution stating members are constantly being observed by the community every day that they serve in office.

their behaviors and comments serve as models for proper deportment in the city of alameda. it is a serious and continuous responsibility, but vice mayor tony daysog believes the council member wasn't intoxicated in fact, after watching the body cam video, he believes she may have been having a medical episode. it's completely possible. i mean, i'm not a medical specialist, but you know, it's completely possible that she could have been suffering a stroke for that afternoon and going into the evening. and it's why he's on the fence when it comes to the proposed resolution. that's why i believe that what's in order now is frankly, compassion as opposed to censure. council member herrera spencer did not respond to our request for comment friday. but prior to the body camera video released, a statement on the incident saying, i have little recollection of the event. however, i believe i was the victim of a crime. i am still suffering from my injuries, including a co her phone and purse beside her and police say there was no crime.

the city council plans to discuss the resolution at the next meeting on wednesday, november sixth. pete suratos today in the bay. police in san francisco need your help finding three men responsible for a home invasion robbery not far from the campus of san francisco state university. it happened around two yesterday morning when a man says someone was banging on the front door of his home n avenue and fairlawn street. he told police that when he opened the door, three men hit him in the head with a gun and pushed their way inside. they stole cash and a safe and took off. they're still on the run. anyone with information is urged to call san francisco police. turning now to decision 2024. just three more days to go until election day as the bay area faces many local issues. the race for the white house continues to take the spotlight. vice president harris and former president trump battled it out in the key swing state of

wisconsin and held dueling rallies in milwaukee. both are hoping that the state's ten electoral votes will push them to the total they need to win. vice president harris's rally was held at the wisconsin state fair exposition center. she laid out what she called a stark choice voters face in this election, and talked about how trump is focused on dividing americans. and look, we know who donald trump is. this is not someone who is thinking about how to make your life better. this is someone who is increasingly unstable, obsessed with revenge. yes, he is consumed with grievance and the man is out for unchecked power. the event also featured speeches by celebrity cardi b, comedian keegan-michael key, and performances by mc lyte and glorilla. meanwhile, just miles

away in downtown, former president trump held his rally. it happened at the same venue that hosted july's gop convention. trump railed against the green new deal and climate change. he told the crowd vice president harris, quote, broke the country. we have somebody who's grossly incompetent, as i guess i don't know. is she the vice president? the president? is she a contender? what the hell is she? kamala broke it. and i will fix it. and we'll fix it very quickly. both harris and trump continue their swings through swing states, and they will both be in pittsburgh for campaign rallies on monday. if you have yet to vote, we want to help you get informed about our local races. you can scan that qr code on your screen. it will take you to our full voter guide with information on all of those key races. for the first time. dreamers or daca recipients now are eligible for health care

coverage under the affordable care act. the obama era program allows immigrants who were brought into the u.s. as children to study and work without fear of deportation. but if they didn't get health coverage through their employer, their options were limited until now. covered california estimates that about 40,000 daca recipients are now eligible in california. today, in the bay's jocelyn moran has the story. when i came to the united states, i was three years old. flor martinez zaragoza is a daca recipient who lives in san jose. i will be applying for the obamacare. and it's just it's so crazy that, you know, basic health care and it's just about humanizing our community. it's the first time she and about half a million other daca recipients are able to sign up for obamacare. president biden finalized the rule in may, and for the first time, daca recipients that live in california can not only enroll in covered california, they can

also access all of the financial assistance that we make available. it's a really big deal because we know that access to health care is something that is extremely important, and that could have a significant impact on on people's lives. luis cortez was raised in redwood city. he's a daca recipient himself and an immigration attorney. he says one of the biggest impacts this could have is around access to preventative care. the change comes as the future of daca remains uncertain. currently, daca is under attack by the state of texas and a group of other states who have challenged the program again in a lawsuit trying to end it. and just days before the election. this election is so important, especially when i think about our daca recipients. there's just so much on the line. jocelyn moran, nbc, bay area news. well, we've been reporting on potential school closures in san francisco, and they could be hitting more bay area school districts after this school year

ends. among them, in the south bay, san jose's alum rock school district, which is suffering declining enrollment. curington elementary made the list along with joseph george, middle school, across the street. 11 other schools in the district also are targets. the district plans to shut down eight of them and consolidate two others by next fall. the board will make a final decision in one month. meanwhile, both oakland and san francisco unified also are having internal battles over closing their schools. the problem, due to fewer people having children and families leaving the bay area due to the high cost of living. the number of students have declined across the state by about 6%, so this is not something that is isolated to a school district or a region. it's a statewide concern. superintendent cruz went on to say that franklin mckinley lost 40% of its student body since 2011. some districts

ready to set your clocks back as we fall back one hour tonight and get that extra hour of sleep as daylight saving time ends. cinthia pimentel will be along with your full microclimate forecast in just a moment. but first, a local k-9 police officer is being accused by a federal grand jury of pretending to find drugs and other contraband on prisoners at san quentin. the san francisco chronicle is reporting evelina ramirez prepped packages full of drugs, drug paraphernalia, cell phones and weapons and then planted them at the prison in 2022. contraband drugs were

found 28 times at san quentin and officer ramirez was responsible for 20 of those discoveries. he's also accused of duping the state into paying him thousands of dollars in overtime to document those, quote, bogus discoveries. the white house named sunnyvale as the future location for the national semiconductor technology center headquarters. the flagship facility will serve as a research and development site for the entire nation. this is all part of president biden's chips for america drive. a second facility eventually will open in upstate new york. happening now. health care workers and some visitors at patient facilities will be forced to mask up in parts of the bay area. the public health departments in alameda county, contra costa county, santa clara, san mateo and napa counties have all issued similar orders for hospitals. skilled nursing facilities and other places that provide health care.

this is all to prevent the spread of covid during this cold and flu season. the mask mandate went into effect yesterday. it will continue through the end of march or april of next year. now to a bay area cemetery this year. preparing in advance after a tense clash with families last year on dia de los muertos. san jose police ended up getting involved when dozens of families say they were locked out of oak hill cemetery last year. it all started when guards had to intervene, forcing the property to close early for security reasons. this year, families and local activists are working with the cemetery to extend the hours, along with extra security. the oak hill cemetery did agree, which is great. we really appreciate it and we just hope to continue this without any issues moving forward, which i believe that, you know, as a community that that and, you

know, a relationship with the cemetery and maintaining that communication, we can make that happen. this year, oak hill cemetery will allow families to stay on their property until 8 p.m. that is tonight. happening today. people will walk for als or lou gehrig's disease this morning. it's the 25th annual east bay walk and roll to cure als in richmond. the event is hosted by the als network. als, also known as lou gehrig's disease, is a fatal neurological disorder that causes nerve cells in the brain and the spinal cord to weaken. the walk is free to attend, with donations going towards services and research. the walk is at the miller knox regional shoreline at noon today. well, this weekend marks an unofficial holiday for anyone who works early morning hours like we do tomorrow. we gain that extra hour of sleep due to standard time beginning, but the

upcoming change is renewing a timeless debate over why there's a growing movement by state and federal lawmakers to stop the clock on daylight saving time. keep in mind, in the spring, we lose that hour of sleep. we spring forward. 20 states have passed laws making daylight saving time permanent. but in order for those laws to take effect, congress must pass the quote, sunshine protection act, as it's called, introduced by florida u.s. senator marco rubio. the bill currently remains in limbo at the state level. lawmakers are considering their own bill to end daylight saving time. the legislation is currently working its way through the state assembly. the bill already was passed in the state senate. well, either way, we'll enjoy that extra hour tonight. now to the cierra. look at that snow falling. this is a live look at palisades tahoe. if you're headed up to tahoe, note that chain controls are in effect for i-80 and highway 50.

now that halloween is officially over and snow is falling in the sierra, the queen of christmas is officially defrosted. take a look. it's. i don't want a lot for christmas. mariah carey posting this video on her instagram. in it, she chiles channeling her inner morticia addams, symbolically putting a dagger through halloween to mark the return of the holiday season. kari, of course, is known as the queen of christmas following her bestselling christmas song. it's the best selling christmas song of all time by the way, all i want for christmas is you. time now to check in with cinthia pimentel for our microclimate forecast. well, it feels like the holiday season. it rained overnight. i

asked my husband last night if we can put up the tree. he said it's too early. too early? right. well, thanksgiving needs a moment, right? it needs a moment. and you know what? we need to talk about the rain that came in overnight. that needs a moment, too, because we did pretty well. we have satellite and radar clearing out. just a few lingering showers, light returns being noticed here over the east foothills, down here in san jose and down into morgan hill. so the roads will be slick this morning as you make your weekend out outing plans. we did really well in the north bay over an inch and a half. mount tam, mount saint helena not far behind ben loman, santa cruz mountains also over half an inch of rain and skyline boulevard there in oakland, nearing that half inch mark. but then we come down into san jose, just over a 10th of an inch overall. just a nice way to shift up the weekend a little bit as we take a look through the rest of our day, we should see skies clearing, but the breeze picking up and those temperatures feeling cooler. so as you make your way out the

door for those brunch plans, make sure to grab a jacket into the afternoon. mostly sunny skies and the breezy evening temperatures. only in the 60s for a majority of us will keep it down into the upper 50s there in half moon bay. before we talk about those winds, let's talk about what's happening tonight. with daylight saving time coming to an end shift. those clocks back. make sure you check your smoke detector batteries, your outdoor lights, and we get that earlier sunset. of course. here we go with talking about the winds. we'll still we'll see them picking up as we go on into tonight. still out of the west northwest. but notice how those yellow arrows start to shift coming from the north as we go on into our sunday and even into the next couple of days, our models are showing us that offshore wind events, we're going to be talking about fire concerns drying out the land, the rain we got. unfortunately not a fire weather buster here. as we go on and take a look at the next couple of days. so aside from the wind and of course the fire concerns, we're also going to bring slightly warmer temperatures. check out danville going up into the 70s

as today in the bay scott mcgrew shows us your maps just got smarter. kira. it's ai you knew it had to do something with ai, right? google calls its ai gemini and says its folded gemini into maps. so instead of just typing a location into maps, you can now ask maps to give you recommendations like a fun place to go in the evening. they're using boston in this example. google maps will then offer suggestions with ai. double checking the place is open and well rated, and then you can ask follow up questions like is there a full bar? for instance, what can i do with kids this weekend in san francisco? you can even say, what can i do on a rainy day in

trust, and it's more accurate than the weather app already installed on your phone. just scan that qr code to download our free nbc bay area app. back now to decision 2020 for just three more days until election day. vice president kamala harris and former president donald trump are mirroring one another's itineraries, holding dueling rallies. yesterday in wisconsin and in battleground pennsylvania on monday. but they're laying out very different visions for our future. nbc's brie jackson is tracking it all from washington, dc. it is only days left for voters to decide who will lead the country for the next four years. my first priority, which will be probably the package of bills, is about bringing down the cost of living. vice president harris and former president trump, both campaigning in wisconsin, hoping to capture the state's ten electoral college votes. the harris team, also pouncing on this comment mr. trump made

about former republican congresswoman liz cheney. she's a radical war hawk. let's put her with a rifle standing there with nine barrel shooting at her. okay, let's see how she feels about it. this must be disqualifying. anyone who wants to be president of the united states, who uses that kind of violent rhetoric is clearly disqualified. and unqualified to be president. former president trump doubling down. i think that liz cheney is a disaster. all she wants to do is blow people up. she's a war hawk and a dumb one at that. the trump campaign blaming the backlash on fake media outrage and calling it an attempt to interfere in the election. echoing the former president's efforts to sow doubt. meanwhile, intelligence agencies are warning of russian election interference. this is all about spewing disinformation designed to undermine trust in

our elections and to sow partizan discord, and we cannot allow our foreign adversaries to have a vote in our democracy. well over 60 million americans have early voted and with time running out, the candidates are pushing to get more supporters to the polls. on november 5th. and as part of a new strategy to combat foreign election interference, intelligence agencies and the justice department are moving faster to expose disinformation. they're also seizing web domains and issuing indictments. u.s. officials acknowledge there's no magic bullet that can defeat disinformation campaigns, but hope to help limit its impact. in washington, brie jackson, nbc news. in contra costa county, they opened five early voting centers yesterday, and election workers were caught a little off guard by this. the number of people showing up to cast their ballots yesterday, the line was out the door around the corner

at the walnut creek voting center. people waited patiently for more than an hour to vote. i think the issues are worth it. you know, i'm a first time voter and i just had to be here for my daughters. you know, the women in my life, you know, my sisters, nieces. we have seen the enthusiasm for this election because we've had a steady stream of in-person voters since we opened our office for early voting 29 days before the election on monday, october 7th. contra costa county registrar of voters says in addition to people showing up early in person, they've already received 230,000 votes by mail so far. meanwhile, in the race to fill the congressional seat left vacant by anna eshoo, one of the two candidates has won the endorsement of governor gavin newsom. newsom is now backing evan lowe in the hotly contested bay area district 16 political race. lowe is running against former san jose mayor sam

liccardo. both are democrats. we reached out to liccardo's campaign, which in response to the endorsement says, quote, sam is endorsed by the people and organizations serving this district, including the mercury news, san francisco chronicle, san mateo daily journal, palo alto daily post, and hundreds of local leaders. because sam will deliver solutions for our local communities. if you haven't yet voted, we want to help you get informed about our local races. in this last three days. just scan that qr code on your screen. it will take you directly to our full voter guide with all the information you need on those local key races. happening today. another effort to recall oakland mayor sheng thao. the group safe grassroots will be hosting a pre-election press conference to gather support for the recall, which will be on tuesday's ballot. this comes after that recent investigation involving mayor thao with the fbi, the irs and

the u.s. postal service. the press conference will be at the alameda county administration building at 11 this morning. the recall efforts come as oakland city leaders are celebrating a major drop in violent crime. oakland's homicide rate is down 33% from this time last year. robberies are down 24% and overall crime is down 37%. oakland mayor thao joined law enforcement officials and faith leaders yesterday at saint columba catholic church to acknowledge the city's progress. leaders say the numbers are promising, but that it's too soon to declare a success. well, that's a really strong sign that we are headed on the right track. and of course, it's not an accident. it's not a coincidence. it's the result of incredible work. oakland city leaders are largely crediting the city's ceasefire strategy for this decrease in crime. now

to ex officer brett hankison was found guilty for violating breonna taylor's civil rights. hankinson, the former louisville, kentucky, officer, violated taylor's rights in that botched raid that led to her accidental death. you might recall she was killed back in march of 2020 after police showed up at her apartment looking for evidence in a narcotics investigation targeting taylor's ex-boyfriend. prosecutors had accused hankison of shooting blindly into taylor's apartment, but he was not charged with fatally shooting her. many people in the bay area are celebrating dia de los muertos, the day of the dead. it's a latin american holiday that celebrates loved ones who've passed on november 1st and second. while some of the imagery includes skulls and skeletons, it's far from a different version of halloween.

today in the bay's kris sanchez joins us with a closer look at the celebration. good morning kira. you've probably seen altars like this one around the bay area, because dia de los muertos is really grown in popularity beyond our latin american communities. and as the tradition goes, the gates of heaven open for 24 hours. so that spirits can come back to earth and be with their loved ones once again. today in gilroy, lofgren will celebrate dia de los muertos and will fill a void. the community has felt since the mass shooting at the gilroy garlic festival in 2019. the festival also focuses on the living, gathering 60 community partners for a wellness fair to in order to help the community continue to heal. just learning to embrace life after garlic festival. i feel like that's part of what gilroy is doing. looking for reasons to come together as a community, and the festival has really helped to fill that void. in its first

year, la ofrenda also helped with gilroy's economic recovery, drawing 8000 attendees and delivering a $315,000 economic impact. this year, they're expecting as many as 12,000 people on sunday. oakland will go all out at the fruitvale village with a free festival that draws more than 100,000 people. this celebration was inducted into the u.s. library of congress as a local legacy. also sunday, redwood city will host a celebration with altars and performances and catrina face painting. the colorful and detailed makeup represents the celebration of death and the beauty of life. the ofrendas are offerings of treats, candles and cempasuchil or marigold are part of the celebration. la ofrenda festival in gilroy is today san francisco, also hosting the festival of altars at potrero del sol park. today from eight this morning until ten tonight, the redwood city and oakland celebrations are on sunday, while the holiday goes back 3000

i started to clear up a little bit. our satellite and radar pushing that rain out towards the east and south. there is a winter weather advisory up towards the cierra, so just bring those chains just in case. and the rain is starting to push down through five down into la. if your plans are taking you to socal. so what can we expect for the rest of the day? the rain not going to dampen our weekend plans for today. we will see mostly sunny skies, temperatures in the upper 60s there for santa rosa concord down here in san jose. cooler out there towards half moon bay at only 60 degrees. it will turn breezy this afternoon, and then we have some stronger winds ahead, which leads me to talk about this. maybe you have some friends or family in town, and you want to go out to the beach on a beautiful day tomorrow. we do have to be cautious of this beach hazard statement. as those strong winds come in, pushing

more water up towards the coast so we could have breakers about 10 to 14ft. so just some extra caution there. we're going to reverse those winds though as we go on into sunday afternoon. watch how we have those yellow arrows coming off of the land offshore winds. we don't like to hear that october, november here in the bay area, because that brings about the fire weather concerns. we're going to bring those humidity levels down. and this is a multi-day event not only for sunday but monday, our election day on tuesday as well, which will be some areas to watch depending on how those patterns set up. but still, we continue to see those winds out of the north about 25 to 45 miles an hour. so that's going to dry up the land even more. the rain we saw overnight, not enough to bring us out of those concerns for the next couple of days. aside from that, we should see the numbers warming up over our 7-day forecast right there at the bottom of your screen. but your skin could be drying out as well. so watch how we play this out in our 7-day forecast. remember to bring back

change can be a spooky topic to talk about, and in this halloween edition, we want to help you avoid the nightmare. after halloween, you can save your halloween costume f next year or donate it. candy wrappers, spider webs, and glow stks all go in the trash, no the recycling bin. and if you see wrappers out on your street still to this day, pick them up orhey'll end up in the storm drain and pollute our water. now those pumpkins go in the garbage or in your backyard compost pile, but not in the yard trimmings container. it's something san jose environmental leaders are reinforcing this halloween. somebody has a large amount of pumpkins and they don't have room in their garbage cart for all the extra pumpkins that week. they can purchase extra garbage stickers at any of our local san jose public libraries. lucky and safeway stores, and at san jose city hall for a small fee. and they can set out extra bags of garbage if they need to. jagger eaton. and if you if you want to

also are on the list. the district plans to shut down eight schools and consolidate two others by next fall. the board will make a final decision in one month. all school districts say they are battling fewer people, having children, as well as families leaving the bay area due to the high cost of living. some districts are floating the idea to lease their closed campuses to bring in revenue. a bay area cemetery this year is preparing in advance after a tense clash last year with families on dia de los muertos. san jose police got involved when dozens of families say they were locked out of oak hill cemetery last year. guards had to intervene at the san jose property, forcing it to close early for security reasons. this year, families and local activists say they are working with the cemetery, and they are extending the hours and adding extra security. oak hill cemetery is allowing families to stay on property until 8 p.m. tonight. three more days until
