jose has your back as a new trump administration takes shape. states in bay area lawmakers try to reassure californians the new preventative measures being taken here. starting with a special legislative session. this is today in the bay. good friday morning to you. thanks for joining us. 5:00 right now i'm laura garcia. and i'm marcus washington. we'll get a look at that commute with mike coming up in a bit. but first let's start with that friday forecast. yes. it's friday so it doesn't get any better than that. done. right. let's say it again. happy friday. and it's going to be a nice one. let's get a look at our weather. it's going to be sunny and mild. and then we get the cooler weather coming in for the weekend. and then we'll also be watching out for rain chances on monday as well as late next week. a couple of more storm systems coming in, but it's going to be a great one as we
5:02 am
look at our highs headed for the low 70s in oakland, it will be 71 today in napa and 69 in san francisco and 75 in morgan hill. tomorrow, maybe a little bit cooler in some spots as we get more clouds coming in during the afternoon. but overall it's going to be a pleasant weekend. mike, you were tracking a fire at the bay bridge and until about seconds ago there was a fire truck over here all the way off to the right side of that auxiliary toll plaza there. there was reportedly a fire in the brush on the right side. some folks called it in just about a half hour ago. everything has calmed down, and the fire truck just cleared just before we were able to take that live shot. so no more incident there. there may be an incident. 880 around seventh. i haven't seen any slowing. no detail yet from chp will track that. but so far it's friday and see now everybody said friday. we're seeing a little slowing up here highway 37 around sears point. we'll track that and i'll check for any projects everywhere else is looking green back to you. all right. thank you very much,
5:03 am
mike. we have been following this breaking news this morning. a small brush fire is burning near highway 17 near the summit in los gatos. the fire so far has burned only about an acre, but it may be threatening nearby homes on old summit, south of redwood estates for the time it closed. actually, both directions of highway 17. but we're told right now that all lanes are open. back again. still too soon to know how that fire started. president joe biden is promising his staff will assist president elect donald trump's transition team, emphasizing a successful free and fair electoral process. it comes as trump is now putting together his presidential cabinet. today, in the bay's barry jackson live for us in washington with those details and brie, the president had a lot to say in that speech. that's right. good morning mark. so during his rose garden speech, president biden congratulated president elect trump and laid out his plans for his remaining time in office. the president elect trump, he's already working on staffing up

his next administration. she gave her whole heart effort. president biden, addressing the nation for the first time since president elect trump's decisive victory over vice president harris. we accept the choice, the country made. i've said many times, you can't love your country only when you win. you can't love your neighbor only when you agree. the president praising harris for her historic run. she ran an inspiring campaign and everyone got to see something that i learned early on to respect so much. her character. president biden also pledging a peaceful transfer of power on january 20th as former president trump prepares for his second administration. america has given us an unprecedented and powerful mandate. in a phone interview with nbc news,
5:05 am
president elect trump was asked about his plans for mass deportations and potential costs associated with it. his respons? we have no choice when people have killed and murdered and stated there is no price tag. democrats are preparing for a political fight. we're going to have to defend the constitution and the democracy against chaos in the streets. if they're really serious about trying to deport 12 million people and run over the bill of rights. president elect trump will likely have some help trying to get his agenda through congress. republicans secured a senate majority, but control of the house remains up in the air, and president elect trump is set to make history with his new administration. mr. trump says siouxsie wiles will be his next white house chief of staff, making her the first woman in that role. in washington, brie jackson for today in the bay. thank you brie. and ahead of the white house transition, california leaders are already looking at ways to protect state

policies from what may be a dramatic shift by the new trump administration. today in the bay's kris sanchez joins us now. and that includes kris possible action on immigration, climate change and more. i mean, so many different things that could affect the way that california does things differently from the national policy. but we know that today, santa clara county leaders will add their voices to that call for unity and protection for vulnerable community members. this afternoon, they will gather at the santa clara county building, they say, to reaffirm a commitment to well-being, safety and inclusivity in san jose. people gathered last night to process their disappointment and their fear about the trump administration's plans. in particular, many families worried about that threat of mass deportations. earlier in the afternoon, city leaders gathered outside the historic home of cesar chavez to assure undocumented immigrants that the city's police force would not be turned into immigration agents. our officers will not detain,
5:07 am
question or arrest individuals solely for the purpose of determining whether they are undocumented. now, that fear, of course, is not baseless. as brie jackson reported in a call with nbc news, president elect trump stood by his campaign promise regardless of price. meanwhile, california's attorney general, rob bonta, promised to use his full authority to defend immigrant communities. what could that look like during the first trump term? california sued the administration more than 120 times, often successfully. on the legislative side, governor gavin newsom called lawmakers back for a special session. so they will now gather on december 2nd to strengthen california law related to immigration but also reproductive care and the climate. the governor appears to be also calling on leaders in other states and other people to join in this cause, inviting them to a zoom call in a text message that some of them got.
5:08 am
we're working to confirm that the governor has not yet talked about that. that text message. interesting. we'll see. thank you. chris. well, one north bay town is taking new measures to solve its history of winter flooding issues. marin city leaders kicking off new flood protection project yesterday. it's funded by $120 million in federal infrastructure money. now, if you've ever been in that area, you know there's really only one road in and out of marin city. most recently in 2021, that road flooded, leading to more than five feet of standing water. leaders there say that the new project should help ease any concerns. you literally have people with little bitty children that they had to put on their shoulders to try to walk through those waters to get home. marin city residents have been walking through this water for 83 years, and we have been fighting this issue tooth and nail to try to get a drainage system put down, donahue street. that project is still in its early stages. it

will start with community input to design a pumping and diversion plan, which helps send excess rain water into the bay. developing now in southern california, firefighters are making slight headway battling a destructive wildfire in ventura county. the mountain fire has destroyed more than 100 structures, mostly homes, and has burned more than 20,000 acres just since wednesday. governor newsom has already declared a state of emergency. it's now 5% contained, but conditions are said to be starting to improve. meteorologist kari hall of course, keeping our eye on those conditions, what kind of conditions are firefighters dealing with? well, they originally had 30, 40, 50 mile per hour winds in that area. it is getting better. and we've also seen the expiration of some parts of socal red flag warning that we've seen mainly near the coast as humidity levels are coming up. so we are going to see a lot more improvement. this red flag warning continues until 11:00, and then we should start
5:10 am
to see the wind calming down. but here's an hour by hour forecast for ventura. we are seeing the winds at about 10 to 15mph at times as we go into the afternoon, so looking much better there. we'll continue to monitor as we get out the door this morning in oakland. we're starting out with some very chilly temperatures. it is now 49 degrees. a cold morning and a gradual warm up with a lot of sunshine. and it will shape up to be a very nice afternoon. so we'll talk more about this. looking ahead to the weekend. more coming up in a few minutes. but before you head out you might want to know where you can find some lower gas prices. mike has you covered. yeah. you know, we're covering the counties, but i haven't picked out the lowest prices in the counties. but we'll pick the cities that are in that range. we'll start with pleasant hill. the best there is. 379 at arco on pleasant hill road. and in the middle here we're looking at san rafael in the north bay. san rafael is 389 is their best arco on second street and in the south bay. we're going to call out sunnyvale with 394 at national

petroleum on old san francisco road. being friday should have a lighter volume of traffic. so we'll take you to the roads, mostly green all around the bay. we're looking at vasco road coming out of contra costa, county down toward 580. in alameda county. you're at your minimum 16 or 17 minutes there out of the heart of the city. and we're looking at the rest of the east bay, a smooth drive highway 37 that crew did just clear around skaggs island and the fire crews still on the right shoulder, approaching the bay bridge toll plaza back to you. all right. thanks, mike. new ticket trouble for ticketmaster at 525. our consumer team investigates the company's latest response to the theft of tickets straight from customers accounts. plus, interest rate cuts from the fed and the fellow who said, you've got mail has passed away. we'll take a look at him and the return to a galaxy far, far away may be closer than you think. brand new details about another star wars trilogy now in the works. keep it right here. watching today in the bay

at palo alto. it is a chilly start. we're at 48 degrees right now and it may come down a few more degrees before sunrise, but it's going to head for the low 70s today, so we're in for some nice weather this afternoon. we will see more of the same tomorrow, but then some rain in the forecast. we'll track that coming up in a few minutes. right now we're looking to oakland 880. light volume of
5:15 am
traffic. and it's friday. the commute will start to build a little bit later, hopefully a little bit lighter overall standard though right now by the coliseum northbound toward the toll plaza where the fire crew took care of an earlier brush fire. they may still be on the right shoulder. you see flashing lights, but no lanes blocked as you get there. well good morning. very happy friday to you. the fed cut interest rates by a quarter point. we'll talk about that in a minute. the rally on the dow we saw on wednesday did not continue. but investors didn't take their money off the table either. this is lucid. you can see from its stock price this company is struggling. it's the electric car company. pardon me but in a report to analysts and reporters thursday, they did report better numbers than we were expecting. tesla you see it. they're offering the cybertruck as a lease starting at $999 a month, with 7500 down. if that sounds steep. remember, the cybertruck costs around 100,000, a far cry from musk's original price of 39,000. now, if you do want to
5:16 am
buy a car loan may get less expensive. the fed lowered interest rates by a quarter percent, and it has another interest rate meeting next month. president elect trump appointed fed chair jay powell during his last term, but doesn't like him much now. powell was asked yesterday if he would step aside as head of the fed. some of the presidents elect's advisors have suggested that you should resign. if he asked you to leave, would you go? no. can you follow up on it? do you think that legally you're not required to leave? no. now, in theory, a president can remove a fed chair for cause it's never been done. it would face a legal challenge. the federal reserve was created as an independent body. goes to great lengths to stay away from politics. in fact, interest rate meetings are usually tuesdays and wednesdays. but this month they did wednesday, thursday to get further away from election day. now, to be sure, some presidents do try to pressure
5:17 am
the fed to do what they want. and the new york times reports this morning there's an effort among republican lawmakers to rein in some of president elect trump's promised tax cuts. top of the list no tax on tips. as economists point out, the president elect's campaign tax cut promise would raise the deficit three times as fast as harris's plan. paulson, a leading candidate to be trump's secretary of treasury, told the new york times. well, it's important to keep the tax cuts in concept. they'd have to put guardrails around the idea. trump has promised no tax on tips, no tax on social security, no tax on overtime and ending the restrictions on deductions on state and local taxes. economists warn under that plan, the government would lose as much as 15 trillion over ten years. and i know you can do this, guys, voice in your head. the fellow who said you've got mail on america online has passed away. elwood elwood

edwards, 74 years old. he was working at a cleveland tv station at the time, while his wife worked at a computer company that would eventually become america online. she told her boss, steve case, the creator of aol, that she knew some guy who could voice something for them. it was to be used as a placeholder, and then case heard it and said, hey, that's not bad. yeah, and it's stuck. it's stuck and became that movie. and, and, you know, among at least a couple of generations. yeah. i heard he only got paid $200 for it. yeah. it was, it was very casual. yes it was. he read it off post-it notes. yeah, yeah. there you have it. all. it took rest in peace. yes. thanks, guys. well, trending right now, the buzz is really heating up for a movie that everyone is excited about. it has taken. are you coming? everyone will be there. just you and nine. defying gravity. that is the latest trailer for the

film wicked, distributed by our partners at universal. opening during the thanksgiving holiday weekend. according to variety, the early response from the few media members who have seen it is that the film is stunning. the today show next week will feature wicked week. various cast members will join the today team throughout the week, and maybe we'll get to see some new snippets. we should also note that comcast owns universal and nbc bay area. i would have saved my green for next week. oh yeah, i got to interview michelle yeoh yesterday, so watch out for that. will be on. well also trending this morning looks like a galaxy far, far away. may soon be returning to the silver screen. what are you doing there? threepio taking one last look, sir. at my friends, the skywalker saga possibly returning. deadline reports that simon kinberg has been tapped to write the new trilogy of the film in the star wars saga, so

his past work includes writing and producing a number of films in the x-men film franchise. this new project would include episodes ten, 11, and 12, continuing the story line through thought to have ended back in 2019, and the rise of skywalker. so far, there's no timeline on any dates to release just yet, so that's for star wars fans a long, long time in the future. far, far, far, far away. all right, well, the weekend isn't far away. you can almost taste it. yes, and it looks great for the weekend. nice comfortable weather. in fact, we are seeing exactly what we should see for this time of year. we have a lot of sunshine near normal temperatures, and every now and then a little bit of a breeze with the morning chill in the air. now this weekend we will start to see more clouds coming in and a chance of drizzle early on sunday morning. but then next week we'll have a better chance of rain starting on monday. so here's a look at today's high temperatures up to 73. in
5:21 am
novato, it will be 71 in oakland, as well as palo alto and 73 in san jose. and then for tomorrow, it is a little bit cooler in some spots, mostly upper 60s, with some low to mid 70s for the south county and the inland east bay. otherwise it will be partly cloudy. and then looking at sunday, clearing out. but we're staying in the 60s. well, we are going to see this cold front coming in a very weak one that brings in that early morning chance of rain on sunday, maybe near the coast and in parts of the north bay. the rest of the bay area most likely won't see any wet weather, but then we'll all have a chance of rain on monday as it starts in the north bay late morning into the early afternoon. it will work its way across the bay area and clearing out by monday night, so we're looking at maybe a quarter inch of rainfall there on veterans day, and we are in for some nice weather this weekend. highs in the low to mid 70s. our mornings will still stay chilly with some 40s each day, and we do have that chance
5:22 am
of rain on monday, possibly again late next week, while san francisco will be in the mid 60s this weekend. mike, what happens now? we were looking at some flashing lights in san jose, kari you and i were both talking between our reports here and you said, what's that? some flashing lights. we saw them going southbound 101. unfortunately, kari, i don't have any incidents. fortunately, i don't have any incidents in the area. unfortunately, i don't have any further information. we saw three sets of flashing vehicles southbound right around story road, so we'll continue to track the area for any other reports on surface streets. oh, there may be a new incident going on. i'll check that and let you know if that's a problem. but the freeways are moving very smoothly throughout san jose. despite those flashing lights earlier. tri-valley mild start coming out of the altamont pass and the bay bridge. very steady, easy flow back to you. thanks, mike. 522 this morning next here on today in the bay nbc bay area responds a bad punch line for a woman who bought tickets to a comedy show. a thief stole the tickets from her ticketmaster account. i'm consumer investigator chris chmura. we're

5:31 am
north bay. so you're thinking, should i turn on the heat already? this is where we're starting. temperatures in the mid 30s. it is 35 in sonoma, 36 in santa rosa. and we are seeing mostly some 40s elsewhere with the danville now dropping to 38 degrees and 35 in fairfield, while san jose is at 50 degrees. you can see that wide range in temperatures to start in mountain view. it will be in the low 50s at 8:00. at noon, a comfortable 68 degrees and making it into the low 70s there today, and it will be in the low 70s for many of our microclimates today and into the weekend. eventually some rain will return, so we'll talk about that timeline. mike, you were saying that there's something going on at the dumbarton bridge, hopefully a little something. this is westbound at the toll plaza. you're leaving newark and fremont, folks. westbound reports that there was a crash. everything's cleared from the toll plaza itself now on the right shoulder. no injuries and no slowing. san mateo bridge just above it, moving very smoothly. the commute direction. no problems.
5:32 am
easily manageable for this friday. lighter build later. build top of the screen. highway 37 does show a little slowing over on the right. no slowing for highway four through pittsburgh or bay point. good stuff. the bay bridge shows a little bit on the incline. the volume of traffic starting to build, but it's quite manageable right now at the bay bridge toll plaza. back to you. all right. thanks, mike. in just a few hours, we'll hear from the new mayor elect of san francisco, the newly elected daniel lurie. and today, in the bay's ginger conejero saab. she's live for us in the city. this morning. and ginger, there's a lot he's hoping to accomplish. that's right. good morning, marcus and laura. you know, we were there when daniel lurie first announced that he is running for mayor. that was over a year ago. this morning. he is stepping into his new role as mayor elect of san francisco mayor london breed is stepping out graciously. the mayor of the city has been the absolute honor of my life. mayor breed conceded
5:33 am
in the race for mayor yesterday after serving six years in office, making her mark as the city's first black woman mayor. she said she called lurie to congratulate him. the latest numbers. ultimately, you know, i love and i care about this city and i care about the work that i've done, and i want to see a lot of the work that we put together continue to grow. well, the latest numbers yesterday were released, and lurie stayed consistent with 56% of the vote. the incumbent mayor with almost 44% of the vote. now the department of elections says there are still over 140,000 ballots to count. but for breed, the race is over. and despite the disappointing results for her, she is ready to move forward. now, lurie said in a statement that he is grateful to his family, campaign team and the san franciscans, who, quote, voted for accountability,
5:34 am
service and change. he went on to promise to fight for a, quote, safer and more affordable city for all. now, political strategists say voters were drawn to a fresh start that lurie represented in the campaign and although some voters were drawn to the incumbent mayor's campaign, voters who have been frustrated with the issues in the city wanted to leave the political baggage behind. lurie campaigned on clean and safe streets. he also campaigned on tackling the city's drug and behavioral health crisis, and he also wants to shake up the corrupt and ineffective bureaucracy. he says that is in the city. mayor elect lurie speaks for the first time. later this morning, we will be there and we will bring you the latest on our midday newscast. we're live in san francisco, ginger conejero saab. today in the bay. all right, ginger, thank you. okay, so you thought you were done with the election, but the count rolls on. nbc news is calling nevada for donald trump scott mcgrew. it may be
5:35 am
several days until we know that. final count. arizona still hasn't finished its count. that's exactly right. so in the undecided column for arizona, now we know trump won the 270 required electoral votes. and we've known that since early wednesday morning. so while arizona voters aren't irrelevant, they're not going to change the outcome. one interesting thing though, with this improved vote count, it's looking as if the roughly the same number of people who voted in 2020 voted again in 2024. there had been talk mostly on social media, mostly by democrats wondering out loud why it appeared far fewer voters voted this time around. like millions fewer. well, turns out it wasn't true. you just had to wait for the updated count. president elect trump has made his first appointment. she's siouxsie wiles there on the left, she will be trump's chief of staff. the first woman to ever serve as chief of staff in the white house. though thought by many to be the second most
5:36 am
powerful person in the executive branch, even the vice president has to go through the chief of staff. she's worked for years with what we would call traditional republicans, mitt romney, for instance, and a bit of trivia. she's pat summerall's daughter, summerall, a longtime football announcer. and before that, nfl star. big question ahead what role, if any, will trump give robert kennedy jr? rfk dropped his own campaign to support trump and has some ideas about health that run counter to science. he supports unpasteurized milk. he has said that trump will encourage water systems to remove fluoride from the water. he did indicate this week that americans would still be able to get vaccines, even if he were in charge. i won't take away anyone's vaccines, he said in an interview with nbc news. we talked in business about how trump's proposed no tax on tips may not actually make it past his own republican party. now, the republican governor of texas is reporting that the plan roundup of millions of
5:37 am
undocumented immigrants may not happen as quickly as promised, either. but know this this task is a mountain to climb because under the biden administration, they decimated ice. ice is the primary federal agency that's in charge of this. it's going to take trump time to build up the ice enforcements like what last existed when he was last president, as well as the border patrol agents. and there's nothing that's going to happen overnight related to that. a judge in texas has ruled president biden overstepped with a plan to help undocumented spouses of american citizens stay in america. normally, those people would get american citizenship, but they have to go back to their home country first. biden wanted to allow people who had been living here for more than a decade to stay here while they waited for approval, but the judge said the president doesn't have the power to do that. presidents try to expand their power all the time, only to be challenged in court. president obama, for instance, invented daca after congress
5:38 am
refused to move on it. several legal scholars and courts have said, whether you think daca is a good idea or not, it's an overstepping of presidential power. california attorney general rob bonta held a press conference yesterday saying that california was ready to challenge soon to be president trump if he tries to overstep. our kris sanchez has full coverage of that. but do note this is what state attorneys generals do. the states are constantly suing the federal government in court. california did so back when trump was president. the first time texas takes biden to court all the time, a variety of states have sued the biden administration to stop his student loan relief, as well. marcus, thanks, scott. and a reminder, you can get local election results anytime on our nbc bay area app. all you have to do is scan that qr code there on your screen. it's going to take you right over to our website. okay, maybe you need a little break, some fresh air. how about a live look outside? this is mount rose ski resort in tahoe, where the elevation is so high that you can grab that ski
5:39 am
and snowboarding gear. believe it or not, the season opens there today. mount rose is the first tahoe resort to open. it usually is. we should clarify. it's just one section of the resort, including ski runs along the lake view chair. but snow? snowmaking, they're now in overdrive to try to open more areas. we need snow, some more rain. snow. meteorologist kari hall is giving us a closer look at our weekend weather. how are things shaping up? it's definitely cold enough to make some snow, but as we take a look at palisades not too far from there, we are seeing temperatures headed for the mid 50s for the afternoons going into the weekend, but it will be chilly. yes, indeed. now, if you're staying here at home, we have lamalfa happening at the oakland zoo that's starting up this weekend and tonight it's going to be nice in the upper 60s, wearing the layers. of course, as we see the breezy winds and temperatures dropping down into the upper 50s later tonight. we also have restaurant week starting today. it's going to be in the upper 60s and
5:40 am

figure out who is behind these disturbing racist texts. nbc bay area spoke with latoya buford. she's a mother visiting the bay area for a work conference who says her 16 year old daughter and many of her daughter's friends received those texts, letting them know that they've been selected to pick cotton. i said, which students? i said, was it just the black students? she said, yes, and a lot of students got it. and the part about that really gets me is that not only was it the black students, but they are using her full name. i think that this is intentional to scare people of color. black people into a reality that we don't want to go back to. that was a publicist from atlanta who says she also received a text. she's concerned how the sender not only got her number, but knew her full name and race. several universities also confirmed students on their campuses received the messages. it's not clear who is behind the texts, but texts now, which offers free online phone numbers, said one of its

it's chilly today. yeah. starting out this morning in the 30s. if that's cold enough for you. but we are also going to warm up nicely today. so we will be singing in the sunshine. it's going to be mild for the afternoon. and then more clouds moving in for the weekend. slightly cooler temperatures. we're looking ahead to finally getting a decent amount of rainfall in here. and then another storm system coming in late next week. but all attention will be on hurricane raphael now. this storm is just slowly moving out there in the gulf, and it is now a category three hurricane. interesting thing about this that it doesn't really have anything to steer it right now. so it's going to just start to make loop de loops out there in the gulf, maybe heading farther to the south towards mexico early next week. but it's been interesting to watch and we'll continue to watch it. here's a look at our high temperatures for today. really

nice and seasonable. headed for the low 70s and napa. today it will be 71. also 71 in martinez and hayward and 75 in san martin. now tomorrow it's just a touch cooler in some spots, mostly upper 60s for highs, partly to mostly cloudy and then we'll be clearing out heading throughout the day on sunday. but there will be a slight chance that at least some of us could get some sprinkles on sunday morning. we're starting out with clouds and then a slight chance of rain along the coast and in parts of the north bay, and then going into the afternoon. partly cloudy with another chance of rain coming in on monday. late morning for the north bay into the early afternoon for the rest of the bay area. and i know that's the day that a lot of people have off or will be attending some of the veterans day ceremonies. we are going to see at least a quarter inch of rain for most spots, it could be as much as a half inch of rain for parts of the north bay. and then after that, we have a couple of more storm systems coming in. a lot of them weakening before they

make it into the bay area. but at least there is some rain across the region and some sierra snow in the forecast. it's also going to be just slightly cooler for next week. we're going for highs in the upper seconds and low 70s mornings in the low 40s, and san francisco will continue to see highs in the mid 60s. mike, is that commuting slowing down at all? it's a bit slower at the bay bridge toll plaza right near the edge of the screen. as we talked about, when you see cars slow down as they reach this edge of the screen, that means they're preparing for the backup just past the toll plaza. so the metering lights and the slowing taking place and that true to form on fridays we have a later build, a smooth drive across the span. still, folks have left here from the san rafael side eastbound. we'll have that maintenance crew going on as you're traveling eastbound, count your commute and your commute builds a bit coming off the east shore freeway with just a mild slowdown through richmond. no problems. highway 37 continues to see more slowing approaching the earlier overnight crews there in the area. i'm going to check with

chp and see if there's anything else going on for your westbound commute out of vallejo and in toward novato, over here through concord, westbound highway four holding steady with just a light build, a mild build, and no delays through walnut creek. the interchange or 680 down through the corridor down towards sunol and pleasanton. a smooth drive, the activity still on the shoulder at the dumbarton bridge toll plaza. no lanes and no injuries are impeded there in the northbound routes through san jose, slowing typically a light build here through san martin back to you. all right. thanks, mike. well, happening now. you could soon pay more at the pump here in california. the california air resources board is set to vote on the update of the state's low carbon fuel standard. that proposal would lower carbon emissions faster to reach governor gavin newsom's goals to cut emissions in half by the year 2030. if it goes through, it would also increase costs for petroleum refineries, which means paying more for gas. the hike could be up to $0.20 more per gallon. we are following breaking news ahead.
