for starting your morning with us. i'm laura garcia. and i'm marcus washington. we'll get a look at that commute coming up in just a bit, but first let's start with that forecast. so need the jacket this morning. oh yes. absolutely. it's that time of year where you're like digging in the back of the closet. like, what am i going to wear today. you do need layers because it starts out very chilly. and look at the sky over san jose. it is a nice cool start. we're at 51 degrees now. we may cool down another degree or two before sunrise and then going throughout the day a gradual warm up with a mix of sun and clouds. we're headed for the mid 60s today. these numbers across the bay area are a little bit cooler than what we typically see. even for early november, but we are still going to enjoy a mostly sunny sky. and tomorrow we'll start to see some more clouds coming back in, but not much of a change in our temperatures. so we'll talk more about that rain coming in and how much we can expect. mike, you're seeing much more of a commute than yesterday. yeah. look at the volume at the bay bridge compared to yesterday. this is a tuesday. a pretty typical pattern, pretty typical

volume. pretty typical timing there. slow drive, developing pinole down in toward richmond. no surprises. we should see a backup at the richmond toll plaza coming up over the next ten minutes. been tracking this crash. northbound 680 opposite your commute approaching. 242 you're down to one lane there, slowing at the scene and just passing the scene. no major injuries reported, but they're checking on a poll on the road side. meanwhile, the rest of contra costa county showing a smooth drive. the crash on vasco actually sorted out to its typical travel time. they must have cleared that southbound lane, although chp did not confirm that. back to you. thank you very much, mike. 601 right now and this morning, a group of san jose residents are pushing for an election to replace omar torres. the disgraced council member resigned after he was arrested last week on three counts of sexual assault by force against a minor. today in the bay's bob redell joins us live from outside of san jose city hall this morning. bob talk a little bit about the process for replacing torres. well, we've learned that within the next couple of weeks there could

be a special election. good morning to you, laura. the rules committee here at san jose city hall behind me. they are working through the process to replace council member of district three, omar torres, after he resigned last week. then this process will move on to the full city council. we expect that to happen on november 19th, which is next week. that's when we would expect to get more details. people in san jose's district three, they're asking for an election to replace torres after he was arrested last week on three counts of sexual assault by force against a minor. we spoke with kiara cassandra, who is district three's chief of staff. even though the council member is gone, the district three office is still up and running, with six employees working for the district who are being overseen by mayor matt mahan and his office. our focus keeps being the same helping the community. our district three residents, our small businesses and making sure downtown thrives. we are forgotten. they forgot about us.

that was luis mendoza. he is a small business owner here in san jose who has had his food truck called mr. shrimp on 13th street for the last couple of years, he's been frustrated with the leadership of former council member torres. he wants whoever replaces him to fix the issues that have plagued him over the past couple of years, namely break ins, fights and problems associated with people who are unhoused. reporting live here outside san jose city hall. bob redell today in the bay. all right. we'll see where it goes from here. thanks so much, bob. in the meantime, merchants in san jose's alum rock neighborhood today will receive free security cameras as promised as part of a new pilot safety program. you may recall, back in september, the alum rock village business association announced that program. it came during a string of break ins and armed robberies. 35 previously registered businesses are expected to receive new four camera security systems monitored by police. the handout event is scheduled for 9:00 this

morning. well, as the nation anticipates president elect donald trump's transition back to the oval office, governor gavin newsom is in d.c. preparing. i want to give you a live look this morning at the white house. this is where governor newsom will meet with the biden administration this week to push for things which require federal approval. that includes disaster relief funding, climate regulation, waivers and health care policies. last week, the governor called for a special session of california lawmakers scheduled for next month. this is all aimed at making sure that certain issues are protected amid potential legal challenges by the incoming trump administration. meanwhile, president elect announcing even more members of his cabinet tomorrow, president joe biden expected to host the president elect at the white house today in the bay's brie jackson live for us in washington, following it all this morning. brie. good morning. marcus. president elect trump named former republican congressman lee zeldin to head the environmental protection agency and selected florida congressman mike waltz to serve

as his national security advise. as mr. trump, he is quickly filling key positions in his second administration. a week after election day in president elect, trump is filling his cabinet. mr. trump is expected to tap senator marco rubio for secretary of state, although sources say he could still change his mind. trump is also seeking to fulfill one of his top campaign promises, naming tom homan as the border czar who will lead his mass deportation efforts. if you're in the country illegally, you shouldn't feel comfortable. absolutely not. i won't feel comfortable if i'm in the country illegally. homan sending a stern warning to governors opposed to the plan. they better get the hell out of the way. either you help us or get the hell out of the way. homan's message a possible sign of things to come under trump's second term. the president elect meets with president biden wednesday to discuss a peaceful transition of power. meanwhile, democrats on capitol hill are preparing to fight back against

policies proposed under trump's second term. stephen miller and tom homan were the architects of a lot of the first trump administration. horrific immigration policies, and so family separation, mass detentions, those kinds of things is what was promised and by the trump administration. and i think what we're going to have to fight. senator elect ruben gallego won arizona. the gop has an edge in both the senate and the house. senate republicans are gearing up for a leadership battle. president elect trump urging those vying for majority leader to allow recess appointments where he could install certain positions without senate confirmation. this preemptive effort to install cabinet members by recess appointments. this is a trump feature. senators will vote on a majority leader wednesday, and president elect trump named is continues to name people to his administration for

his second term. and the president elect is expected to meet with house speaker mike johnson and the new senate majority leader on wednesday. marcus. a lot to happen between now and january. brie jackson in washington. thank you. brie. now to a live look at the cierra this morning. all chain restrictions are now lifted following a fresh round of snow. some drivers became stranded in colfax after caltrans closed both directions of i-80. the chp is reminding everyone that even though chain restrictions are now lifted, drivers may still come across some icy patches and slick roadways. meteorologist kari hall is tracking the current conditions in the sierra this morning. got some snow up there and you expect more next week. yeah, we are expecting more starting tomorrow, so if you are going in that direction, make sure you always have the tire chains. this is a live look at palisades tahoe this morning. the trees weighed down by that recent snowfall. it is beautiful to see, but we don't get a lot of reports on how much snow was

measured because the resorts haven't yet opened. so we are going to see for today a dry spell, a little bit of some wet weather returning tomorrow with a mix of rain and snow there at palisades. and then we are going to see more light snow coming in ahead of the weekend, so we'll be watching that as far as what we're expecting on down the road, another 3 to 5in of snow between now and sunday, and then next week there may be some additional light snowfall in total, up to about nine inches of snow for kingvale, which is right before they're expecting to open there as far as the bay area. rain. also not expecting a whole lot here with the north bay the target for getting the highest rainfall that may reach about a half inch between now and friday. we'll be watching that. we'll talk about the timeline coming up. mike, you've been watching gas prices. how's it looking out there? gas prices have continued to dip. little by little. so now we're actually gone down from yesterday and the rank went up. we're at 3.45 a gallon over here in livermore.

and so now we're the second best price in the state as we move toward the livermore springtown gas on bluebell road. that's the note just off 580. same as yesterday. lower price in marin county. the best is over a quarter higher, though. in mill valley it's 377 at arco on redwood highway and cupertino clings to their spot as the best in the south bay. it's still 385, the last one. having that price is great. gas on north deanza boulevard. check the changes that happened as they occur over there at gasbuddy.com or you do some reporting. let's do some reporting about traffic, because we do have a crash on highway 17. this is northbound. there may be two crashes as you approach redwood estates coming over from the santa cruz side. you'll be distracted on the southbound side out of los gatos, heading down over the hill. keep that in mind. no major injuries reported, but there are several crews on scene there and also coming out of the south county. north 101 shows a lot more slowing out of san martin than we saw yesterday. a bigger volume, of course. yesterday's holiday was really a bonus for a lot of folks out here. we do see vasco road.

the campaign and that crypto is now at least bitcoin nearing $90,000 a bitcoin. he named his 18 year old son barron to one of his bitcoin companies or crypto companies. i should say, and has promised to relax restrictions and regulations on crypto coin, though, as we watch bitcoin just skyrocket, there are some hints the president elect has not fully grasped how all this works. for instance, he has said he wants all bitcoin mining to be limited to the united states. but bitcoin mining is just a math problem. it's a really difficult math problem, but it can be done on a computer anywhere. the blog mac rumors says apple is suspending production of its augmented reality goggles. apple vision pro primarily because very few people can afford them or want to buy them. there's talk that apple is working on a much less expensive version. a number of store chains have announced they're starting black friday sales earlier. black friday, of

actually used his save to keep her in the competition. now the knockout round on the voice continues tonight right here on nbc bay area. that's going to air for you at 9 p.m. then stay tuned for an all new episode of the irrational at ten. this is going to be followed by local headlines on nbc bay area news at 11. got it all for you right there. and this morning we've got a look at the forecast to. it is a chilly start. yes. and we have more of these really cool mornings ahead. we'll add in a little bit of rain in the mix as well. so let's get started with a live look from our sutro tower camera. the fog returning to the golden gate bridge and talk about the rain we had yesterday in mill valley in the north bay. we had three quarters of an inch of rainfall, a little bit less than san francisco with 4/10 of an inch of rainfall. but most of us saw rain totals like this about a quarter to 3/10 of an inch of rainfall. with that system that quickly dropped in and is now out of here. now we are dry today, but then we'll turn our attention to this next atmospheric river that's targeting now the pacific northwest with some spotty rain.

and look at these temperatures. now, we're at 46 in palo alto as the sun rises. and walnut creek, also at 46 and 51, in san francisco and in san jose. looking at our cloud cover, it will become mostly cloudy starting early tomorrow. and then the rain first starting in the north bay, will work its way across the bay area with a quick wave of some light showers and then lingering rain for tomorrow evening in parts of the north bay. on thursday. there's still a rain chance, but it's not very high and i do think the north bay will be the best area where we could see some of that wet weather moving in. we're looking at another quarter inch of rainfall between tomorrow and friday, so there's not a whole lot of rain coming and there will be anywhere from the golden gate bridge on southward, a few hundredths of an inch of rainfall. that's if you see any at all. so looking ahead to the weekend, it's dry, but then we'll be focusing on the next storm system early next week, coming in on monday and this one

could be a little bit stronger, more widespread rain as well as more sierra snow. as of now, we are seeing that quickly getting in and out of here and then dry weather for the middle of next week. but look at these temperatures out the next ten days for an inland spot like walnut creek that's typically warmer. we're going to be in the 60s and may only make it up to 61 on sunday. and that's after starting the morning in the upper 30s. so we do have some cool weather ahead, off and on. spotty rain between wednesday and friday drying out for the weekend. and san francisco may see a little bit more of the wet weather near the coast, but overall not raining for the entire time over the next few days. and mike, you're seeing that commute now. building. yeah, much more commute than yesterday. pretty typical pattern. maybe just easing in over here a couple of crashes show up on the east shore freeway, but nothing substantial as far as the impact on your commute. keep track and as they make progress, the bill for highway 37 from vallejo all the way over toward 121. typical pattern here for highway four

over here. 680 concord. we've had this continuing issue since early this morning. northbound 680 approaching 242. you get down to just one lane. there's a pole on the right shoulder that was damaged after a crash or in a crash. and they're examining to make sure the integrity of that pole is okay. so still, that's why we have lane restrictions opposite your main commute, your commute direction south 242 and south 680 both slowing through the area. there was an earlier crash just south of that portion of the commute as you head down through concord and toward pleasant hill. but nothing major over here. we do have a major thoroughfare. this is vasco road heading out of contra costa county. this crash sounds like it's out of lanes, but still a lot of activity. a number of cruisers around dalton. that's a distraction. adding to the commute time. and so there's over 40 minute drive out of contra costa, out of brentwood and heading down to 580. and the build starts now for the south bay. it's mild, but it's there for 101. back to you. thanks, mike. 622 right now fighting climate change on an international level. next on today in the bay, meteorologist

progress toward the goals of the paris agreement of limiting global warming to 1.5°c, or 2.5°f. now, despite progress in things like clean energy such as solar, wind, electric cars, the world is still projected to go over that warming limit. current figures show that we're hovering just under 1.5°c, and noaa estimates that this year will be one of the warmest on record. a big topic at the conference this year will be on financing climate goals. un climate change secretary simon steele opened by saying this if at least two thirds of the world's nations cannot afford to cut emissions quickly, then every nation pays a brutal price. if nations can't build resilience into supply chains, the entire global economy will be brought to its knees. no country is immune. we

today in the bay. we're happy you're coming back, klay, but i'm still wearing golden state colors here. good tuesday morning to you. thanks for joining us. i'm laura garcia. and i'm marcus washington. want to get you updated on what's happening with that high surf advisory right now. meteorologist kari hall has been monitoring that. just 30 minutes ago. those conditions, they're starting to get worse. yeah. and so for those surfers who like to hit the waves early in the morning, you do have to be very careful. and they're just saying to stay out of the water altogether because we are seeing an atmospheric river just to our north across the pacific northwest. and it's creating some very dangerous conditions out there in bodega bay. the wave heights are already at 15ft and may top 16ft as we go into today and into early tomorrow morning, as long along with those sneaker waves and rip currents temperature wise in pacifica, it's foggy and 45 degrees, and we'll see a mix of sun and clouds today. we're staying in the 50s here and all across the bay area. it will be overall a cooler than normal day

with highs in the mid 60s from the coast to the inland valleys. today in the bay's ginger conejero saab is live in pacifica and ginger. authorities once again just saying just stay out of the water can be so dangerous today. that's right kari. and we're starting to see some of those waves crash into the wall kind of under us. and actually, some of them even break over at the coast guard says and warns people who are swimmers or surfers to just stay out of the water. your body can go into something called cold shock once it hits really cold temperatures, making really quick responses difficult for the body. i want to show you some of those waves. now that you're able to see them with the light of day, the high surf advisory is now in effect until 6:00 tomorrow morning. we are at the pacifica pier this morning, so that surf advisory covers this area as well as the north bay. point reyes national seashore, northern monterey bay,

big sur, san francisco county, and san francisco peninsula. now the national weather service says they can go as high as 12 to 15ft. and they call these moderate waves. but the weather service says these conditions could make swimming and surfing dangerous. so kari, as you said, they're saying stay out of the water, never surf alone, never go to the beach alone. always have somebody there with you to kind of making sure that you're okay and everyone stays safe, that those, those surf conditions, even for experienced swimmers, can catch them off guard and very easily drag them out with the undercurrents. and we've had several reminders of just how dangerous weather conditions can play out on the water. a bay area family is in shock and mourning after experiencing the fatal dangers of being out in the water. 13 year old jude karma puni is the sole survivor of a crabbing boat that capsized in the frigid

waters of bodega bay a couple weeks ago. he was with his dad, his uncle and cousins. authorities ended their search for the missing group, but one body was recovered. a vigil is scheduled this saturday to honor the missing boaters. that's happening in bodega bay at westside regional park and starts at 6 p.m. now, the coast guard says it is monitoring weather conditions by the hour, and they are ready to respond to any search and rescue missions in case that is needed. the biggest takeaway from it this morning from the coast guard, from the national weather service. stay out of those waters. you can see those waves every now and then, kind of creep up on us as well. we're live in pacifica, ginger conejero saab. today in the bay. all right. thank you very much, ginger. well, happening today in san francisco. the unidentified teen accused of shooting niners receiver ricky pearsall is due in juvenile court for a preliminary hearing. the shooting happened in august near union square. police say a 17

year old from tracy tried to rob pearsall. during the struggle, his gun went off and struck pearsall in the chest. the suspect faces attempted murder and robbery charges. graduate workers at stanford are reportedly putting their strike plans on hold, at least for 24 hours, to allow for more contract talks. the union originally vowed to go on strike this morning, but the stanford daily reports the plan is being postponed, with the union citing encouraging progress in negotiations. the union is still threatening to strike tomorrow if a deal can't be reached. stanford is telling students one way or the other, all classes will continue as usual. new at six a fleet of new and unusual looking robo taxis rolling out on the streets of san francisco. the company is called zoox. it's based in foster city and owned by amazon. this is video posted over the weekend by a user on x. zoox recently got the green light to start test drive operations, specifically south of market. so far, the company

only can permit. there only have permits to transport employees. its vehicles are unique because they don't have a steering wheel or driving space. instead, it's more like a carriage that moves in either direction. pretty cool looking too. all right. live look for you this morning right here. this is over in dublin. as the sun begins to rise. but of course, looking a little foggy out there this morning. meteorologist kari hall has been tracking the weather conditions, but no rain for us today. no rain today. and the fog that we are seeing in spots usually comes this time of year after we have a first decent rainfall, and all of that moisture in the air just kind of condenses during the cool hours of the morning. we are seeing that in san jose a little bit there of some patches of fog, but overall mostly clear, and we will see a mix of sun and clouds today with our temperatures going from 50s to mid 60s for this afternoon. a lot of these numbers that we're seeing are cooler than what we typically see even for the middle of november, but at least

with the sunshine, i think that will help it feel a little bit nicer. and tomorrow more clouds coming in. even some spotty showers with our temperatures going back to the low 60s. so we'll talk more about that rain coming up. mike, your warning some drivers about closures tonight. yeah, it's important because these are scheduled. there will be different places overnight. but tonight from midnight to five, a m tomorrow, there will be a closure for the onramps at essex. and on first off, first street, as you get onto the lower deck to leave san francisco, heading over toward the east bay. extra important, because tonight there is the game over at chase center. it's clay day as we talked about, and that will be a 7:00 game. so i know that's a good distance. after the game, but if you stay in town you have something to eat. you hang out with your friends that might affect you getting on to that lower deck of the bay bridge. we'll continue to warn you as they move around with different on ramps. they continue some repair work there. we're looking at this crash right now as well. we talked about those crashes on the east shore freeway this is eastbound. so away from the bay bridge

heading up in toward the carquinez bridge may have some lanes blocked by a crash there involving a tanker truck pretty large over on the right shoulder. there may be some lanes blocked. i see slowing right around carlson. watch for that. 680 continues to show the build now slowing south out of walnut creek, down to 24 at the interchange. but northbound 680 opposite your commute still has that crash down to one lane from an overnight poll that was hit. i think it was a telephone pole there. we're looking at southbound 680 with the build coming down through pleasanton off the dublin interchange and the build for 880, of course, down through hayward. there may be a crash getting cleared to the shoulder as you approach union city. we'll track that portion of the east bay and in the south bay coming northbound on 17, there's still a crash around redwood estates. again northbound. so our viewers are probably heading southbound. note the distraction. back to you. thanks, mike. 637 right now putting a pause on streaming, coming up next, with so many services available online, we dive into the new growing trend to save money while still getting your binge watching fix and more and more names named to trump's cabinet and to his

names to track as president elect donald trump nominates allies to a powerful positions in washington. yes, and interesting scott mcgrew joins us now, senator marco rubio, possibly the next secretary of state. that's well, that's the talk. good morning. president elect has not made that announcement official. and of course, to take the job, rubio would need senate approval, but no reason to think he wouldn't get it. if he is indeed the pick. rubio is on the senate intelligence committee and the foreign relations committee, strong supporter of nato as well. he's been very vocal about his warnings about china and iran and russia. rubio was also for many years trump's foe, running against him for the republican nomination. and trump would make fun of him at his rallies. little marco, little marco. cheers there. trump says he wants lee zeldin to run the environmental protection agency.

his critics have called zeldin a climate change denier, but he's never actually said that specifically that we can find. zeldin says he promises to protect clean air and water. cnn reporting this morning, trump will pick south dakota governor kristi noem to run the department of homeland security. we have not been able to confirm that one way or the other, you can hear a lot of names over the next couple of weeks and months as president elect trump fills his cabinet and other positions, and that's good. when trump was first elected, the first time he entered the presidency with many of those positions unfilled, key positions in the epa, for instance, the ambassadorship to important allies like south korea, saudi arabia. the trump transition team seems much more prepared this time around. new. this morning, nbc is projecting democrat ruben gallego has defeated republican kari lake in arizona's senate race. gallego, a five term member of the house iraq war veteran. he will be replacing kyrsten sinema. of

yesterday, trump named tom homan as his border czar, who will be in charge of the roundup. trump says the largest deportation in american history. homan warns states like california. and i'm quoting here, either you help us or marcus, you get the hell out of the way. that's him saying that. all right. thanks, gaugh. well, new at six. with prices on the rise, streaming customers are figuring out a way to press pause on those costly monthly bills. many americans are now switching around, subscribing initially to a streaming service. then when a new show or event airs, they cancel the service and then switch to a new streamer. for example, if you're a netflix subscriber but you want to watch a new show on hulu, you cancel netflix temporarily. research published in wall street journal finds 34% of new streamers between september of last year and august of this year were actually re subscribers. the paper says that there's one key to driving the changes. it's

with his legendary splash brother. you know him. you love him. klay thompson there now plays for the dallas mavericks. tonight the mavs visit the warriors. it's not like you need these images for proof right here. but klay was a warriors of course a legend there with the team for many years for the early season game. now this one is an unusual hot ticket there. you can be sure at least before the game fans will give him a huge ovation there. as for the game itself, well, klay says that he'll be focused on first winning. be good to see people that you grinded with, obviously, but to me it's just another regular season game in november. obviously there's bigger implications with the nba cup, so that's what's on our mind is in my mind is just to win that. it's hard to see him with another team though. i know he's like it doesn't matter. i'm back where i really want to be. but you know all right. so look klay mentioned tonight's game is also the first in the series of nba cup games. the league

rain, and we were at 3/10. a lot of us had rainfall totals like this, about a quarter of an inch of rainfall for palo alto, a little bit more for danville and oakland, a 0.37. well, we are all dry today, but then we'll be watching this next system dropping in from the pacific northwest, starting out tomorrow. but as you can see there, it is very spotty. and i just wanted to start out with a look at this palisades tahoe this morning. this is a live camera. it is just beautiful this morning as the sun rises. lucky you if you're heading there. but you always this time of year, want to have the tire change that emergency kit, all of that stuff. as you're traveling up to the summit now, we are going to see the return of rain changing over to snow tomorrow evening. drying out on thursday, and possibly more snow on friday. we're not expecting a lot here between now and the weekend. it could be another 2 to 5in of snow. there may be some more snow coming next week, and in total we could see up to about nine inches of snow. and

while the sierra gets snow, the bay area gets rain and it starts out for the north bay tomorrow morning at 10:00 with some light showers. it's going to be spott. and as we go throughout the day, quick wave of rain and then on thursday, possibly some hit or miss showers. not expecting a lot out of these next couple of systems. and it's been churning up those big waves near the coast. all of these storm systems to our north, while we are just getting the outer fringes of that still enough to build up those waves near the coastline up to 16ft, which we are seeing now going into the weekend. it's dry, but there may be a stronger storm system, more widespread rain early next week, so we'll continue to monitor for that. we're just enjoying the rest of our week with more rain chances that will be very spotty for the inland areas, and highs in the low 60s. it's going to be cool, so it's time to get out the not only umbrellas, but the sweaters, the boots, the hats, all of that stuff. with our morning lows this weekend dipping to the upper 30s, and for san francisco, we'll see

highs continue to reach into the mid 60s with rain coming back tomorrow. mike, you've got more info on that crash and the tanker truck. yeah, this is over on the east shore freeway. now. the commute direction westbound is slowing typical through pinole and richmond and through berkeley as well. of course, the backup at the bay bridge, that's west 80 eastbound 80. as you're passing by the off ramp toward richmond bridge. that's fine, but you're jammed up approaching the embankment over here, right around chris carlson. there's a roadway that goes down and there's a residential area. the embankment is where there's a jackknifed tanker truck here. and no one's major, no major injuries, but this is blocking a couple lanes and a big distraction for both directions. that's what's going on in the east shore freeway. the rest of the bay shows a pretty typical pattern slowing. now for the san mateo bridge. westbound 92 to the peninsula. back to you. all right. thank you very much, mike. it is 653. happening now. testimony expected to resume in the high profile san francisco murder trial of nima momeni. he's accused of killing cash app

justices will not hear mark meadows request to transfer his election interference case from state to federal court. his lawyers argued the case should be moved because he was acting as a federal officer at the time and could therefore argue for immunity. but the argument failed in lower courts, with an appeals court citing that meadows is no longer a federal official. meadows faces two counts in the georgia election interference case. he has pleaded not guilty. a group of san jose residents pushing for an election to replace omar torres, the disgraced council member, resigned after he was arrested last week on three counts of sexual assault by force against a minor. right now, a city committee is working through its own process to fill his seat. the full city council will take over the process a week from today. district three's chief of staff says even though the council member torres is gone, all of the district's offices are still up and running. merchants in san jose's alum rock neighborhood today
