francisco. so the skies are mostly clear. maybe we can get some low clouds and fog developing as we get closer to sunrise. staying in the 40s and 50s into lunchtime. it should get a little bit nicer getting some upper 50s and even some low 60s for you to take that new year's lunch time hour outside and into the afternoon. we'll do a mild south bay in the mid 60s, tracking that rain that will push on through north bay first. later this evening. i'll give you the timeline coming up in a few minutes. back to you. all right. well, this morning, an outpouring of grief for the victims of the new year's day truck attack in new orleans. many notre dame fans in town for the sugar bowl gathered to pray together and honor those who lost their lives last night. this comes as an army veteran plowed his truck into a crowd of people. the number of dead now stands at 1530. hurt. the attack happened less than a mile from the superdome. the venue was supposed to host the sugar bowl game between notre dame and georgia last night. game is now set to happen later today with added security. this all in

light of the deaths and security concerns. it's worth noting new orleans is also set to host the super bowl next month, as the death toll sadly rises in the attack in new orleans, the fbi is honing in on the texas born suspect and his motive, and at the same time, the fbi is also investigating a possible attack outside the trump hotel in las vegas, law enforcement sources tell nbc they're looking into a possible military connection between both suspects. today in the bay's chris pallone is in washington following the ongoing investigation. good evening. president biden, extending the nation's condolences to people in new orleans after the new year's day french quarter truck attack, which left at least 15 people dead. to all the families of those who were killed. to all those who were injured. to all the people of new orleans who are grieving today, i want you to know i grieve with you. our nation grieves with you. the fbi says the attack is being investigated as an act of terror. the suspect has been

identified as 42 year old samsudin jabar, a us born citizen from texas. jabar, a veteran of the army and army reserves, died in a shootout with police. agents searched a home in houston believed to be connected to jabar. they want to know how he became radicalized and whether he had help. the fbi also reported to me that mere hours before the attack, he posted videos on social media indicating that he was inspired by isis expressing a desire to kill. the desire to kill the isis flag was found in his vehicle, which he rented to conduct this attack. hours later in las vegas, the driver of a tesla cybertruck rented through the same app as the ford truck used in new orleans, detonated explosives in the truck while parked outside the trump international hotel. the driver died in the explosion and fire, and a few bystanders were hurt. investigators don't yet know the motive. i know everybody is interested in that word and trying to see if we can say,

hey, this is a terrorist attack. that is our goal, and that's what we're trying to do. we have a ton of resources dedicated to this right now. and again, we're doing it with our partners. coordinated or coincidences. the hunt is on to find out. while federal investigators say they don't believe jabar acted alone, there is no manhunt underway right now for any specific accomplices. the fbi has set up a tip line for people to call in information, which might help in their investigation. in washington, chris pallone, nbc news. the trucks used in new orleans and las vegas were both host vehicles from a san francisco based company. it's a car sharing company called turo. it allows private car owners to rent out their vehicles to others. a ford f-150 lightning truck was used in the bourbon street attack. a statement from turo reads in part, we are actively partnering with law enforcement authorities as they investigate both incidents. we do not believe that either renter involved in the las vegas and new orleans attacks had a criminal background that would

have identified them as a security threat. the today show will continue our team coverage at 7 a.m. nbc has a team of reporters on the ground in new orleans and las vegas. that's ahead right after today in the bay. 505 on your thursday morning, more details released as the nation prepares to say one final goodbye to former president jimmy carter. on saturday, a procession scheduled through plains, georgia, his hometown. he will then lie in repose at the carter presidential center in atlanta. in tuesday, he is expected to lie in state at the u.s. capitol. his funeral is scheduled for a week from today at the national cathedral in washington. a private funeral and interment will follow in plains. carter will be buried beside his wife of 77 years, roslyn. now to a live look at the state capitol, where governor gavin newsom is sharing details about his upcoming state of the state address happening later this month. the governor now planning to give his speech on january 20th. that is the

same day president elect donald trump is inaugurated. it's also the earliest newsom has ever delivered the address as governor. he plans to combine the annual address with his budget presentation. in recent weeks, newsom has been ramping up immigration and lgbtq resources ahead of the change in leadership at the white house. this new year, california is trying to crack down on retail and property theft. it's tough on crime. stance is meant to punish thieves and those selling stolen goods. today in the bay's, ian cull has a look at the assist for prosecutors and police. retail theft has been a hot issue in recent years. new laws to try and stop it go into effect. some of them are the ten bills governor newsom signed at a home depot in san jose back in august. look, success is smashing these retail theft rings. success is breaking them apart. one of the laws says if you've stolen over $950 worth of items, even if they're from different stores and in different counties, prosecutors can add those crimes up and

charge you with grand theft. another law allows stores to file a restraining order against you if you've stolen from them, and ban you from entering the business for two years. it's important to get california back under control. we shouldn't have to go into stores and have the items we'd like to purchase in cases and have to get help, or they're simply not on the shelves because they've been removed with with no consequences. michael linenger is a former san jose police officer and security consultant. he says these laws will give county da's more tools to prosecute thieves. but i also believe that the community will feel a significant impact from this. most importantly, they can learn to contact law enforcement again and that something will be done. prop 36 passed by voters also went into effect two weeks ago, allowing for increased penalties for property crimes along with fentanyl trafficking and state senator scott wiener's bill regarding car break ins is now law. it closes the so-called

locked door loophole. and so we were seeing cases lost. as a result, car owners will no longer have to prove that every car door was locked when it was broken into before today, even if you have proof that the person bashed their way into the car. that's not good enough to prove auto break-in. you have to show that the doors were locked. it was ridiculous. lehninger believes the new laws will deter crime and reverse policies over the last decade that relaxed penalties on thieves. i do believe the pendulum has swung back to a more reasonable position. this will take some time to play out, and we'll have to see what effect it ultimately has. ian cull today in the bay. well, out to san jose this morning. 509. looks like it's a lovely morning. wasn't too chilly when iumped in the car. cinthia pimentel is taking a look at the forecast. yeah, we're recovering those temperatures compared to starting with those frost advisories earlier this week. let's keep it in san jose and take a look at our day planner. after starting the morning in the 40s, we should go into the

earlier this week, it stopped a driver in a rolls royce ghost on northbound state route 99 north of avenue 17 for speeding. the driver was under the influence and arrested for dui, but officers also found a one month old spider monkey clinging to the driver, as well as cannabis in the car. primates are illegal to own as pets in california. the spider monkey was taken to the oakland zoo for appropriate care. that is very strange, although you also think if i'm being chauffeured around in a rolls royce. no, you're driving it with your monkey. well, no, i'm saying the monkey. he's, like, out of white, living his best life. and i'm glad you want to drive the rolls royce. right? i'm glad we're friends. yes, exactly. i think you had a pretty good life. oh, poor little thing. all right, well, he's in good hands now. good. all right, let's get a look at the forecast for today. i thought it was chilly when you head out the door. so clear out there. yeah, clear. so that allows that overnight cooling to take place, but not too bad. we're waking up in the 40s, some upper 40s oholone places right

now with that 39 degree mark. danville and through boulder creek. so just a little bit more mild here as we get the day started, where are we heading for as far as our high temperatures? we're going to do mainly in the 60s, east bay and north bay up there in wine country. maybe you're getting your weekend started. congrats to you. but a bit more mild down here from palo alto over to morgan hill. i'm looking at those mid to upper 60s with. yes you read it there. rain on the way. some of those returns right now popping up. they're very light up there towards the northern part of the state. we'll get some few clouds rolling around here and there, but this will be the day where we stay dry. it won't be until we get into the late hours of going on into tonight, into friday, where we get some rain. it will be really a light and fast mover as we go on and track it hour by hour. the morning commute for tomorrow. maybe those people getting one work day in before the weekend looks to be a little bit wet, so just be careful. we haven't had it in just a few days, so conditions on the road could be tricky. it pushes on through east and south

dangerous. officials say they broke up the crowds and tracked down one car close by. police found a gun in that car and arrested the driver. another sideshow was happening, this time in vallejo. fireworks going off as drivers were doing donuts there. this was around 3 a.m. at kentucky and alameda streets. police arrested three people in one of the cars in a late night quake reported in the north bay. 4.7 in cobb, which is near the lake in sonoma county, borders. this is our seismograph here at the studio in san jose capturing that quake. usgs says the earthquake hit at 635 last night, upgraded from 4.5, cobb is about half an hour south of clear lake. no reports of any injuries or damage. today is a pivotal day for california's home insurance crisis, especially if your insurance company dropped you. consumer investigator chris chmura here. explain why. good morning. today is the first day that insurance companies can submit new

catastrophe computer models to the state. the state cut a deal with home insurance companies that they can begin using those models for the first time to set rates. the state's hope is that olive branch will convince insurance companies to stop dropping policies and actually sell new ones. in a recent interview with the insurance commissioner, we asked about that deal. how confident are you that your deal will work and will bring sustainability to the insurance marketplace and end the crisis? i'm very confident. you know, this is really it is a historic deal because never before have we gotten commitments from the insurance companies to come back in california. already, the state's number two insurer, farmers, announced it has started selling more new home policies because it believes the california insurance market has improved. commissioner lara conceded that the new catastrophe models aid insurance availabilility, not necessarily affordability. carriers might aim to push

street races three blocks through the street, packed with people before crashing into a crane. the attacker died in a shootout with officers. the fbi identified the suspect as 42 year old shamsuddin jabbar, a u.s. citizen from texas and an army veteran. the fbi says jabbar had weapons and potential improvised explosive device in the truck. there were possible ieds planted nearby as well. in the french quarter and witnesses say it was chaos. the guy in the pickup truck just punched the gas and mowed over the barricade and hit a pedicab. passengers. and they were just bodies. and the screams. i mean, you can't you can't think about, you know, on here that. it was chaos and very, very scary. there are growing concerns about the physical barriers used to secure

the devices. their devices, known as bollards, of course, used in high profile parts of the city and towns to help control crowds and vehicles. that system was in the midst of repairs. police say other barriers, like police vehicles and officers, were in place to secure bourbon seet on new year's eve. but video shows how the suspect drove around that police car. fbi is looking into whether jabbar had known associates. we're aggressively running down all of the leads to identify this. the possible subject's associates. we're working to ensure that there is no further threat. we do not believe that jabbar was solely responsible. we are aggressively running down every lead, including those of his known associates. we need the public's help. we are asking if anybody has any interactions with samsuddin jabbar in the last 72 hours that you contact us. we've learned an airbnb rental in new orleans may have a connection to the attack. in an interview with nbc's lester holt. louisiana

attorney general said law enforcemenent officls searched that airbnb may be connected to the manufacturer of ieds. airbnb did not respond for comment. well, fears around security are certainly heightened in the aftermath of that attack. today in the bay's ginger conejero saab live in san francisco, ginger. many headed back to school work after the holiday. not to. you know, it's very difficult not to think of this. that's right. good morning, scott and laura. law enforcement is on high alert. as you can imagine, one retired law enforcement official says that security plans should be revised regardless of the event. now, here in san francisco and in the bay area, even if we are thousands of miles away from where tragedy struck, we've heard from people with heightened concerns about security, while also feeling thankful that those fears haven't amounted to anything. last night over at union square, many people gathered to close out hanukkah and to watch the eighth candle being lit on the

menorah. sfpd's presence was felt at union square in the downtown area, after sfpd said it would step up deployment for the new year holiday. thank god we have had an incredible security detail here. the city of san francisco has been very supportive with making sure that there's police officers here. i feel safe in my intentions and in my heart and in the people that i trust around me. is this a particularly safe time? it is not. out. of the new year. 15 people were killed, dozens more injured. now, authorities believe, as scott and laura mentioned, the attacker who plowed into people with a truck with an isis flag did not act alone this morning. their

investigation continues. now, this tragedy has far reaching effects that i imagine we'll see in the coming days and in the coming weeks, the sugar bowl. scott and laura, that was postponed yesterday is expected to continue tonight. all eyes still on new orleans in san francisco, ginger conejero saab today in the bay. the governor tried to assure p people tt things will be safe. let's hope so. thank you. ginger. 534. we're learning more about that cybertruck explosion outside the trump hotel in las vegas. nbc news has learned the investigators are looking into whether there is a military connection between the driver of the pickup in new orleans and the man inside the tesla truck in las vegas. sources say it's not immediately clear when and where the drivers who both served in the military overlapped during their military service. security footage released by las vegas police shows the moment the truck burst into flames yesterday. that driver died when the truck exploded. seven people near the blast and fire were injured, but not seriously. smoke from the

incident could be seen for miles. investigators say the explosion was intentional, but they're not releasing any more detail. tesla ceo and trump adviser elon musk reacted to the news, writing, quote, we have now confirmed the explosion was caused by very large fireworks and or a bomb carried in the bed of the rented cybertruck. it's unrelated to the vehicle itself. at a news conference in las vegas, law enforcement shared video. that explosion the burned out truck and also thanked musk for helping with the investigation. he gave us quite a bit of additional information in regards to how the vehicle was locked after it exploded, due to the force of the nature or the nature of the force from the explosion, as well as being able to capture all of the video from the tesla charging stations across the country. and they were sent, he sent that directly to us. so i appreciate his help on that. so far, we know the truck was rented in colorado from a host on the car sharing

service, turo. same service. the new orleans attacker used. that company is based out of san francisco. well, there's just an early stage of both investigations, but we'll continue to bring you updates as we get them when we're not on air. latest information is on our website, nbcbayarea.com. and of course, our free nbc bay area app. well, we all know 2025 is here. and with it comes the possibility of sweeps of encampments in the south bay. today in the bay's joe bob redell joins us from an area close to coyote creek in san jose. and bob, many say they don't know where they're going to go. unfortunately, that is an issue for people who live in these encampments, like the one behind me. good morning to you, scott and laura. starting today, the santa clara valley water district can begin enforcing a law that bans camping on valley water land. like the area behind me here where obviously it's dark out, but coyote creeks behind me down the embankment. there are some. there's a tent there or some other encampments behind me. we're just off story road here in san jose. the city

of san jose has said these encampments are spilling waste into local waterways, including coyote creek, and they need to go. the encampments need to go in order for the city to be in compliance with the clean water act. a spokesman for valley water says the district is right now not planning to remove any unhoused people by force from the banks of its waterways, but instead will conduct public outreach first. the city has already posted warning signs for people who live along these banks to leave their illegal encampments by january 13th, or face a crackdown. now, we spoke with one man who has lived near a coyote creek for about a year, has been on a waiting list for housing for the past year and a half, doesn't know where he'll go if he's forced out of his encampment. it's traumatic. honestly, like like i've lost so much stuff in this pa year, it's ridiculous. you know? like, every time they come, like, you got, like, ten minutes to get all your stuff together. so even if you have it packed up and ready to go, like on your car or whatever, if you don't get it out of there in time, they're going to take everything. we

spoke with a woman who advocates for the homeless. she questions why any sweeps need to be done. in january, during one of the coldest months of the year, because of the people who live here, aren't going to be given any shelter and will be, then they will be forced to find another place to try to make themselves warm, instead of staying put where they've already made themselves. accomodations. a few weeks ago, we spoke with mayor matt mahan out here. he was doing public outreach to some of the 50 people who are estimated to live along the embankment here at coyote creek in this specific area. he touted at the time what he called a historic investment. with the creation of around 1500 new places for these people to go, which includes safe sleeping locations, safe parking, modular homes and supportive housing. reporting live here in san jose, bob redell today in the bay. all right. thank you for the very latest there, bob. well, sadly, one person is dead following a head on crash northeast of gilroy. the chp says around 730 last night, a truck and an suv rammed into each other on leavesley road near new avenue.

a third car was also involved. ended up in a ditch. officers closed both lanes of leavesley for about two hours to collect evidence and for crews to clear the roadway. it's now back open. 539 a warning for pet owners as medical experts trace the progression of bird flu. people should avoid contact, they say, between their pets and wild birds. people have been infected by bird flu by drinking raw milk, eating contaminated eggs and of course, handling chicken coops that are sick with bird that have sick birds. now, experts say many cats are getting bird flu. ucf, uc, us. well, whatever. ucsf thank you. doctor peter chin-hong says there are ways to limit your cat's exposure. don't give them raw meat. don't give them raw milk and try to limit their exposure as much as possible to like shared water with in a bird feeder, for example. now, if you do have a pet that has shown

tonight. looks clear. good to go there in san francisco. 50s you know, to bring your warmest jackets because as you leave chase center it gets pretty cold. but that's a different story if we're doing downtown ice. it runs through the 20th. so you still have a couple of days to. we start this afternoon in the mid 60s and then coming down into the upper 50s later on tonight. maybe you're getting your travel to other parts of the state tomorrow, heading home or getting those business trips ready. we are looking at a soggy northern part of the state, but it looks much more mild again. palm springs you are just making us want to go that way. 78 degrees to kick start the weekend. so we'll continue to track that storm that's coming to the state. what i also wanted to talk about is the impact on bart. right now there is a major delays because of some equipment problems on the track between daly city to millbrae and sfo. there is a bus service in place, so if you're using that to get up and down the peninsula, maybe to the airport, be careful with

tree. the city of san francisco has an eco friendly way to get rid of it. the city's annual christmas tree recycling program is back, and it actually starts today. all you have to do is place your tree on the curb next to your garbage bins, and the city will collect it free of charge on your normal pickup day. a spokesperson for the recycling facility explained it's picked u we're going toter grind them and then the smaller pieces will get fed in with the other food scraps and sticks and leav get fed into the composting process, and then the larger pieces, the trunk that are ground up, those bigger pieces of wood will get used in the biofilter system. i also heard that it's good for goats. it's like a treat for them. they like to eat them. the program for the city, though, is running until january 17th. the city says last year it composted nearly 300 tons of christmas trees. well, the 49ers say they have no long term concerns about

brock purdy's elbow injury, but it will be enough to keep him off the field for the team's season finale at arizona. it is placed the trd string quarterback, josh dobbs, will start for the red and gold. here's today in the bay's anthony flores. the 49ers are kicking off the new year with a new starting quarterback. i guess dobbs head coach kyle shanahan announced josh dobbs, who replaced brock purdy late in the fourth quarter against the lions, will make his first start under center for the niners in their season finale against the arizona cardinals. here's dobbs taking off behind a banged up offensive line. dobbs was three of four passing and ran for a seven yard touchdown against the lions. his mobility is one reason the niners are going with him over brandon allen, who's been the number two qb for most of the season. it's been great. him and brandon. so you know they've been two good guys to have there. they both have done really good looks on scout team. they split all the reps there.

they're always ready. i mean just they both prepare like they're going to be a starter every week. so they've been great. the niners believe purdy's right elbow injury is not serious and shouldn't impact his preparation during the off season with a six and ten record. the 49ers have long been eliminated from the playoffs, but coach shanahan says that doesn't mean he can rest all of his starters. rosters aren't built like that. you get to sit 5 to 7 guys. you don't just sit there and tell every guy who's a veteran is going to be the backup and play special teams. you got to balance it out to make sure you got 48 guys who can play. all-pro linebacker fred warner says he's been playing with a fractured bone in his ankle since late september, but plans to finish out the season strong to start the year one zero 2025. finish, finish finish the season off the right way, man. win one game and yeah, we'll go ahead and reflect afterward. the 49ers close out the 2024 season sunday afternoon at arizona. i'm anthony flores

for today in the bay. well strike up the band. the south bay high school marching band had the honor of playing in the rose parade. did you catch it yesterday morning? cupertino, homestead high, representing the bay area and really spectacular fashion. nice to see. the group was one of 22 marching bands invited to perform. bands also came from japan and mexico to take part in the 136th tournament of roses parade, all in pasadena, and the skating rink at union square looked a little different yesterday, filled with people wearing summer attire. the annual polar bear skate invites people to put on their swimsuits and hit the ice. a nod to a popular tradition where people jump into freezing lakes or oceans. the bay on new year's day, judges gave out prizes to the most original summer beach attire. i feel like i love this city and i

does that rain come in? i think the morning commute for our friday might not be too busy, but for the people that do have to get out there, those windshield wipers, in effect, the heater, it is winter mode. as we go on and look at this front pushing on through, it'll go into the east bay and the south bay through the middle part of the day. but then as we start to make those evening plans, it looks like the rain is starting to clear on out of here. just leaving behind a little bit of that cool air. now, speaking of cool air going up into the sierra if you want to go there for the weekend, i think maybe waiting until saturday and sunday to take the kids up there and yourself for a nice little ski and snowboarding trip with the system. i do see it getting maybe another half a foot to a foot in those higher elevations up there in kingvale lower amounts down at lake level. so that would be good to measure. as we go on and talk about the snow surveys. of course, that will be about it as far as rain and snow for the next couple of days, we are going to put ourselves in a little bit warmer of a situation going into the first full week

storm surge. on september 26th, hurricane helene makes landfall near perry, florida, inundating areas with record breaking rainfall more than a foot in some locations, including the mountains of north carolina. catastrophic damage caused by the intense flooding leaves more than 200 people dead. helene, now the fourth deadliest storm in modern history. additional emergency search and rescue teams race in entire towns, cut off from communication. no power and water for weeks. then two weeks later, hurricane milton took aim at nearly the same location. florida's hard hit west coast, a climate change fueled storm. milton intensified from a category one to a category five in just 24 hours, making it the fastest case of extreme rapid intensification ever in the atlantic. the storm spawning a record breaking 54
