facing a growing weather threat. rain is causing air traffic delays on both coasts, and it's expected to get worse. adding to the travel headache is a shortage of air traffic controllers. the faa says it is taking steps for the holiday week. we will use traffic flow management initiatives to deal with any staffing shortages on that particular day. in this airspace, and we expect to have some of those shortages on the roads. major interstates from the midwest to the east coast could all be affected today by incoming storms. let's turn now to nbc meteorologist angie lassman to see what the problem spots are. good morning angie. how's it looking? good morning frances. we do have a couple of trouble spots, as you mentioned. most of that out west, right now. we've got those winter alerts up as this next storm system that we've been tracking since yesterday works its way east. this is going to eventually impact the midwest, the ohio valley here through the day. today. it will be really late evening rain. we'll start to see the snow kind of taper off in the rockies for the first

fighting across the lebanese-israeli border will end. will end. this is designed to be a permanent cessation of hostilities. let's be clear, israel did not launch this war. the lebanese people did not seek that war either. nor did the united states. let's go live now to nbc's claudio lavanga for the latest. good morning. claudio. good morning francis. well, that ceasefire deal went into effect early this morning in lebanon. now, as part of the deal, both hezbollah and israel will cease all hostilities. israel will slowly withdraw its troops back into israel over the next 60 days. so in several phases, hezbollah has guaranteed that it will not entrench itself near the border with israel. and then finally, the regular lebanese army will move south to take back full control of its territory. now, the hope is that this will end the bloodiest

conflict between hezbollah and israel in decades, which has left, at least according to lebanese health officials, more than 3800 people dead and more than a million people displaced from their homes, especially, of course, from the south near the border with israel. now, hezbollah has not officially commented yet on the cease fire, even though a senior official has told lebanese media that he thinks that the group will emerge stronger from this war. while the prime minister of israel, benjamin netanyahu, said at a press conference that now israel can focus on the war against hamas in gaza and on the threat posed by iran, and said that if anyone, including, of course, hezbollah, breaks will retain its right to self-defens. francis, an extremely significant shift here. okay, claudia. thank you. president elect trump's transition team

has signed an agreement with the white house after a bit of a delay. this will allow the incoming administration to start accessing resources from federal agencies. last night, the president elect announced his choice to lead the national institutes of health. doctor jay bhattacharya will need senate confirmation to fill the role once held by doctor anthony fauci. the stanford professor was a critic of pandemic lockdowns and promoted the idea of herd immunity. meanwhile, mr. trump's border czar traveled to texas to prepare for mass deportations. here's gabe gutierrez, president elect trump's border czar in texas, saying he's ready to carry out trump's campaign pledge to secure the border and deport undocumented immigrants, starting with criminals. let me be clear there is going to be a mass deportation because we just finished a massive illegal immigration crisis on the border. after more than 10 million illegal border crossings in the last four years, tom homan says he plans to take the

handcuffs off immigration and customs enforcement, known as ice. but a major question is how he'll get the manpower to do it. do you believe that local authorities should help enforce federal immigration laws? oh, absolutely. i think we have to. jeffrey gaylor is the sheriff of harford county, maryland, one of dozens across 21 states that are part of ice's 287 g program, which allows the feds to delegate specialized immigration functions to state and local law enforcement. this isn't stopping people on the street saying, show me your papers. they're brought in. they're arrested for something that they have committed, an act they've committed against the citizens of our community. and at that point, they're held accountable for the actions of being in the country illegally. one of his deputies showed us how the program is run out of the county jail, where trained corrections officers can look through ice's database and detain suspects arrested for other crimes for up to 48 hours. if ice wants to pick them up to deport them. do you anticipate this program ramping up, potentially in this next administration? i believe

so. i believe we're going to be very busy. the immigration debate exploding in this county. i was angry. i was actually very angry where paddy moran's 37 year old daughter, rachel, a mother of five, was murdered last year, police say, by an undocumented immigrant who was released into the u.s. and i want people to be protected. that's all. i don't want any more life lost. still, migrant advocates say the 287 g program gives local police an unlawful excuse to help deport people. this hurts those families. this leads to worse public safety outcomes. it erodes a sense of trust in communities and hurts the economy. does this amount to racial profiling? no, not at all. again, it's everybody is screened. some democrats are now vowing to resist trump's deportation plan. we are not going to cooperate in any way in that effort. denver's mayor

threatened to post local police at the county line to block federal immigration officers. then he backtracked. we have no plan to do that, and we really hope that we don't ever have to do that. trump's new borders are with this response. don't test us. the nation wants a safe country. three trump allies tell nbc news the president elect is expected to sign up to five executive orders aimed at dealing with immigration as soon as he's sworn in. gabe. thank you. another focus of president elect trump is enacting new tariffs on mexico and canada. nbc's hallie jackson has new reaction to those plans. the day after the election, deer stags owner rick musket called his shoe factory in china to stockpile whatever they could send before inauguration day. and before long promised trump tariffs kick in. we would take everything they could get us to ship for chinese new year. that move may be just in time with president elect trump now announcing on his first day in

office not just a 10% added tariff on china. a chinese official warning no one will win a trade war. but mr. trump's also threatening 25% tariffs on anything imported from mexico and canada. america's two biggest trading partners. onlin, mr. trump suggesting it's retaliation for the fentanyl entering the u.s. those countries deflecting blame and referencing migrants coming from mexico and canada. i had a good call with donald trump last night. again, he talked about some of the challenges that we can work on together. the mexican president, for her part, previewing potential retaliatory tariffs. mr. trump's proposal could blow up the trade agreement with our neighbors. he himself helped negotiate in his first term. we got it done and could be challenged in court. remember, tariffs are a tax on things other countries send here. and those other countries don't pay the tax directly. it gets passed down to companies instead and often to you. the u.s. relies on both canada and

mexico for cars and car parts from chevy pickups to chrysler minivans. so the auto industry now bracing for a blow, including in states like michigan, which mr. trump won. mexico also supplies more than half the fruits and veggies coming into the u.s, meaning your grocery bill could rise, too. already, economists predict inflation could tick up nearly a percent. if these tariffs go into effect. and that is still an if. since mr. trump has used the threat of tariffs as a negotiating tactic before. but if he follows through, we're a small business and we can't afford to carry all those costs. the owners of this washington pet store worry about having to charge their own customers more. all right. thank you. this isn't hypothetical for you. you lived through this in the first trump term and the pandemic. yes. and we did see price increases on on the first go round. much of what goes into harnesses, toys, pet beds and other products comes from overseas, meaning tariffs

front yard to a michelin restaurant inside this modest fort worth restaurant, customers and now critics say the cortez family makes some of the best beef dishes tacos, tortas, quesadillas in the world. it's all good. it's really good. five years ago, rogelio cortez jr was working as a commercial roofer and says the only time he thought about a restaurant is when he was hungry. never considering he and his family might own one. never in a million years, i would imagine this. we're here now, talking to you. this is just crazy. it's a dream. the son of mexican immigrants, he calls it the american dream. born from personal tragedy after a back injury left him without a job and in need of surgery. my legs were going numb already. i couldn't, i couldn't, i was having trouble to walk already with just $1,000 left in his savings, searching for a way to make ends meet, he started selling his mom's menudo, a traditional mexican soup from their driveway on weekends, adding tacos and a couple of tables in a few weeks as lines
