francisco this afternoon after this historic moment. nbc bay area's christie smith was there. well, we thought it's important to organize an event to celebrate the victory of the syrian people against a tyrant. for us, he helped organize this event near city hall in san francisco. living under assad's, you know, like, for me, like for 24 years, bashar assad, of course, his father ten years before and, you know, like through the revolution, 13 years, 14 years. unbelievable. and i'm very shocked, surprisingly, positively shocked. it's a great moment of triumph for the syrian peopople after five decades of the assad tyranny. finally, we could say the syrian people are free. syrian rebels captured the city of damascus and brought down the assad regime that has ruled the country for generations. as you can see, a bunch of people

san pablo avenue in downtown. video shows a bmw engulfed in flames right there. police broke it up. it's unclear if any arrests were made. rap mogul jay-z has now been named in a civil lawsuit accusing him and sean diddy combs of raping a 13 year old girl back in 2000. the accuser was identified only as jane doe. the lawsuit was originally filed in october against just combs. it was refiled today to include jay-z, whose real name is sean carter. it says the assault happened at an mtv video music awards after party. the lawsuit also mentions an unnamed female celebrity and claims that celebrity watched as carter and combs raped her. this is the latest in a string of suits accusing combs of assault and rape, but the first time to name another high profile defendant. combs, who is currently in jail, has denied all accusations. carter issued a lengthy statement tonight. he called the allegations idiotic. in that statement to nbc news, he said in part, quote, these allegations are so heinous in

nature that i implore you to file a criminal complaint, not a civil one. whomever would commit such a crime against a minor should be locked away. would you not agree? he goes on to say, quote, these alleged victims would deserve real justice if that were the case. today on meet the press, president elect donald trump sat down with kristen welker for his first broadcast interview since winning the election. in that exclusive interview. he fleshed out how he plans to follow through on his campaign promises. related to immigration. bay area groups that work with immigrants are now digesting this new information. nbc bay area's alyssa goard breaks down the proposed policies and how one group is responding. in an interview with nbc's kristen welker on meet the press, president elect trump elaborated on his plans to deport undocumented immigrants once in office. is it your plan to deport everyone who is here illegally over the next four years? well, i think you have to do it. and it's a it's a very tough thing to do. trump also

caused an officer on a motorcycle to crash into a parade crowd in palm springs. we want to warn you, the video may be disturbing for some viewers. the crash happened just after 6:00 last night. video showing the officer speeding up before the crash into a group of spectators. ten people, including the officer and a two year old, were injured. all were

taken to the hospital and are expected to be oy. the parade continued after that crash. a calistoga animal shelter is asking for help after crates of small dogs were dumped outside a town. the napa county animal shelter and adoption center says 27 chihuahuas were crammed into small crates and just abandoned a few nights ago. the shelters are already at capacity. can handle these. it's urging people to come forward to foster or adopt. adoption fees are being waived, by the way. families looking to take home one of the dogs are going to have to be patient here. the shelter says they are not yet in adoptable condition, but says you can check if there are any other dogs you'd like to adopt right now to help that shelter. clear some space. well, the popular fireworks shows over san diego's seaworld are polluting mission bay and surrounding beaches. that is a claim by two environmental groups. the advocacy groups say the problem is so severe they intend to sue. san diego coastkeeper is an organization that fights to protect the waters along the county's coastline, and they

have joined the coastal environmental rights foundation with the aim of holding seaworld accountable for pollution. the company produces dozens of fireworks shows a year. the group claims much of the debris drops in the water and on beaches. our view is they are not allowed to use mission bay as a dumping ground for their firework shows and as a as a basically a garbage dump for their poorly treated wastewater, which they're supposed to treat. seaworld has a permit from the state allowing it to put on the shows, but requiring them to pick up any trash they create. nbc reached out to seaworld, but they have yet to respond. in the south bay, a tribute for those who died on the streets of santa clara county today. volunteers came together to create headstones for the unhoused who died this year and to fight to save lives in the future. here's nbc bay area's marianne favro. according to the tombstone project, more than 200 unhoused people in santa clara county have died this year, and the

number of children who have died has gone up. 73 year old rosita tolentino. 39 year old saurav mohapatra. they are just two of the more than 200 people the tombstone project says died on the streets of santa clara county. the project began five years ago to make sure the unhoused are not forgotten. advocate sean cartwright also says the project is doing its own tracking of deaths on the streets. it's a record number of asians that have died on the street. it's a record number of babies that have died on the streets. it's a record number of people who died of hypothermia on the streets. it is almost a record number of females and blacks that have died on the streets. this tombstone is for 14 year old jose zamora, who died by suicide after he was teased for being homeless at santa clara high school. others died during heat waves or cold snaps. amanda cole survived living on the streets for ten years. now she wants to honor

those who didn't make it. i do feel moved by making sure people acknowledge how many people die on the street, and i want to be part of the solution of preventing that and putting them all together. sean cartwright with the tombstone project says she believes the sweeping of homeless camps has played a role in this year's deaths. one of the things that is causing people to die the most is sleeping people and that's because you're taking them out of shelters that they have buil, that protect them from the elements, or you're taking away the things that they have that keep them warm. cartwright also says more needs to be done to protect seniors living on the streets. on december 20th, these tombstones will be displayed at san jose city hall to call attention to the deaths and call for action to save lives in the future. in san jose, marianne favro nbc, bay area news. well, the mountain view buddhist temple was a flurry of culinary activity today for its annual mochi making. people gather this

morning at dawn to start mochizuki. look at them go. a japanese tradition that goes back a thousand years. the name literally, literally translates to pounding mochi. good name. yeah. look at them right there. pounding it. all right. volunteers. watch that hand pound shaped rice cakes. wow. they sell and give it to family members and friends in the new year. many have been doing this since childhood, including reena vignola, whose grandfather and father served as ministers at the temple. this was my backyar. so every every december i would remember this was mochizuki time. so we would wake up really early as i grew older, into a teenager, i remember shaping and just the smell and wanting to pop one of those things in my mouth. it was a wonderful family tradition and something i look forward to every year. i got to check this out. this sounds right up my alley. all right. mochi. used in both sweet and savory dishes, the temple estimates it pounds more than 2,000 pounds of sweet glutinous

news. no longer looking at spare the air conditions, but we're going to be dealing with some pretty chilly nights ahead. we'll talk more about that in a moment, but outside right now, christmas in the park looking great at 54 degrees. nice visibility in san jose, a lot less hazy than the same time last night. you can see around the tri-valley down to 46 degrees. now in dublin we will be seeing mid 30s in reach over the next few mornings around dublin, pleasanton and livermore. 57 in san rafael might see a patch or two of fog early tomorrow morning and san francisco looking a lot better than it did this time yesterday. 54 degrees currently. so moving forward now the thing we're watching will be the wind increasing overnight, especially around the hills of the north bay. and then that drying of the air will set us up for the wind sheltered valleys dropping into the 30s. and then finally more december like weather will make a return towards the end of the 7-day forecast. look at the skies yesterday. compared to today, that is a dramatic shift. we had the winds pick up, so going from the unhealthy air of yesterday to moderate to good air quality today, and those

winds will continue to pick up overnight. notice these areas here in red as you head over to napa county, yolo county and solano counties by the morning, wind gusts 20 to 30mph could see gusts over 40, though above 2000ft. notice the wind direction is offshore, so it'll be a dry breeze which will keep our skies clear and set the stage for some chilly mornings ahead. morning temperatures tomorrow mostly 30s and 40s in the wind sheltered valleys. same time, though it will be gusty across some of the hills and the ridges around the bay area. by lunchtime and into mid afternoon, mostly sunny, mid 60s around bayside areas from oakland into hayward. upper 60s again for areas south of san jose. now let's talk about those morning lows. the wind backs off. the air is dry and clear. could see low 30s around the north bay valleys. mid 30s around the tri-valley, even near downtown san jose it will be cold tuesday morning. wednesday morning similar temperatures, but from there the temperatures will start to go up as the moisture the clouds come back

overcrowded, dirty and lacks space to prevent disease. the new adoption site is part of the city's plans to fix those issues we spoke to. a new pet owner today who says he wanted to help out because i feel that they deserve a second chance, and i know that i can give him the quality life that he deserves. the pop up site is located on east san carlos, a couple blocks from christmas in the park. it will be open every friday through sunday for the next month. it's going to feature five dogs and seven cats each day. all adoption fees are waived. well, people got to do some holiday shopping while supporting local artists today in the east bay. the 62nd annual holiday arts festival, held at the richmond arts center. it featured more than 50 artists selling crafts and household items. organizers say it's an event they look forward to all year long. i think we get a wonderful turnout. we get people that not only from the

here, the first mass was this morning. a celebration, really, of faith, commitment and rebirth of this structure. the service, attend by french president emmanuel macron and around 2500 invited guests. it was led by the archbishop of paris with nearly 170 bishops, not all from france, but around the world, taking part in this celebration. it included the blessing of a new bronze altar inside the church that a very important part of that service. the reopening actually started on saturday. dignitaries, heads of state from around the world gathering here and the ancient bell finally sounding again, echoing through the streets of paris. music from the grand organ filling the restored cathedral. but perhaps the most ovation. people clapping and it extended for several minutes, honoring the first responders, the construction teams, the artists, the architects and craftsmen as they took their place inside this cathedral. the

a south bay special education student, says he was given a high school dipiploma thahe did not earn, and it's hurting his future. we investigate. thanks for joining us on this special edition of nbc bay area news. i'm gia vang and i'm terry mcsweeney. you might have heard stories of star athletes struggling to read in high school, but getting passed on to college with diplomas anyway. well, some special education students say it's happening to them only they don't want the diplomas. they tell investigative reporter candice nguyen, the diplomas and a new push for inclusion is leaving them behind. ibrahim bari for most students, a high school diploma is a step into their future. but ibrahim bari says his diploma from san jose's lee high school stopped his future

in its tracks. i thinking, what am i going to do for my life? ibrahim is hard of hearing and diagnosed with a specific learning disability. according to his individual education plan or iep, an iep is a legal document, a school follows so a student with disabilities receives personalized education. today, people are graduating. they call my mom. she's like, o, i have bad news. everyone is not getting a certificate of completion. he's getting a diploma, a certificate of completion is something a student gets if he finishes high school but doesn't meet all the requirements to graduate. ibrahim and his mother were expecting that certificate so he could attend vocational school. his dream is to work with automobiles. he says. but according to this letter, the diploma meant ibrahim is now no longer eligible for those special education services through the district or county. i was sad because if i don't go

to the adult school for them, what am i going to do for my future? college isn't an option, he says. even though school officials wrote that he earned his diploma, there's a problem. he struggles with basic reading. i don't understand the basics of the work. the system failed him. how can an 18 year old read at a second grade level? and how can a high school student who only reads at a second g grade lev have a transcript that's filled with a's and b's? we really failed him. this was one of ibrahim's teachers. she asked to remain anonymous to avoid retaliation. having worked with him, i know that he was reading at second third grade level. according to the county's lette, school officials decided to issue ibrahim's diploma based on his iep documents, assessment reports and other factors. with his mother's permission, we shared those documents with two special ed advocates who don't know ibrahim. they say they

found red flags. he was indicated to have passed algebra one, but when looking at the assessment results, it looks like he was only testing around a fourth grade level at most. for math advocates taylor cohn and alicia tucker say school administrators seem to be looking mainly at ibrahim's transcript, not at ibrahim. when you see a transcript, you see the name of a class and a letter grade. you do not see anything additional like modifications happeninwhich are noted on the iep. with an iep. cohn and tucker say classes are adjusted. ibrahim's baseline was different from other students. let's say earning an a in english typically means being able to read a novel. for ibrahim, a teacher is directed by the iep to pass him. if he meets his own individualized baseline. his goal may be just to write two sentences towards a topic, and if he masters those goals and he

makes an a in the class, the problem is those a's and b's he earned for his modified lesson plans ended up on his transcript. the fact that the classes were modified didn't always. tucker says most of those teachers probably weren't even aware the grades they gave him would result in denied services. after graduation, she says she sees this problem with special ed students nationwide because of the lack of funding and the teacher shortage. they're just forgotten. which is why ibrahim says he's speaking out. i would like them to be supported them, teach them, help them no matter what so they don't struggle in the real life, because if they do, they will be the same thing. i'm homeless. is that your biggest fear? yeah. yeah. we reached out to school leaders. the santa clara county

office of education declined an restricts their ability tolaw disclose specific details about any student's educational experiences or conversations related to their education. this regression in social skills. for six months now, ibrahim has been at home. no vocational school, no training to be a mechanic. he wrote this letter to school officials. every time i see a school bus on my street, it makes me depressed. why do i have to pray and beg for an education? do i not the one? the county office has since offered ibrahim four years of adult school. he'd have to sign a contract, and because he has a diploma now, it would not be with an individualized education plan anymore. the family says they want more information before signing anything, and they are demanding an iep. candice nguyen, nbc bay area. we investigate. if you have a story for our investigative unit, call

are one of four surviving pairs from the 1939 film, and they were once stolen from a museum. dorothy's ruby slippers, worn by judy garland of course, now have the distinction of being the most valuable movie memorabilia ever sold at auction. the initial bid was $500,000. the auction house estimated that go for about 3 million. the auction also included the hat worn by the wicked witch in the wizard of oz, which sold for $2.9 million. well, tis the season for holiday decorations. and in san francisco, you won't only see them on homes, buildings and trees, but also rolling up and down the hills. nbc bay area's joe rosato jr. has the story of what's become an annual tradition decorating the city's iconic cable cars. no matter how many times you've watched a cable car rumbling down the tracks, it feels like a festive moment. and with the city decked out for the holidays, it seems

only fitting. the cable cars get into the holiday spirit. two. oh, you found them perfect. inside san francisco's cable car barn. i just got some for the roof. an army of elves could be found adding some holiday flair. the garland, the tinsel, the ornaments hauled out of storage. all ready for some artistic license. this one first. and then that one. do we have any more zip ties? right there? it's really important to show the spirit. this annual decorating party has become a tradition in recent years. it just kind of jump in and do it and kind of copy what other people are doing. it's a team of mostly volunteers like james jurado. up on the ladder. this is my seventh year to do it, and it's just a lot of fun. the only qualifications here. enthusiasm and an eye for decorating. mainly it's just being able to hang things, you know, using tie wraps, binder clips, bungee cords. put that off and use

another one. up until 20 years ago, only a single cable car in the fleet got the holiday treatment. and then i took over and it went from one car to three to 5 to 10. this marks the 20th year gripman valentine lopez has headed up the decorating. if you're going to do it, it's got to come from here. there's plenty of heart here. lopez and the team buy the decorations themselves and multiple generations of families turn up to put them on. it's a lot of fun. my grandson is the one that coordinated all these kids here. this year, i decided to bring as many people as possible. you get to do something that everyone will see. tourists will see it. passengers will see it. riders will see it throughout the holidays. this festive atmosphere belies the recent grinch like warning from city transportation leaders, who say they might have to scale back. cable car lines because of a budget shortfall. lopez believes that's a last resort. there's the cable cars that bring in the tourists and the tourists spend

their money at the restaurants and the hotels and the convention centers. so if these things stop running, the tourists stop coming. if there's an added reward for these volunteer decorators giving up their weekends, it's when these cars hit the streets. oh, it's a blast to see the cars go through it. and knowing that you decorated those when you see the people. as the cable cars are going up and down, stopping and looking at them with all the decorations and taking pictures, it gives you a little bit of pride. lopez says the decorations have the power to lift the city right after covid, and leading up to it, it seemed to really pick people's spirits up and made them happy. it seemed to bring some life back to the city. so these days when you hear the bells are ringing, it might be an extra special cable car passing by a festive moment in this most festive time of the year. joe rosato jr. yea. perfect. nbc bay area news. gorgeous up there. and how about christmas in the park? live.

unhealthy air. mid afternoon yesterday. then the wind picked up and the same view. same time today. blue skies back around san francisco. so the air quality saturday unhealthy today back into the moderate to good range. we should see that continue as we head into monday. meantime the wind in the north bay mountains by sunrise will be picking up and we'll see breezy conditions into monday. that will set the stage for some chilly nights and mornings. tuesday and wednesday could have some patchy frost, and that rain making a comeback right now might see a few patches of fog around the north bay valleys, but overall, the visibility looking better, aided by the wind mixing in the drier air, helping to clear our skies. and notice by about 9 a.m. tomorrow morning, some of the red there for elevations above 2000ft near calistoga, mount saint helena and near napa could be about 20 to 40 mile per hour. gusts above 2000ft and generally some breezy conditions. turning offshore at times into monday and you know, these offshore winds help to clear out our skies and set the stage for some dry weather, at least for the first three days of the week. so tomorrow mornin,

wind sheltered valleys will have a chance of 30s. better chances as we get into tuesday and wednesday morning. midday tomorrow. sunny skies, dry and breezy as our highs will be in the upper 60s. may get close to 70 again around san jose. mid 60s closer to san francisco and oakland. low 60s around the tri-valley. so the return to rain starts thursday. that will weaken persistent high pressure which has been over the region. but the stronger of the weather systems. the second follow up here for friday night into saturday that has potential for some heavier rain at times into early saturday and sierra snow. and you can see here for sunday. looks like a little bit of a break and maybe more on the way as we head towards sunday night. so a closer look at the rain totals as we head through the end of the week. you see a little bit of rain there thursday, and there is a closer look at the main event, which will be friday night on into saturday. so the first chance thursday. does it look like a whole lot less than a half inch of rain. but again, it's friday night into saturday where those

i'm anthony flores, live at levi's stadium. the 49ers still have a playoff pulse. it's faint, but they are still alive in the race for division title. after snapping their three game losing streak against the chicago bears and quarterback brock purdy in the 49ers, returning home after back to back losses on the road, the red and gold got out to a fast start against the bears on their first possession. brock purdy hits jauan jennings for a seven yard touchdown, 14 nothing 49ers after one. then in the second, purdy and jennings hook up again, this time it's a 16 yard touchdown pass. 24 nothing san francisco at the break. purdy pass for 325 yards and two scores. the defense also came to play. the niners sacked caleb williams seven times in the game. the offense was humming. george kite had six catches for 151 yards and with the

guys we're the 49 ers. get a much needed win today against the chicago bears. like i said earlier they still have a playoff pulse. it's faint. but if you listen hard enough you can hear it i think i can hear it. maybe that's just the people cleaning up the seats. back to you in the studio. for me, it's very loud. i can hear that that playoff pulse. three days and then they're going to be playing in a light rain. what do you make of this rams game? i know it's huge for both teams. but what are your thoughts. well it's a short week so it's going to be a big factor. the one thing that i think favors the 49 ers the travel is not really that big of a deal because they're only it's an hour flight. the 49 ers didn't have to expend a lot of energy in that second half where the rams were in a battle with the bills. they came out on top. but the bills made a late charge. so they were in a physical game that could take its toll on thursday of course we'll have to wait to see tomorrow how isaac foot is our ankle is. we'll find out more on monday. it's time
