south bay leaders sign off on the plan to replace disgraced city council member omar torres. a live update on the special election now taking shape in the likely financial hit for san jose. also a big day in washington. house lawmakers will meet to discuss president elect trump's pick for attorney general matt gaetz. the growing pushback on both sides of the aisle. this is today in the bay. good morning to you. on this wednesday, i'm marcus washington and i'm laura garcia. let's get right to our top story. this morning, the arrival of this atmospheric river. meteorologist kari hall has the details for us. and we are going to be under this microclimate weather alert for quite a while. here's a look at the wide view of this storm system that has been so textboo. with the way it looks, this area of low pressure that's been spinning and drawing in all of this moisture across the pacific and targeting the bay area with some heavy rain that we are seeing right now. and we're going to continue to see the

rain very slowly moving from to north south. but really, the north bay is in the focus for all of this rain that's going to continue for the next several hours. at times it may dip into san francisco as well as oakland over toward concord. but we're seeing the oranges and the reds mainly focused over santa rosa, san rafael as well as napa. so we're going to continue to see the waves of rain coming through. and every now and then we may get some spotty showers south of the golden gate bridge. but we are really focused on the north bay, where the rain will continue to pour. and that's where temperatures will stay in the 50s for today. mostly low 60s elsewhere, with a mix of sun and clouds and breezy winds. the north bay under a flood watch as well as a wind advisory. so we're tracking all the impacts will go hour by hour and take a look at how much rain we can expect day by day. that's coming up in the full microclimate forecast. sounds good. we'll keep checking with you. because this same storm moving into the bay area already having a huge

impact in the pacific northwest, it's already proven deadly. authorities say a falling tree killed a woman at a homeless encampment last night outside of seattle, and two others were injured when a tree fell on a mobile home in puget sound across washington state. more than a half a million people waking up this morning without power. some of the wind speeds are approaching 100mph near vancouver island, and first responders are working to rescue people and clear debris, along with fallen trees. back here in the bay area, north bay residents spent much of the day preparing for the storm. flood watch and wind advisory have already been issued for the north bay. emergency responders are urging people there to rake your leaves clean out any storm drains and get ready to hunker down. goodman building supply in mill valley they've been inundated with customers yesterday, stocking up on supplies. we got flashlights, batteries, water, canned goods. you know, i'm all stocked up

because who knows, right? these are small roads. anything could happen. i'm looking forward to it. let's see. let's see what god's going to hit us with this time. right. emergency responders urging people to. the people who live in those flood prone areas to have sandbags. sandbag stations have been set up across the north bay, and directions to each can be found on the county's website. when you're not watching us live on air, you can keep track of the rain with our nbc bay area app. download it to see when the storm will be moving into your neighborhood. just scan the qr code on your screen to get your local weather your way from the people you know and trust. well, this morning, mike is tracking the commute for us. yeah, we're looking at the impact of the rain as it comes in. we'll talk about that in a second. we do have the bay bridge cameras holding steady when it is windy. chp will often warn about gusts of wind across the span. they're calm about that overnight, but we'll watch for their updates. eastbound, the lower deck getting over toward treasure island. there may be some

slowing in the tunnel because of a report of a disabled vehicle right near the off ramp toward treasure island, yerba buena island. so far, light traffic and again, that would be counter commute out of the city. your commute direction easy and light right now. notice that green highlighting? that's our road weather index. talking about damp pavement up in the north bay as kari has been talking about. no problem for those sensors. highway 4 there is a crash as you get past 680 right around alhambra. so we're watching that. and on the peninsula reports that a pole might be impacted here. 280 at 84, the freeway does move smoothly, but we're watching to see if they have to close any lanes. back to you. well, now to new developments. san jose voters will now decide who will replace councilmember omar torres. torres resigned after he was arrested on suspicion of sex crimes involving minors. today in the bay's bob redell joining us live this morning and bob, that election will be very costly for the city. it will. good morning to you, marcus and laura. this special election for the city of san jose could cost the city up to $3.2 million. yesterday, in the city council

chambers in an 8 to 2 vote, the city council agreed to move forward with this election to replace the seat of omar torres. now torres, who represented district three, he resigned recently after he was arrested on suspicion of sex crimes involving minors. the council will select an interim representative for district three until the special election takes place next year. at yesterday's city council meeting, more than a dozen members of the community shared their thoughts on the decision to move forward with this special election. it's well known that special elections just don't have the same kind of turnout that a more traditionally timed election does. the representative should not be polarizing, as the community needs someone who can lead the charge united, and will find a path of healing and recovery for our downtown. fundamentally, the best way to ensure trust in our institutions and our our representative democracy is to give people the

ability to run competitive and competitive and open races. the city plans to hold a special election next april with the newly elected council member likely taking office in august. as for torres, he's still in jail after a judge denied his request for bail. he's due back in court this friday afternoon for a plea hearing. reporting live. bob redell today in the bay. thank you very much, bob. 506 right now, now to a live look at the bay bridge toll plaza. if you're hoping to comment on the latest phase to raise bridge tolls, today is your first chance. the toll authority today is holding its first public hearing on the series of toll hikes, now planned for bay area bridges. if approved, starting in 2026, fastrak users will pay $8.50 for all bridges excluding the golden gate. tolls would increase by $0.50 every year over the following four years. by 10 to

50 by the year 2030. drivers without fastrak will pay slightly more. this morning's meeting takes place at the bay area metro center board room on beale street in san francisco. as we gather indoors this thanksgiving, a reminder from doctors to consider getting the latest covid vaccine. cdc recommending everyone over the age of six months get the shot. and while the risk of developing serious symptoms is low for younger people, the virus can still be dangerous around the table. when we have older people there like grandma and grandpa and they're they're most likely they're over the age of 65 and possibly immunocompromised. over a million people died from this disease, and hundreds of people are dying. still regularly throughout this country. this is not about whether or not you have a political posture, whatever, you know, kinds of party you belong to, religion. you have whatever the tribal divisions we have in our society

are the one thing is the covid virus could care less about any of that. all it cares about is doing its job, which is to mutate and make itself more effective at killing people. now listen to this. according to the cdc covid data tracker, more than 75,000 americans died from covid just last year. that's compared to just over 42,000 between january 1st and november 9th of this year. 508 right now. today, heavenly ski resort in tahoe is opening early. this is a live look there now, after several inches of snow fell this past week. you can get ready to hit the slopes. heavenly opening two days ahead of schedule in the meantime, north star opens tomorrow. palisades on friday. so here we have it. and i would imagine more snow is on the way, especially with the storm that's hitting the bay area right? kari yeah, we are going to see quite a bit of snow, but i wonder if they're going to have to close

things up a little bit early because of all of the high winds that we'll see coming along with this storm system. so we'll have to watch out for that as we are getting some fresh powder coming down right now over the sierra as parts of the north bay and areas farther to the north get snow. but this will also start to warm up our temperatures over the next few days. and so that may cause a lot of what we see here within the next couple of days to come down as rain. but for some of those higher elevations and spots like kingvale between now and friday, we could see 28in of snow. and then going into the weekend, once the temperatures start to drop, we may see a lot more sno. and in total between now and sunday, we could see about two feet of snow for south lake tahoe, kirkwood 36in and possibly 51 for kingvale and then into next week. there is more snow on the way, so it does look like it's going to be a great start to our ski season. and also getting a boost on that sierra snowpack. but for south lake tahoe, temperatures are throughout the day going to be too warm for it to come down to.

snow may change over to snow as we go into the end of the week, as well as the weekend. we'll be watching that. mike's been watching where you can fill up for a little bit less. yeah, changes are happening a couple cents a day over at a gas station by my house, but we're going to check starting with contra costa county checking on the best price for pleasant hill today. it's 369 at arco on pleasant hill road. same best price of 369 over in marin county. we're looking at hq fuels with shoreline highway in mill valley and then santa clara county. the low is 375 available in san jose at diamond gas and mart on winchester boulevard. check those changes. check those areas you're going gasbuddy.com on the roadway. we'll check these areas as well. green sensors dominate this map. no major issues, but look green highlighting in the north bay with a little bit of blue along the coast. so there's rain, damp roadways, more coming in as kerry's talking about. watch those patterns. so far no flooding reports for the roadways. but we do have some slowing approaching the golden gate bridge from san francisco. those crews are on the move on

stock market yesterday. this is into it in the south bay. it got hit hard. look at that. after elon musk who will run trump's department of government efficiency, suggested the federal government develop an app to process your taxes easily and quickly. it's an idea that's been kicking around for a while, but if it were created, it would hit into it and other tax preparers hard. okay. special day. it's nvidia day. nvidia reports profits today. easily. silicon valley's most important stock. and time after time after time. nvidia has pleased investors with its financial reports. today's comes right after the bell. there are watch parties. this is so big and people can make a lot of money. look at this track record. summer quarter. they beat estimates spring beat by nearly 10% last winter by 11%. this time last year. huge beat. this can't last forever, right? no,

not forever, not forever. i argue with one of my business partners often when he says it's not a bubble because it's still growing, it's like, well, wait a minute. yes, bubbles do grow and eventually they do burst. they can't continue to grow. but it looks like, at least for the near future, there is. there's still a lot of growth. target just reported its profits said it was struggling. just the opposite of what walmart said yesterday. target announced last spring it would cut prices on 5000 items, says it will cut another 5000 more by christmas. the big media company comcast, which i should point out owns this television station, pays my salary, just announced a few minutes ago it's spinning off many of its cable channels into a new company. it will keep its tv stations, network and peacock current comcast shareholders will own the new cable channel company as well. the bay area's equinix is laying off employees, according to a state warn notice. just a few months after

the ceo was on cnbc talking with our jon fortt about a new dividend for shareholders. equinix runs data centers and the privately run university of pennsylvania very prestigious ivy league school says it's changing the way it calculates a family's net worth when they're trying to figure out how much to charge for tuition, penn says it will no longer include the value of a family's home. many californians who helped their children apply for school discover they're a lot richer than they feel, because they may be struggling to make it in the bay paycheck to paycheck. their house is worth so much they might be millionaires in their own house, but of course, there's no money in you know that, right? exactly. the tuition. it's just the fact that there's million dollar homes. it's a weird position to be in where you're too rich for your student to get any help, but you can't really afford the tuition. yeah, 100%. yeah. a lot of families all right. thanks. you bet. 518 right now. now to a live look at sfo this morning where uber is launching its new

rideshare options right before that big thanksgiving rush. the company says new updates will help make the airport travel experience smoother and more affordable. the two options you have are uber xxl and uber x share. uber xxl will give riders more access to trunk space and fit six people. the other new feature is uber x share. you'll be able to ride with other riders and receive upfront savings of up to 20%. it's like when my family we need probably two xl's true modern day brady bunch. there you go. well, trending this morning, a lower haight cocktail lounge reaches the upper echelon of the best new bars in america. we're talking about store. they're a san francisco cocktail bar. the website punch just named it one of america's five best new bars that store specializes in minimalist cocktails, meaning with four or fewer ingredients. the list also includes new york city's bar, contra, cobra and columbus, ohio, public parking. and madison, wisconsin, and vice

versa in miami. so cheers to all of them. so minimalist, like a gin and tonic. scotch and soda. there you go. boom. jack and coke for less. all right. well, weather wise today, a lot of folks feeling the effects. yeah, but it's really going to depend on where you are in the bay area, because in san jose, parts of the east bay, there's not that big of an impact. but we are going to be under a microclimate weather alert as we deal with this major storm system that has rapidly intensified. and you may be hearing the term bomb cyclone. that's how quick this storm is strengthening as it moves closer to the pacific northwest. but we are in the target of the steady plume of moisture from the atmospheric river that is being drawn in by that area of low pressure. and you can see the focus is the north bay, where we are seeing all of that rain coming down this morning every now and then we do get some spotty showers over san francisco, but it's mainly marin county on northward, where storm ranger is tracking some bouts of

some heavy rain. but it's been pretty light to moderate for spots like napa and santa rosa will continue to see rain for several hours while temperatures are now in the upper 40s. it will be in the low 50s throughout the morning, and the rain will continue throughout the day as well as into the next several days. so it's going to be day after day when we start to see the impacts of this storm system really starting to add u. with this initially being our first major storm, we're not expecting much flooding. at least for today or tomorrow, but it may be farther down the line when we continue to see the stream of rain coming in. that's when we may start to see those impacts. temperature wise, we're only going to make it into the upper 50s and low 60s today, but it may be just a touch warmer tomorrow as we get a little bit more warmth and more energy for this system that will be waving across the region and at times keeping it very soggy as we go into the weekend. we're still looking at rain chances, but there may be a brief break on sunday before we get a possible

another atmospheric river coming in. going into the beginning of next week. so day by day for today and tomorrow, parts of the north bay could see over three inches of rainfall, while san jose gets absolutely nothing. and then going into friday, we're still seeing the rain coming down as san francisco gets over an inch up to five, possibly closer to 5.5in for parts of the north bay san jose. a few hundredths of an inch. so you can see how widely the rainfall totals will vary across the bay area, but look at all the rain that will continue for the weekend with possibly several inches of snow into the weekend. so our 7-day forecast shows pretty much rain every day for the inland areas, and possibly at times, some thunderstorms. temperatures remain steady in the 60s, but then just a little bit warmer tomorrow and then coming back down for the weekend in san francisco, periods of rain off and on as we go through the next seven days. still not letting up

last year the road collapsed, so we're a little nervous about the storm coming right now at 530. the first major storm of the season. we have live team coverage on the arriving atmospheric river from rainfall forecast to important advice from first responders. also heading to the picket lines, thousands of uc workers launch a two day strike. the potential impact for students and patients receiving health care. this is today in the bay. good wednesday morning to you. 530 thanks for starting your day with us. i'm laura garcia. and i'm marcus washington. let's get a check of that forecast this morning. meteorologist kari hall, of course, tracking what we can expect out there. and you can

see that storm making its way across the bay area. yeah, we've been talking a lot about this atmospheric river that's been targeting parts of the bay area. and we can see the storm system that's drawing all of this rain into the bay area that will continue, and we'll see this line of the atmospheric river just kind of waving from north to south. right now it's affecting the north bay, but eventually we'll start to work its way to the south as we track it with storm ranger, you have the same tool on your smartphone as we are going to see this storm system moving through over the next couple of days, you'll be able to zoom into your neighborhood if you have the. nbc bay area app and see where the rain is most intense and when it will make it to where you are. but we are seeing it right now over northern marin county, central sonoma county, and it's going to continue to rain in those areas as we go throughout the next couple of days. so we'll start to see the impact of all of this rainfall adding up day after day as we get off and on showers. but notice how spots like fremont, palo alto, san jose is really

not seeing much out of this for today. and so you may go the entire day without even seeing a drop of rainfall while it is just pouring farther to the north. between today and tomorrow, we could see rainfall totals in napa, close to two inches of rainfall, but over three inches for guerneville and then in mill valley, about a half inch of rainfall. san francisco a quarter inch of rain possible. and then looking farther south, there's not much rain expected, at least initially, as we go into the next few days. eventually, this atmospheric river will slowly sink back to the south, and then we'll start to see the impacts of this going into the weekend. so we're looking at flood watches for the north bay, as well as a wind advisory as the wind picks up to about 40mph for today. so we'll be tracking this and talking more about those impacts laura marcus. all right. thank you. kari and kari. as you see it right there, you can see much of the north bay likely going to absorb the brunt of the extended storm. our coverage continues this morning with today in the bay's ginger

conejero saab. she's live in mill valley and ginger the rainfall does signal a little silver lining for one city. that's right. good morning to you, marcus and laura. because of the expected rain that kari was just talking about and the rain that we have also received, santa rosa has ended their fire season. now their fire season actually started early this year, but officially ended a couple of days ago. so the focus now shifts to the wet weather, not just in santa rosa, but across the bay area. now, some of that preparation for this storms involves school closures that is what's happening up north for some storm preps include the closing of two schools in sonoma county, and they're doing so is in place fa county. it started last night at

10 p.m, and a flood watch is also in effect. that began at 4:00 this morning. two schools to take note of there in sonoma county. now, that is also why people in sonoma county were filling up their sandbags last night and preparing to get through what is expected to be a powerful storm. freedmen's home appliance in santa rosa has been flooded with customers for the past couple of days. people buying thick tarps, sump pumps and erosion control models. preparing for disasters is not new to the folks in sonoma county, and authorities there continue to emphasize how important it is to be prepared. fall for us is always a concern. it's you know, it's again, it's the race for what comes first. the wind events or the rains. we've seen the devastation locally over the last seven, eight years with the wind beating out the rain. in this particular case, yes, we had some wind events and some red flag events, but the risk with the risk in play, we got

bay area app, nbc bay area as well, streaming 24/7. you can watch it through that app. it's free and available for all smart devices. let's check in with mike inouye. right now he's tracking the morning commute. yeah, things are relatively calm right now, but i do want to start up here in the north bay. san rafael southbound. your directions heading down toward a. as we're heading out over the hill, things are moving very smoothly, but this area looks fine on this camera shot, but it may be a little damp in the surrounding areas because we do see that road weather index green, showing you that there is some damp roadways throughout in portions of 101. and then farther up we see more blue. that means maybe some ponding and puddling from overnight already going on there. so we'll track that. your commute relatively calm right now, but kari keeps talking about what's coming. there's more coming, so be prepared, folks. we're looking at a smooth drive right now along the peninsula. there is a crash north of 101 on 85, so we're watching that. no major issues there on the shoulder. and we're looking at that right here. vasco road a little more slowing as folks are traveling out of contra costa county down toward 580. but no surprises. back to you. thanks, mike. well,

happening now. the rain will not stop. a two day strike by uc workers fed up with conditions in their medical and dining facilities. they're now demanding a new deal. today in the bay's kris sanchez is here looking at how this may affect you and kris. we're talking about people who are receiving care over at ucsf parnassus campus, right? yeah, that is one of the uc campuses where people are going to be walking off the job. some of the 40,000 workers statewide are walking away from hospitals and other medical facilities. but the union says they do have a plan for some members to return to their jobs in the event of an emergency. and if you see did not come up with their own plan, this is the same union that walked off the job in 2018 to push for better conditions and a better contract. their existing contract for patient care expired at the end of july, and the contract for service workers like those workers in student dining halls, expired october 31st. these are also people who treat patients and clean

facilities. now the spokesman for the union, afscme local 3299, says that facilities are understaffed, employees are overworked, and wages are not keeping up with the cost of living. the union recently filed a complaint with the state public employment relations board to force uc negotiators to bargain in good faith. they have bargained in bad faith. they have showed up unprepared. they've been unresponsive. they've said they don't have authority to negotiate. they even went so far as to announce that they were going to impose hundreds of dollars in health care increases on workers who are already not able to afford the rent to put food on the table. now, the uc refuted that claim in a statement that reads in part from january to may, university of california and afscme bargaining teams met 22 times and worked collaboratively on proposals for the u.s. afscme

represented employees of the uc statement adds that the uc proposal would increase afscme members pay by an average of 26% over five years, and would offer credits to offset some of the health care costs, in some cases for some employees. now, some of the 4000 uc workers at ucsf parnassus campus started walking off the job at midnight. marcus and laura. all right, chris, thank you. want to give you a live look this morning over at the state capitol because one state lawmaker is now making a push to hit the brakes on tighter carbon emission standards. san diego state senator brian jones says that he's planning to introduce a new law bill, or this is a new bill next year. it would roll back and repeal the state air board's recently approved new emissions restrictions, which would set to take effect next year. jones believes that it will likely immediately lead to higher gas prices, prices that statewide are already some of the highest in the nation. lawmakers returned to sacramento in

the ice rink that will be open for several days from here on out, and we're going to see the rain continue as we zoom in with storm ranger. that's our mobile doppler radar. we have it parked on san bruno mountain to give us the best view all around the bay area, and we're going to see some pockets of heavy rain continue for parts of northern marin county, extending over towards sonoma county, right around rohnert park. we're seeing the rain picking up, and that's going to affect your commute on 101. there will be a flood watch in effect, and when we start to get the heavy rain coming in, they'll upgrade that to a flood warning with the very specific area that's being impacted. so this is kind of a blanket to let you know that there's going to be the possibility of several inches of rain between now and saturday morning, and you want to prepare for that possibility of rising creeks, rivers and streams as well as travel delays. so we'll continue to monitor all of that for you and keep you updated. and for now, the commute is looking pretty calm, right? yea, exactly. things are moving very

nicely on the roads. we have a couple of incidents, but no slowing. highway 85 as well as 280. i think everything is okay there. 101 and 280 as you go through palo alto. let's talk about not necessarily race over at the ice rink. well, we'll we'll be there tonight. excited to be there over with marian as well tonight. but right now we're talking about the daily closure for highway nine. that will go on today as well. they may have to stop that if the rain does cause it, but right now it looks like everything's planned as typical daily kerley work over over there on highway nine. over here. i'm so excited. that's all i'm just thinking about the chase center as well. the warriors are playing tonight and that will be a nice game. hopefully we had not on a great last game, but this game hopefully have a nice play over there for the warriors over here. the no no problems over here except for highway 37 where there's a little bit of slowing typical of this time of day. but we'll look at the green. the highlighting does show that there may be some some rain coming through the area. we're watching the area. even though that is on the schedule, we still have highway 37 and

as the north bay deals with steady rainfall throughout the day, and temperatures also hold steady here. looking at some mid 50s into the afternoon. we'll need the umbrella there, but not everywhere across the bay area will see this kind of rain, so i'm tracking this and talking about your microclimate coming up and looking at the timing. it's right on schedule here at the bay bridge toll plaza, we have the all lanes starting to show the build up, and pretty soon they'll be packed all the way here at the toll plaza, getting across towards san francisco. we'll see how the rest of the east bay shows that build coming up as well. happening now. funeral services are being held for one direction singer liam payne. the service is taking place outside london. a private ceremony is being held for the family and close friends. payne died after falling from a hotel balcony in argentina. buenos aires, now 31 year old, had alcohol, cocaine and a prescription antidepressant in his system. three people are facing charges for abandonment and supplying

president elect trump, meantime, says he is standing by his pick for attorney general. that is florida congressman matt gaetz. the house ethics committee, which had been investigating gaetz over alleged sex crimes, will meet again today. the speaker of the house, mike johnson, has said the ethics committee should not release the report into the allegations because gaetz is no longer a member of congress. president elect trump announced yet more names for his cabinet and other offices. he wants doctor mehmet oz to run medicare and medicaid. oz would report to the secretary of health and human services, robert kennedy jr. linda mcmahon. from the wrestling world to run the department of education. now she has no experience with education other than a long term on a local school board. and trump says during his campaign he wants to get rid of that department altogether. the department of education a lot like the department of energy, doesn't work the way a lot of people

think it does. in the case of education, this department has a $230 billion budget. but most of that money actually flows to local schools like the one your child goes to. the department just manages that flow. so if you get rid of it, you get rid of the local funding or you have some other department, do what the department of education doe. now, this is remarkable. for the second day in a row, the editorial board at the conservative, right leaning wall street journal has panned one of trump's picks. this time, it's pete hegseth, the proposed secretary of defense. the editorial board asks if hegseth didn't tell trump about that investigation in monterey, trump said he knew nothing about it. what else didn't he tell? the president elect wants the ceo of cantor fitzgerald, howard lutnick, to be his commerce secretary. this is actually much more interesting than it sounds. commerce secretary. not that exciting. i don't think people could name the current secretary of commerce, but it's interesting because first buddy

donation through the red cross app redcross.org. slash friends or by just calling 800 red cros. a million reasons why i love that. there you go. i have to double up on the socks. it's cold. yes, and it's going to be not only cold, but raining as we go through the next few days. big changes for the season, and we've been talking a lot about atmospheric rivers. so what exactly is it really? when you look at a satellite image of the entire earth, there could be 3 to 5 happening at any point around the world. so it's basically that connection to some tropical moisture that gets transported across the ocean and can bring california as much as 50% of its annual rainfall and can also cause some major flooding, with this being our first one, not expecting as much flooding. but what atmospheric river can pack 10.5 trillion gallons of water per day, and that 7 to 15 times the flow of the mississippi river. so really interesting facts. as a lot of us weather people just are

geeking out about this storm that has been pretty intense and very picturesque and textbook of what we typically see with this area of low pressure to the north, that flow of the water across the ocean, and it's going to bring in a lot of water for mainly the north bay this time, because it is very slowly moving in terms of where we see it going from north to south. so the north bay in the line of focus for this storm that's going to continue to bring in some rain. our storm ranger is tracking it parked on san bruno mountain and giving us the best view of all of this rain that's falling right now over parts of marin county and parts of central sonoma county. eventually, that's going to work its way over toward napa county, so now's a good time to make sure that you are already prepped for the potential of flooding. know if your home is in a flood zone, and also have a plan and be ready to evacuate if needed. and don't drive if you see water covering the road, make sure that you also have a way to protect your possessions and gather the paperwork and
