rain and storm. ranger is active this morning atop of mount bruno. and i want to show you right here a live look from atop of the other spots across the bay area this morning. as this atmospheric river will bring rain over the coming hours and days. now, the same storm moving into the bay area is already having a huge impact in the pacific northwest. authorities say a fallen tree killed a woman at a homeless encampment last night outside of seattle, and two others were injured when a tree fell on a mobile home in puget sound across washington state. more than a half a million people are waking up this morning without power. some of the wind speeds are approaching 100mph near vancouver island, and first responders are working to rescue people and clear debris along fallen, along with fallen trees. now, meteorologist kari hall, of course, been tracking this storm overnight, so how are we looking so far here at home? well, we are seeing the heavier rain now targeting parts of northern california, but you can see closer to the center of this

storm. this area of low pressure. that's where you are going to have those most intense winds. and that's going to stay to our north. but as we take a look at all the rain that is already coming down, we are seeing some pockets of some heavier rain. but for the most part, it is a steady downpour that we are seeing covering the north bay. and every now and then that rain drops over san francisco and over toward oakland. but we will continue to watch for marin county to sonom, napa counties on northward. that's where we are going to see the bulk of this rainfall already a flood watch in effect. if we do start to see some flooding happening, there will be a flood warning issue that's basically a step up from a flood watch, and it will be very specific with the areas that are targeted, but we are looking at several inches of rainfall for the valleys, about 3 to 7in between now and saturday, and up to 6 to 10in of rainfall. and some of the hills and mountains so flooding possible. we're watching out for that, as well as those high winds back to you. all right. thanks, gary. well, the north bay, as kari has been

saying, residents there spent much of the day preparing for the storm. the flood watch and wind advisories have already been issues there. in the north bay, emergency responders are urging people to rake up those leaves, clean out the storm drains and get ready to hunker down. goodman building supply in mill valley was inundated with customers stocking up on supplies. we got flashlights, batteries, water, canned goods. you know, i'm all stocked up because who knows, right? these are small roads. anything could happen. i'm looking forward to it. let's see. let's see what god's going to hit us with this time. right now, emergency responders urging people who live in flood prone areas to use those sandbags. sandbag stations have been set up across the north bay, and directions to each can be found on the county's website. you can also keep track of what's happening with that rain right here in the bay area with our nbc bay area app. if you haven't already done so, i want you to download it because you're going to be able to see that storm moving right into your neighborhood. all you have to do right now is scan

that qr code there on your screen. it's going to get local weather, and it's going to help get information where you live. it is 603 right now and new overnight. the u.s. embassy in ukraine's capital city of kyiv is closing its doors. u.s. officials say the closure was prompted by, quote, specific information about a significant air attack. embassy employees are being asked to shelter in place in light of the closure. the decision comes following news that ukraine recently carried out its first strike on russian territory, using long range weapons provided by the u.s. the war between ukraine and russia reached its 1,000th day of conflict yesterday. now to new developments in the south bay. san jose voters will now decide who will replace councilmember omar torres. torres resigned after he was arrested on suspicion of sex crimes involving minors. today in the bay's bob redell joins us live this morning. this election will be costly for the city.

unfortunately it will. good morning to you, laura. the special election will cost the city of san jose up to $3.2 million. yesterday at city hall, in an 8 to 2 vote, the san jose city council decided to move forward with the election. the special election to replace the seat of omar torres torres, who represented district three in the city, resigned recently after his arrest on suspicion of sex crimes involving minors. the council will select an interim representative for district three until the special election takes place next year. at yesterday's city council meeting, more than a dozen members of the community shared their thoughts on the decision to move forward with this special election. it's well known that special elections just don't have the same kind of turnout that a more traditionally timed election does. the representative should not be polarizing, as the community needs someone who can lead the charge united, and will find a path of healing and recovery for our downtown.

fundamentally, the best way to ensure trust in our institutions and our our representative democracy is to give people the ability to run competitive and competitive and open races. the city plans to hold a special election next april, with the newly elected council member likely taking office in august. as for torres, he's still in jail after a judge denied his request for bail. he's due back in court this friday afternoon for a plea hearing. reporting live. bob redell today in the bay. all right. we'll continue to follow and see what happens. thank you. bob. 605 for you this morning. now to a live look at the bay bridge toll plaza. you see the backup there? okay. so if you're one of the people hoping to comment on the latest plans to raise bridge tolls. well, today is your first chance to do so. the toll authority today holding its first public hearing on a series of toll hikes. now planned for bay area bridges. if approved, starting in 2026, fastrak users will pay

$8.50 for all bridges, excluding the golden gate. tolls would increase by $0.50 each year over the following four years. a $10.50 price will be what you pay by the year 2030. now, drivers without fastrak, they're going to pay slightly more. this morning's meeting will take place at the bay area metro center board room on bills street in san francisco. today, heavenly ski resort in tahoe is opening early. here's a live look there now. looks cold after several inches of snow fell. this past week. you can get ready to hit the slopes. heavenly opening today, two days ahead of schedule. in the meantime, north star opens tomorrow. palisades on friday. let's hope they can stay open though. i know this week's storm really could bring a lot more snow in the sierra, which is good for people who want to ski, but trying to head up there could be an issue. yeah, and they have to close the gondolas when it gets too windy. and so we're looking at the high winds that will possibly impact the people's ability to be able to

actually hit the slopes. we are getting some snow coming down right now. and this will most likely change over to rain as we go throughout the day. and temperatures warm up. we are under a winter storm warning for all of those areas and elevations above 3500ft, where we could see about 5 to 10in of snow until tonight, and then a plus ten inches of snow above 4500ft, along with those gusty winds. now, over the next few days, more snow is on the way. between wednesday and friday, we could see possibly over two feet of snow up around kingvale. wel, south lake tahoe is not going to see enough. a lot initially, but it will start to drop as far as those temperatures and then we'll see a lot more snow accumulating going into the weekend. with possibly 51in of snow for kingvale and then more coming next week, which would be a great boost to the ski season. and for those resorts right ahead of thanksgiving. so we're watching all of this. we'll talk about bay area rain coming up in a few minutes, but before you

head to the cierra, you might need to fill up the gas tank. how much are those prices? mike kari we're trying to find some deals that will go to contra costa county, and we'll check on the best price in pleasant hill. that would be 3.69 at arco on pleasant hill road. that's the top number. the next number is the same price, different place. marin county 3.69 at hq fuels on shoreline highway. that's in the north bay mill valley and the bottom number is in santa clara county. the low is 3.75 available in san jose. and that would be diamond gas in market on winchester boulevard. but things are changing around the bay, so make sure you check gasbuddy.com on the roadways. we're looking at a pretty calm drive griner for the most bay watch as that rain does come in, but i do have to call out delays for caltrain right now at the menlo park station, they're boarding folks over on the southbound tracks. northbound may have to single track through the area. not a lot of detail, but it does sound like an incident involving trains. and then over in the east bay, we do have an issue just off of 880 at seventh street. lots of activit, but the off ramp sounds like

eventually they do burst. they can't continue to grow. but it looks like, at least for the near future, there is. there's still a lot of growth. target just reported its profits, said it was struggling. just the opposite of what walmart said yesterday. target announced last spring it would cut prices on 5000 items. it says it will cut another 5000 by christmas. the big media company comcast, which i should point out, owns this tv station and pays my salary just announced a few minutes ago it's spinning off many of its cable channels into a new company. it will keep its tv stations, its network, its peacock current comcast holders will shareholders will own that new cable company as well. the bay area's equinix laying off employees, according to a state warn notice. just a few months after the ceo was on cnbc talking with our jon fortt about a new dividend for shareholders. equinix runs data centers and the privately run university of pennsylvania very prestigious ivy league school says it's

changing the way it calculates a family's net worth when they're trying to figure out how much tuition to charge. penn says it will no longer include the value of the family's home. many californians who helped their children apply for school discover they're a lot richer than they thought they were, because while they may be struggling to make it in the bay paycheck to paycheck, their house is worth a lot. they might be millionaires in their house, but that's not necessarily money. you can then use. and this is i mean, you know, oh, poor us, right? i mean, but there are people in the, in the midwest who don't understand. yes, we get higher salaries. we have such higher costs of living that that in many ways disposable income. we are struggling much more than they are completely. it's very, very tough for people. absolutely. all right. well, speaking of people getting together and talking, let's talk about thanksgiving for a minute, okay? because as we gather indoors for thanksgiving, i want to remind you, doctors are saying, consider getting the latest covid vaccine. the cdc is recommending everyone over the age of six months get the shot.

and while the risk of developing serious symptoms is low for younger people, the virus still can be dangerous. around the dinner table, especially when you have grandma or grandpa just older adults there, since they are likely over the age of 65 and possibly immunocompromised. over a million people died from this disease, and hundreds of people are dying still regularly throughout this country. this is not about whether or not you have a political posture, whatever, you know, kinds of party. you belong to, religion. you have whatever the tribal divisions we have in our society are the one thing is the covid virus could care less about any of that. all it cares about is doing its job, which is to mutate and make itself more effective at killing people. according to the cdc, covid data tracker, more than 75,000 americans died from covid just last year. that's compared to just over 42,000 between january 1st and november 9th of this year. 617 for you right now and

storm ranger is scanning right now. it is picking up on that rain over the north bay. some pockets of heavy rain moving through the north bay from marin county to sonoma county. the bright reds indicate the most intense rainfall, while elsewhere it is raining. but it's light to moderate and we will see that the target of this atmospheric river that is just bringing in a steady plume of moisture, and you can see exactly what an atmospheric river is. it's a long connection of clouds and moisture coming in from the tropics. and targeting a specific area, usually only about 300 miles wide. and it can be up to a thousand miles long. so we can see that right over our area. that tends to bring up to half of our annual rainfall. and precipitation. looking at san jose, we're not in the target of this atmospheric river. so we are going to see a lot of clouds throughout the day. it's the north bay that's going to see the biggest impact. and every now and then we're going to see that rain coming

down the peninsula into parts of the east bay. but it's the north bay once again, seeing all of the high winds and the rain that continues into this evening. and as well, for tomorrow, it's going to start to lift back up a little bit more going into tomorrow morning and then pushing back down for the weekend. so look at how much rainfall we could see in guerneville. over four inches of rain between today and tomorrow. while concord may see an inch of rainfall. and look at san jose not looking at much at all, at least not at first, but then going into the weekend, as this atmospheric river starts to focus a little bit more farther south into the weekend, we could see as much as 7.5in of rain for parts of the north bay and san jose, it's looking more like an inch of rainfall, which is fairly significant, but there may be another storm right behind that. so day after day, with the rain chances in the forecast, we're going to start to see the impacts adding up. there will be some breaks and it looks like sunday for the most part is a break in the activity,

while more rain comes in early next week, it may not be as intense as what we're seeing for the next couple of days, so some steady showers for the north bay off and on rain elsewhere while our temperatures go from mid 60s down to the upper 50s for the weekend. and in san francisco we have some rain in the forecast at times may be heavy, along with those gusty winds. mike, you're looking at the changes in san rafael. yeah, we see some a little bit of drops on the lens now here south 101 picking up the volume a bit. no major problem because of this. but again as we look at the map we're looking at the green. so that's san rafael right around this area where we've been seeing all morning, some road weather index reading, damp roadways, a little more rain coming in where the blue shading comes through the north bay, just like harry's been talking about. no surprises for those speeds. this crash in san pablo is counter commute. your commute direction does move smoothly for the rest of the bay. a light slowing starts in the south bay and in the tri-valley. back to you. thank you mike. 622 this morning next here on today in

the odds are in fliers favor to % consumer investigator chris chmura has travel case. we can all learn a little from. good morning. this one goes out to anyone who's ever been baffled at baggage claim. travelers like dan adams. he recently flew to barcelona and checked in for bags, but only three landed on the carousel. well, the airtag tracker he put inside the missing bag showed it was right near the baggage office. so dan told an airline agent who went looking. she came back and said, no, there's no sign of your bag. probably somebody took it. and i said, nobody took it. the airtag shows that it's right there. united did not dispute dan's story. it declined to discuss specifics, but told us it's investigating and working with local law enforcement. soon, more than a dozen airlines will integrate air tags into their baggage systems. on our website, you can learn more about that. some new federal rules that

storm of the season arrives overnight, zeroing in on the north bay. i'm a little scared. i live up in up above muir woods on a mile long dirt road, and last year the road collapsed, so we're a little nervous about the storm coming. we have live coverage on the arriving atmospheric river from rainfall

forecast to important advice from first responders. this is today in the bay. a wet start to this wendy's wednesday morning for some. want to say good morning to you all i'm marcus washington and i'm laura garcia. this atmospheric river hit the north bay overnight at the same storm already causing major damage in the pacific northwest. this is new video out of seattle. and this morning we're learning one person outside seattle has died from a falling tree across washington state. more than a half a million people actually waking up this morning without power. we want to bring in meteorologist kari hall. of course, she has been busy monitoring this from overnight. so, kari, what are we looking at there? as well as what's going on here? well, it's mostly across the north bay where we're going to see the heavy rain as we typically see with atmospheric rivers, it can really target certain areas, while other areas don't see much at all. so take a look at this system farther to the north, up around the pacific northwest.

there, closer to that area of low pressure, that bomb cyclone that you probably heard about, that's an area of low pressure that rapidly intensifies and the pressure is dropping very fast. but then it's also drawing in this atmospheric river. that's the connection to a bunch of extra moisture in the atmosphere due to it tapping into the tropics and bringing it right across the ocean. and now across the bay area. we are seeing the heaviest rain from san francisco on northward, mainly marin county, sonoma county, seeing the yellows and reds on our storm ranger. that's our mobile doppler radar that's picking up on some intense rainfall. but most other areas are seeing a very steady rain that's really going to pick up over the next couple of days. our hour by hour outlook, it does show that the north bay is seeing the rain. most of the intense rainfall from calistoga on northward, while you see the green here. every now and then we're going to get some spotty showers moving from the peninsula to the east bay, while some areas

farther south may not see much at all, at least for today. but this will start to dip to the south going into the weekend, and we'll be timing that out for you as you try to make some outdoor plans. back to you. all right. we'll need to know. thanks, kari. well, as kari was just telling us there, we know the north bay will likely absorb the brunt of that extended storm. our coverage continues this morning with today in the bay's ginger conejero saab. she's live in mill valley and ginger time is running out. but you still have a little bit of time to prepare. a little bit, i mean, we've started to see some of the rain come down just in the last 30 minutes or so. so if you are in mill valley or around this area, you do have a small window to possibly come out. grab some sandbags. if you think you're going to need them later. but because of this expected rain and the rain that we've already seen in past months, a city in the north bay, santa rosa has officially ended their fire season, and fire season started early for santa rosa, but it officially ended a couple

of days ago, so the focus now shifts to the wet weather in santa rosa as well as in other parts of the bay area. now, some of the preparation for this storm includes closing down schools for the day. two of them in sonoma county are doing so to anticipate severe weather. that's montgomery elementary and fort ross, a wind advisory is in place for sonoma county that started last night at 10 p.m, and a flood watch is also in effect that began at four this morning. that's also why people in sonoma county were filling up their sandbags last night. and preparing to get through what is expected to be a powerful storm. freedmen's home appliance in santa rosa has been flooded with customers the last couple days. people buying thick tarp, sump pumps and erosion control models now preparing for disasters is not new to folks in sonoma county, and authorities there continue to emphasize how important it is to be prepared. fall for us is always a concern.

it's you know, it's again, it's the race for what comes first, the wind events or the rains. we've seen the devastation locally over the last seven, eight years with the wind beating out the rain in this particular case, yes, we had some wind events and some red flag events, but the risk with the risk in play, we got flashlights, batteries, water, canned goods. you know, i'm all stocked up because who knows, right? these are small roads. anything could happen. and that man you just heard from lives in mill valley. that's where we are this morning. he's taking the storm warning seriously because his backyard creek has flooded before. now, as mentioned, this will be the first major storm of the season. so we expect the ground to be fairly absorbent, but it won't absorb it all. that is what kari is keeping an eye out for. that is what we will continue to watch this morning, as well as the response from pg&e. we'll have the details on

marcus and laura. some of the 40,000 workers who will walk away from hospitals and other medical facilities are going to do that, including at ucsf. there's about 4000 of them that are going to be on the picket line over the next two days. but the union says they have a plan for some members to return to their jobs in the event of an emergency. and in case the uc system didn't come up with their own backup plan. this is the same union that walked off the job in 2018 to push for better conditions and a better contract. their existing contract for patient care expired at the end of july, and the contract for service workers expired october 31st. these are the people who treat patients clean facilities and serve food to students in the campus cafeterias. now, the spokesperson for the union, afscme local 3299, says facilities are understaffed, employees are overworked and that wages are just not keeping up with the cost of living here. the union recently filed a complaint with the california public employment relations

board to force uc negotiators to bargain in good faith. they say they have bargained in bad fait. they have showed up unprepared. they've been unresponsive. they've said they don't have authority to negotiate. they even went so far as to announce that they were going to impose hundreds of dollars in health care increases on workers who are already not able to afford the rent to put food on the table. so in a statement, uc refuted that claim. the statement reads in part from january to may, university of california and afscme bargaining teams met 22 times and worked collaboratively on proposals for the uc. afscme represented employees. now, that uc statement adds that the uc proposal would increase. afscme members pay by an average of 26% over five years, and would offer credits to offset health care costs in some cases. now, again, to repeat some of the 4000, some

museum of art and the insignia hotel. it's going to open at six tonight and guess what? you're going to get to see our very own mike inouye. he's going to be there with miriam villareal. they're going to emcee tonight's event. all right. but concerns with the storm. it's mainly going to stay in the north bay. yeah. so it looks like for the event this evening, we are just going to see a lot of clouds. it's going to be cool, but the rain holds off for the opening. the grand opening for the downtown ice in san jose. so take a look at our trend here. a lot of clouds. there may be some spotty sprinkles, but i don't think that would ruin the event that's going to be going on now. if it was in the north bay, i'd say, you know what? it's probably not going to happen, but we are going to see a lot of that rain continuing to move in as we track it with storm ranger. you know, you have the same tool on your smartphone. if you have the nbc bay area app, you can click on the storm ranger icon and see exactly what the storm is able to pick up on in your area. even zoom into your neighborhood as we are seeing the heaviest rainfall

moving through marin county and sonoma. spotty rain elsewhere, and that's what we're expecting today. every now and then, there may be some rain south of the golden gate bridge, but for the most part, the rain will continue to pour in the north bay, and then eventually it's going to start to push across much of the rest of the bay area. just ahead of the weekend. so we'll talk more about that coming up. mike, you have a delay now on the tracks we do kari we're looking at the roadways and those speed sensors are just fine sound as they start that bit of slowing for north 101 right on schedule and some slowing across the san mateo bridge. pretty typical for a wednesday about this time, but it's caltrain that has a single tracking. now as you travel through menlo park area, there's an issue involving a train on the tracks, and so they are single tracking through the area. delays continue for the caltrain up and down the peninsula. check their schedules for the latest. meanwhile, over here, this is on the schedule. chase center the warriors play tonight at 7 p.m, so we'll watch for some additional crowds along that 280 extension as folks try to get in and out of town. gets busy in that area. now, i don't know if this will happen overnight, but there is still a schedule for storm drain work,

world will run the department of education. if approved. mcmahon has no experience with education other than a term on a local school board, and trump, during his campaign says he wants to get rid of that department altogether. now, the department of education, much like the department of energy, doesn't work the way most people think it does. in the case of education, that department has a $230 billion budget. most of that money actually flows to local schools like the one your child goes to. the department manages the flow. so either you get rid of it, you're going to get rid of the school funding, or you just have to have some other department do what the department of education does. now the president elect wants ceo of cantor fitzgerald howard lutnick to be his commerce secretary. okay. i promise this is actually a much more interesting story than it seems. commerce secretary not that exciting. i don't think most people could name the current secretary of commerce. it's interesting because first buddy elon musk wanted trump to name lutnick as treasury secretary,

put his legs out? all right, we're starting out with some pretty amazing views this morning as we are under this microclimate weather alert. look at the sky lit up in bright orange in palo alto. now all i have is this small little snapshot here. if you're able to get out there and take a picture, send it to me on social media. i'm at kari hall weather. love to see the sunrise pictures, but as the old saying goes, red sky morning is a sailor's warning. so that means that we are going to see rain ahead at least for this area. the rain will be holding off and it will stay partly to mostly cloudy throughout the day. we've been talking a lot about an atmospheric river and basically it's a very, very concentrated area of a high amount of moisture. and when you look at a satellite image of the entire world, there is about 3 to 5 happening across the globe at any moment. and for us, it brings up to a half of our annual rainfall and can bring some major flooding. and it could pack anywhere from 10.5

trillion gallons of water per day. that's 7 to 15 times the flow of the mississippi river. and that's right above the surface. so kind of hard to imagine. but this is a visualization visualization of that. as you can see, the atmospheric river extending across the pacific. tapping into that deep tropical moisture. and then you've been hearing about this as well. the bomb cyclone. that's an area of low pressure that intensifies over the course of a day. and this has strengthened so quickly. it's really causing a lot of problems for the pacific northwest, northwest for us. we're going to see a lot of rain mainly now focused on the north bay. our storm rangers tracking all of that heavy rain moving through parts of marin and sonoma counties this morning. and it's also starting to really pick up in parts of napa county as well. the north bay will be under a flood watch from now through saturday morning. we're looking at the possibility of about 3 to 5in of rainfall in the valleys. the mountains could see up to ten inches of rainfall, and when

we do get some of that flooding, you will see that upgraded to a flood warning. so know if your home is in a flood zone. have a plan. and also if you do see water covering the road, do not drive over it. make sure you have your possessions and you gather your paperwork in case the water levels start to rise. and make sure you sign up for those nbc bay area app alerts. more rain over the north bay, but eventually it's going to start to push its way farther to the south between tomorrow and friday. and that's when we're looking at high amounts of rainfall that will go anywhere from 5 to 7in of rain for the north bay, but then the rest of the bay area starts to see the activity picking up just ahead of the weekend. so our 7-day forecast shows a lot of rain over the next few days, off and on, with some breaks here and there and mike, we now have the backup coming out of richmond. yeah, that's one of the changes. and i had one drop of water right here. so light rain coming in through as kerry's talking about changes continue for the commute there registers a little on the roadway index in the east

is on today in the bay. well, first, that same storm moving into the bay area already having a huge impact in the pacific northwest. authorities say falling tree killed a woman at a homeless encampment last night outside of seattle, and two others were injured when a tree fell on a mobile home in puget sound. right now across washington state, more than half a million people. they're waking up in the dark here in the bay area. a live look at some of the sandbagging locations that you can head to in mill valley. a flood watch and wind advisory have already been issued in the north bay. emergency responders are urging people to rake up leaves clean out storm drains. the storm preps include closing

schools today in sonoma county. montgomery elementary and fort ross, and casadero are all closed. meteorologist kari hall has been tracking this incoming atmospheric river for us. and we're seeing the heaviest rain over far north bay. some of the spots, like marin county around the san rafael area, just starting to see that rain coming down. but it's also now extending into san francisco, parts of the peninsula, as well as the east bay. as we are seeing some of the lighter showers there. but it's also going to continue to come down for the north bay, while other areas south of the golden gate bridge may not see much at all. so really heavy pockets of rainfall moving in from bodega bay to northern marin county over toward rohnert park and extending across parts of napa county, where we're seeing the bright reds on storm ranger. now, i'm not the only one with storm ranger. you can have it as well. you already do if you have the. nbc bay area app, point your phone at that qr code on the screen. if you have the
