are still being counted. vice president kamala harris has conceded to donald trump. the former president has a chance to win the popular vote. currently, he is ahead by nearly 5 million votes. within just a few hours, president biden is expected to address the nation from the rose garden, making his first public comments about the transition of power back to his predecessor. the question still remains about whether republicans will have complete control over congress when the new trump administration starts. there are still 39 seats to be decided in the house. but nbc news projects that republicans have successfully flipped control of the senate. for more on this historic election night, here's nbc's garrett haake. >> reporter: vice president harris conceding defeat, revealing she placed a call to now-president-elect donald trump. >> i spoke with president-elect trump and congratulated him on his victory. i also told him that we will help him and his team with their

transition. and that we will engage in a peaceful transfer of power. [cheers and applause] >> reporter: after trump pulled off what's likely the biggest political comeback in modern american history. >> this was, i believe, the greatest political movement of all time. there's never been anything like this in this country. >> reporter: votes are still being counted, but trump is in a position to potentially sweep all seven battleground states, with nbc news projecting he tore down all three states in the so-called democratic blue wall, and trump's red wave is poised to make him the first republican in 20 years to win the national popular vote. >> i will govern by a simple motto. promises made, promises kept. we're going to keep our promises. >> reporter: trump campaign sources telling us they knew trump had won shortly after 11:00 p.m. when reports surfaced of a harris campaign memo urging staff to go home and get some sleep. we knew that constituted the white flag, a senior trump campaign official tells nbc

coalition from 2016, winning men and first-time voters and diversifying his strong appeal among working class americans, in swing states, attracting more black and latino support. latino men in particular, flocking to trump, favoring him by a 12-point margin after backing president biden by 23 points four years ago. trump also doing much better with young voters. >> i wanted, like, more secure borders. i want, i want the general policies that trump aligned with. >> reporter: while trump pledging in victory to focus on uniting a divided america. >> it's time to put the divisions of the past four years behind us. it's time to unite, and we're going to try, we're going to try. we have to try. and it's going to happen. success will bring us together. i've seen that. >> reporter: the trump transition well under way with transition officials interviewing potential cabinet secretaries and vetting potential hires across a second trump administration. meanwhile, a trump campaign aide tells us to expect at least one thank you rally for former

president trump and his supporters in the coming weeks. >> garrett, thank you. let's turn now to brie jackson who was at howard university where vice president harris delivered her concession speech. >> reporter: vice president kamala harris took the stage here at the campus of howard university and spoke for about 15 to 20 minutes, and it was a heartfelt message. she expressed gratitude and let her supporters know that she called and conceded to former president trump. she said this is not the result that they had hoped for but promised a peaceful transfer of power. and she also urged her supporters to continue fighting for what they believe in and to remain optimistic. >> and so to everyone who is watching, do not despair. this is not a time to throw up our hands. this is a time to roll up our sleeves. let us fill the sky with the light of a brilliant, brilliant billion of stars.

[cheers and applause] the light, the light of optimism, of faith, of truth and service. >> reporter: and harris also told the crowd that she was proud of this historic campaign. on the campus of howard university, brie jackson, nbc news. ten states put abortion on the ballot this election cycle with measures passing in seven of them. that includes arizona and missouri, where voters overturned strict bans to expand abortion access until fetal viability, roughly around 24 weeks. arizona previously had a 15-week ban. in missouri a near total ban. but a different story in florida. although a majority of voters wanted to overturn the state's six-week ban, it fell short of the 60% super majority needed to enshrine abortion rights up to viability. south dakota also rejected aamendment to create a

constitutional right to abortion. and in nebraska a mixed bag. it essentially codified the existing 12-week ban. ukrainian forces have fought north korean soldiers in russia for the first time, according to ukraine's defense minister. another official said the ukrainian army also fired artillery at north korean soldiers. neither claim could be independently verified. the pentagon says at least 10,000 korean, north korean soldiers are in russia near the border with ukraine. the fighting is happening in russia's kursk region where ukraine has occupied territory since its surprise incursion back in august. back lear at home, a wildfire that erupted in california's ventura county has grown to 14,000 acres, forcing evacuations. the blaze spread so quickly that firefighters drove residents to safety in fire trucks.

a spokesperson for the ventura county fire department said several people have been injured and taken to hospitals. so far it's been too dangerous to determine the scope of destruction. but officials expect a count today of how many structures have been lost. meanwhile on the east coast, crews are battling a wildfire that has devoured 175 acres in ocean county, new jersey. 25 structures have been threatened. well, the rockies are getting an early dose of winter this morning. nbc meteorologist angie lassman is here with your forecast. skiers are loving this, angie, so they can get a jump start. >> you've got that right. we've got the winter alerts up as we watch for a winter storm to impact folks across this region. this is something we see here at least through the next couple days. we do see that fire still burning. we're going to be watching for the potential for some of these santa ana winds to still be impacting folks across this region over the next couple days. mean while, we are watching the middle of the country as we go

in the popular vote. republicans will gain at least three seats in the senate, meaning they will retake control of that chamber, and here's a look at the house at this hour. republicans have gained four seats but need 218 for the majority. one closely-watched race is pennsylvania where democratic challenger sellson is trying to unseat scott perry. she's less than 7,000 votes behind in that uncalled race. and in virginia, republicans are trying to flip the 7th district back to red. that race is also very close with only 76% of the vote counted so far. a florida amendment to legalize recreational marijuana has failed at the ballot box. nbc news projects. amendment 3 failed to get the 60% voter support needed. it's a victory for republican governor ron desantis who warned that it could lead to increased

public nuisance. a man was killed on i-95 in providence, rhode island while both state troopers and commuter were picking up cash strewn on the road. 61-year-old kevin elliott mccord got out of his car and crossed the median when it was struck by a suv. local residents were shocked at the accident. >> i think that's insane. i think if cash started raining everywhere, i mean, especially if there's an accident, it should go back to the person who was in the accident or at least kind of be brought to light for the person in the accident. right now, i just think that's wild. >> police have not yet confirmed that the victim was trying to get cash when he was killed. it's not known where the money came from. don't expect to see one of break dancing's breakouts at future olympic games or any breaking competitions for that matter. rachel gun, better known as raygun is retiring from
