crunching those numbers on just how much you'll have to pay. this is today in the bay. good morning to you on this wednesday. thanks for starting your morning with us. i'm marcus washington and i'm laura garcia. we start out with breaking news that we're following out of southern california. the franklin fire forcing thousands of evacuations in malibu. we've got aerial pictures here. the flames have burned more than 3800 acres so far. and evacuations continue this morning. brittany hope with our sister station in la is near the front lines, with more on that work underway to contain those flames. good morning everyone. we're here on pch between pepperdine and point dume. i can tell you, in our more than 36 hours of reporting on this fire, this is the furthest west that we have seen. flames yesterday. really? that border was at pepperdine university. now it has pushed well west of that. so

this morning the heart of this firefight is these ridges, these hills that you're looking at right now. overnight we've still been dealing with really powerful gusts of wind. but more than 1500 firefighters still working this on the ground in the air. luckily conditions have been favorable enough where fire crews were able to do water drops from helicopters overnight and into this morning, and we have been seeing that. but you can see it seems that the flames are starting to push south, kind of coming up that ridge. the goal is to stop that from happening. talking about all of the crews that we have, if you look down here on pch, we have a massive circle of firefighters who are huddled up all together figuring out their tactical plan this morning. oh, in fact, you know what? we have another helicopter that's arriving just above us right now. i believe that that that this is the same helicopter we've seen doing those water drops on this new western head of the fire. these air drops are so critical when

you have terrain like this. that's so hilly. it's really hard for ground crews to get to because road access is so limited. having resources in the sky from the state, the federal and the local level has proven critical. today. the big priority is protecting homes, of course, and property, but also stopping the spread of these flames as they continue to push west toward point dume. we can tell you since yesterday that eastern flank of the fire has really improved. we weren't able to see any glow just east of us. back to you. all right. let's head over to cinthia pimentel. look, you've been following all of this. wind conditions have certainly been a big play in this fire. yeah, they have. and i think a little bit of good news is that they should turn a little bit more onshore as we go on into tonight. but a critical situation as we started off the month pretty dry, seeing some low humidity levels down there as well. and those gusts that continue. they are in a particularly dangerous situation. so what does that mean? yes, we have the red flag

warning and we are used to hearing that term. but when we have a pds, that is when the national weather service says this is a really strong and critical and very life threatening situation. so we'll continue to watch this as the evening goes on and see how those that wind direction changes and how the f fire crews are doing down there as the day goes on. now, back here for us, we are starting the morning cold, also watching for some frost in the valleys. we have rain on the way, so we'll go from talking about fires to the other end of the extreme, with an atmospheric river on the way. as we in closer towards the weekend. i'll guide you through that. now, mike, you're concerned about the bay bridge traffic. i am, because it's critical to get into the city, obviously, but then this can ripple around multiple parts of the bay slowing. it looks like it might be moving a little bit or getting into the city, but the backup rippled all the way across back along the span and caused a quick backup at the bay bridge toll plaza. that could potentially cause some folks to choose the richmond bridge, where you see a little slowing instead of the bay bridge. and

that would then congest the east shore freeway. right now, we're looking at a pretty predictable build at the bay at the richmond bridge over towards san rafael, again getting westbound across the bay. so we're going to track that and hopefully we'll see some updates. although no problems were reported on the bay bridge, you saw the slowing everywhere south there. pretty nice. but we do have a crash in san jose as you head up towards santa clara. i'll check on that. back to you. all right. thanks, mike. you were just talking about this. the bay bridge toll plaza live look right now. so the bay area toll authority oversight committee expected to vote on making you pay more to get from point a to point b. the group is considering a series of toll hikes across the bay area bridges. if approved, starting in 2026. fastrack. well users there. they're going to pay $8.50 for all bridges, excluding the golden gate. tolls would increase by $0.50 each year for the following four years to $10.50 by the year 2030. drivers without fast track will pay slightly more. today's meeting begins at 935 this morning. also

today, parents and students in oakland will learn about the fate of their schools at the district tries to close a major budget deficit today in the bay's. bob redell joins us live this morning. and bob. oakland unified is about to decide on the merger. i understand of actually several campuses. you are correct. good morning laura. later this afternoon, the oakland unified school board will meet to consider recommendations by staff to merge ten of their schools into five. this is something they will be voting on when the meeting starts at 4:00 this afternoon. as you can see on your screen right there, these ten schools are already located on shared sites. so the proposal calls for them to be merged into one school so that the schools we're talking about that would be merged. international community school merged with think college. now, manzanita community school merged with manzanita seed, acorn, woodward and encompass esperanza and korematsu. discovery academy,

ited for success academy and life academy students would continue their classes as normal on these new combined school campuses, but the district estimates that by merging these schools, they'd be able to cut down on administrative costs by an estimated 2 to $3 million. so the savings would be that, which is a small step towards closing the district's projected budget gap of $95 million next year. last month, there was a big crowd of concerned parents at one school board meeting at the time, one teacher told us these mergers were a bad idea that would take away services from students. oakland unified school board member george lama, who represents district five, where the majority of the proposed school mergers are located, says the area is also home to a large minority population, which some critics say is not coincidental. lama believes school restructuring needs to happen, but says students success must still be a priority. he does not anticipate layoffs, but says administrators could be

reassigned or moved to other locations. if the board approves these mergers, they would take place take effect fall of next year. reporting live. bob redell today in the bay. all right. thank you for the latest there, bob. in the meantime, in san francisco, many parents and students are wondering how the district plans to close a massive budget shortfall there. last night, board members approved a plan to offer supplemental early retirement to older eligible teachers. the board is trying to cut more than $100 million from the budget. teachers eligible eligible for the early retirement plan will have until february to accept it or not. now, if they do, they must retire on or before june 30th of 2025. many critics say letting go of experienced teachers is not the best way to save money. another san francisco business closing its doors because of crime. safeway shutting down its store in the fillmore district a after 40

growth in prices had been as low as 2.1% at one point. could have been worse. wall street seems to be taking it in stride, but this matters because beyond just what you pay every day, it matters that the fed has its last interest rate meeting of the year next week. if it thinks inflation is not under control and it's not suddenly it may keep interest rates where they are. shares in walgreens jumped as the wall street journal reported the drugstore chain may sell itself to a private equity firm. drugstores have been suffering lately. walgreens, rite aid cvs have been closing stores. some stores with very little on the shelves. after billions and billions of dollars. general motors is giving up on cruze. it will fold the self-driving taxi company into its other work on driver assist. its departure leaves. waymo is the only self-driving taxi service in the city. apple just released new software to link siri and chatgpt on iphones 15 and newer. if siri thinks

mateo and 48 in san francisco. we should be heading for a nice day. slightly cooler as we take a look at those numbers up in the north bay. a mix of sun and clouds as that front starts to approach. 59 in napa through san francisco, out towards martinez, those low 60s. and we'll see a bit of a mild day down here for the south bay, continuing with those upper 60s for san jose and morgan hill. notice what i put there. storm number one arriving later on tonight. we're already seeing some activity towards the northern coast. so really for the next couple of hours, my job will be to see how fast that first storm approaches. the models are still keeping it into the overnight hours as we start to buckle down our evening later on tonight. some heavier spots could be waking you up as we go on into the overnight hours, but really, it fizzles out of here for tomorrow morning. some light shower returns and those early model runs right now. so early estimates for this storm will be about a half an inch to an inch further up into the north bay. some heavier returns there, but

where everybody could be in for a boost in those numbers. and a boost in activity is as we go on into this weekend, friday, saturday, saturday night, seeing that atmospheric river sweep on in now, that direction right now still trending towards the north. we're not watching any rivers right now into that flood category, but definitely something to watch. and as that storm moves on through or stalls, that could paint a different picture. as we go through the weekend, you notice those colors of purple light pinks up there, that wintry mix into the sierra. so that's for the weekend. i see some of it starting to clear as we push through sunday, but that storm door is open here in the bay area, so use today to gather everything and prepare yourself for that storm where we see those returns. looking into the weekend, seeing those numbers boosted up to about maybe 1 to 3in up there in the north bay. will watch that rain shadow down here aside from the santa cruz mountains. so overall, the next couple of ds through san francisco and the peninsula, last dry day before we cool down

those numbers and watch those storm chances over the next couple of days, our inland valleys numbers will also take a hit as we go on into tomorrow, and we'll watch the storms, the king tides that we're also talking about throughout the hour, and we'll watch as we go on an inch a little bit closer into that holiday travel. mike, you're still focused on the bay bridge. what's going on? yeah, the opposite of holiday travel. right now. the bay bridge is heavier and slower than you would expect westbound. we had early starts with slowing into san francisco on the decline of the bay bridge, getting toward fremont and continuing past down toward the hospital curve area. we continue with that slower section, but it looks like speeds are starting to improve a little bit, but it's been ebbing and flowing all morning with no real distinction of what's going on there. caltrans and chp have no reports of any problems in the city. what can you to continue to follow that? my concern is there may be more folks heading to the richmond bridge as an alternate. we do see the backup. it looks pretty traditional patterns there. back to you. reporter well, there's much more ahead for you here on today in the bay, including new steps taken to protect the

in this morning for kari. and you've got the job of delivering those cold temperatures to us. cold temperatures and the rain for the second half of the week. so it's going to get pretty busy and wet. we do start this morning watching for the fog and the frost as we take a look at 32 in santa rosa. 35 out towards livermore. so the valleys definitely settling in with some cool air. 39 right now in half moon bay. but after this cold and foggy morning, we'll get into a nice day dry before we things change up as we go on into tonight. that will be storm number one, storm number two into t the weeke. so yeah, we're going to change those plans up a little bit. going inside. that will be the thing to do. also watching for those king tides. so we're getting pretty busy. and it's also been tough for some people getting into san francisco. mike why. well it's not storm related. you have that coming up. but right now going into the city, the span has been slow all morning. it looks like something is causing a slowdown right before hospital curve, just as 101 and westbound 80 come together in the city and

head south through the area, we're looking at continued backup athe bay bridge toll plaza formed very quickly, the entire span slow. bart has no delays reported. that's one option. if you want to avoid the bay bridge. you can also use the richmond bridge to the top of the screen. there, we're seeing about standard build, maybe a problems. meanwhile, the rest of the bay shows a smooth, lighter volume. right now we're looking at north 101 with some slowing through. san jose fog may be causing folks to drive a little slower on highway four and vasco road. you see those times? back to you. thank you. mike. developing now a possible shooting under investigation in concord. now, this happened last night near oak grove road and monument boulevard. this is near that busy area of costco, if you know the area. now, a portion of oak grove road was shut down for the investigation. witnesses at the scene telling our crew there that they heard five gunshots and then saw a bicycle in the middle of the road. we have reached out to police for more details about that. of course we will bring you that information once we get it. well, attorneys for the man suspected in the

killing, the united health care ceo says that he hasn't seen any evidence against his client, while luigi mangione fights to stay out of new york. investigators are really building that case against him. today in the bay's kris sanchez joins us with more from mangione's attorney. what does he have to say, kris? well, good morning tyou, laura and marcus. luigi mangione remains in a pennsylvania jail. as you said, he was denied bail, but his attorney said that they will fight that because mangione is not charged with a capital crime in pennsylvania and thus, under state law, should be entitled to bail as a completely out of touch and insult the intelligence of the american people. and his experience. that was mangione as he arrived at the courouse for his hearing, and while he shouted at reporters and struggled with deputies outside, inside the courtroom, he sat mostly quietl. when he began to respond to the court discussion, his lawyer told him to stop in pennsylvania. he faces firearm

and false id charges, and while fighting extradition to new york, where he is already charged with murder, will delay his transfer there. it will not stop it. on the today show this morning, the 26 year old's attorney said he has yet to see any evidence in the record. he is pleading not guilty to those and i've seen zero evidence at this point. now, while mangione's attorney may not have seen the evidence, it appears to be piling up when he was arrested. investigators say mangione had a gun similar to the one used in thompson's murder a fake id, a three page handwritten note. and according to nbc news, nypd investigators are looking into whether this was a symbolic takedown. two senior law enforcement agents also say they are examining the x ray of a spine posted on mangione's social media account to see if it is his, and could point to a motive. investigators are also talking with law enforcement anywhere. mangione spent time including san francisco, though san francisco

police chief bill scott would not specify why to us. mangone was denied bail. his attorney says he plans to file a writ of habeas corpus, which challenges the legality of his detention. he has 14 days to do that. meanwhile, the work to get him extradited to new york continues. laura, interesting one to follow. thank you very much. here's another one we've been following for you. deliberations continuing into day five after no verdict has been reached in the murder trial of nima momeni. yesterday was the jury's longest day of deliberations so far. the defense team is now trying to declare a mistrial. there is no word on when the judge will rule on that motion. he is facing a single count of murder for being accused of stabbing cash app founder bob lee on a san francisco street last year. deliberations start up again at 930 this morning. now, when the jury reaches a decision, we will break into programing to bring you the verdict. we will also send a breaking news alert on

products from shelves following the detection of the virus. the bird flu is also affecting the nation's egg production. experts say you can expect higher egg prices in the new year if the virus is not contained. low lying coastal areas of marin will experience some flooding over the next few days. king tides are returning beginning today and are expected to last for the next week. forecaster cinthia pimentel of course, tracking that timeline for us. so what does this look like? and kind of what's the cause of all of this? so as we get into the winter solstice next week. officially on the 21st, that's when we're closest to the sun. marcus. so all of these interactions, not only with the sun, but also the moon that's going to create that gravitational pull from the earth, the sun and the moon, and also line up as we go on into this weekend with that storm. so not only are we talking about that localized flooding with the king tides, we're also looking at the potential of adding some more nuisance flooding as we go on into the weekend and track those storm chances. now, as you

see here on your screen, there are two rain chances this week. the first one will arrive as we go on later on tonight, sweeping through into the ovevernight hours. but that heavier storm, the one that is really going to be a little bit more widespread for everybody as as we go on late friday on into our saturday plans, we're going to stay alert, of course, not only on the king tide situation, but also on those creeks and those streams. we don't see any chances of getting some over-the-top flooding, but we never know. as the storm comes rolling in. we'll also watch the winds, so that's going to turn gusty. if you have any holiday decorations. today really is the day to prepare for all of these changes ahead, as it will be our last dry and sunny day. we'll talk about the full forecast coming up. but mike, what are you looking at on the roads? where are we going? still following the bay bridge. cynthia, it's not a new story. we don't have any new information, but it is still slow, very slow, all the way across the span from the backup at the toll plaza into san francisco, continuing down to where 101 and westbound 80 merge

south out of san francisco. past hospital curve. everything seems fine. whatever is going on continues to cause that build as the traffic feeds in from the east bay. richmond shows some more slowing and the richmond bridge shows maybe a little heavier volume heading across the span, so expect some a little slower drive getting in towards san rafael from the east bay on that avenue as well. we're looking at the rest of the bay and we'll give you a look ahead, because those king tides are coming in, as laura and cynthia have been telling you. and so we'll have that lower manzanita park and ride closed through the 17th. that typically happens when king tides are there. it's no surprise they don't want to get that car in the water over here. we're watching for the trees. there's road work and tree work going on for highway 92 through the daylight hours should be clr by 3 p.m. back to you. thanks, mike. 639 right now, the countdown to the end of the year just keeps on ticking. and this morning we have new holiday travel predictions. up next. the record number of people expected to hit the roads and the skies in a matter of days. a we'll pull back the curtain on some of the video you see out of washington. what you don't see.

at least the start of the month. but that will change as we go on into this afternoon. you'll notice more clouds coming in. the breeze picking up right now, the models still putting that rain into the evening hours sweeping on through as we go on overnight could be a little bit heavy at times. we'll continue to watch that and watch how it breaks apart into our thursday. now some models also want to paint a little bit of snow on the top of what will be mount eminem, so we'll watch how the storm pushes on through and the cold air that comes in with it. now. we talked about those windy and gusty at times speeds as we go onnto the evening hours and into our thursday morning. early thursday morning, you'll notice those contours switching up a little bit. so if youave any outdoor decorations really today, as it is, the last dry day for a couple could be the day to prepare your home and yourself as we go on and shoot straight into this atmospheric river into friday and saturday. sierra snow on the way as well. looks to be more of a northern

track once again as we go on into saturday. so that's the higher rain totals coming up, but a more widespread event for us will also watch it down south, and hopefully that brings some relief to the fire crews down there. so watch the 7-day forecast. our inland valleys from the 60s today down into the 50s. so that cold front sweeping through the shower, chances continuing on into the weekend. so the bay area rainy season definitely up picking up as we go on into the middle parts of the month. san francisco and along the peninsula will also notice those gusty changes at times. mike. it's still expected unexpectedly slow across the bay bridge. the span itself does show a slow, steady movement across, but it's made manageable even though it's slow because of the folks at the metering lights and that's backed up. it's really caused more traffic at the berkeley curve. the reason that it's not slowing through berkeley, because there's a crash here at carlson bogging down the upper east shore freeway, and that may affect folks, even if they're trying to use that richmond bridge as an

alternate to the bay bridge. no reason, given that i can see on any reports. it's just very slow until you get to about hospital curve coming south off of westbound 80 in san francisco. south of there, we're looking at the san mateo bridge. you might see more traffic volume there, as folks may have shifted out of oakland, but we don't have a problem for the nimitz. south bay. pretty predictable as it picks up in silicon valley. back to you. thanks so much, mike. 652 right now and happening now, help is on the way for domestic violence survivors in san mateo county. supervisors approved a new pilot program which will give victims with children $1,000 a month in support. it's limited to 20 eligible individuals. there will be no spending restrictions for those recipients. the board says. the group community overcoming relationship abuse will run program through 2026, the center for women's welfare says. in 2024, an adult with an infant in california needs more than $12,000 a month to be considered self-sufficient. the first

4000 acres so far, and evacuations are still underway this morning. we do know at least seven structures have burned so far. luigi mangione, the 26 year old accused of killing the unitedhealthcare ceo in new york, remains in a pennsylvania jail. his bail has been denied. mangione's attorney says, because his client faces firearms and false id charges and not capital charges. under pennsylvania law, he is entitled to bail. mangione is expected to plead not guilty to the murder charges he faces in new york. he's fighting extradition and is likely to remain in pennsylvania weeks. deliberations continue into day five after no verdict has been reached in the murder trial of nima momeni. now the defense team is trying to declare a mistrial. there's no word on when a judge will rule on that motion. he is facing a single count of murder. this is for the stabbing death of cash app co-founder bob lee on san

francisco street last year. deliberations start up again this morning at 930. also today, the oakland unified school district will meet to discuss school mergers. the district announced a proposal to merge ten schools which currently share campuses. right now, the district is facing a $95 million budget deficit. the school board says the mergers will help cut costs and create a more collaborative teaching environment. if passed, the proposed merger would take place next fall. let's take a live look over at the bay bridge toll plaza. the bay bridge toll authority oversight committee expected to vote on a series of toll hikes across bay area bridges. now, if approved, starting in 2026, fastrak users will pay $8.50 for all bridges, excluding the golden gate. tolls would increase by $0.50 each year over the following four years to $10.50 by the year 2030. drivers without that fast track will they will pay slightly more. no doubt there's a lot of heaters on in those cars out there on the bridge this morning. yeah, we're going
