this live look outside storm ranger doing a lot of work this morning atop san bruno mountain. you can see the camera shaking a little bit. it is windy up there. we have been seeing torrential pouring rain this morning. we hope you are somewhere warm and dry and safe. we want to thank you so much for starting your saturday morning with us. i'm kirklapper cinthia pimentel has a quick look at our microclimate forecast. a lot going on. on the drive in this morning i saw lightning. oh my goodness what a morning here. and people in san francisco and san mateo counties starting to bring the heart rate down after being woken up by that blaring from the emergency tone, that tornado warning that expired at 615. but here's what we are starting to notice here. as we move the loop backwards in time, you see these areas of the darker oranges and the reds. those are just the brief hints at that hook echo. so tornado warnings being picked up by the radar. nothing was confirmed, but it was gathering all the

elements strong winds, heavy rains, and just minor rotation that i'm noting here. as we take that spin there, the threat is over. the storm is starting to push into the east. we see those stronger returns moving now thrgh parts of the east bay. the south bay. we hear it pounding down on our windows. now, the good news is that it's not going to rain all day. there is going to be that rain moving out. we'll look at some localized issues that we'll talk about in my full forecast, and there is more rain on the way after we get through sunday. so there is a lot to get to this morning, but for now i'll send it back to you. kira. thanks. well, i will take it from here because we're going to go back to that live look across the bay area right now. it is wet outside after that rain rolled through here overnight and new this morning. that tornado warning that cynthia just mentioned for parts of the bay area, the national weather service issued that tornado warning just after 550 this morning, about an hour and ten minutes ago for san francisco and parts of san mateo county,

including daly city, broadmoor and brisbane. the national weather service said that a severe thunderstorm capable of producing a tornado was located near daly city. people were told to move inside, avoid windows and take cover to protect from flying debris. as cynthia mentioned, the warning ended just before 615. by the way, the last time the bay area saw a tornado warning was in march of 2011 for portions of western san mateo county, and although that tornado warning was called off, we still have that torrential rain coming down, the rain already causing headaches in the city. in fact, early this morning around 430, our crew found flooding all across the city, incling here, you see at fell and stanyan streets. this is at the panhandle of golden gate park, san francisco public works crews are there, you see, working to clear the roadway from flooding. andnd in the mission district, this also around 430 this morning, this large tree came crashing down onto mission and 13th streets.

this is at the civic center off ramp of 101 near zeitgeist. if you're familiar with the area, two lanes are currently blocked as crews work to clear that massive downed tree. and this new storm comes just a couple weeks after that record setting atmospheric river flooded the north bay. that's where we find today in the bay's emma goss, with people preparing for the potential of more flooding you have. how many sandbags do you have right now at home? oh, i have about i can only guess maybe 20 and i don't have enough in the front door though. friday night, after getting off work, this santa rosa resident braved the rain and cold to fill up extra sandbags and protect her apartment from flooding. again, i just want to be on the safe side because i already know what it was like last storm and the storm before that. the atmospheric river just a few weeks ago dumped more than a foot of rain on santa rosa in 72 hours, flooding roadways and setting records. the soil hasn't dried out yet. just a few inches of rain could flood creeks and

streams this time around. the wind is a bigger problem, says santa rosa fires paul lowenthal. we start getting those gusty conditions, along with the soil saturation and those high intensity rainfall rates. there's the potential foror tres to come down, trees and power lines and isolated power outages. santa rosa fire is reminding residents with outdoor holiday decorations to make sure they're secured. they're also cautioning residents to stay off the roads if they can. tonight. it's been kind of i feel like it's been kind of hectic. people are just the driving is kind of insane. i think people just don't know how to react to the weather. we're going to try to stay indoors as much as we can. emma goss for today in the bay, the snow is causing slick roads in the sierra. this is what it looks like at donner summit. just whiteout conditions. you can see the snow on the roads making it icy and dangerous for drivers. also in the sierra chain, controls are in effect on both 80 and 50. it's been a slow

and nerve racking drive, with many cars slipping in those icy conditions. it's pretty slow, let's be honest. it's like you could walk fasteter than than that. it's been long, been in the car for seven hours now and got about two more to go. you know, with normal conditions this would be a 4.5 hour drive. so it's been a brutal one. wow. with weekend travel expected to pick up. meteorologists are warning that the sierra foothills could see up to 2.5in of rain, as well as strong wind gusts of up to 50 miles an hour. back here locally, here's a live look at the pg&e outage map. you can see outages across the bay area. all that green means fewer than 50 customers without power. some orange there. that's anywhere from 500 to 5000 customers without power. the estimated restoration times right now are mainly this afternoon around four pg&e says there are unplanned outages due to the storm, and they say that when they are able, their crews

news, now we are following developing news out of south korea, where lawmakers have voted today to impeach president yoon suk yeol. this comes after his failed attempt to impose martial law just about 11 days ago that plunged the east asian democracy and key u.s. ally into chaos. a previous vote to impeach the president failed when it was boycotted by lawmakers from his party. but today's motion held that the declaration of martial law was unconstitutional and illegal because there were no signs of a national emergency, and that the president neglected to follow procedural rules such as notifying the national assembly in advance. the south korean prime minister is now serving as acting president. meanwhile, former house speaker nancy pelosi is being medically evacuated out of luxembourg after she fell at an event yesterday. pelosi is being moved

to a u.s. military medical center in germany. this is video you're seeing taken last week while pelosi was in s francisco. the former speaker was in luxembourg to honor two veterans for their service in world war two. that's where we're told she fell down some stairs, possibly injuring her hip. last we heard, doctors say she will likely need surgery. new details now are emerging about the lead up to the arrest of the alleged killer of the unitedhealthcare ceo, brian thompson. turns out those surveillance videos you just saw there caught the attention of law enforcement officials here in san francisco. police here thought that suspect looked like someone they had also been looking for. today, in the bay's jocelyn moran explains the new revelations. senior officials confirming to nbc news that san francisco police had a missing persons report in november for luigi mangione, the 26 year old accused of killing unitedhealthcare ceo brian thompson. new details are

emerging about who reported what after the shooting on december 4th. the killing sparked a large manhunt that included the wide distribution of surveillance photos of a person of interest. law enforcement officials say a san francisco officer recognized similarities in the images of the wanted suspect in new york and the individual in the missing persons report, so they contacted the fbi. the tip from san francisco police came on december 6th, just two days after the shooting. two law enforcement sources familiar with the matter tell nbc news. police reached out to mangione's mom two days later on sunday, december 8th. she told investigators the man in the image could be her son. mangione was arrested in altoona, pennsylvania, the next day. andrew black used to work at the fbi field office in san francisco. he says typically, a tip like this would be easy to get from sfpd to the fbi office. from there, it would be sent either directly to the new york police or the new york office of the fbi for action. these types of high profile cases generate a lot of tips, an enormous number

in this case, since it's coming from a law enforcement agency, another law enforcement agency that the san francisco fbi has a relationship with. they're going to act on it. and it comes. it comes along with credility. whether mangione was in san francisco in recent months is still unknown. the missing flier shows mangione's mom last spoke to him on july 1st and that he worked for truecar, located on montgomery, but the flier states it was permanently closed and the main number was disconnected. and a truecar spokesperson told cnbc that mangione had not worked with the company since 2023. meantime, we're learning that mangione was never insured by unitedhealthcare. nypd says he may he targeted thompson because of the size of unitedhealthcare. mangione is being held in pennsylvania and is fighting extradition to new york. the next hearing in the pennsylvania case is scheduled for december 30th. jocelyn moran, nbc, bay area news. back here locally, we are getting a look at what exactly happened in the moments before a bart police

officer shot a woman at the union city station parking lot. bart just released body cam footage of the altercation and announced a new independent investigation. and we do want to warn you, some of this video might be disturbing. you got up. here's my keys, ma'am, i'm going to. you're scaring me. stop! you're scaring me. stop, stop, stop! you're scaring me. ma'am, i'm going to shoot. bart! police stopped 32 year old jasmine gao last month after receiving reports of someone driving recklessly in that parking lot. when they pulled her over, offirs say they found her car. registration was expired and that she was acting erratically. in that video you saw, you can see two officers speaking to her. they ask her for her keys. and i think you just saw it there. she snatches them back along with her driver's license. one of the officers then reaches inside the car, grabs her arm. after this brief struggle you're seeing, gao tries to roll up the

window and speed away. that's when oicer nicholas poletti says he was forced to open fire, shooting her three times in the torso. gao did survive. she now faces multiple charges. officer poletti has been put on routine administrative leave. bart has handed the case over to the alameda county district attorney's office to investigate. bart's chief of police also says his agency has hired an independent investigator to do an internal review 12 past the hour. on your saturday morning. much more ahead on today in the bay. coming up, a plea from animal services in the east bay. we'll tell you about the

ban. if that happens, apple and google will be required by law to remove tiktok from their app stores or face hefty fines. back here locally, it's an urgent call for help in the east bay, where there are so many pets that need homes. the county shelter is running out of space. contra costa couy animal services is so over capacity and urgently needs the community to adopt or even foster a pet. the shelter typically uses its long kennels for one dog each, but now they've had to divide those in half, putting two dogs in each kennel. in some cases, they say they're forced to double up some animals in smaller spaces. the shelter is now offering free adoptions and is holding a special adoption event tomorrow in hopes of clearing its shelter. we like to maintain our kennel inventory on dogs around 100, and when it gets upwards of 150, it's concerning for us, greatly concerning. for us, it becomes a dire situation. it's a lot of animals coming in and we

just don't have the space to help all these animals. while the shelter is hoping community members will consider adopting a dog or a cat for a holiday gift, they say even just fostering an animal for a week or two can help ease the strain on the shelter. something to consider? well, it sure is. the season of giving, and vta is holding its annual stuff the bus toy drive. if you'd like to help out, you can head to. christmas in the park in downtown san jose between 9 and 5 today to give. vta is collecting new, unwrapped toys, books, and stocking stuffers for children aged newborn to teenagers. kids can even take photos with t rex that's vta's beloved commuter saurus. as the inflatable live character spreads holiday joy and it's time to jingle all the way. bay area 2024 san francisco santacon is happening today. the annual event brings together

out. sorry. sorry about that. time now to check in with cinthia pimentel for a look at our microclimate forecast. boy, i wouldn't want to be outside right now. what a busy morning, but really exciting. this is a you know what every meteorologist likes to track and also warn people and prepare them for. so let's get right to that microclimate forecast. look at that comma shape as the atmospheric river starts to kind of fizzle out of here from the bay area, slowly but surely we're seeing those stronger returns now as we zoom in on closer with storm ranger, who got a lot of action on top of san bruno mountain this morning with a tornado warning. it is going out now towards parts of brentwood, tracy the altamont pass. very slippery roadways. please be careful if we see any ponding. we've gotten some heavy returns down here in the south bay through san jose, los gatos, and really through parts of the peninsula and the north bay. it is starting to wind down a little bit. lots of colors on your screen. as we talk about the different warnings that are in place. those gusty winds, the area shaded in that tan, that's

with us until about 10 a.m. so that could be moving things around your yard. sorry to your neighbor in advance. if things end up in their yard and we see the purple along the coast, that is that storm warning as all of that energy pushes on through. so lots of things to be vigilant about this morning with the winds, with the waters. the flood watches up towards the north bay is the darker red, i mean darker green on your screen. small areas of red where we're watching the rivers along mendocino county, and the lighter green right there pushing through that flood advisory for the east bay, parts of san francisco and the peninsula. and as that storm pushes on through into sacramento county in the next couple of hours, definitely a situation to watch. it's not going to rain all day. i know we have weekend plans, things to do, people to see. so let's walk you through this hour by hour. we're going to see that activity starting to wind down. there will be spotty showers, so keep that umbrella in your car. that rain jacket. i see it winding down as we go on into the afternoon. just isolated spots of showers, but going on into dinnertime, so it should start

to clear on out, dry out, but also start to feel that cold air that pushesehind the front. we go on into sunday. i see some better clearing some spots of sunshine there late on into the evening is when i'm tracking that next round of rain. now. it's not going to be as crazy as this one this morning, but it will bring some showers as we go on late into sunday. first in th north bay. we'll see how fast it pushes on through into the monday early morning commute, and then just sweeping on out of here as we go through the morning hours. how much more will that bring? we'll sweep it through and bring about maybe a third to a half an inch of rain, particularly up there in the north bay. but again, how fast the storms moves, how where it decides to stay place. that's when we see those stronger tota adding up 7-day forecast looks like this watch we'll go into today with the chance of some thunderstorms still through the morning. the gusty winds cool down those morning temperatures as we go on into sunday and track that next chance of rain on monday, but then we go on into the week drying things out, getting those last minute errands done for the

you'll find a smaller school called the college of adaptive arts. it's a school that provides the collegiate experience to adults with disabilities. our garvin thomas takes us there in this morning's bay area. proud. hey, emma. oh. hi, nicole. bridgette cole knows from firsthand experience. sadly, it is possible to fe alone even when surrounded by others. bridgette has always lived with autism and a stutter, and growing up had classmates who could be cruel about both. of course, middle school and a little bit of high school. and i was i was bullied. it's an experience bridgette didn't wish on anyone else, and wanted to find a way to make sure her classmates at college of adaptive arts didn't go through the same thing. so the 25 year old came up with a way. it helps people to not feel like they're so alone. a canadian youtuber, bridgette follows, had created

an anti-bullying campaign called you are not alone or. bridgette wanted caa to start a group, but had to convince the administration it was a good idea. so bridgette taught herself powerpoint. when you feel that you're alone, what can you do? and created a presentation touting the benefits of vienna. this is the well, not only did the school say yes to the class, they asked bridgette to help lead it. this was a professor of instruction. yes. are all being kind to ourselves. and so, once a week on thursdays, the class is held. students take turns checking in on each other, cheering them when things are going well and offering support when they aren't. she's very kind. she shows a lot of compassion and empathy for her fellow students. nicole kim is calarts executive director and has seen how bridgette's class is having an effect even outside the campus.

driving out there early this morning, that was definitely a flash before your eyes. we still see that karma shape to the storm, but it is starting to push on east. we see those stronger returns in the oranges and the yellows pushing on into the east bay further on, as we go on into parts of brentwood over the altamont pass into tracy modesto, the central valley. here, closer to the bay, we are looking at a strong cell that is starting to push on through parts of 37. so if that's your route this morning, please be careful not only with the rain, but you also got the king tides to watch out for. we've heard the downpours down here in the south bay as the morning has gone on by. and the good news is it's not going to rain all day. we do have some breaks all time this out for you hour by hour, and the rest of our weekend coming up in just a few minutes. kyra, back to you. all right. cynthia, thanks. and new this morning. as mentioned, a tornado warning for parts of the bay area, if you can believe it. the national weather service issued that warning just after 550 this morning. so we're going on an hour and 40 minutes since

then, it was for all of san francisco and parts of san mateo county that included daly city, broadmoor, brisbane. the national weather service had saididhat a severe storm capable of producing a tornado was located near daly city. people were told to move inside, avoid windows, take cover to protect from flying debris. you may have been woken up by that alarm on your phone. the warning ended just before 615 this morning. the last time the bay area saw a tornado warning was march of 2011 for portions of western san mateo county. we want to take you now to the city where again, that tornado warning is no longer in effect. but this happened around 430 this morning. a large tree crashing down onto mission and 13th streets. this is near the exit for civic center off 101 near zeitgeist. two lanes were blocked. crews working the early morning hours to clear that tree. even down the peninsula in redwood city, rain coming down

critally injured during that shooting may never regain the use of his legs. you may remember that shooting happened nearly two weeks ago at feather river adventist school. five year old elias wolford and six year old roman mendez were both shot during recess. just little kindergartners. this week, the family of elias said he has not yet moved his legs. an mri discovered that the bullet damaged his spinal cord. doctors are not sure he will ever make a full recovery. the family says they are thankful for the community's support. there is a gofundme for both of those children and their hospital expenses. back here in the bay area, mayor london breed on her way out in her final weeks in office after she did not win reelection for the last six and a half years. the 50 year old native san franciscan has led

san francisco through arguably some of the biggest challenges the city has ever faced, including the pandemic, a fentanyl crisis and a slow economic recovery. nbc bay area's sergio quintana sat down with mayor breed and asked her, what's next? i will just say that because i'm interested in all of it. i'm interested in community and how we provide resources to organizations that serve community. i'm interested in housing and building more. i'm interested in the city and some of the work we've done around recovery, especially, and abstinence based recovery. i have so many different layers of interest. breed leaves city hall in january, danielle laurie won the election to be the new mayor. breed says she is up to says she has s set up the city r continued growth and success, but admits she is disappointed she will not be able to see her plans through. the first flu death of the season has been

reported in san francisco. health officials there say the patient was older than 65 and did not receive their flu vaccine. the respiratory virus season runs from november until february. during the last season, about 580 people died. the state health department says that cases of flu and rsv are on the rise across the state. they're urging people to get vaccinated against the flu, covid and rsv. before we all gather for the holidays. this morning, we are moving you forward when it comes to protecting your home. the state's second largest insurer says it will now start insuring more property owners. beginning today, farmers insurance will begin taking new applications for new policies, including condominiums, renters, umbrella policies, landlords, vacant and manufactured homes. it's raising their cap from 7000 a month to 9500 a month, and an increase of

$2,500 to 2500 new policies each month. the company stopped writing policies for renters and condo owners last year, in part due to those massive losses surrounding california wildfires. it says the marketplace is now improving, consumer advocatesgree. so today's announcement is a little bit of hope on the horizon, and that's what i think a lot of us needed something. some sign that insurers are going to come back to reward all the concessions that have been made to address what they say they need. our own consumer reporter chris chmura says the state is focused on making more policies available, but with these new offerings, there's no indication that these policies will be more affordable

in the north bay. i hear that highway 121 between napa and sonoma counties is closed in both directions because of all of that rainfall that we've got. right now, storm ranger is pipicking up some lighter amouns of rainfall up there in the north bay. but if you live there or know anybody that you know could be going that way later today, just give them a heads up. we'll alert you if the roads do become open. but remember that there is a flood watch in the north bay until tomorrow night. this is all of the area in that darker green which includes napa and sonoma counties. you see little slivers

of red up into mendocino counties are watching the russian river. of course, that is a flood warning until further notice. now, the areas in that lighter green that include parts of the city, the east bay. and as we go on into solano county, that is a flood advisory. so things could potentially get worse. definitely a situation that you want to keep watching as that rain pushes on through. we have some strong rain right now throu parts of 586 80 danville, moving on towards parts of the tri-valley and the central valley. that's where that bigger activity is starting to push on through down here in the south bay. it was a very active morning. those rain rates are starting to calm down, but you could still be met with some strong returns as you make your way over the summit here through los gatos into morgan hill and gilroy. those gusty winds are coming as well. we see anywhere from 20 to 30 mile an hour gusts, probably even stronger in those areas of that darker purple. so lots to watch out for on this busy saturday morning. those decorations on your yard

are going to be going, and the strong winds that come with this system and the flooding could alean some tree and power issues in your neighborhood. so watch for that now. not going to rain all day really heavy. we are going to get some pockets here going into about lunchtime where we start to clear out. you might still need to carry that umbrella with you as those pop up showers continue into about the early afternoon hours, 4:00 in the north bay, but then really starting to fizzle out out of here as we go on into our dinnertime and our late saturday night plans. now, speaking of plans, if you do want to get away today, not the day to do that into the sierra as we see those whiteout conditions on our live cameras, we do have a winter storm warning there until 10:00 tonight. tomorrow is a little bit better, but we have that storm right behind it on monday that we're going to talk about. so really not the weekend to go. just let things settle about maybe a foot there to two in the higher peaks with those very gusty winds. we see the rain for tomorrow night coming in really late on into monday. so we'll track that as we get closer to this event. but for n, that

take you back to that breaking news cynthia just mentioned. we have video now of highway 121 between sonoma and napa flooded. it is closed in both directions as you just saw there. you can see all that standing water. we had a deluge of rain pummel us overnight. hopefully you stayed asleep. no eta on when it will reopen. and we want to take you live to this this downed power line. this is in san jose on south white road and martin avenue. people have lost power. we are awaiting word on when crews will be able to move out and fix the situation there. there are outages across the bay area because of the storms. unplanned outages. pg&e says it will have to monitor the storm

before it can move out and restore power to thousands of customers across the bay area. to the south now, where we have new details on the franklin fire burning in malibu. nearly 4000 evacuees are being allowed back home. still, more than a thousand are being asked to stay away. the fire sparked on monday, growing quickly to more than 4000 acres near the pacific ocean. 19 structures have been destroyed. the fire is currently 35% contained. the cause of it is still under investigation. back here locally, 49ers linebacker de'vondre campbell is still on the 49ers roster this morning, not likely for long after he walked out on the team during thursday's game against the los angeles rams. campbell refused to take the field in the third quarter, apparently upset because of his playing time or lack thereof. campbell had been replaced in the starting lineup by linebacker dre greenlaw, who had been out with an injury since the super bowl. here's

pimentel on your screen there he was last seen driving a silver 2006 honda accord with california license plate ne ns 977. new this morning. maybe while you were sleeping, there was a tornado warning for parts of the bay area. it was just after 550 this morning. it was for san francisco and parts of san mateo county, including daly city, broadmoor and brisbane. the national weather service said a severe thunderstorm capable of producing a tornado was located near daly city. people were told to move inside and avoid windows. take cover to protect from flying debris. the warning ended just before 615 at our last check. the last time the bay area saw a tornado warning was march of 2011. that was for portions of western san mateo county, and although the tornado warning was called off, we still have torrential rain coming down. headaches all across san francisco. this is just one of them. our crew found flooding here at phelan stanyan

streets at the panhandle of golden gate park. we also have word of other trees fallen across golden gate park. san francisco public works crews are have been on the job all night in the mission district. around 430 this morning, this large tree came crashing down at mission and 13th near zeitgeist. the lanes were blocked as crews came out to clear the downed tree. we have again several reports of trees down in golden gate park and potential sfmta lines down. we are still working to confirm that, but if you don't need to go out right now in the city, please stay inside. and we have this breaking news out of sonoma and napa. highway 121 is flooded, closed in both direrections. no estimated timen when it will reopen. and back to that downed power line in san jose. this is at south white road and martin avenue. people across the bay area have lost power. now, this is another

situation. no word on when pg&e will be able to move in and repair this line in san jose. but again, stay inside if you can today. if you don't need to be outside. here's a look at the pg&e outage map before we go. all that green is about 50 customers without power. we're seeing a lot of orange up and down the peninsula down to the south bay. that's 500 to 5000 customers without power. estimated restoration times at last check were around 4 p.m. pg&e says it will continue to monitor the storms and then s when their crews can move in and make repairs. so before we go, cynthia has one last look at the forecast. we saw thunder and lightning this morning. thunder, lightning. tornado warning. where are we? i know it feels like we are out through the plains, right? but no. while it is very rare that we get tornado warnings, if the ingredients line up, we do see it capable of getting into that situation. no, the signs were there, but that was radar detected. i don't
