the cappy barras. glad you're with me. the chaos continues on capitol hill as the u.s. spirals towards a government shutdown. democrats in the house rejected a bill put forth by republicans and endorsed by trump to keep the government open. just hours later they had torpedoed another bill. brie, good morning. so what derailed it? >> reporter: good morning, frances. so this bill failed along party lines. all but two democrats voted against it. house minority leader hakeem jeffries called the proposal, quote, laughable -- and in a closed-door meeting, lawmakers could be heard chanting "hell no" to the bill. it also could not get enough republican votes to pass with 38 republicans voting against it.

while it did include disaster relief and farm assistance, democrats rejected the provisisions that were cut regarding pharmacy reform. republicans notably cut a provision that would have given district of columbia control of a stadium to be used by the washington commanders. they do not want to raise the debt ceiling now. and they denounced the influence of elon musk in the shutdown crisis. the billionaire came out against the first spending bill before trump did. musk, along with vivek ramaswamy, have been appointed by trump to head a government efficiency board, aimed at cutting $2 trillion from the federal budget. now one republican senator was asked about musk's influence over republicans in congress, and here's what he had to say. >> i think, i think it's somewhat constructive quite honestly. but it's also a little disruptive. but that's what people elected.

federal charges as we discover more from the notebook he was carrying when he was arrested at a pennsylvania mcdonald's. stephanie gosk has details. >> reporter: luigi mangione extradited from pennsylvania and back in new york city, flown in on a nypd helicopter. handcuffed and shackled. >> the police commissioner and i want to send a very clear message that this act of terrorism will not be tolerated in the city. >> reporter: the accused murderer greeted by mayor eric adams and new federal criminal charges, four counts, including stalking and a murder charge that could bring the death penalty. that federal criminal complaint is on top of the 11 state charges he already faces in new york, including murder in the first degree in the furtherance of terrorism, for allegedly gunning down 50-year-old father of two brian thompson, the ceo of united healthcare. >> it was meant to sow terro

>> reporter: it unveils new investigative details. sometime in the hour before the murder, mangione was depicted using a cecell phone. it makes no mention of who he may have been talking to. the complaint also gives details of what was in the notebook police found on mangione when he was arrested in a pennsylvania mcdonald's. the hand written pages express hostility toward the health insurance industry and wealthy executives in particular. according to the complaint, an entry marked august 15th says together.ls are finally coming also adding, the target is insurance, because it hecks every box. another describes an intent to whack the ceo of one of the insurance companies at its investor conference. the complaint says mangione undertook extensive efforts to identify the victim, place the victim under surveillance and track the victim's whereabouts.

the 26-year-old started his day back in a pennsylvania courthouse where he told a judge he would waive an extradition hearing. new york authorities took him into custody immediately and drove him to the airport where a plane was waiting on the tarmac. he then made his first appearance in federal court. he has not yet entered a plea. >> mr. mangione appreciates everyone's support. >> reporter: before the charges were announced, his attorney said federal charges in case like this are highly unusual. it raises constitutional concerns, adding, we are ready to fight these charges in whatever court they are brought. >> and our thanks to stephanie for that report. the man convicted in the delphi murders case, richard allen, is set to be sentenced for killing two teen girls in delphi, indiana. he still maintains his innocence. his legal team says they will not participate much in today's hearing and will instead focus on the appeals process. last month he was found guilty of murdering two best friends,

libby german and abbey williams in 2017. now to the historic trial that shocked france. the ex-husband of gisele pelico along with dozens of other men were found guilty of raping and sexually assaulting gisele for the span of more than a decade. the case revealed one disturbing detail after another. >> reporter: absolutely, frances. this horrific case is being hailed as an example in the fight against sexual abuse against women in france. now the husband of a 72-year-old woman called gisele pelico in france has been sentenced to 20 years in prison after he admitted to have drunk his wife until she became unconscious and invited over dozens of men over the space of a decade to rape her. now 46 of those men have been found guilty of rape, attempted

rape and sexual assault. they were all between the ages of 26 and 74. gisele has been hailed as a national hero and symbol in the fight against sexual abuse in france. not only she refused to remain anonymous throughout the course of this trial, shy even asked for the trial to be public and even asked her lawyers to play out the horrific videos of her abusers in the open court. she said she was fighting this case with her children and grandcldren in mind, because they are the future, and also she hoped that the outcome of this trial will lead to a future where everyone, men and women, could live in harmony and with mutual understanding and respect, frances. >> what a powerful message that is. claudio, thank you. in georgia, a legal victory for president-elect trump. an appeals court disqualified fani willis from prosecuting the

georgia election interference case against trump. the appeals court said an appeals court was wrong in allowing willis to keep the case despite the relationship she formed with a lawyer she brought in for the prosecution. willis said they will appeal to the georgia supreme court. a temporary ban has been placed on drones in parts of new jersey. it includes infrastructure sites like power stations and airports. it allows the use of deadly force on drones identified as threats. meanwhile, a different kind of flying may be grounded as a winter storm barrels across the midwest as record holiday travel is getting under way. according to aaa, nearly 120 million will travel 50 miles or more bet1st. but rapidly-falling snow could put a snag in those plans, a snow emergency was declared in

>> reporter: 10,000 amazon workers and delivery drivers began striking at various facilities across the country, including this one outside of atlanta. california, illinois and new york city. they're asking for better pay and working conditions. and they're calling this the largest strike against amazon in u.s. history. the union says its nationwide action follows what is amazon's refusal to follow the law and bargain with the thousands of amazon workers who organize with the teamsters. amazon said in a statement that the teamsters are, quote, intentionally misleading the public and that their conduct over the past week and the past year have been illegal. they're saying that all of this is going to have a minimal impact on its operations, but it's leaving many consumers wondering just how all of this could affect holiday shopping deliveries, especially since we're just days away from christmas. back to you. >> priya, thank you.
