then strong winds upend trees across san francisco, as well. the storm prompts the city's first ever tornado warning. but why wasn't one issued in santa cruz county? this morning, we're getting answers from the national weather service. this is today in the bay. well, good monday morning to everyone. i'm scott mcgrew, and i'm ginger conejero saab. we're in for marcus and laura this morning, and we are covering the aftermath of this tornado and storm with kris sanchez and bob redell both this morning, and withore rain moving in, it's sure to be a very busy morning on those roads, which is why we should be checking with meteorologist kari hall first. what are we seeing? kari. yeah, we are seeing another wave of rain after that weekend storm that caused so much damage and also brought some heavy rain. now we're seeing another wave of heavy rain moving through the north bay, but we're not expecting it to have as much of an impact as we saw over the weekend. but it is coming on an
6:02 am
already saturated ground, dumping some additional rainfal, and there are some pockets of heavy rain. so very quickly we're going to start to see that water ponding and puddling on the roadways and making for a very difficult commute this morning. and then we can see the heaviest rain is between santa rosa, rohnert park and petaluma, and then now approaching novato with some heavier rain. but this is out ahead of a system that's going to quickly move through, and then we will catch a break later on this evening as well as much of the week. and then the storm track starts to lift back farther to the north. but looking at all of the activity that's happening out there in the pacific, it's going to be very busy. but at least not for the bay area after today. so we're going to have a few more hours of some wet weather and a few more of those impacts as we still see this rain coming down from late morning into the early afternoon and then tapering off this evening. so we will be tracking that and talking about what else to expect as we go through the week. coming up in the full microclimate forecast.
6:03 am
all right, kari, we're looking at a more gradual build today. we're just now in the last two minutes seeing all lanes start to fill in. and it's only about to the end of the parking lot at the bay bridge. typically, we've got the backup going past the 880 overcrossing a little more mild. the conditions are what we're concerned with. the lighter volume is probably because we're entering where a lot of colleges have let off already for the year. so lighter drive right now highway 37 does show slowing. and that highlighted the green in the north bay. and there's some blue puddling ponding wet roads and some fog over here. highway four. so we'll be careful for that. everything else, as far as the patterns go, is standard. thanks a lot, mike. holly. oh, god. oh my god. well, this morning, recovery efforts underway after an ef one tornado hit scotts valley saturday. it left five people injured as it tossed cars and power poles and trees. today in the bay's kris sanchez joins us live from there now. and, kris, there's a rush to clean up before even more rain comes today. yes,
6:04 am
absolutely. and you'll see some of the debris here in one of the shopping centers along mount hermon road. this was one of the areas that was hardest hit. the tornado traveled about 30 yards, so not super far. but we're lucky. i think that it happened mostly in retail parking lots and not directly in neighborhoods. that's some pretty incredible video that we're seeing. kris. i mean, we're seeing debris flying. we've seen the cars toppled over. very scary stuff. but did people get warning that there was the potential for this tornado? so there was a weather warning. in effect, it was not a tornado warning. it was a marine activity warning. the national weather service said th because of the t tornado warning that they issued in san francisco, which bob redell will talk about in just a moment, because that didn't quite materialize, they were hesitant
6:05 am
to issue a proper tornado warning for santa cruz county for scotts valley, but that the advice with the marine activity warning would have been the same for people to take cover and get inside. so they felt like they did issue a warning. maybe it wasn't the warning that people were hoping they got and kris, i mean, we're watching that video of that dash cam, etc. and that sure looks like a funnel cloud to me. but you know, they have to go out and confirm that, yes, indeed, it was a tornado, right? right. and so that that is part of it actually the video that you see, that is part of the visual determination of whether or not there was a twister and then also the debris fields. what they found in san francisco is that the debris kind of went all in one direction. so they thought maybe it's not a tornado. but when they came here, those two meteorologists from the national weather service, they saw that the debris fields were such that the debris was all in different directions. and that is part of the determination as well. and then, of course, they have all
6:06 am
their science and their, you know, their meteorological tools that they use as well. yeah, that makes sense. yeah. that's right. wl, thanks for that update. kris. there will be, i'm sure, much of a cleanup today. thank you. we're going to move over now as well to san francisco. this morning san francisco is also cleaning up after saturday's storm, which brought down a lot of trees in the city. saw a lot of those over the weekend. yeah. you also see today in the bay's bob redell there downtown over the weekend, it was a tornado warning for the city. bob first ever. correct. the first in recorded weather history in the city of san francisco. good morning to you, scott and ginger. on saturday morning, the national weather service did issue its first ever tornado warning for san francisco. where i'm at right now, something that is a common occurrence in the midwest, but unheard of here in the city. later that day, meteorologist dalton beringer, who works out of the national weather service office in monterey, he visited us after to
6:07 am
investigate whether a tornado had in fact touched down here. even though there was a lot of storm damage. they concluded there was no tornado in the city because of the way the trees here fell. they didn't fall in a pattern indicative of tornado activity. they ended up rushing to scotts valley where kris was just at where he. of course you were. we are aware a tornado did actually touch down and caused serious damage. we asked why was a tornado warning issued for san francisco and not for scotts valley and santa cruz county? with the lack of ground verification and just taken into account what had happened earlier in the day, and having the knowledge from us surveying that the tornado actually didn't touch down in san francisco, i think that kind of prompted, you know, a little hesitancy. as you mentioned, the city is still cleaning up after saturday's storm with reports of trees down in places like golden gate park, the presidio, the richmond district, the mission, and bernal heights, among other locations. reporting live here

afternoon. so we'll talk more about that timeline and what you can expect, as well as a look ahead to the rest of the week coming up in a few minutes. but mike right now checks in on some of the gas prices around the bay. yeah, well, today's best ties the bay's best in livermore, which we've been talking about for two weeks. so we'll call out contra costa county, which has the same price as in livermore. 329 the best. now, one station in contra costa county is in concord. it's called ultra on clayton road for that price. san francisco has a number two. 339 those price points are scattered around, but we'll call out speedway on cesar chavez street and then in the south bay. 367 is a popular spot. a popular number for a lot of spots will point out santa clara's diamond, gas and market that's on warburton avenue. but you check the spots near you, there may be some bargains. gasbuddy.com on the roadway. we're already starting to see what seems like a lighter volume of traffic. i do think tomorrow we'll get one last hurrah as far as that volume, but so far lighter. a new crash on the peninsula did show some slowing.

crowds, i hate crowds. merry christmas, you are part of the crowd when it comes to holiday hotspots. will visitors in some cases can cbine with shoppers to create a bit of a crush? north of santa barbara, the tiny town of solvang comes in more with more than a million visitors each year, and that's with a population of just about 6000. what? wow. that's a lot of people visiting. while elbow room may be squzed for the locals, businesses stand to benefit. so we really do see an impact, even at the micro level of small destinations. seeing huge increases in tourism, people bringing their dollars to spend locally at this time of the year because of those holiday attractions. some european destinations, meantime, are starting to experience overtourism. that includes what's billed as santa's home hometown in the capital of finland's lapland. people there
6:19 am
are now asking leaders to institute crowd control measures. oh wow. i mean, solvang is just beautiful in the winter. and of course it's super cold. but like i, it's got to be on your bucket list. it is so fun. yes. and they have very many christmas stores that are open year round, year round. they know what they're doing. yeah, i have a memory. all i remember is good cookies there i don't know. yes that's right. got to bring those cookies for dessert. yes. and hot chocolate. yeah absolutely. you need that this morning as you're heading out because it is not only cold but it's raining. that really makes it hard to get out of bed, doesn't it? okay, so let's talk about how much rain we had over the weekend. and mount diablo measured almost six inches of rainfall from that storm that we had between friday night and saturday morning. marin had over four inches of rainfall, santa rosa over 3.5in of rainfall. now, keeping in mind they're more than doubleheir normal
6:20 am
amount of rainfall to date. and it's raining again. while in san francisco, sunnyvale, we had two inches of rainfall. those are the kind of totals that we saw all around much of the rest of the bay area. and here we go with more rain this morning as we pick it up with storm ranger, our mobile doppler radar, heavy rainfall moving through much of sonoma county and northern napa county. and it's really been picking up for marin county, even though it's been raining steadily there for a while. the red indicates the most intense and heavy rainfall that we're seeing right now on the map, and we'll continue to see this pushing through the bay area through the next several hours. and there is a lot more where that came from. but it will continue to move. and even though there's still a lot of storms out there over the ocean, it's going to change the storm track as we start to see high pressure building and push it back farther to theorth. so today we're in with the rain. tomorrow not so much. we're going to have to deal with this into the morning commute. as we see the green continuing into
6:21 am
the peninsula, as well as the east bay through 10 to 11:00 at noon, still raining and then tapering off later on the evening. commute is looking mostly dry in the north bay. may still have some spotty showers, but it will be ending by then. looking at how much additional rainfall we could expect on top of those totals that we've already seen another half to three quarters of an inch of rainfall. and then into tonight, the temperatures will be dropping once it clears, but we're only going to see it making it up to about the mid 50s today for the tri-valley into the north bay, and upper 50s from the san francisco area down to palo alto, as well as san jose. tomorrow it's looking better. as the rain clears out, we'll get more sunshine and slightly warmer temperatures, and then we continue to see those temperatures increasing a few degrees through midweek. as far as rain. we will see the rain taking a break for a while all the way up to saturday. that's our next chance, and it looks like we could see a soggy part of our weekend. not the
6:22 am
entire weekend, but looking ahead, we will see some more rain coming in and cooler temperatures as well. mike, you were looking for a little difference in our commute. yeah, and we're seeing that kari not in where we see the slowdown. this is the richmond side of the bridge heading to san rafael. we expect to see the build about now, but how much backup? it's hard to tell from this live shot, but we are looking at a lighter flow of traffic through richmond and approaching that richmond toll plaza, approaching the bay bridge as well. but no. in the north bay, highway 37 shows a lot more slowing that rain. see the green really spreading out through the area. more rainfall could cause that slowing out of off of mare island and toward novato. we also have fog registering for highway 4, mild slowing into concord out of pittsburgh and bay point. nothing dramatic there, some slowing through. hayward and the crash. still going north 101 around third. you got one, possibly two lanes blocked. back to you. thank you. mike. a mob of people take to a south bay mall and it wasn't for sale. up next, we'll show you what all the commotion was about this weekend. but first. hey, there it is. day eight of the 12

a milestone day for one of the bay area's largest nonprofits. well, they're helping write a new chapter to support disadvantaged youth in san francisco. the 49ers foundation is creating its first ever legacy beneficiary based in the city, teaming up with a group called a26 valencia. the group focuses on students in elementary through high school, boosting their writing skills and inspiring them to write. foundation leaders say each year it will dedicate $100,000 in funding and operating support to empower bay area youth. when you step into 8.26 valencia, you are transformed into this different universe where reading and creativity and expressionism is embraced. and so we hope that our funding will be able to kind of continue that and to be able to provide more opportunities for the students in the city.
6:27 am
the money will help boost the group's writing centers and programs spread across the city. now, this is the foundation's first formal partnership with a san francisco nonprofit, but for years, it has been involved in supporting city based youth enterprises. meantime, the 49ers george kittle is giving us further proof. he's probably just still a kid at heart. over the weekend, he helped bring holiday cheer to the south bay, where he met kids of all ages at the levi's store in valley fair mall. many lined up for the chance to take a snapshot with kittle or have him autograph niners gear. there you go. some good gift giving ideas. yeah. well, next top stories we're following today, including that tornado hitting in scotts valley over the weekend. today in the bay's. kris sanchez is there this morning. what are you seeing, chris? well, ginger and scott, the sun is not even up yet, and we've already heard the sound of chainsaws as the cleanup continues. more than a day after that ef one hit here

we're live in scotts valley this morning with a look at the aftermath. this is today in the bay. and good monday morning. i'm ginger conejero saab and i'm scott mcgrew. laura and marcus have the morning off. a lot to get to this morning. we begin with our storm coverage cleanup underway in santa cruz county after a rare tornado turned things upside down on saturday. and today in the bay's kris sanchez is live in scotts valley this morning with a look at what's happening after all of that. kris. hi there. so this ef one tornado hit at 140 on saturday. so there have been there's been at least one day of cleanup and yet we're still hearing chainsaws this morning. you can see one of the vehicles here with the windows blown out. we suspect that this is one of the vehicles that was hit by that tornado. now, the bulk of it happened in parking lots here along mount hermon road and not in neighborhoods, although some people did have damage there to
6:32 am
it sounded like an earthquake. it was a big bang. boom. it sounded on this wall. and then the house shook and it sounded like an earthquake. i thought we were hit with an earthquake, but it wasn't. so that is 86 year old carlene leroux. the tornado ripped off part of her roof of her mobile home. she told us that she found it a couple of blocks away during that ef one tornado. tree branches and other debris fell on people outside. at least one person in a car was pulled out and suffered some pretty serious injuries. in all, five people were hurt. some of them were treated and released at the hospital. after the storm, people were shocked, but they were also in the dark because that twister took out power lines as well. we were worried about the business and you know, you couldn't get here because the power lines were down. power was off, you couldn't figure out what was going on. and, you know, again, you never expect something like
6:33 am
a tornado to hit. now, this is the good news, at least for parents and teachers. there was a tree that fell on san scotts valley middle school, but it only damaged one classroom. so classes will be in session as those repairs are underway. now, some people are wondering why there was no tornado warning. like what people in san francisco got. and then we talked with the national weather service, and they said that because of how that warning materialized in san francisco and the fact that it didn't come ashore, they felt hesitant to issue a warning. here in scotts valley, however, there already was a special marine advisory, in effect, a warning of possible waterspouts off the coast. so people did have a warning, maybe not the one that they were hoping to get, but the behavior, the activity, the precautions are the same for people to take cover during that special marine warning versus a tornado warning. so we suspect thatt the will be more talk about what should happen in the
6:34 am
future, although who knows when it could happen again, because these are very rare in our area. back to you. all right, chris, thank you. let's bring in meteorologist kari hall. as chris was saying, very rare. this is the first time ever in san francisco. right. because we normally see them in the central valley, some of the more low lying and flat areas. but we do, on average, get about 10 or 11 tornadoes a year in california. but once again, they're usually not at the coast or in some of the more hilly areas. so seeing that this morning as we are trying to clean up and there is a new round of rain coming in, quite a bit of some pockets of heavy rain moving into much of sonoma county as well as northern napa county. you can see stormranger lit up with that red that we are seeing moving in another round of rain this morning on that already saturated ground. so as the rain falls, expect there to be puddles and the potential of some hydroplaning this morning on your drive. so slow it down. we are going to see this rain pushing from north to south and
6:35 am
continuing throughout the morning into the afternoon. after that we will have a chance to dry out, but as we time it out for you at 8:00, it's still in marin county and over towards sonoma county, approaching oakland and danville, and then into the tri-valley at 10 to 11, moving through palo alto and approaching san jose and then continuing for a lot of the bay area through noon into 1:00 and then eventually tapering off later on this evening. so this will be the last of the rain that we see for at least a few days. we'll have a chance to let that water soak into the ground. we'll talk about what's ahead for the rest of our microclimate forecast coming up in a few minutes. elise, a bit of a break. thanks, kari. well, chris mentioned that people were in the dark, and pg&e crews are making good progress when it comes to restoring power across the bay area. the utility this morning is reporting about 3500 outages. that is down from about 17,000 outages just 24 hours ago. so let's take a live look at pg&e. s outage map. you can
6:36 am
see most of those outages are concentrated on the west side of the bay. and the lack of any orange dots suggests none of those outages is large scale. at this moment. a yellow dot anywhere indicates anywhere that about 50 to 500 customers are impacted. you can track everything with our free nbc bay area app. it's a great resource to have, especially during the stormy weather. our newly redesigned weather section is more accurate than your smartphone, so just scan that qr code on your screen and download it for free. it's 6.35. the man accused in the ambush killing of unitedhealthcare ceo not due in court until next week, but there are new developments surrounding his possible extradition. one source tells nbc news new york city grand jurors may be asked to hand up an indictment against luigi maglione as soon as this week. if that happens, it could speed up the extradition process. at the same time,

should not have to shake an eight ball to get an answer. the fbi has been investigating hundreds of reports of drones operating at night. investigators say they have seen no evidence that the sightings pose a national security or public safety threat. but the new york stewart international airport was forced to shut down its runways briefly because of drone activity. senator chuck schumer wants federal leaders to deploy technology, including robin radar systems, to better detect and track drones. if the technology exists for a drone to make it up into the sky. there certainly is the technology that can track the craft with precision and determine what the heck is going on. lawmakers are demanding action. we need to know who's behind it. but right now, i think law enforcement seems to be the department of homeland security and the defense department are kind of all doing this and pointing at each other. the administration
6:47 am
has repeatedly assured people that they are safe, however, one, we need a briefing for the members of the senate to figure out what's going on here. two we need more transparency. the sightings have residents, investigators and members of congress searching for answers. and senator chuck schumer is pushing for federal legislation that would, among other things, allow local and state police to help track drones. scott. all right. brie from washington, thank you much. now to a live look at sfo, where the holiday travel rush will kick off this weekend. so if you are one of the millions taking to the skies this season, the tsa wants to make sure your travel day goes smoothly. there's the normal advice show up early. don't pack large liquids in your carry on. but if you are packing gifts for others, the tsa, the tsa says you should leave them unwrapped so you don't hold up the line.

49ers players taking part, but mamaybe you did not realize that california, about a year ago, reinstated a cursive requirement for grades one through six. before that, for nearly more than ten years, schools, most everywhere, tried to erase the idea of writing cursive, which many experts now call a mistake. now, states are really starting to see that cursive really helps the brain activity. and currently, right now we have 24 states that have mandated cursive into their legislation. that's up from, i believe, ten states in the last ten years. well, she also says cursive knowledge is really a generational thing with many people in their early 20s and developed handwriting skills. so, of course, all this gave us an idea. if you thought that you would get off easy interning here at nbc bay area, think again. we recently had several today in the bay interns do the

sparking debate. sparking. conversations. okay, well, while we're working on that and practicing, let's get a look at what's going on in weather this morning. and we do have a beautiful sunrise that we can see for now from san bruno mountain. looking at storm ranger, that's our mobile doppler radar. it's parked high above san francisco, where we're getting the best view of all the rain that's coming down in the north bay. but let's talk about how much we've already measured. nearly six inches of rainfall fell between friday night and saturday morning with that last storm that we had, and in marin we had over four inches of rainll, santa rosa three and two for san francisco and sunnyvale. and many of us had rainfall totals like this, anywhere from an inch and a half to two inches of rainfall. and here we go again with another round this morning. and it's been pretty heavy in some spots where we see the reds on storm ranger, that's the heaviest rainfall and it continues to slowly push its way farther off towards the south and east,
6:52 am
while making it so sloppy in the north bay, where we're already more than double our normal amount of rainfall for the water year, and we are getting another round. so that's going to quickly cause some puddling and standing on the roadways. so you do have to slowow down and watch out for that potential of some hydroplaning. and we're also going to see more of that rain creating some snow for the sierra as it goes up in elevation. so we're watching those conditions as well looking at this morning and the rain making it into san francisco as well as oakland by 9:00, into the south bay by 10:00, and then still some lingegering showers into the early afternoon. but for the most part, we will trend a little bit drier later on this evening. after measuring another half to three quarters of an inch of rainfall from mill valley to san francisco, about three quarters of an inch of rain, there could be a lot less for spots like morgan hill. and then we're watching for this last day of king tides. for these areas shaded in green, you may have the low lying areas

flooding. once again. this is due to the gravitational pull of the moon. when it was clear we were able to see that full moon, and then throughout the rest of the week, we will have some drier weather, a chance to let that water soak in all the way up to saturday, where we will see some more rain coming in, and then looking ahead to christmas, as well as the active storm pattern continues. but at days here in the forecast with a mix of sun and clouds as well as warmer temperatures. mike, what's the update on the bart delay? if you're home heading to the bart station, this will probably be what you see for the red line. there will probably be service restored there removing the problem train, but that does mean there are 20 minute delays or major delays for the system recovering. meanwhile, on the roadways we do have backups. pretty typical patterns, maybe a little lighter. watch those conditions. back to you. thanks a lot, mike. happening now. former speaker of the house nancy pelosi is still recovering this morning after she was injured during a trip to europe over the weekend. she underwent

santa cruz county got the real thing today in the bay's kris sanchez joins us live with a lot of questions. kris. well, a lot of folks wondering why they didn't get a tornado warning like the folks in san francisco did, but the national weather service said that they did issue a special marine advisory, which has the same kind of advice and precautions for people, though it doesn't specifically say that there's going to be a tornado. they were warning of waterspouts. now, we do know that that ef one tornado came down mostly in retail areas and overturned. some cars, brought down power lines and trees, and did rip the roof off of a one resident's home. now five people were injured, several treated at the hospital then released, and a large tree fell on scotts valley middle school, but only damaged one classroom. so kids, brush your teeth, eat your cereal because you're going to class in scotts valley. kris sanchez today in the bay. thank you chris. city of san francisco. still cleaning up as well. lots of trees down. city saw its first ever tornado
