house. thanks to his lifetime of service, the tributes pouring in from around the world, plus east bay squirrels turning into predators. ahead, we hear from a scientist who's been studying the strange new habits and a live lk outside. we're approaching the new year. tracking how that weather is expected to shape up for your celebrations. this is today in the bay. well, good morning everyone. good monday morning. i'm scott mcgrew in for marcus washington and i'm laura garcia. it's the last monday of the year. we're going to have a look at that monday morning commute in just a moment. see if folks are maybe on vacation. maybe some are back. we'll see. but first we'll look at the forecast. cinthia pimentel is in for kerry this morning. good to see you. good to see everybody. yeah it's our last monday of the year. and we are starting with a frost advisory now. it is only for the north bay right now. yesterday i told you that it was going to be for the south bay foothills as well, b but the numbers just didn't come down as

we were expecting them to. so the blue here on your screen is that frost advisory up towards the north. but tomorrow we will add that freeze warning the purple as those numbers are expected to go colder. so look at our map right now, the 30s up there in the north bay. the reason for the frost advisory. everybody else, mainly in those low to mid 40s with a few spots out there in the tri-valley at 38. now as we talk about those cold numbers, the good news here is that we are getting rid of the rain for a couple of days. mostly sunny for you to get that monday started. and yes, we're looking out towards new year's eve. the good news is dry weather there, but i need you to bundle up as you step out the door for those plans late at night. not too early to talk about the weekend. i think we will be talking about another chance of rain, but that is far out. and right now mike is looking into the current road. what's going on with the crashes right now? that's right. the conditions are great right now, but we do have two crashes to report here. the first over on the hayward side of the san mateo bridge, approaching the toll plaza. word of a crash invovolving a semi truck. no

injuries reported. this is right at the toll plaza, but it looks like traffic is unobstructed as far as the volume going through. pretty light right now, so we'll track that. meanwhile, in the south bay also, there was a good deal of slowing until about ten minutes ago. south 280 the onramp at foothill. reports of crash there. the onramp may still be blocked. watch for that in the area. you can get over to magdalena i think should be okay. but southbound into the south bay. the south bay itself is just fine. back to you. thank you. mike. well, this morning, tributes are pouring in to honor the life and legacy of president jimmy carter. the nation's 39th president died yesterday at his home in georgia, 100 years old, he was the nation's longest living president. today in the bay's chris pallone joins us from washington with more about how people around the nation, around the world are remembering him. good morning chris. yeah. scott and laura, good morning to you. of course, his time in politics and the white house was just one small aspect of jimmy carter's life and legacy. after his time here in washington, he

spent the rest of his life trying to make people around the world's lives better. people in atlanta have been leaving flowers and notes outside the carter presidential center. remembrances for the nation's longest living president, who died sunday at 100 years old. the tributes pouring in from around the world and across the nation. a moment of silence before the washington commanders game outside d.c, new york's empire state building lit up in red, white and blue. the flag atop the white house lowered to half staff. this is a sad day. president biden, vacationing in saint croix, remembered his longtime colleague and friend and reflected on his legacy. jimmy carter lived a life measured not by words but by his deeds. he forged peace, advanced civil rights, human rights, promote a free and fair elections around the world. my name is jimmy carter, and i'm running for president. biden, then a senator, was the first politician outside georgia to

endorse jimmy carter's bid for president in 1976. he sometimes called america's greatest former president a nod to his life of diplomacy and service. after his one term in the white house. i say peace and human rights and treating everybody the same has been what i hope will be my legacy. president biden said the thing that convinced him to endorse jimmy carter for president is the same quality that endeared him to generations of americans over the last 50 years. jimmy carter is an example of is just simple decency. simple decency. and i think that's what the rest of the world looks to america for. while pointing out their many differences, president elect trump said on social media, jimmy carter did everything in his power to improve the lives of all americans. for that, we all owe him a debt of gratitude. and president biden has declared january 9th to be a national day of mourning for former president jimmy carter. biden has long

said that he will deliver a eulogy at carter's state funeral, which will happen here in washington sometime over the next few days. scott and laura, back to you. all right, chris,, thk you. nice tribute there. the legacy of former president jimmy carter is one that will be remembered for generations to come. and some of his most notable moments of his presidency happened in his first year in office. on day two, in the white house, he proclaimed a presidential pardon for draft evaders in the vietnam war. a few months later, in march, he arranged a meeting between his staff and lgbtq activists. it's credited as the first ever formal discussion of gay rights within the white house. later in that year, he posthumously awarded the presidential medal of freedom to doctor martin luther king, jr. nearly a decade after the civil rights activist was assassinated. coming up this morning on the today show, we'll continue to celebrate the life and legacy of former president jimmy carter. coverage begins at 7:00 this morning, right after today in the bay. 506 squirrels

in the east bay turning carnivorous. a team of scientists have been studying the animal's behavior in a park near martinez, and say the squirrels faced an unusually high population of competing rodents, notably voles, that peaked in june and july. the squirrels have been hunting and eating the voles. an ecologist says there's no reason to be alarmed about meat eating squirrels. they could switch back to consuming seeds and plants when the voleopulations wane. it's going to be really interesting to see next what happens and whether this influences the squirrel reproductive rates. and as part of a long term study, we can go back next summer and see where we land now. doctor smith adds her team has not seen an increase in size or aggression with the carnivorous squirrels in the park up in the sierra. the rain and snow made for some tough driving conditions. traffic on i-80 slowed down last night as caltrans crews checked to see if drivers had changed. those who didn't. many of them

at least ended up at a packed gas station parking lot. some people say they were stuck for hours as they waited for worrs to help them put chains on their cars. it's our first time coming up here, and then none of us know how to put the chains on. do your studies learn how to put it on before you come down here, and then be prepared for anything. the weather is so bad out here. we're driving back. forecaster cinthia pimentel joins us now. you got to be prepared. like i told you s so u live and you learn. i told you so. you live and you learn. you know what? and right now i was checking in with mike. i think there's only some screening for chains on 80. as the weather is starting to let up a little bit. so let's go and take a look right now for people headed there to the holiday week ahead. currently 23 degrees. but that looks gorgeous out there in south lake tahoe. and look there's no warnings for me for the next couple of days. if you want to go look at those clear conditions as we take it on, not only for new year's eve, but

only today, but into those new year's eve plans. we'll talk about it coming up. all right. we do talk about fog. we often think the golden gate bridge. but look at this beautiful view from sutro tower. we have a smooth flow across the bridge itself. and no fog here. we did have ben move the camera around in dublin. we'll show you what he found. but first let's check the view of the business world with bertha. hey mike, good morning to you and good morning to you in the bay area. wall street set to open a bit lower as we kick off the last two trading days of the year. the dow, nasdaq and s&p 500, though, are just shy of record levels, with the s&p and dow up more than 25% and 14%, respectively, both on track for their best year since 2021. the nasdaq, meantime, is up more than 30% this year and is on pace for its longest quarterly winning streak since 2021. in focus this holiday shortened week, we're going to get data on housing, jobless claims and manufacturin.

defaults on credit card loans are apparently at the highest level since 2010. industry data shows that lenders wrote off $46 billion in seriously delinquent loans in the first nine months of this year. that's up 50% from a y yeargo. write offs occur when lenders decide that it's unlikely a borrower will ever pay off those debts. moody's analytics says high income households are fine, but the bottom third of consumers are just tapped out, with savings rate near zero following years of high inflation and interest rates. meantime, youtube is testing a floating play something button that will pick a video for you 9 to 5. google reports it uses the youtube shorts player to show videos, regardless of whether they're vertical or standard format, and the feature is similar to the random video picker. netflix

retid last year called surprise me, which originally launched in 2021 as play something. now, i'm not really sure. i'm not sure about this because it seems like once you go into youtube, they're already showing you all sorts of random things, sending you down the rabbit hole. for me, it's all about, you know, cute cats, cute dogs, cute babies. i don't know, as mine is cooking shows. it's always cooking shows with my algorithm. yeah, it's interesting to see how they differ. my husband's are like mechanics and building things, and mine's like lipstick, you know? thanks, bruno. thank you. well, in san francisco, thrive city and the warriors marked the fifth night of hanukkah with a special celebration. the event featured music from a jewish band, festive treats like latkes andelly donuts, as well as a menorah lighting ceremony and give a place for jewish people and other people to scover hanukkah. it's all about ging light, and it's so special that we're all out here doing that.

and i just want to thank chase center and everybody involved for making this space for our community. the eight day celebration ends on thursday. well, 2024 is almost behind us. part of the ringing in of the new year means a return to a southern california tradition. i was lucky enough to go last year. it's very cool. we're talking about the 136th annual rose parade in pasadena. thousands of volunteers, hard at work, already putting all those final touches on dozens of different floats.s. this year. they're centered around the theme best day ever. and don't forget, you can watch the rose parade right here on nbc bay area or streaming on peacock. today show's hoda kotb and al roker are hosting. it all starts new year's day on wednesday at 8 a.m. all right, lots of people have celebrations planned. what's the weather going to be like? i think down in la they will be starting out maybe with a little bit of cloud cover. but then it's la. they get sunshine right most of the year. we are looking at temperatures there

starting in the 40s wednesday morning and then getting into the mid 60s. so yeah, just a jacket. but then in all of the celebration you probably get hot and sweaty. let's bring it back here into the bay area. we are starting this morning with a frost advisory only for the north bay, but then into tomorrow morning, i do think it's going to be colder where it's going to warrant some freeze warnings up into the north bay and parts of the south bay foothills, and then just about everybody should get into the possibility of seeing some frost. that will be for tomorrow. so even if we are starting the day with those cold numbers, we get a chance to see more sunshine today after a stormy weekend. i really don't think any of us will make it out of the 60s, as we do see that colder air mass come on through and there will be some light winds at times. let's take it on and talk about this evening. it's a huge day for monday night football. definitely bring your heavier 49ers jacket because as we go on into kickoff, yeah, we're in the 50s and some partly cloudy skies, but let's take it into about what's that? halftime. third quarter. we

start to come down into the 40s. so maybe even some gloves. if you do want to keep yourself nice and warm out there. that will carry us into tuesday morning where we see those lows, maybe some isolated upper 20s up there in the north bay, especially in those wind sheltered valleys, mid to upper 30s for the south bay and the east bay. and that will carry us into wednesday and new year's eve. all of those celebrations make sure that you bring a jacket. if your friend doesn't want to bring a jacket, bring one for them. they'll thank you later. as we go on and talk about new year's eve and the outlook, it looks pretty clear for any travel across the state into vegas. i don't know where you're going, but right now it looks clear until we get into the middle part of the week, that's where we could be seeing a little bit of trouble. maybe with some airports up into the pacific northwest as we track another shot of rain, how far south it makes it into the bay area, it really starts to break art. our next best bet, i say, would be on friday as we get the weekend started, but i'll just fast forward it for you here. looks to be only a friday event. the rest of the weekend should

be clear to go, so let's take a look at that seven day together. we go into the upper 50s for the next couple of days, maybe sprinkle in a few 60s as we get a little bit of some cloud cover through midweek. and those rain chances on friday. san francisco and along the peninsula. for anybody visiting, bring a jacket for them. they'll also thank you later. we stay mostly in the 50s. we'll track, of course, the fog for new year's eve and see if that spells any trouble for the fireworks, but that's still a couple of hours ahead. we'll focus on the present. and speaking of the present, mike, you have a live look in dublin. what are you looking at? well, we talked about a little bit of fog, some e low clos, and we had our camera pointed down into off into the distance as folks came out of the altamont pass. couldn't see much. but our buddy in operation center, ben, turned it. thank you, ben, for finding some headlights we could see from our rooftop camera along 580 just around hop yard. and so we do see close to us the lights and on the drive. it looks like the drivers are not having a problem with the road weather index not registering fog through the area. here's the

altamont pass with your typical little bit of slowing light. slowing right now does indicate a lighter volume of traffic continuing from last week. we see vasco road at speed coming down at your minimum 18 or 17 minutes off of the area, out of a marsh, off of marsh creek. as we're looking at the walnut creek interchange. no problems, no slowing for concord over here. look at that. highway 37 still at the limit. that means lighter traffic again. by 520, we typically see a little bit of slowing through vallejo, especially with fog. not right now. we'll watch no backup at the bay bridge and no problems there. the rest of the bay showing an easy light drive despite the earlier crash, reported that the san mateo bridge toll plaza. that semi truck may not be causing a problem for most folks getting around. and again, no injuries reported into the south bay. cynthia talked about the niners game. keep that in mind. that will be at levi's stadium in santa clara. there may be a disabled vehicle just popping up here on northbound 17 or 17 just north of 85, i should say. we'll check on that. but so far the south bay overall represented by this shot here shows san jose is not a problem. the only issue i

dramatic rescue on lake berryessa. deputies with the napa county sheriff's office say they were called to the lake yesterday morning. when they arrived, they saw two men in the water yelling for help. deputies say the kayak they were in overturned. now, both men were wearing life jackets. deputies were able to pull them out of the water. they were treated for mild hypothermia, but expected to be okay. our consumer team is usually laser focused on methodically helping you save money. but today, consumer investigator chris chmura wants you to spend some money in a hurry to protect it. good morning. this is the only time of year we're okay with hurrying to spend money. we're talking about health care, fsa or flexible spending accounts. over the next two days, please check your balance to see if you're about to forfeit some or all of it. many workers have fsa to put away up to $3,200 for medical expenses like co-pays, glasses

and medicine through pretax payroll deductions. it's a good deal, but the catch is some employers require you to spend your money within the calendar year. otherwise you can lose it. at 11:59 p.m. on december 31st. now, over the years, some, but not all fsas have begun giving you a grace period into the new year or a partial balance carryover. just not both. also, the irs says the maximum carryover is only $640 out of 3200, so a lot of money could be at risk. so now please check your account or ask your h.r. rep about your plan's rules. also, you can just go shopping. it's not hard to spend an fsa. many online stores even list items that are fsa eligible. some also let you filter your searches to only fsa eligible items. happy spending and happy new year! well, next top stories

that stormy weekend. the front has pushed on through, and we have a colder air mass settling in. yes, we feel it down here in the south bay and the east bay. but look it up into the north bay. almost a 20 degree drop compared to yesterday morning. we do see a few clouds left with this, but it should clear out as we go throughout the day. pleasanton right there showing a little bit of fog and up into santa rosa 38 degrees warranting that frost advisory. i don't really see any of us breaking out of the 60s today, maybe in santa cruz, but we're going to keep it with that cool day. the good news, though, is that there will be more peeks of sunshine, but let's take a peek at the bay bridge toll plaza. what's going on? you have your fancy instruments. let me show you what i use to see if there's wind. the tree right here, folks. get a full look at it. you know what you got to do? exactly? you look at the clues at the bottom of the screen, the trees not moving around. but chp did say overnight there was some gusty winds. so just the note, but no metering lights right now. a good steady volume. looking pretty light right now

and the approaches are looking great. look at the top of the screen out of vallejo heading west on 37. still no slowing on those sensors. that means lighter travel. i see a couple of sensor changes up there, so maybe a little more traffic. we'll track that, but so far no major problems. oh look over there. over in pleasanton on the right side, that yellow blob. that means some fog has developed in the area where we showed you. the dublin camera does have low clouds around it, so use that caution there in the tri-valley as we're looking at the rest of the bay. no problems though. no sensor reads back there. we're looking at a good drive approaching the bay bridge. we'll track it back to you. all right, mike, thank you. 532. we begin with the loss of america's longest living former president. after nearly two years in hospice care, jimmy carter has died at the age of 100. the carter center says he was surrounded by his loved ones at his home in plains, georgia. carter went from peanut farmer to governor to the white house. president biden delivered a moving tribute last night from saint croix, where he's spending the new year's holiday. the president, in his remarks calling jimmy carter an extraordinary leader, statesman and humanitarian who forged

peace, advanced civil rights, human rights, promote a free and fair elections around the world. he built housing and homelessness for the homeless with his own hands and his compassion and moral clarity. clarity lifted people up and changed lives and saved lives all over the globe. president biden has declared january 9th to be a nationalay of mourning for president carter. biden also said he will deliver a eulogy for the former president at the state funeral, which will be held in washington in coming days. carter touched so many lives and so many americans, including those in the bay area today. the bay is ginger conejero saab live this morning with how he's being remembered here. good morning. good morning scott. there are so many contributions, images and memories to choose from, including one that left a lasting impact of president carter here in the bay area. in

2013. president carter came here to lend a hand to our local housing crisis, and he left this lasting image. volunteers say he was ready to roll up his sleeves and get in there, get his hands dirty. let's take a look at what president carter did back in 2013. here he is doing just that, rolling up his sleeves and doing the work himself. he's operating a power saw at the age of 89, as he helped build 12 affordable homes in oakland and renovate homes in san jose with habitat for humanity. that's an organization he worked with for more than 35 years. the ceo of habitat for humanity, east bay credits mr. carter for putting the organization on the map, and says he impacted tens of thousands of volunteers by example or through example. now, rob coughlin of san mateo worked on mr. carter's presidential campaign. he also worked with the epa in the carter administration, and he considers a former president. a friend.

he's a wonderful guy. he's he's honest and decent and smart and compassionate. i mean, you know, he was the most powerful man in the world there for a while. and when he got out of that job, he went to work building houses for poor people. president carter won the nobel peace prize in 2002 and was recognized for his work to find peaceful solutions to international conflicts, to advance democracy and human rights, as well as promote economic and social development. he's also credited for working on the environment, being the first president to commission a long range report looking at environmental concerns facacing the world. it was known as global 2000. former speaker of the house nancy pelosi issued a statement honoring mr. carter, saying as president, his work to restore integrity to the political arena during a difficult chapter in our history was a testament to his firm

faith in the sanctity of the public good, which he always placed above his own. now, president carter showed up for the people he served. he also showed up for the love of his life. his last public appearance was that during his his wife's memorial service. rosalynn carter, he honored his wife of 77 years in la last november. that was in 2023. scott, another lasting image of president carter and the love of his life. so many, so many memories to choose from. i remember it well. all right, ginger, thank you. our coverage of former president carter's life and legacy continues on our website. you can look at carter's life in pictures nbcbayarea.com. and then click on the link on the home page. well, closer to home, three bart police officers recovering this morning after a high speed crash in oakland today in the bay's bob redell joins us live from the east bay this morning. so, bob, what led up to this crash? well, good

morning to you, laura. the bart officers, they were in two bart suvs responding to a call of a life threatening overdose at the west oakland bart. this was just before 3:00 on saturday afternoon when they collided with another vehicle. now, there is surveillance video footage of this collision. we are going to show it to you. but a warning it might be difficult for you to watch. so here you go. in this video, you can see the two bart police vehicles. they collide just outside the west oakland station. then they hit a medical supply van. now, witnesses tell us the police vehicles did have their sirens on, and it does appear that they were speeding to this call of this person in distress. you can see both squad vehicles destroyed. yesterday we were told all three bart officers are expected to survive, but they do remain in the hospital with serious injuries. the driver, the medical supply van was also hurt, but there's no word on their condition. our crew on scene saturday says there were no skid marks left behind, which

park, then started driving the wrong way on market. entering the holly holiday display crashing near the center. we're told nobody was hurt. we're looking for police with more information. now to a live look at the san francisco skyline, the city getting ready, as well as the rest of us to ring in the new year. the annual new year's eve fireworks display set for wednesday night. the show will happen just south of the ferry building near pier 14, where mission street intersects the embarcadero. several streets will be closed to traffic along the embarcadero. those attending the show are urged to use public transportation. now, let's take a look at how the forecast is going to shape up. cinthia pimentel is in for kari this morning. well, it looks like it will be a nice afternoon for people maybe heading there early, using public transportation to avoid the evening crowds. but into the evening it will cool quickly right around 8:00, 9:00 down into the 40s, and we'll see those clouds rolling around at times. of course, we'll keep an

waitress and singer in the classic tv sitcom from 1976 to 1985. lavin also had a prolific career on stage. she won a tony for neil simon's broadway bound in 1987. she was also the recipient of several other tony nominations later in her career. she was married three times and was wed to artist and musician steve bakunas at the time of her death. lavin dd sunday due to complications from lung cancer. she was 87 years old. well, one man has been running up a tab after tab around san francisco, but then he disappears before paying. bartenders say a man only known as jared has become notorious for skipping out on his bills, likely getting away with hundreds of dollars worth of drinks and food. so today, in the bay's emma goss spoke to bartenders around the city about how jared does it and what they're trying to do to stop him. paige riley, bartender at mothership in the mission. she said san francisco's notorious

tab skipper took off without paying several weeks ago and did the same thing at the bar next door. if you've ever been to a bar on the weekend, you know they could get pretty busy. and bartenders are dealing with dozens of people at a time. so i think he's just kind of using that to his advantage. bartenders across the city only know the man as jared, but they all know his typical m.o. he was like, oh, my car doesn't work. tried to run to the atm right across over here and then just never came back. she didn't serve him without an id and payment, but others have. he's been known to havee stiffedo many bars across the city. bartenders are now warning others about him in a private facebook group of 1400 san francisco bartenders. it's basically a jared spottingroup at this point. like you pull up the facebook group, it's just picture after picture. there's actually a map, too, created by another local bartender with any bar that he's been spotted at before. they'll be like security footage or like pictures. he's not only skipping out on his bar tab, he's also been known to

this next story might seem a little nuts, but it's actually true. some east bay ground squirrels have given up on eating seeds and plants, and now

they're hunting hunting other rodents to eat. today in the bay's, thom jensen spoke to a scientist who's been studying the squirrels for years. a team of scientists spent every day for 12 years in brie louis regional park near martinez, studying california ground squirrel behaviors. and what they started seeing this summer startled them. two of my students came to me and said, doctor smith, we saw these squirrels eating a bowl and i did not believe them. the proof was there, though. the squirrels were faced with an unusually high population of competing rodents, california voles, and when the numbers peaked in june and july. team squirrel, as they're called, witnessed 74 times when squirrels and voles interacted, and more than 40% of the time squirrels were actively hunting and eating the voles. what we noticed is that the squirrels will chase after a vole. they target one animal and they go after it. they grab it by the neck. they have big incisors and these teeth are

very sharp. so ner handle the biting end of a squirrel. doctor jenn smith, a university of wisconsin behavioral ecologist, a leader on the team, says this feeding habit had never been recorded before. not any hikers on the wet grasslands of this regional park today. so we decided to head into town to see what the folks who live here think about the local squirrels getting a taste for meat. you're living among the wild, but you're not. you're not worried about the squirrels up there nipping at your heels. now that they've got a taste for blood. no, they just sit out in my front yard and tease the cats. i feel pretty confident that i could fight off a squirrel. doctor smith says there's no reason to be alarmed about squirrels becoming interested in other mammals, and they could switch back to solely seeds and plants when vole populations wane. it's going to be really interesting to see next what happens and whether this influences the squirrel reproductive rates. and as part of a long term study, we can go back next summer and see where we land. her team has not seen an increase in size or aggression with the carnivorous squirrels, so no threat to other
