shooting in san jose, pushing to replace disgraced councilmember omar torres. will the city decide or will residents? the key debate taking place today as leaders look to fill his empty seat and the bay area waking up to frigid cold. but that's not all. rain is on the way. meteorologist vianey arana is tracking where the brunt of the storm will hit first. this is today in the bay. 6:00 on your tuesday morning. thanks for starting your morning with us. i'm laura garcia. and i'm marcus washington. we'll get a look at that commute with mike coming up in just a bit. but first let's talk about those cold temperatures out there this morning. meteorologist vianey are in for kari this morning. how's it looking? it's been cold overnight. and in the morning i mean, 30s and now we're going to add, you know, a different layer to this with rain in coming. but today will be dry. 43 degrees right now in san jose you'll notice the clouds mixing in as well. and then primarily we're going to get a ton of cloud cover by the time we get to 12:00, daytime highs will only
6:02 am
max out in the upper 50s low 60s. today, san francisco it looks beautiful. clear conditions. but notice what happens after 10 a.m. you're going to see the increase in cloud cover also maxing out in those 50s. and then we're monitoring the arrival of that atmospheric river that will make its impact tomorrow. but the north bay is expected to get hit the hardest. those high rain totals we're talking 3 to 5in for the north bay mountains. a lot less rain to the south, much lower totals in san jose. we'll see likely more of an impact to areas south of the golden gate as we inch into that friday saturday forecast, but make sure to stick around. i'll talk more about the extended forecast coming up in a few minutes. first, let's check in with mike. all right vianey folks, i want to show you overall the look, we do have a little slowing. not the peninsula side. that's just fine. we're looking at the south bay north 87 crash still blocking possibly one lane right around curtner. but over in the tri-valley. the big change is the fact that they did clear all lanes in the last few minutes. west 580 approaching springtown, we had a crash blocking three of your left lanes that really jammed up traffic into the
6:03 am
altamont pass. that is now clea. that also is after the build up with folks coming down off of vasco road. so vasco road is clearing as far as this flow, still under a half an hour, but we have almost an hour from grantline over to the dublin interchange, and all that traffic will now push west over toward dublin and castro valley. back to you. new details this morning, late last night, bart police confirming officers shot and injured someone at the union city bart station. this happened in the parking lot around 9:30 p.m. now bart is calling the person a suspect, but they're not giving an indication about what that person may have done leading up to the shooting. the suspect's condition is also unclear. happening now. police in san jose are looking for the driver in a deadly hit and run. it happened a little before 9:00 last night near bird and co in willow glen. so far, the victim is not being identified. authorities say he died at the hospital. police last night closed part of bird northbound to investigate that stretch is

open again this morning. 603 right now and happening today, san jose leaders chart a course for the future leadership of district three. that council seat now vacant after the arrest of omar torres today in the bay's kris sanchez is here this morning and kris leaders there, they really want to ensure that the residents in that district particularly have a say. we elect our leaders so that they can represent us on the council. and right now, that district doesn't have anyone. so one of the main items on that agenda for today is how to fill the district three council seat vacated by omar torres, who resigned and who, as you likely know, is in jail without bail. now, torres seat has been vacant since he was arrested on charges of sexually assaulting a minor. the term runs through december 31st of 2026, and the city attorney laid out two options to be discussed at the council meeting later today. one option is to appoint someone to fulfill that term until the next regular election. this is the option
6:05 am
favored by councilman sergio jimenez, who says this is the most efficient and the least costly route. the other option is a special election, which is favored by mayor matt mahan, who says the people of district three should get to vote on who represents them. a special election would require an interim appointment as a special election would be months away. now, in the meantime, the chief of staff for district three has been trying to make sure that constituents know that the office is open for business with oversight from the mayor himself, and that six employees are working to address their needs and concerns. our focus keeps being the same. helping the community. our district three residents, our small businesses and making sure downtown thrives. now, the estimated cost for a special election, according to the city clerk's office, is between $2 million. but could run up to $3.2 million. laura. all right. thank you very much, kris. 605

right now, also today, san jose state's women's volleyball team hosting fresno state as the school awaits word on a recent lawsuit filed in response to a reported transgender player. tonight's game is scheduled for 7:00. boise state, meantime, has forfeited its upcoming game against the spartans thursday. this is all tied to claims the title nine rights are being violated, and because the athlete has not publicly come out, we are also not naming her. but a recent suit filed in part by the team's co-captain and assistant coach seeks to block her and the team from taking part in the upcoming conference tournament. the mountain west conference in san jose state are not commenting on the lawsuit. san francisco mayor elect danielle lowry opening up to nbc bay area about members of his transition team. now, we reported that sam altman, the ceo of sf based openai, is part of that group, also retired san francisco fire chief joanne hayes white, former san francisco police captain paul
6:07 am
yep and former mayor of stockton michael tubbs, all members of lowry's transition team. in a one on one with raj mathai during our 7 p.m. newscast. the mayor elect says that he picked each member because of their track record of shaking up the status quo. and it's not just about tech, it's about bringing our creative class back. it's about diversifying what we have downtown. lowry says that his number one priority taking office public safety and increasing the number of san francisco police officers. he will be sworn in as san francisco's 46th mayor on january eighth. and if you would like to see the full interview with raj, as well as san francisco mayor elect daniel lowry. just head over to our website, nbcbayarea.com. the latest incoming storm is expected to officially wash away. fire season. that is a big relief for firefighters in the north bay, but now the focus shifts to potential flooding. this first big storm of the season is not expected to lead to major flooding issues, but
6:08 am
sandbags are already available in many cities, including santa rosa. meteorologist vianey arana is here this morning tracking this incoming storm. and this one. may i understand? stick around for a while. it will. and the thing we're monitoring is for the potential for it to stall. for how long? over what area? right now, the emphasis appears to be on the north bay. they're going to see the highest rain totals. they're going to see the possibility of some minor flooding as well. notice right here we've got that moisture tap. and we've also got this flood watch that will go into effect starting tomorrow. it's going to stick around all the way through friday morning. we're talking about the possibility of a quick rise in those creeks and streams. now we're also monitoring, of course, the major rivers right now, it does not look like they're going to head into flood stage. but as we inch into that friday saturday forecast, we're going to monitor it cresting at about 22ft in the, you know, russian river at guerneville saturday sunday moorpark. so we're going to get closer to that action stage as far as the napa river goes. we're going to expect to see that cresting
6:09 am
early on saturday below that flood stage of 18in. so flood wise we're okay there. but we always want to monitor the nearby creeks and river flows for a quick rise, even if it's just for a few hours. we can tell how much water is really expected to ramp up into wednesday and thursday. and judging by that, we're talking about the possibility of 3 to 5in for the north bay mountains. i'll have another look at your extended forecast coming up in a few minutes. but first, let's check in on those gas prices with mike. yeah, let's check it out, folks. we still have livermore back in the top here, but we also have it back on the state's best list. actually two stations. they're both called marathon and livermore, both at 3.491 on south livermore avenue and the other on holmes street. that occupies the best spot here now in the north bay, fairfield has the low in solano county at 3.69. bond fair market on walters road and in the south bay, the best in silicon valley's cupertino is 3.79. at cupertino, car wash on north deanza boulevard. watch for those changes. hope they're favorable? go to gasbuddy.com on
6:10 am
the roadway. we have some changes. some are favorable. we have the all lanes clear for westbound 580. at the top of the screen, you see the jam up approaching springtown all the way out of the altamont. traffic continues to feed over, but no additional slowing at the dublin interchange yet. we do have a crash just south of there, 680 at stoneridge and a build off of the castro valley y south 880 as well. looking at the rest of contra costa county, we have more slowing for highway four, of course, and we're looking at the build toward the bay bridge. there may be a new crash on the east shore freeway. we'll check that out. scott, back over to you. all right, mike, coming up on today in the bay, capturing the crocodile wall. streets may be least favorite and famous rapper goes to jail. out to the futures. you see what's happening here? a lot of this is international tension. we'll talk about that coming up. we're taking a bite out of your budget just ahead. how much you can expect to pay for your thanksgiving dinner this year. plus, so you can't sleep, you know what that means for so sabrina carpenter switching from

ready. yeah. a clip with her and christina aguilera singing. yeah, they've been doing a lot together. yeah. you got to watch that because it feels cool. like, i love christina aguilera. yeah, that's like, you know, genie in a bottle. yeah. there you go. and then to see it with sabrina. i feel like she already did it. yeah, she sang it in a different way, but it was really cool. yeah. all right, let's talk about weather. depending on where you are. you're going to either see the rain right away, or you're not really going to see much of it until later into the week. so the component of that is going to be key as far as placement. right now though, the story to start out our tuesday is going to be how cold it is. i mean, we've got 30s on the map. look at fairfield officially at that 30 degree mark. so we're talking below freezing temps. remember the frost advisories will be in effect until about 8 a.m. and then you'll notice a change for this afternoon. so we started out the week dry. we're going to remain dry for today. you're going to notice an increase in cloud cover. but here's what we're monitoring out in the pacific. very visible right now. look at that moisture tap. we've got this atmospheric river. there it is transporting all of that water vapor. and this is what's going to bring concern
6:21 am
for areas primarily in the north bay. now, before i get to the timing, let's talk about today's forecasted highs. we're going to be in the upper seconds and 60s concord 62, livermore 60 degrees, san francisco 59. santa rosa 58. so temperatures will be cool. and then as we inch into tomorrow's forecast, here's what we're looking out for. so if you notice a lot of this stays primarily to our north. so if you live in the north bay, you're going to be the first to see the rain. and then some of those heavier impacts will continue into thursday. look what happens heading into friday and saturday. so some of those impacts then begin to spread a bit more southward. so if you live in the south bay, so areas south of the golden gate bridge, friday, saturday, you'll likely see more of an accumulation as far as rain. and you'll still get some rain for tomorrow. but the intensity of this is going to be more focused towards the north bay saturday. notice we still keep an active weather pattern more of some scattered activity, and then on sunday we're going to monitor the arrival of that second system. and that's also going to be an atmospheric river. and a lot of the emphasis on this is more focused towards central and southern california. so when it
6:22 am
comes to atmospheric rivers, for us it will be a weaker one. that second system, and even so it remains active through monday. rain outlook. right now let's talk about totals. so initially wednesday into thursday if you notice in the key colors right up here we've got that purple pink color there. 2 to 3in for the north bay. i'm going to zoom this in a bit closer because as we inch into that friday saturday forecast, those accumulations will start to add up. and if you look areas far up through ukiah, santa rosa, calistoga, we're talking the possibility for over six inches. meanwhile areas just south, we're going to talk about less than an inch an inch and a half for most. by the time we reach that friday saturday. so this is the accumulations throughout the week. snowfall totals also another area we're monitoring here into that saturday, sunday forecast. this is taking it all the way out. notice we could see over 41in in kingville. now keep in mind this could also mean conditions where we could see some runoff and flood concerns for the sierra as well. so we'll be mindful of that. but heading into thursday and friday we keep that active weather. and then that saturday sunday forecast, we also get a bit of a change.
6:23 am
now, another thing with this atmospheric river, once it arrives, even though it might not be raining in your area, you might get the gusts. so you're going to notice the impacts are going to vary depending on the north bay down through the south bay. all right. let's get a check of traffic with mike. all right vianey. hey folks, look at the map. we have the entire peninsula in green. that's great. the south bay also had green. we just now see that second burst starting to build north 101 through san jose. really typical pattern over there. atypical was all the big backup we had coming into livermore out of the altamont pass about 20 minutes ago. they cleared that crash right around springtown. we've had good recovery traffic building on vasco, but easing up out of the altamont pass as traffic flow moves over. we're looking at the overall travel time improved by about 15 minutes. that's a better drive on 580 coming out of altamont and in toward the dublin interchange. back to you. thanks, mike. weight loss drugs are skyrocketing in popularity. and now a new study says more americans are eligible. but it's not that simple. we'll explain

weight, control diabetes or manage heart disease. if you're one of them, keep in mind your insurance may or may not cover it. if we're talking about commercial insurance, yeah, there's a little bit more wiggle room there in terms of covering for weight management. but take a look at what how medicare covers this. it is covered for diabetes. it's covered for what's called secondary prevention for heart disease. so if you're overweight or obese and you've had a heart attack or a stroke, for example, they will cover it. but medicare does not cover it for weight loss management alone. coming up on today, the reason doctor natalie azar is hoping studies like this will help move the needle on weight loss drugs. insurance coverage ahead at 7:00 this morning, right after today in the bay. 626 for you this morning. look, we've got a lot more ahead for you at 630, including a cold morning ahead for most of the bay area. meteorologist vianey arana breaking down when we could see a slight warm-up. plus, she's also tracking some incoming rai.

recovery on the roadways that we're dry, but it was a crash westbound 580 that had an issue at springtown. it jammed up traffic all the way out of the altamont pass through livermore. great recovery. we're back to basically what you would expect for a tuesday now, including the slowing from vasco road out of contra costa county, down through this area. the crash south, 680 around stoneridge. finally, i believe we have a tow truck there after that crash was blocking a lane. so there's additional slowing through the area out of pleasanton, a smooth driving through sunol with just a typical build. the dublin interchange westbound is seeing some of that late traffic causing a little extra slowing over toward the dublin grade. so keep that in mind. and there's the build for the nimitz. there may be an issue on the san mateo bridge. we're going to check that one chp gets on scene. looks like it might be near the toll plaza. the span is showing the build, though. the volume. south bay. same thing. no surprises for the east bay. that crash is on the shoulder at university. scott on the shoulder. it's still a distraction. back to you. all right, mike. thanks. well, lots more still to come. vladimir putin is rattling the nuclear saber, and that has wall street a bit rattled as well. dow

general scott mcgrew, the lawyer who represented women who testified against matt gaetz, is actually speaking out to lots of different media. and these are women who testified behind closed doors to either the house or the doj. that lawyer says one of his clients was eyewitness to gaetz having sexual relations with an underage girl, among other accusations. this allegedly happened at a 2017 pool party in florida while gaetz was a u.s. congressman. the house ethics committee investigated, created a report about that alleged crime, and others, including showing fellow members of congress on the house floor. but that report may never be released because gaetz just quit congress. now, here's that

lawyer speaking about one of the witnesses. she testified that her belief was that representative gaetz had no knowledge that she was under 18, that she was 17 years old at the time he was having sex with her. she also testified that when representative gaetz found out that she was underage, that they stopped their sexual relationship and did not resume it until after she turned 18. the house ethics committee will meet once again tomorrow over this matter. other news russian president vladimir putin has signed a new russian policy regarding russia's use of nuclear weapons. it's important to note the document has been making its way around the russian government for some time. this is not new, but him signing it does change russia's nuclear stance to say that russia will allow the use of nuclear weapons to protect its sovereignty, and it will consider an attack by a non-nuclear force who's allied with the nuclear force to be one of those situations. that's exactly what's happening right

now in ukraine, where the ukrainian military has been given permission by the united states to start using atacms medium range missiles to target locations inside russia itself. ukraine has been shooting things into russia for months and months, but not missiles. we supplied the ukrainians and the russians say ukraine has already started launching atacms just days after getting permission. now it's normal for an incoming president to get intelligence briefings about these kinds of things. so he's up to speed. and the washington post says trump has started receiving those briefings. in fact, he was entitled to them as a candidate. but he went on record to say he had rejected the secret briefings because he was worried he'd be accused of leaking them. trump has struggled in the past with what secret and what's not. when he was president, trump tweeted out a photograph taken by a u.s. spy satellite of a missile site in iran. that picture shows the world the capability of our satellites. it wasn't meant for public

consumption. and at a party at mar, a lago, then president trump showed japanese prime minister abe a document about an attack in syria. they used their phones to light up the pages. so they could see them in full view of other partygoers. and finally, one last poll about the election. the economist newspaper and yougov asked democrats who is to blame for their historic loss, and a vast majority of respondents said, well, nobody really. just one of those things. the notable thing is far more democrats blame biden for a variety of reasons than harris, with her taking the least of the blame. laura, thank you very much, scott. 6:45 right now. one of broadway's most popular musicals, taking that yellow brick road all the way to the big screen. wicked. opening in movie theaters later this week, i was able to chat with one of the stars of the movie, oscar award winning actress michelle yeoh. she says fans can expect a lot from the cinematic

experience of this beloved story. our paths did cross at school for more than two decades. the musical wicked has entertained fans with its characters. your green. i am. and of course, the music. okay, we'll get to that song in just a moment. but first, let's take the journey to oz, the land of oz. before dorothy's house fell on the wicked witch of the east. this is the story of how glinda and elphaba, the wicked witch of the west, met at the school of magic shiz university, where michelle yeoh plays madame morrible. when you look at the promotions and visuals for the movie, you just can't help but to feel like you're there. from what i understand, you almost weren't there because you didn't initially just want to jump into this, you had to be persuaded. yes, i did call back and say, john, you realize i don't sing, right? and this is a musical dancing. i can do for you any

time. then he goes like, it's not a problem. you'll be fine. so if you care to find me, look to the western sky. what michelle lacked in her vocal ability was more than met by both ariana grande playing glinda and cynthia erivo as elphaba, who both persuaded yeoh along with the help of the movie's director and bay area native jon chu from the peninsula. whenever anyone asked me like, what's the one movie you want to do? if there was one, i would always say, would be wicked. the two hours and 40 minutes of magical sets, costumes, story and music all bring what so many loved on the stage to life. on the big scree. you can do anything. i know. you're going to enjoy it there. so look wicked. the movie opens in theaters on friday and defying gravity, the curtain rises on wicked airs at 10:00

tonight. that's followed by nbc bay area news at 11. yeah, and having glimpses of that, it's amazing to see all the behind the scenes. you'll get to see in that tonight. it's going to be cool. and you know, the cool thing about that too is they actually sang live during the recording. so what you hear is that it's not the recording process. so you know that behind the scenes we show the clips of that special tonight. yeah. like their voices have got to be amazing as they're flying around everywhere. okay. i'm trying to see how it plays out on the big screen because those interviews have been emotional. you guys have seen with ariana grande and your costars and everything. so they really put their heart in it. come to life. okay, so perfect for this weekend because it's going to be rainy around here. wicked weather, weekend weather. yes. especially, you know, heading into saturday and sunday once the accumulations start to add up, we could start seeing more widespread concern. so let's look at the current temperature because it's cold guys. it's in the 30s for a lot of the bay area including pleasanton livermore 36. look at fairfield though managed to dip down to 30 degrees even into
6:50 am
boulder creek as well. so definitely frosty morning there. and our forecasted highs for this afternoon. we're going to be comfortable in the upper 50s low 60s. one thing you'll notice today it's going to be dry, but the clouds are going to start to make themselves really present, especially heading into the late evening into tomorrow. we're going to also see that we're going to keep that jacket around, hopefully a raincoat as well, because here's what we're monitoring. so we've got the cloud cover swooping in. and if you look out in the pacific there it is. that moisture tap when we're talking about atmospheric rivers that's lining up for its arrival on wednesday. now the impact of this will be moderate to strong for folks who live in the north bay. so let's talk timing, intensity and all of that wednesday into thursday, you'll notice a lot of the heavier rain focus will be to the north. we're talking you know, ukiah santa rosa, sonoma. we'll still get some shower activity to the south. but it isn't really until notice friday, saturday when that active weather pattern continues, that we start to see more of an impact to areas south
6:51 am
of the golden gate. also look at the cierra. this blue and pink color that you see here. that's that wintry mix. so if you're going to be out and about on wednesday through thursday and you live in the south bay, you might not get that impact just yet. but folks who live in the north bay, we're going to start to see accumulations now lining up heading into saturday and sunday. we get a second atmospheric river. once we get to that weekend forecast, because of the rain that we've seen, another thing we monitor for when we're talking about atmospheric rivers is how they stall out. so if it stalls out over a certain area for a prolonged period of time, think about the rain rates per hour. this is when we start seeing concerns for flooding. so if you look at the key right up top, notice those pink colors are more inching towards that 2 to 3 inch. but if i zoom this in now mind you, i'm taking this all the way through saturday and sunday. you could see upwards of 6 to 7in for areas like ukiah, santa rosa, everywhere else we're talking less than two inches for, you know, areas like san francisco, oakland, danville and then further south you'll notice the impacts really begin to back off. as far as rain

totals, there is a flood watch that will go into effect starting tomorrow. this will be through friday morning. because of that excessive rainfall expected a quick rise in those creeks and rivers. but overall, the north bay mountains will likely be hit the hardest and it's going to vary on where you live. keep this in mind so the wind also expected to crank up a bit 15 to 40 plus miles per hour, and your 7-day forecast does look quite active as that first system arrives tomorrow. notice the active pattern continues with rain all the way through friday and then inching towards that sunday forecast as we're monitoring the arrival of the second possible atmospheric river. so we're going to stay pretty wet for the remainder of the week. just be mindful if you live in the north bay and of course near a creek or a stream. now let's get a check of how those roads are doing with mike vianey. we kind of calmed down after early drama on 580. it seems to have calmed down to what we might expect for a typical tuesday. the backup filling the toll plaza hov a big advantage there, slowing now into and through the caldecott tunnel. no problems, just more volume coming in out of here. look at that. south 680 walnut

creek, the biggest volume of the week, typically on a tuesday. we're expecting i'm expecting a little bit more volume as folks try to pick up this week, get a little extra work done so they can take some time off next week. being thanksgiving week and a lot of school vacations, 680 slows south through pleasanton, 880 from 238 all the way down into fremont. typical pattern. the crash is over by the toll plaza and out of lanes for westbound 92. back to you. thanks so much, mike. well happening now. spending cuts likely headed for the city of oakland. city leaders are expected to discuss a $93 million budget shortfall at a meeting later this morning. the deficit is due to a delay in revenue from the coliseum sale and department overspending, specifically on public safety. a contingency budget plan recommends making cuts to some vital services, such as fire and police departments. union leaders yesterday held a rally opposing those cuts. today's meeting is scheduled at 930 this morning, and we're back in just minutes with a look at our top stories, including new warning
