we begin today with a fatal new york city stabbing spree that left three dead yesterday. police say ramon rivera went on an unprovoked stabbing spree across manhattan, killing a 36-year-old construction worker, a 68-year-old man who was fishing and a 36-year-old woman near the united nations headquarters. antonia hylton has more. >> reporter: chilling video of a suspect police say was preparing for a stabbing spree in new york. donning a hoodie, putting on gloves and pulling a knife from his bag. >> the senseless violence should never happen. >> reporter: officials say 51-year-old ramon rivera used these knives to stab three peek unprovoked. >> this is our suspect for the stabbing. >> i'm very nervous walking the streets of new york anyway. >> reporter: the random attacks began at 8:20 a.m. on manhattan's west side where rivera stabbed his first victim, a 36-year-old construction worker, according to police. police say rivera then moved by

foot across the city. about two hours later, he stabbed another 68-year-old man out fishing by the east river. and just before 11:00 a.m., police say he stabbed a 36-year-old woman near the united nations headquarters. a cabdriver followed the suspect and tipped off the nypd. >> i just heard a commotion from where i was. stepped outside, heard what people were saying and reacted. >> reporter: this witness says he saw the arrest. >> that's when he put his hands up. he went on the ground, no struggles, no anything. >> reporter: rivera has an extensive criminal record with eight arrests in the last year. city officials say he has a documented history of mental health concerns. >> it is a clear, clear example of the criminal justice system and the mental health system that continues to fail new yorkers. >> reporter: antonia hylton, nbc news, new york. today marks 1,000 days since the beginning of russia's

full-scale attack on ukraine. thousands of ukrainian citizens have died, and over 6 million are living abroad as refugees. it comes just a day after president biden made a strong appeal for continued support of ukraine. he spoke at the g-20 meeting in brazil yesterday with russia's foreign minister in the room. two officials say biden had authorized ukraine's use of long-range u.s. missiles to strike at russia after russia launched its largest aerial attack. president-elect trump is working on a campaign promise. in trump replying true on social media to reports that he is prepared to declare a national emergency and use the military to carry out his plans for mass deportations. nbc's brie jackson joins me now. what more do we know about these plans? >> reporter: good morning, frances. so president-elect trump focussed on this promise frequently on the campaign trail. and he pledged to start with convicted criminals. now, two sources familiar with

is also known for being a cast member on the real world boston. and up until yesterday, he was a host on fox business. meanwhile, pressure is mounting on the house ethics committee to release their report about former congressman matt gaetz. mr. trump's pick for attorney general faces allegations of sexual misconduct which he denies. house speaker johnson says the report should not be released because gaetz is now a private citizen. a source familiar with the planning tells nbc news that the ethics committee will meet tomorrow, frances? >> brie, thank you. republican congresswoman nancy mace is introducing new legislation that would ban transgender women from using female bathrooms in the capitol. the bill prohibits any members and employees of the house interest quote using single-sex facilities other than those corresponding to their biological sex. it comes after sarah mcbride

naziism, anti-semitism and racism calling the march a sickening display. a new hearing is scheduled for sean "diddy" combs. an evidentiary hearing was requested, claiming materials were seized from his jail cell. it comes a day after prosecutors in his sex trafficking trial say he tried to reach out to witnesses and influence potential jurors. representatives for combs not responded to requests for comment. new york city has issued a drought warning. the dry conditions have fueled dozens of wildfires across the northeast. a new blaze broke out in burlington county, devouring 40 acres and threatening 20 structures. officials say the buildings are

no longer in harm's way, and the fire was at 20% containment overnight. authorities are investigating the cause of the fire. oregon's cascade mountain was hit with its first big snowfall of the season. over a foot of snow has fallen at government camp, and an additional 10 to 15 inches is expected. the national weather service warns traveling could be difficult and blowing snow could significantly reduce visibility. a winter storm warning remains in effect. heavy rain is moving across the gulf coast this morning. let's check in with angie lassman who's tracking that threat for us. good morning. >> we've got a storm system that stretches from the great lakes down to the gulf coast. so an active morning already. rain for folks in minneapolis, chicago and as far south as louisiana and coastal portions of mississippi. that's where we have flood alerts right now. notice how this rain will be on the move through the day today, working across the southeast. the mid atlantic will get in on the action as well. tomorrow looking ahead, a rain and snow mix across the great lakes with some of the rain into

spirit. the iconic budget airline is filing for bankruptcy. for more on how it could impact holiday travel, let's turn to cnbc's karen gilchrist. good morning. >> good morning. good morning, frances from a snowy london. yes, spirit airlines, the budget carrier, announced on monday that it had filed for chapter 11 bankruptcy. now this is a process that would allow it to restructure and reduce some of its debts after years of mounting losses, failed mergers and generally increased competition in the sector. now passengers still will be able to book and fly with the carrier until the process is completed, which is expected in the first quarter of next year. and that's certainly good news over the busy holiday period. but it is a bad signal for the company and the sector at large. it's the first chapter 11 bankruptcy filing in 13 years, and the stock for spirit airlines has certainly suffered a large decline this year, falling more than 90% so far.

in other news in the airline sector, around 2,500 boeing workers are to be laid off as part of ongoing restructuring within the company. now this is according to a federal filing with the layoffs largely expected to affect workers in washington and also in south carolina. boeing didn't respond to requests for comment on this, but the filing notes that the job cuts could be effective just before christmas, and, again, it's just a continued next wave of issues for the embattled plane maker as it goes about this restructuring, which is effective, expected to affect around 10% of the global workforce when it's played out in full. >> tough go for those employees and this families. it was a showdown deep in the heart of texas. >> here's a first down and more. flag on the play.
