it was a late night for lawmakers in washington. the vote coming after midnight. we have a pair of reports. we begin with capitol hill correspondent julie tsirkin. >> reporter: good morning. lawmakers can go home for the holidays after keeping the government open to keep the lights on until march. it gives relief to communities devastated to hurricanes. it came together after the midnight deadline after the demand from president-elect trump and elon musk sent house speaker mike johnson scrambling to come up with a plan. the tesla founder looking at the bill and trump ordering his party to deal with the debt ceiling limit before taking office. speaker johnson worked the phones to find a path forward,

but trump's debt ceiling demand dropped from the package after some republicans and nearly all democrats blocked it. in the end, nearly 200 democrats put the bill over the finish line with 34 republicans voting no. peter. >> julie, house republicans were facing plenty of challenging governing. they have such a thin majority right now. certainly the last week complicated mike johnson's future. does he have the votes he needs to get elected speaker again? >> reporter: that's the question. to stay on as speaker, johnson can only lose one republican vote. democrats vote for hakeem jeffries as expected. there are several more not committed to johnson and the job will get more difficult with trump. >> do you still want to be speaker? >> look, um, being speaker of the house is a challenge in this modern era, but a challenge we accept. a great honor to serve in the

position. i will not say it is the most fun job in the world, but it is a consequential moment. >> reporter: not the most fun job in the world getting reelected as speaker on january 3rd could be a challenge being the easiest thing johnson does. >> a behind the scenes. julie tsirkin, thank you very much. president biden is expected to sign the bill later today. aaron gilchrist is live at the white house with more on that. aaron, what is the president saying about this deal? >> reporter: laura, the president believes this measure will make sure americans will get vital government service into the spring. the white house got behind the revised bill last night, but not without taking a swipe at president-elect trump. as the house voted, the press secretary said biden supported moving forward with the legislation although it doesn't include everything he wanted. republicans walked away from the

original bipartisan deal because president-elect trump told them to. earlier in the day, she repeatedly blamed trump and musk for scuttling the original deal saying they were paving the way for tax breaks for billionaires. ultimately, they approved it because it included the disaster relief and the government running at full strength and eliminates the tax cut for billionaires. the president announced $4 billion in student loan forgiveness for public service workers, teachers and nurses and this administration forgiven $180 million of student loans for 5 million people. >> aaron gilchrist, thank you. now to the scene where the driver slammed his car into the crowded christmas market killing five and injuring 200 others.

we have daniele hamamdjian with latest in london. good morning. >> reporter: good morning, peter. scenes of chaos last night. people trying to enjoy the festive period of time in magdeburg west of berlin when the unimaginable happened. warning, the images are difficult to watch. a car driven at high speed into the crowd and according to the latest official numbers five people were killed and to give you an idea of just how chaotic things must have been for first responders, initial reports indicated 60 people or so injured, that number is now up to 200. many of them severely injured. now in the past hour, the chancellor olaf scholz was at the scene and he promised that no stone would be left unturned. the car that was used in the attack was a rental and the man behind the wheel is now in custody. peter, here's what we know about

the suspect. he's a 50-year-old man from saudi arabia who came to germany in 2006 at the age of 32. he worked as a doctor in a nearby town and believed to acted alone. police searched his home overnight. i should mention the chancellor referenced this is eight ears to the day that the man pledging allegiance to the islamic state plowed his car into the christmas market in berlin killing and injuring dozens more. a traumatic time for people in germany and now this. peter. >> a frightening scene in germany. daniele, thank you very much. shortly after that incident in germany, the nypd would step up patrols at christmas markets in new york city. we bring in the nbc news law enforcement contributor and former secret service agent.

has enough been done to secure these gatherings? we have seen those car rammings in the past. are they full near able targeting? >> they are soft targets. anytime you have a large population of people in a small area, it creates a potential target. from what i understand with the germany market, they did have ballards. >> those are the barricades? >> they don't have the large ones we have here. the driver was able to find a point where he could sneak through. having barricades up like that, concrete ones are really important. they did have police there and the security presence there. they were concerned about knife attacks in germany specifically. they have been seeing a lot of those. i think is wise nypd is stepping up security here. copycats is a big continuing especially with social media. that video will play again and again and again.

it passes around through people so i think stepping up security is really important and then at the same time, you were talking out this earlier, people need to be out there. go do your christmas shopping. you can't also live in fear. >> i want to ask you about that. first of all, to be clear, we don't know if this is a deliberate attack. nonetheless, the fear of copycats is real. for americans doing the last-minute holiday shopping, what can they do to keep their wits about them to make sure they don't fall victim to where they are? >> this happened so fast. seconds it was over. when you are out, just have an wearness. take your air buds out. you can listen. you want all your senses working when you are out there. pay attetention. listen to what shapg. have the awareness. you don't want to be fearful. keep your loved ones close. at the same time, lldo my christmas shopping as well.

the tsa says it will screen 39 million passengers through january 2nd. the winter weather is contributing to travel delays. snow has been falling across the northeast and strong winds and temperatures below average will impact the midwest. that led to ground delays, including here at o'hare yesterday. those were part of more than 9,000 delays across the country on friday and about 500 cancellations. so far today, we're looking at about 600 delays and more than 100 cancellations. there is some good news for the 107 million people aaa says will drive this year. the price is above $3 per gallon. if you are planning to travel with gifts, make sure they are unwrapped. you can travel with the gift bag like this, but leave the tissue paper at home so the tsa agent can see the contents inside.

emergency proclamation is allowing for more resources to track the virus. the governor declared that state of emergency earlier this week. the bird flu has been detected in 650 dairy herds in california. state and local agencies will have more staff to monitor the bird flu, and people who work closely with poultry and dairy cows. doctors say scientists already have the capacity to detect h5n1 in labs, which gives us greater visibility into its spread. but what's concerning about flu viruses like this one is that they are constantly mutating. what seems to be a bit new with this is just the large number of animals that are infected, particularly in north america, where there's concern that we might become the epicenter of a mutati that leads to an outbreak. and so it really falls upon us and our public health labs to do this. close monitoring the usda to test milk and test animals. one expert

let's head to the flurry of drone sightings across the northeast. the faa added more temporary drone bans in new york and new jersey as officials contininue investigate the mysterious sightings. priscilla thompson is live in new jersey with more on if it the bans are working. priscilla, good morning. >> reporter: laura, good morning. it may be too soon to say whether or not these bans are working or not. the bans in new york went into effect yesterday impacting 30 sites, including all of the major airports. that follows restrictions put in place in new jersey across two dozen communities just on wednesday. now we reached out to a dozen different police departments across both states and none were able to tell us whether or not they see a definitive decrease in the number of sightings in drones in the air. the nypd did tell us this ban is a welcome measure. >> having more restricted spaces that allow fewer drones to be

flying in the sky is a good thing and that should absolutely quell public concern further. >> reporter: and the nypd also told us they are not actually tracking or seeing more drones, but they are thinking more people may be looking up into the skies and seeing them and then reporting them. now, as for the bans, mo of them will remain in effect through mid-january with the possibility they could be extended. laura. >> priscilla, what about who's behind this? do we haveany more information about who is flying the drones? >> reporter: laura, unfortunately, that remains a mystery. all authorities have said is they do not believe this is any sort of foreign versary and does not pose a national security threat. authorities said a lot of the sightings are drones flown legally and planes that pose no threat. laura. >> priscilla, thank you. angie is joining us with a look at the forecast a few days

temperatures, wait a while. mid week, we see things moderate out. back to more typical temperatures this time of year. from the low 30 on his monday in philadelphia to the high 30s on tuesday and return to the 40s. that's a look at the weather across the country. let's in san francisco. i showed you the north bay, where it's already raining. but those showers will push through the city. so anybody heading to do some shopping or see some friends bring that rain jacket with you and the umbrella. we'll see the showers throughout the day. they will be spotty as it carries on through this weekend and pushes on further east and south. there will also be some dangerous surf at the coast, so be careful of that and that will co and that was a look at your forecast. check this out. we have a big game coming up and temperatures at arrowhead are bitter cold. skies will be dry and sunny conditions as the texans take on the chiefs. bundle up. temperatures in the 30s.

thank you for joining us on this saturday, december 21st. i'm kira klapper. a bay area department police department is offering a $100,000 hiring bonus. fremont pd says it will

give that bonus to a handful of qualified officers. the new employees will have to be experienced officers coming from other police departments. the city says that bonus is necessary to set apart fremont from departments nationwide. struggling to recruit enough officers. it's a big number. it is going to catch the attention of some, and that's the intent behind it. there are many great police departments out there, and we're all competing for the same group of talented individuals. the $100,000 bonus will be paid out over five years, with the officer receiving 50,000 in the first year. fremont also is giving its current officers a 2% raise and paying double time for any mandatory ot shifts. we're going to check in with cinthia pimentel now with a quick look at our microclimate forecast. and stormranger is picking up on that rain up in the north bay becoming a little bit more widespread, pushing in from the coast towards parts of novato,
