changes. we're in washington breaking down the key steps in the lead up to inauguration day. plus tracking rain across the bay area. meteorologist kari hall has a look at your outlook on just how long this wet weather will stick around. this is today in the bay. 6:00 on your monday morning. hope you're coming off a great weekend. happy veterans day as well. i'm laura garcia. and i'm marcus washington. want to wish you a happy veterans day to our person over at the assignment desk right now, sean. so happy veterans day, sean. sean. working hard right now. i hope you're watching. all right. we'll get a look at that commute coming up in just a bit with mike. but first, let's start out with this rain and moving into our area in some places already here. it's already here. and we know that a lot of people have the day off of work and school and maybe attending some of the veteran's day celebrations. we have around the bay area, and this is the morning commute for you. as we take a live look outside in emeryville. you can see the raindrops on the camera lens. the roads are wet.

windshield wipers on the heavier rain just now, starting to make it into northern sonoma county and will be advancing into the rest of the bay area by late morning in fremont. it's arriving right at about 10:00, so we do have a cool morning start. it's cloudy. we'll see that rain for a few hours and then clearing out by this evening as our high temperatures stay well below normal, reaching into the low 60s all across the bay area. and mike, you remind us about those slick roads. yeah. kari, we're talking about that. the conditions are lighter, volume of traffic. so you can go a little faster on the roadways. be careful as fast as those conditions allow. basic speed law. reason i mentioned that again. we have a couple of crashes. one on five, 81 on highway 13. no injuries reporte, but both know they think they were spinouts. that's what it sounds like. so be careful through the area. light traffic keeps those sensors green just a little slowing highway 37 off mare island. and as we look on either side of the bay and through the south bay, no major issues. again, just watch those slick roadways as they continue to travel around the bay. back to you. thank you very much,

mike. 602 right now. caught in the act, a fed up south bay homeowner takes action after repeatedly being targeted by mail thieves. today in the bay's kris sanchez joins us in our newsroom with a story you'll only see on nbc, bay area and kris. the victim here likely provided some critical evidence that maybe can lead to an arrest. that's what they're hoping for, right? so this sunnyvale homeowner tells us his mail was stolen twice in two days. and several times before that. and this homeowner was only one among dozens of people whose mail was swiped. now, here's the moment that it happened on friday. in the security video, you see a person opening a number of mail boxes, not forcing them open, not prying them open, but merely opening up with a key. the neighbor who got that video took his personal investigation a step further, putting a gps tracker in a fake package, which he says ended up at a home in san jose. the man who we are only referring to as j. in order
6:04 am
to protect his privacy, filed a police report with the sunnyvale department of public safety and reported it to the u.s. postal service. but can't believe that those locks weren't changed. we've only captured three incidents on video, but we believe this has been maybe the fifth or sixth time this has happened. at least we look at a number of security options. and again, that is one of our security options. it's just it's based on security. it's based on operational considerations. this is video from february of 2023 where j captured another time that the mail was stolen from the same community. that time, j says the thief made off with his w-2 form. one of j's neighbors says that one of their credit cards was compromised after their mail was stolen last week. now, while this case is ongoing, postal inspectors did arrest nearly 9000 suspects for mail and package theft in the five

year span between 2018 and 2023. marcus. all right. chris. thank you. well, 70 days from today, president elect donald trump takes office. and at this point, questions are swirling over what the future may hold, especially when it comes to his response to the investigation surrounding his first term and the future of the u.s. supreme court. today in the bay's chris pollone has more from washington. what this is where reeling democrats are bracing for trump's next moves. there ain't no doubt president elect trump completing a sweep of all the battleground states in this election, winning arizona this weekend and touting his success on social media, writing, thank you god. one all swing states and the popular vote by almost 7 million voters with just over two months before inauguration day, mr. trump is filling out his cabinet naming former immigration and customs enforcement director tom homan to be the, quote, border czar, putting him in charge of deporting immigrants who cross the border illegally. there's no

price tag on protecting the safety and security of our country and our citizens. president trump is going to enforce the law, and we haven't had that over the last four years. as the department of justice winds down, investigations into the president elect's first term, his allies in congress may just be ramping up. congressman jim jordan says nothing is off the table when it comes to special counsel jack smith sending a letter to preserve all investigation information. what we said is we want you to preserve the preserve the documents. we want to see what's going on on the other side of the aisle. democrats bracing for changes turn their attention to the supreme court, specifically, 70 year old justice sonia sotomayor. some democrats called on her to retire while president biden is still in the white house. but on meet the press, vermont senator bernie sanders says he doesn't think sotomayor should step down. no, i don't. have you heard any talk of this? a little bit, yes. i don't think

it's a sensible approach. president biden has promised a peaceful transition to the second trump term. he and president elect trump are expected to meet wednesday at the white house. chris pollone, nbc news. 606 right now. firefighters this morning are not saying if they know yet what started a fast-moving fire that destroyed a duplex and heavily damaged another in oakland. it happened yesterday on east 17th street and 24th avenue. drivers could see the smoke from nearby interstate 880. everyone made it out safely, but at least a dozen people are now displaced. the flames also destroyed a garage and several cars. the red cross is now assisting those displaced families and firefighters in southern california, making more progress on that wildfire that destroyed dozens of homes in ventura county. the mountain fire wiped out at least 130 homes since last wednesday, and has burned more than 20,000 acres. last night, firefighters reported it's about 30% contained at this point. meanwhile, over the weekend, some of the victims of that fire

actually tried to just stay strong as they face the painful task of returning to what's left of their homes. we kind of have nothing left but our family, so it really just makes you think of is it all worth it, keeping a bunch of things or is it more just staying in contact with family and just being there for each other? well, governor newsom has already declared a state of emergency. he also issued an executive order to support firefighter and recovery efforts. it is 607 on your monday morning. as we mentioned, veterans day, happy veterans day to all the veterans out there. we appreciate you. look at what the gift you're getting today, all of us the rain. live. look at the golden gate bridge on the left, san rafael bridge on the right. mike's keeping tabs on that morning commute, and kari is keeping tabs on the rain. yeah. if you don't have to work, you probably just want to roll back over and get back in bed and enjoy the rainy morning that we have. it hasn't yet made it to san jose, but will over the

couple of hours, and then we're clearing out for this evening. temperatures dropping and it will be a cool one even through that. 2 to 3 hour time span, we could get a decent amount of rainfall, about a quarter to half inch of rain in some spots. and then looking at our highs today, this is lower than normal even for early november, as we're going to see a high of 64 in palo alto and san francisco, 62 in napa and 62 in martinez. tomorrow, even though it's clear we're going to get some sunshine, it's only a touch warmer with a high of 64 in san jose and 66 in novato. and then on wednesday, we're seeing those temperatures coming back down for the north bay as the rain moves in. so we are not done with any rain with all of our rain chances just yet. the next storm system moving in midweek may bring in a decent amount of rainfall, clearing out for the weekend and then next week potentially a stronger storm system coming in that could bring in some more widespread and heavy rain. so we're going

to see for the cierra about 2 to 6in of snow today. heads up if you're going in that direction, that there may be some chain controls going up. not yet, but maybe later today. and then by the end of the week into the weekend, we could see in total about eight to possibly 15in of snow, which is a decent mid november snow storm. but there could be more ahead for next week. so take a look at our 7-day forecast temperatures a little bit cooler than normal with highs in the mid 60s. off and on rain at least for the first part of today. clearing out tonight. dry tomorrow and then the next storm system arriving on wednesday and lingering showers in the forecast through friday. mike, you have a look at that drive coming out of richmond. yeah, i wanted to show folks that, you know, we can see through the lens. there were droplets on the lens before and our autofocus wasn't allowing us to see the traffic flow. but now you can clearly see it's a lighter volume of traffic. you can also see the pavement is wet, slick at times for many parts of the bay. so watch for that in the

unfortunately, the penalties won't be enforced today, but those warnings will be issued. they are scheduled to be issued and this can get really tricky. i want to show you a couple scenarios that we've already seen. this morning. here's an empty parking space just right behind us. this is clearly not within the 20ft that is required by those daylight parking rules. across the street. there's also a car that looks to be parked within the 20ft limit of the daylight parking rule. i assume that is a car that may belong to the people who live in that house. the driveway of that home is also within that 20ft, and across the street you can see there's a van that is arguably with or within the 20ft rule. those are the rules that say you cannot park within 20ft of any marked or unmarked crosswalk. now, some of those spaces are painted red, but some are not. and today, drivers will start to get warnings. there aren't penalties to them, as i

mentioned, that will come at the start of the new year, but the law is designed to improve pedestrian visibility, specifically at busy intersections like the one where we are parked. car may make it more difficult to see a small child. for example, or an elderly adult. san francisco, as many of us know, has limited parking. this will cut down on that even more. sfmta estimates about 5% of the city's 275,000 on street parking spaces may be impacted. drivers will start getting warnings for violations. penalties begin next year, and in these neighborhoods that are close to stores, restaurants and other commercial areas, the loss of parking could make it more difficult for convenient spaces that can open up a whole other pandora's box. the rules will not affect, however, outdoor dining areas. now, the goal of these new parking rules is to make progress on vision zero and pedestrian fatalities. we've seen a fatal accident, for example, near oracle park last year that killed a four year old

looks like it has been cleared to the shoulder, but there's still a residual slowing once you get to 24 west or 680 south, things move very smoothly off of that walnut creek interchange. the road weather index now showing some rain off that 680 corridor. so keep that in mind, folks. but so far just mild slowing here for 880 south of the san mateo bridge and transit. note today is veterans day, so the transit schedules for many agencies are modified. but there's no change for vta. do note, though, that there will be modifications because of that noontime veterans day parade in san jose. back to you. good to know. thanks, mike. putting food on the table this holiday seaso. just ahead. the economic sting. some south bay families are feeling and how you can join the fight to stop hunger and more names to talk about this morning as president elect. trump names people he wants in his cabinet and in his white house, and helping military families through deployment, one book at a time. the unique event that is helping veterans bring joy to local school children as well.

president vladimir putin has spoken by phone. scott mcgrew. joins us now. under normal circumstances, this would just be a routine phone call. absolutely. this happens all the time. one leader calling to congratulate another leader. except in this case, the kremlin
6:45 am
is denying it happened at all. the post reports the two did talk and that trump warned putin not to escalate the war in ukraine. this the post says, is, according to several people familiar with the call. nbc is working on matching that, reporting that escalation could come any time the general in charge of ukrainian forces says the russians and north koreans have massed 50,000 soldiers preparing for a strike, which could come in days. meantime, the white house may ask congress for one more round of funding before time runs out on president biden. here's the national security adviser speaking on the sunday morning shows, walking away from ukraine means more instability in europ. and ultimately, as the japanese prime minister said, if we walk away from ukraine, in europe, the question about america's commitment to our allies in asia will grow. there's word out of washington president elect trump may nominate alabama congressman
6:46 am
mike rogers for secretary of defense. he's a longtime member of the house armed services committee. interesting thing rogers is a big supporter of ukraine. over the weekend, the president elect said he would choose former immigrations and customs director tom homan as border czar to oversee the roundup of millions of undocumented immigrants. trump has used numbers between 5 and 30 million people living in america illegally. now, border czar is not an official title. it's not clear exactly what title homan would hold. it's a media created term for people placed in charge of something like the border or the war on drugs. trump kept claiming kamala harris was a border czar. she never was. we also learned over the weekend that former trump officials nikki haley and mike pompeo would not be invited to serve in a new trump administration. trump making that announcement on social media. now, haley, as you'll recall, ran against trump for the republican nomination and criticized trump for mocking
6:47 am
members of the u.s. military, including her own husband. we can't have someone who sits there and mocks our men and women who are trying to protect america. it's a pattern. it's a pattern of chaos. it's a pattern of irresponsibility. it's a pattern of just saying things that are that are not helpful in strengthening america. earlier this morning, president elect trump told the new york post he would select new york congresswoman elise stefanik as un ambassador nikki haley's old role. stefanik has been a long time trump supporter, both in his impeachment trials and here at his election rally at madison square garden, nbc reports. the justice department will pivot to concentrate on prosecuting the most serious offenders of the january 6th attack before president elect becomes president, particularly those who attacked law enforcement. trump has indicated he will pardon those who attacked the capitol and cops. looking ahead
6:48 am
on the week trump republicans in the senate will vote to elect their next senate majority leader. now that they've won the senate back, longtime leader mitch mcconnell is retiring from that role, but will serve out the remainder of his term as senator. still no word on which party is going to lead the house, because we're waiting on the final count. it is taking a long time. it is very slow, particularly marcus. the count out of california. surprising. all right. thanks, scott. it is 647 for you this morning. you know, as the holidays approach, more families are facing some tough choices when it comes to paying bills and putting food on the table. well, volunteers over at second harvest silicon valley telling us that they are now serving about half a million people each month. and many people are skipping meals or even turning to fast food when they just can't stretch their paychecks far enough. oftentimes, we'll hear stories from folks who have been donors, and then suddenly they're in need of help, and they're so grateful for the assistance. of course, many times people are back on their feet again and
6:49 am
they become donors and volunteers. so really, that's what i love about this work, is it really is about everybody in the community coming together to make a real impact right here locally. so second harvest turns every dollar donation into two meals. they do it thanks to the help from volunteer labor, donated food from retailers, and less than perfect produce from local farms. they also get deals and buying in bulk, but two thirds of their funds they actually come from people just like you. so. nbc bay area and telemundo 48. they are kicking off our nourishing neighbors food drive. it's going to take place at local safeway stores across the bay area, and you can help out. so this is what we want you to do. make sure you join us, because we are going to be live over at the rivermark safeway in santa clara the morning of saturday, november 16th. you can stop by and say hello, but more importantly, if you can make a donation on this veterans day, we're featuring one organization answering the call to help military families stay connected despite the distance of deployment for 35

years now, united through reading has recorded videos of service members reading stories. the recordings are then sent to children and loved ones at home, along with a copy of the book, so they can follow along. the nonprofit says it can really help create the feeling of a treasured family ritual, especially with some of the younger families. what we hear is, you know, when the person you know the service member leaves, it really disrupts that family routine. so this is a way for them to have that deployed or away service member available on demand. any time somebody in the family is missing them, missing that connection, they can just pull up those videos and see them and hear their voice. not only that, but to honor this veterans day this week, more than 100 california schools will get their own story time with a service member. for more information on the program, you can head to united through reading.org. and if you're looking for a way to honor veterans today, san jose is hosting its 106th annual veterans day parade. it's
6:51 am
considered the largest veterans day parade in northern california. now, this is video from previous parade. today's pre ceremony starts at 11 a.m. over at the plaza de cesar chavez. that parade through downtown begins one hour later. and there are a lot of restaurants around the bay area honoring veterans with meal deals and giveaways. we have a full list on our website. just go to nbcbayarea.com. check it out. it includes donuts and pancakes. perfect for breakfast. thank you for your service and time away from your family. have a donut. yeah, exactly. what a treat. maybe something warm and cozy. this morning. yes, it is starting out chilly. we've seen the rain off and on, and that's going to be the case even in time for the veteran's day parade in san jose. take a look at this live view in san francisco. showers earlier. now it is clearing more rain just to our north. so unfortunately that's going to come in right at the time that the veteran's day parade starts in san jose. it's going to be raining quite a bit, but then starting to taper off around noon. it's possible that
6:52 am
we may get some clearing at that time. so that's definitely the hope as more people gather outside. and we're also seeing some of that rain moving into the north bay. much of sonoma county covered with that rain approaching marin county. but once again, we've already seen the showers off and on, and we are seeing the wet road conditions on 680. now that we are seeing that rain moving over the foothills. but we'll also see another round of rain developing. and by 11:00 we're seeing pretty much all of the bay area covered with rain, with it starting to clear out in parts of the north bay and going into this afternoon into the evening, eventually that rain will be tapering off and even though the showers are here just for a few hours, we could possibly see anything from a quarter to half inch of rainfall in total. in santa rosa, it's mainly raining from now through about 10:00, and then at 11:00, that's when we're starting to see the sun starting to peep out from behind the clouds, and our temperatures headed for the low 60s. so notice that our high temperatures today, or pretty
6:53 am
cool for this time of year. and even though tomorrow it's dry, we only bring it up a couple of degrees for those high temperatures after a cool morning start. and then the next system arrives on wednesday and could bring in some off and on showers from wednesday into thursday friday. not expecting heavy rain or it won't be raining the entire time and then it dries out. this weekend as temperatures stay cool with possibly a more significant storm system coming in early next week. for the cierra, we could see another 2 to 6in of snow today, and then heavier snowfall for midweek in total by sunday, we may in total get about 8 to 15in of snow, which is not bad for mid november. and then looking at ahead of our 7-day forecast for the inland areas, highs in the low to mid 60s. off and on. showers throughout the week. the weekend is looking nice but it will definitely be jacket weather in san francisco only low to mid 60s today and that rain will continue at least through the

early afternoon. mike, you have a look now at the south bay commute. yeah, there's a very little volume of traffic, but we're looking at water on the lens now. this happened in just the last five minutes. so i mean damp pavement. watch for that. as you hit the roads today because traffic is lighter. you can go at a higher speed. green sensors at the limit. but with slick roadways we've seen a number of crashes and spinouts travel along with carrie's report. so do watch the area. the 680 corridor right now is very clear. back to you. thank you very much, mike. happening now. police in fairfield are cracking down on illegal cannabis farms. over the weekend, officers announced the seizure of 8000 plants from eight homes. over the past four months, police and state agents were also issuing nearly $4 million in fines. while it's legal to grow small amounts of cannabis in california, large scale cultivation is still tightly regulated. and we're going to take a look at those top stories for you this morning, and one you will only see here on nbc bay area.
