"early today" starts right now. good morning, i'm frances rivera. we begin with breaking news on capitol hill, where the chaos continues and the u.s. spirals towards a government shutdown. democrats in the house rejected a bill put forth by republicans and endorsed by donald trump to keep the government open. just a day before, trump torpedoed a bipartisan funding bill by publicly coming out against it and demanding changes. last night's rejected bill cut several provisions and also raised the debt ceiling. our capitol hill as lawmakers race to prevent a government shutdown. >> the bill is not passed. >> reporter: a new trump-approved plan failed on the first pass with 38 republicans voting against it. democrats seizing on the republican rift. >> put on your big-boy pants.

we head into the holidays. in washington, alice barr, nbc news. ceo murder suspect luigi mangione is now in new york after waiving his right to an extradition hearing and being flown in from pennsylvania yesterday. the 26-year-old now being hit with new federal charges, including two counts of stalking, murder through the use of a firearm and a firearms offense. in total, mangione faces federal charges in new york, 11 new york state charges and charges in pennsylvania. nbc's rehema ellis has the details. >> reporter: after several days in pennsylvania police custody, luigi mangione was transferred back here to new york to face federal charges. clean shaven and with a fresh haircut he had chaed out of his prison judgment suit into civilian clothes. the judge read the counts against him, including one count of murder through use of a firearm, two stalking counts, one firearm offense.

the 26-year-old waived extradition earlier in the day so nypd authorities could transfer him back to new york city where he faces a 11-count indictment, including murder in the first degree for the shooting death of unitedhealthcare ceo brian thompson in early december. if found guilty, he could face up to life in ison. mangione remains in police custody. he's due back in court next month. back to you. >> rahema, thank you. the man convicted in the delphi murders case, richard allen, is set to be sentenced today for killing two teen girls in delphi, indiana. allen, who faces between 90 and 130 years in prison still maintains his innocence. last month, allen was found guilty of murdering two best friends in 2017.

and in georgia, a legal victory for president-elect trump. an appeals court disqualified fani willis from prosecuting a case against trump. the court said the lower court was wrong to allow fani to keep the case. willis' office said it would appeal to the georgia supreme court. russian president vladimir putin is promising to ask bashar al assad about american journalist austin tice, missing in syria. the deposed syrian president is currently living in moscow. speaking to our keir simmons, putin also said he was open to negotiations and compromise over ukraine. here's keir's report. >> reporter: russian president putin promising to ask syria's bashar al assad, who just fled to russia, about missing american austin tice. i have a letter here sent to you this week by the mother of an american journalist who is missing in syria.

other areas in the upper midwest and northeast could also see a half foot of snow through saturday. so we need to turn to nbc meteorologist angie lassman, who is keeping a close eye on where to expect those delays. >> those visuals are something that folks are going to be seeing here through the day today in a couple of spots. notice that we've still got millions under these winter alerts, and those are going to stay in effect through the day today. much of those have expired for parts of the plains. they now just remain across the great lakes and midwest. green bay, madison, mason city, duluth, even portions of michigan are included in that as we see this system working across this region, eventually arriving into parts of the northeast, bringing additional snow to interior areas there, and even rain across the region here. we're still going to be watching for chilly air to work in and leave us with some of the coolest conditions that we've seen so far this season. but the travel delays will likely be something that we'll have to deal with in green bay, r

with a high of 63 degrees. salt lake city heads to the high 40s. workers took to the pickett lines across several amazon delivery hubs demanding higher pay and better working conditions. many of the demonstrators backed by the teamsters are contract delivery drivers that amazon hires to deliver packages. the union says it represents some 10,000 workers and is accusing the online retail giant of ignoring a bargaining deadline and say that the workers are pushed to the limit. amazon is refuting the claims alleging that the teamsters have tried to threaten others to join them. and while there were some

fire. a disconnect prevents those from happening when the magazine is ejected. that stops the gun from firing, whether a bullet is in the chamber or not. but disconnects are not widely used, in part, thanks to push back from the gun industry. richard pearson is the executive director of the illinois state rifle association. >> basic firearm safety rules take care of everything. that just makes things more complicated. >> reporter: you said you couldn't even find a gun in this >> no.ty that had a disconnect. >> reporter: pearson urges owners to use guns properly and a disconnect could be dangerous during self-defense. >> if the magazine falls out during a struggle, then we have a problem. so you have one round life, it could save your life. >> reporter: nbc news contacted more than a dozen handgun manufacturers. all but one did not respond, and
