chilly as we welcome the first day of winter. happy winter solstice to you. the shortest day of the year. thanks so much for starting it with us. i'm kira klapper cinthia pimentel has a quick look at our microclimate forecast, and it looks like a lot going on behind you. we are starting this new season with some rain kira. good morning. good morning everyone. right now stormranger tracking most of it through to the north bay. so anywhere from fairfax up to santa rosa and east and towards napa, we saw those ominous clouds through the city. we are looking at some light returns through parts of the city down into half moon bay. still dry down here in the south bay, but it should push on through. we're going to keep it mostly scattered as we go on into today and tomorrow. now what you will notice is as you peek towards the coast, we are also looking at that high surf advisory not only for today, but into the next couple of days as we look at that stormy pattern continuing into next week. so all timing out for you. if you have any holiday travel plans, i'll be back with that in about

15 minutes. kira all right, cynthia, we'll see you soon. thanks. well, while you were sleeping, a government shutdown was narrowly averted in the 11th hour. the country has enough funding to keep services running and paychecks going to federal workers and military members. president biden is expected to sign that legislation today. but as nbc's alice barr reports, this could happen once again come march 14th. after a tumultuous week that tested house republicans leadership and loyalty to president elect trump, the house finally passing a bill to fund the government in the final hours before a midnight shutdown deadline. the bill is passed. the house republican crafted plan keeps the government running through mid-march, while providing much needed disaster relief for hurricanes helene and milton and aid for the nation's farmers. we're grateful that everyone stood together to do the right thing. it all comes after president elect trump and his billionaire cost cutting

adviser, elon musk, blew up a separate bipartisan deal because they argued it had too much rolled into it. the president elect also demanded a new deal extend or eliminate the nation's debt ceiling. but that plan failed, with 38 republicans voting no. the plan that passed does not touch the debt ceiling, leaving a thorny issue for president elect trump to handle and leading democrats to claim victory, too. house democrats have successfully stopped the billionaire boys club. we didn't give trump and elon what they wanted. i think it's a win. democrats flexing what muscle they have as they brace f for te balance of power to shift to republicans. with president elect trump in the white house, he is a force of nature. now, is it a at times disruptive force of nature? absolutely. but listen, business as usual is not working particularly well this week, offering a preview of what's to come in the new year. president biden has been quiet throughout this process, the

white house press secretary saying the president has been in touch with top congressional democrats, but that he's been viewing this as a republican made problem that was on them to fix. in washington, alice barr, nbc news. new. this morning, one person was killed in a construction zone crash on a bay area freeway. it happened around 145 this morning on northbound 101 in redwood city. the california highway patrol says subcontractors were setting up cones near the whipple avenue ofamp when a subaru crosstrek veered into the coned off construction zone, crashing into the work truck. the workers inside that truck were not hurt, but the driver of the subaru died at the scene. the far left two lanes remain closed on northbound 101 through redwood city for previously planned roadwork. happening today a funeral for one of the three piedmont high school graduates

killed in a fiery crash the day before thanksgiving. 20 year old jack nelson will be honored by family and friends later this morning in his obituary. loved ones say the football, soccer and lacrosse star was an avid adventurer and will be remembered as a young man of character who had a strong faith throughout his life. nelson was back home in piedmont from cu boulder, where he was a sophomore studying business. in a social media post, his fraternity remembers jack nelson as a, quote, bright light. he died along with friends sean dixon and krista tsukahara, when the tesla cybertruck they were riding in crashed and caught fire. one person survived. the funeral is at 11 this morning at corpus christi catholic church in piedmont. now to oakland, where police are investigating what they're calling a double homicide. it happened inside an apartment at fairmount and kempton avenues. oakland police are only saying that two people

were shot and killed inside that home. we will bring you more information on the investigation as we learn it. back to that bizarre shooting in san francisco. we've been covering since last night. a security guard killed by san francisco police in front of an upscale store in union square. investigators say there are two crime scenes today in the bay's christie smith explains boards went up in the windows of the dior store in san francisco's union square. they're covering bullet holes left behind after a deadly shooting involving san francisco police near grant and post streets. police say this all started when police got calls of someone driving erratically and swerving onto the sidewalk thursday evening. the suspect was driving quickly on the sidewalk, and it appeared to be chasing a person on a bicycle. whi doing so, there were two young women that were coming out of chipotle. one aged 18, the other age 17, that were

struck by the vehicle. thankfully, they have minor injuries. kevin mcwilliams says he happened to see se of the aftermath of the initial crime, when the driver hit two teenage girls coming out of the restaurant. that end of it was was really well taken care of, and there was just weirdness going on outside. the police kept flirting up the street. police say after hitting those two teens, the driver continued chasing a man on an e-bike, ultimately ramming into him and knocking him to the ground. investigators say that bike rider then ran from the scene as the suspect tried to put his bike into his car. that's when officers started trying to track down the suspect. hours later, we figured where the suspect was located, which we believe he was employed as a security guard in front of the dior store at grant and post. police say at the time they confronted him, he was in a car. after an attempt to take the suspect into custody was unsuccessful. the officers were involved in an officer involved

shooting. the details of that officer-involved shooting are still being figured out. we're still looking at all the evidence. the assistant police chief says they're still sorting out exactly what led officers to shoot. he also said they found a gun on the ground at the scene, and they believe it belonged to the man. police shot a man that family and friends have identified as pete hodge. this information that just came out to me, so it's pretty still shocking. we spoke with a man in the security industry who knew him and learned about what happened through a social media post. while he didn't know the circumstances, he offered his condolences. with this time of year, what's going on? my heartfelt condolences go out to his wife, his family. christie smith today in the bay. back here locally, police are applauding prop 36, saying it's already making impacts on the community. prop 36 went into effect on wednesday, imposing tougher penalties for retail crimes and drug offenses.

antioch police say this week they caught and arrested someone stealing items at a target and loading them into his car. officers sayay because of the suspect's history of theft, they were able to charge him with a felony as opposed to a misdemeanor thanks to prop 36. we are just a few days away from christmas and hanukkah, and people in the willow glen neighborho of san jose are demanding answers as to why someone vandalized a slew of cars. nothing was stolen. they were just vandalized. and we have the new video shared with us this morning. here's today in the bay jocelyn moran. residents are dealing with a big problem. a number of windshields were smashed on several cars just a few days before christmas. the grinches are out in willow glen this holiday season. surveillance video from a home on glen erie avenue captured the moment someone gets out of a car and appears to hit the back windshield of a car, parked and then leaves. the owner of that car wasn't the only victim. one resident shared video showing a

line of cars parked with their back windshields broken. marina, who didn't want to show her face, is one of the victims. she says she saw at least nine cars with smashed windshields, but nothing was stolen from her car. in fact, at least three victims say nothing was taken from their cars. marina is putting a cover over her back windshield while she waits to get it repaired. cerritos estamos decimos como puede pasar esto ahorita. asi es tan con muchos gastos. marina asks herself, why now? why? during the holiday season when there are already a lot of expenses? san jose police confirmed one victim called to report that their car had been broken into. residents say they thought police were on their way. they had told the other guy that police was on their way, so we were waiting here for like an hour and nothing. so i decided to call the non-emergency line and it turns out like there was never a police coming, so we had to file everything online on our own. what about the people that start at 2 a.m, 3 a.m. that are walking to the car? there's growing frustration over what some say is an ongoing issue in

♪♪ just a slight cotton candy sky there as we're looking out in san jose. much nicer than the cloudy, gloomy conditions in san francisco. cinthia pimentel will be along in just a few minutes with your full microclimate forecast. but first, we take you overseas to germany, where the death toll in the car ramming attack at that chrtmas market last night has risen to five people. more than 200 were injured, many seriously. authorities arrested a suspect. they say he is a doctor from saudi arabia who has practiced medicine and lived in germany since 2006. today, people placed flowers at a makeshift memorial at the door of a nearby church in remembrance of those victims. more driverless cars might hit the roads across the country.

the national highway traffic safety administration, or nhtsa, has announced a new national framework called the evy step program. the agency would make driverless car companies have an easier route before they can deploy the vehicles. in exchange, nhtsa is requesting more data from the autonomous vehicle companies to build more public trust in the technology. the program is voluntary, and there are plenty of critics. the focus should be really on several things. if you're the national highway traffic safety administration, things that we can be doing right now to make our roads safer. things like combating distraction and impaired driving, and what they should be doing in autonomous vehicle space is focusing onn promulgating standards to make sure these vehicles are operating safely. this program does none of that. currently, there are no federal regulations for autonomous cars, so individual states make their own. in california, the dmv is

responsible for regulating driverless cars. this new national program still has to go through a slew of federal regulations before it can be implemented. it is set to be handed to president elect donald trump's new administration. well, we have a new message from police in the east bay. they say keep the christmas cheer legal. officers spotted this car on highway 880, in hayward. it is decked out with festive spirit, but it's actually illegal to have extra lights on your cars exterior. the sergeant told the driver to remove the lights. officers are reminding everyone that safety comes first, and christmas lights should stay on your home or on your tree. a special christmas celebration for children in san francisco. they all share a sobering reality they're missing one parent due to being in prison, being killed, or being a victim of domestic violence. the san francisco archdiocese hosted the

annual event called christmas angels. 200 kids and their families gathered at saint mary's cathedral with presents. they got their faces painted, they got a pizza meal, and even there you see photos of santa. it all ended with that. a christmas themed conga line. it's more than a distribution of toys. it's about building relationships with the families that we care for. this is a time for them to be able to come, to receive some love, some hope, and some joy during the christmas season. some volunteers are formerly incarcerated. they helped out with the program to give back to their community. this event in san francisco is just one part of a program that operates all year long, supporting families impacted by violence. well, goodness, we are four days away from christmas and hanukkah, and yared says it is ready to track santa's flight on christmas eve. thousands of kids every year use

the north american aerospace defense command to track santa claus. some even call into the command center, looking to speak to the big guy himself. tracking santa claus all began back in 1955, when a sears catalog printed a phone number to call santa claus, but it was actually the number for what is now norad that sparked the tracking website we use today. a historic trolley is bringing holiday cheer to the bay area this weekend. vta is reviving its nearly 100 year old trolley car through downtown san jose. we told you about this a few weeks ago. it's actually coming into town this weekend. it was built in italy back in 1928 and then donated to california in 1986. the trolley will make an appearance all weekend, and it will run between the civic center and diridon stations free of charge. so how will the forecast be for some trolley

riding? let's check in with cinthia pimentel and bring a rain jacket. you know, since it is an outdoor event. but right now most of the models are hinting at the rain staying to the north bay on this first day of winter. and you can see it right there, santa rosa on the right hand side of your screen. soggy roadways through 101. we're just cloudy through pleasanton, san carlos, and san jose. so here's stormranger a good tool to download as you kind of go out and about this weekend. you can track the rain with me. see those returns mainly sticking towards the north bay. but it is spotty at times and we are looking at more of that moisture coming in through the peninsula, parts of belmont, but still dry towards the tri-valley and san jose at this hour. so let's take it hour by hour for you. and i'm looking at maybe still those spotty showers with those areas of the yellows and oranges. tracking the chance of some thunderstorms up there for the north bay. if you're not up there in that region, you'll just notice some mostly cloudy skies, but still carry that umbrella with you and make sure that those windshield wipers are in good shape. this

one will be a pretty decent setup to what is ahead, as i'm tracking more storms going into the holiday week, so anywhere from 2/10 to maybe a quarter of an inch higher in those north bay mountains where that rain will sweep on through. we just also started that high surf advisory. you'll notice some really choppy waves out there. so if you have friends and family visiting over the next couple of days, maybe stay away from the coast. we're looking at those large breakers going in and carrying a lot of energy as we track not one, but two atmospheric rivers. the next one, well, the first one will arrive as we go on into late tomorrow. on into monday. you see that connection out towards ththe ocean. it will also bring about some gusty winds. and there's that more powerful one that i'mooking at as we go on into tuesday, christmas eve, right there through parts of the bay, still a soggy parts of down into southern california, those mountain snow areas. so really that will put a damper in our weekend in our holiday week

plans as people start to drive and we notice that we add a lot more rain with this system 23rd into the 24th. we're looking at some spots highlighted up there in the north bay, 2 to 3in, possibly even five in those mountains, and we'll see how we get a fair down here in the south bay with that rain shadow effect. now, if you're traveling to the sierra, we look at a couple of inches for today, but we add on piles of it as we go on into that week with the series of storms that are coming into the state next couple of days in san francisco and the peninsula, watching out for that dangerous surf, those gusty winds at times 50s and 60s and that stronger storm. now, i did talk with santa and i think our gift will be dry weather for christmas day. it's just that strong storm on christmas eve as people head to, you know, family members houses and things like that. oh, wow. okay. we need to talk off camera about your connection to santa, because my sons will be very interested in that on t cinthia. thanks. 21 past the hour. we have much more ahead on today in the bay coming

tom has found a mother daughter duo doing their own good in san francisco. here's their story in this morning's bay area. proud. the history behind family holiday traditions is often lost to the past. there are some things we simply do because we've always done them. no one remembering when they started. we're going to try for these people, but not darnell tasker and daughter zoe gomez. yeah, of course you can. they know exactly when their tradition of biking around san francisco, handing out socks to those living on the street started. it started 2020. so it was the pandemic, and we were just thinking about how to make christmas special because it was

a really hard time. we were really isolated. we have all these boxes of socks. it was actually zoe, then just seven years old, who first came up with the idea of cheering themselves up by cheering up others. i like helping other people a lot. i like helping a lot in general too. now, what's interesting is that darnell and zoe didn't know they were starting a tradition at the time. it wasn't until the next holiday season rolled around that others let them know. one of my clients said, i want to donate socks. and i thought, okay, well, i guess we'll do it again. and then a couple other people donated and we went out. and then the following year, someone, i think someone else was like, are you doing your sock thing? and i'm like, yeah, we're doing our sock thing. happy holidays. would you like some socks? so that makes this year the fifth year for what darnell and zoe call their cozy toe sock sprinkle. the pair did

bay to oakland, where police are investigating what they're calling a double homicide. it happened inside an apartment at fairmount and kempton avenues. oakland police are only telling us that two people were shot and killed inside that apartment. we'll bring you more information on the investigation as we learn it. a live look now to dc and capitol hill, where congress narrowly avoided a government shutdown ahead of this busy holiday season. the senate approved a spending bill in the early hours of the morning, and now that bill goes to president biden's desk to be signed today. the bill temporarily funds federal operations as well as disaster aid, but it does not includude president-elect donald trump's demands for a debt limit increase. house speaker mike johnson says trump is happy with the outcome. the democratic controlled senate passed the bill just after their midnight

deadline. it had earlier passed the republican controlled house with representatives with bipartisan support. 83% of those who are affected by the government, of the government pension offset, which we repealed tonight, are lower income women. so this is a great accomplishment to eliminate these two inequitable, unfair provisions of the social security act. it's going to make a big difference. president biden, again, is set to sign that bill today. the senate will reconvene in a couple of weeks on january 3rd. by the way, that increase only lasts until mid-march. back here locally, wilshire won't she? democratic congresswoman barbara lee may or may not run for mayor of oakland. lee, who leaves congress early next year, posted on social media that she is

considering running. lee says she will announce in early january her plans. a special election to fill the seat vacated by the removal of mayor sheng thao is scheduled for april 15th. charges have been dropped against all police officers involved in a deadly police encounter. it happened in 2021. it was a man named mario gonzalez who died while in police custody in alameda. the new alameda county district attorney or the interim alameda county district attorney, dropped the charges yesterday against officer eric mckinley. he was the third and final officer accused in the death of gonzalez gonzalez. you can see in that body cam video, died in police custody when officers pinned him to the ground while trying to detain him. the county coroner at the time cited methamphetamine as the cause of death, but an independent report determined gonzalez died by

asphyxiation. then district attorney pamela price chose to file charges against those three police officers. the da's office yesterday blamed inconsistencies from that independent forensic pathologist for the reason charges were dismissed. charges against the other two officers were thrown out in october after the da missed a filing deadline. alameda police confirm officer mckinley will return to the patrol division now that the charges against him have been dismissed. a bay area police department is offering a $100,000 hiring bonus. fremont police says it will offer that bonus to a handful of qualified offirs. the new employees will have to be experienced police officers coming from other police departments. the city says the bonus is necessary to set fremont apart from departments across the country, struggling to recruit enough officers. it's a big number. it

is going to catch the attention of some, and that's the intent behind it. there are many great police departments out there and we're all competing for the same group of talented individuals. the $100,000 bonus will be paid out over five years. the new hires will receive $50,000 in their first year. fremont also is giving its current officers a 2% pay raise and paying double time for any mandatory overtime shifts. california state officials are sharing how governor gavin newsom's emergency proclamation over bird flu is offering more resources to track the virus. the governor declared that state of emergency earlier this week. the bird flu has been detected in 650 dairy herds across our state. california and local agencies will have more staff to monitor the bird flu, as well as people who work closely with poultry

and dairy cows. doctors say scientists already have the capacity to detect h5n1 in labs, which gives us greater visibility into its spread. but what's concerning about flu viruses le h5n1 is that they're constantly mutating. what seems to be a bit new with this is just the large number of animals that are infected, particularly in north america, where there's concern that we might become the epicenter of a mutation that leads to an outbreak. and so it really falls upon us and our public health labs to do this close monitoring. the usda to test milk and test animals. that doctor with the renowned uc davis school of veterinary medicine tells us about half million cows are currently under quarantine because of the bird flu. well, back to the holidays. christmas and hanukkah begin on wednesday, but as we always seem to say, the holiday rush is on.

but get this triple a says this year it's a travel season for the record books. slet's take you live to sfo. today kicks off the start of the holiday travel period. although i've been seeing a lot of traffic going to sfo every day, we know there are one hour long delays today at sfo at least this morning. triple a is predicting 7.8 million people will take to the skies. the rush of travelers hasn't slowed down, at least at the oakland airport. lines were long yesterday. we are told they moved smoothly. we spoke with one traveler who said he was feeling good. yes, this holiday is not as stressful. you know, normally it's a little stressful, but this holiday is not as stressful. it's wonderful. okay, mr. douglas, i need your help making mine less stressful. in all, 119 million people are expected to travel nationwide. the majority will drive triple a says other modes of travel like cruises, trains

and busses have increased this year, hitting 4.5 million people. it's the most in two decades. well, speaking of, is the holiday shopping season giving you anxiety? you are not the only one. here's our marcus washington with new numbers and some help. hey, kyra, can you believe it? we are less than a week until christmas day. but you know what? there is a new survey that says many americans are stressed out about spending all the money associated with the holidays. that no doubt includes those trying to make it in the bay. i want you to take a look at these new numbers here. this is from intuit credit karma. 44% of americans say that they feel pressure to spend more than they can afford. one third say they are heading into the holiday season with more than $5,000 in debt. 21% say that they can't care less about making good financial decisions during this time of year. now, a consumer financial advocate with credit karma says there is one thing that you can do to help you save some money during this

that are pushing through. stormranger is right there. our exclusive mobile doppler radar on top of san bruno mountain. we see that rain pushing in through the heart of the bay up towards the north bay. it did start out there this morning, but it is starting to become a little bit more spotty, a little bit heier as you move right now through vallejo, parts of the 680, but still remaining dry through most of the south bay. we see that line of showers starting to push on through and through parts of los gatos. now, it's not going to ruin our weekend. it will be spotty, so just carry that umbrella in the car and a jacket as we time it out, hour by hour for you seeing some of that activity dying down as we go on into 1011 this morning lunchtime, you can expect some spotty showers through parts of the peninsula, oakland, up towards fairfield and vacaville and down into the south bay. maybe some light rain as we go on into three 4:00 this afternoon. the other thing that i talked about at the top of the hour was that dangerous surf that is coming in the next couple of days, with all of that energy pushing on with the

atmospheric rivers, we do go into that high surf advisory today continuing. and notice there, as we see those blobs of purple, we're looking at maybe some 2020 five feet breakers. and that will continue into the next couple of days. christmas eve is our strongest storm that i'm looking at, so let's get into it. we go on into late tomorrow, on monday, seeing that rain pushing in. really the stronger one will be christmas eve. those totals are going to start to ramp up the soils. trees could become an issue and also the gusty wind as we look at a pretty soggy state. so anywhere that you're traveling, just make sure you're giving yourself enough time. and also driving carefully. i'm looking at some sierra snow as well. the good thing is that christmas day should remain dry, so that will be my gift to you. but after that we get into some more active weather after christmas day, so temperatures not bad as we go on into the next couple of days, mainly in the 60s and through our inland valleys. just remember to keep those umbrellas

players are really kind ofof latching on to the coaching that, you know, the coaching staff is kind of everybody's just kind of coming together. and then he did say, we got to lock in dre greenlaw for next year. and that's how these guys think about it. where you it should be that dre greenlaw is more important to the 49ers than he is to any other team, because they know what he's all about and they don't have to project how he would be in a new system or anything like that. so i just wonder if the 49ers will meet much competition for greenlaw just because he's coming off a severe injury and a torn achilles, and it did take him ten months to get back on the field. so it very well might be, you know, how he looks for the final three games of this season will determine what other teams think about him, or if the 49ers are going to have a clear and easy path to resigning him. and

mcdonald's and 7-eleven are. people are being urged to avoid that area, as eastbound lanes of dakota road are closed. also new this morning, the california highway patrol says someone was hit and killed around three this morning when they were walking on highway 101 in san francisco. it happened in the southbound lanes just south of the 280 connector. the driver is cooperating with the chp is investigating. all lanes are now back open and also on highway 101, this time on the peninsula. a person was killed in a construction zone when they crashed through a cone zone, where caltrans subcontractors were working. the driver hit their truck. they were not injured, but the driver of the car did die at the scene. this happened in redwood city near the whipple off ramp. police and the chp are investigating. some much lighter news. let's go to the forecast. cynthia has one last look before we go. well, there will be some rain in that forecast. yes. still continuing
