entering combat for the first time. it's thursday, november 7th. early today starts right now. good morning. thanks for being up early with me. i'm frances rivera. vice president kamala harris has officially conceded the 2024 election to donald trump. as votes are still being counted, the former president has a real shot at winning the popular vote. he is currently leading by nearly 5 million votes. republicans are projected to retake control of the senate, and this is where the balance of power stands at this hour in the house. there are still 39 races to be called. the white house says president biden will address the nation from the rose garden later this morning. and he'll make his first public remarks since the election. for more on the transition, here's nbc's garrett haake. >> reporter: vice president harris conceding defeat, revealing she placed a call to now-president-elect donald

secretaries and vetting potential hires across a second trump administration. meanwhile, a trump campaign aide tells us to expect at least one thank you rally for former president trump and his supporters in the coming weeks. >> garrett, thank you. let's turn now to brie jackson, who was at howard university where vice president harris delivered her concession speech. >> reporter: vice president kamala harris took the stage here at the campus of howard university and spoke for about 15 to 20 minutes, and was a heartfelt message. she expressed gratitude and let her supporters know that she called and conceded to former president trump. she said this is not the result that they hoped for, but promised a peaceful transfer of power. and she also urged her supporters to continue fighting for what they believe in and to remain optimistic. >> and so, to everyone who is watching, do not despair. this is not a time to throw up our hands. this is a time to roll up our

sleeves. let us fill the sky with the light of a brilliant, brilliant billion of stars. the light, the light of optimism, of faith, of truth and service. >> reporter: and harris also told the crowd that she was proud of this historic campaign. on the campus of howard university, brie jackson, nbc news. donald trump ran on a promise to overhaul american immigration policy. and as tom llamas explains, his proposals could now tear families apart. >> we're going to have to seal up those borders. >> reporter: he made immigration the center piece of his campaign. >> but like a garbage can for the world. >> reporter: and when he's back in the white house, president-elect trump has promised to immediately crack down, with mass deportations of people in the country illegally.

>> on day one, i will launch the largest deportation program in american history. we'll get the criminals out. >> reporter: to do that, trump has said he'll mobilize the military and local police. but he's offed few specific details on how it will actually work. with 11 million undocumented people in the u.s., the process would be expensive and complicated. one report puts the price tag at an estimated $88 billion a year to hire new i.c.e. agents, build detention camps and carry out legal processing. ron vatello was acting i.c.e. director. >> i'm sure it's very expensive. it's worth doing to preserve the rule of law, and to preserve an immigration system that has integrity in the united states. you have to set rules, and you have to enforce those rules. >> reporter: trump says mass deportations are justified by a two centuries-old law, but some

legal experts on the left say trump's interpretation is way off. >> if is not lawful to use a centuries-old statute to deport people. it was for a very specific purpose when a foreign government invades this country. that is not what's happening with grimmigrants here. >> reporter: trump made immigration a major focus of his first administration. he separated families who crossed illegally. now in places like north carolina, this family lives in fear they could be separated. jenny's husband, isabella and mckenzie's dad, is undocument. >> i was afraid that one day they would come home, and he wouldn't be here. >> reporter: so he lives in the shadows. the family asked we don't share his face or his name because they worry he could be deported. >> i don't make any trouble. i just go to work and come home. my family is everything for me. >> reporter: millions of families bracing for what's next. tom llamas, nbc news.

ukrainian forces have fought north korean soldiers in russia for the first time according to ukraine's defense minister. the ukrainian army also fired artillery at north korean soldiers. neither claim could be independently verified. the pentagon says that at least 10,000 koreans, north korean soldiers are in russia near the border with ukraine. the fighting is happening in russia's kursk region where ukraine has occupied territory since a surprise incursion back in august. back here at home. a wildfire that erupted in ventura county in california has grown to 14,000 acres, forcing evacuations. the blaze spread so quickly, that firefighters drove residents to safety in fire trucks, a spokesperson said several people have been injured and taken to hospitals. the fast-moving flames are being fueled by what fire officials called a significant santa ana wind event. so far, it's been too dangerous to determine the scope of destruction.

but officials expect a count today of how many structures have been lost. the rockies are getting their first taste of winter. angie lassman is here with the forecast. good morning. >> good morning to you. we've got some of these winter alerts up for that region, stretching from places like pueblo down to albuquerque as the system works a little farther to the east, we'll see snow across the rockies, and notice a little bit of rain for the high plains and texas. we'll continue to see that here as we get into tomorrow. potentially bringing some heavy rain to that region. we're talking a couple inches by the time this is all said and done. and as far as the snowfall is concerned potentially up to a foot is what we'll watch. we'll have flood alerts across the southeast as another storm system works its way across that region. additional rain will be possible through south carolina and into florida. we are seeing tropical storm wind gusts for the keys as well
