investigators search for answers. also, the response from president biden. all of this as the sugar bowl now hours away from happening after being postponed. the security set to be in place. meantime, in las vegas, another possible act of terrorism. a cyber truck explodes outside the trump international hotel off the strip. the bay area based rental car app used in both cases. and bumping up his state address. the reason governor gavin newsom is speeding up the timeline for his plans and budget this year. this is today in the bay. for. the thursday morning to you. thanks so much for starting your day with us. i'm laura garcia. and i'm scott mcgrew in for marcus washington. let's start with your weather forecaster cinthia pimentel in for kari this morning. we are off to a cold start. of course, it's winter nonetheless, but a little bit clearer. those skies right now. not a lot of fog going on. just one area out there towards half moon bay, just a little bit through solano county. but it

doesn't look too bad. we will see some clouds drifting here and there, but overall staying dry and a little bit mild down here into the south bay. and that will change for tomorrow. we have to start looking for that rain gear once again as we track our first system of the year. really, it's only a friday event because as we go on into the weekend and into next week, we are looking at a drying and warming trend ahead. so i'll be back with all of those details. i did want to get a check on the roads though. if we can bring up those maps. there is this crash that is just building up there in oakland, northbound 880. we do see those lanes that are blocked. several cars are involved. they're starting to clear it out, but it's going to take them a while. a new one that also just popped up is down here in san jose that is building right there through curtner. northbound 87 apparently was a big rig and a car. so we're going to have to continue to watch those delays. your alternate is 82 or to continue on to 80. the roads are clear. just remember speed. slow it down as the roads are empty.

back to you. good advice. thank you. well, this morning, an outpouring of grief for the victims of the new year's day truck attack in new orleans. many notre dame fans in town for the sugar bowl gathered to pray together and honor those who lost their lives last night. this comes after an army veteran plowed his truck into a crowd of people. the number of dead now hurt. the attack happened less than a mile from the superdome. the venue was supposed to host the sugar bowl game between notre dame and georgia last night. that game is now set to happen later today with added security. this all in light of the deaths and security concerns worth noting. new orleans is also set to host the super bowl next month, and as that death totoll rises in the attack in nw orleans, the fbi is honing in on the texas born suspect and his motives. at the same time, the fbi is also investigating another possible terror attack outside a trump hotel in las vegas. law enforcement sources tell nbc they are looking into

possible military connection between the two suspects. today, in the bay's chris pollone live in washington following both investigations. good morning. chris. yeah. scott. laura, good morning to the both of you. two deadly new year's day incidents and two of the most popular tourist destinations in the u.s, both using vehicles rented through the same app. and now federal investigators are trying to figure out if the similarities end there. good evening. president biden extending the nation's condolences to people in new orleans after the new year's day french quarter truck attack, which left at least 15 people dead. to all the families of those who were killed. to all those who were injured. to all the people of new orleans who are grieving today, i want you to know i grieve with you. our nation grieves with you. the fbi says the attack is being investigated as an act of terror. the suspect has been identified as 42 year old samsudin jabar, a us born

citizen from texas. jabar, a veteran of the army and army reserves, died in a shootout with police. agents searched a home in houston believed to be connected to jabar. they want to know how he became radicalized and whether he had help. the fbi also reported to me that mere hours before the attack, he posted videos on social media indicating that he was inspired by isis expressing a desire to kill. the desire to kill the isis flag was found in his vehicle, which he rented to conduct this attack. hours later in las vegas, the driver of a tesla cybertruck rented through the same app as the ford truck used in new orleans, detonated explosives in the truck while parked outside the trump international hotel. the driver died in the explosion and fire, and a few bystanders were hurt. investigators don't yet know the motive. i know everybody is interested in that word and trying to see if we can say, hey, this is a terrorist attack. that is our goal, and that's what we're trying to do. we have

a ton of resources dedicated to this right now. and again, we're doing it with our partners. coordinated or coincidences. the hunt is on to find out. and while federal investigators do not believe that jabar acted alone, there is no manhunt underway for any specific accomplices at this time. the fbi has set up a tip line for people to call in if they've had any interactions with jabar over the past 72 hours or so. scott. well, chris, you mentioned that car rental app. sometimes coincidences are coincidences, but they both use that san francisco based app. yeah, that's absolutely right. the trucks used in both of these deadly incidents were host vehicles from a san francisco based car sharing company called turo. it allows private car owners to rent out their vehicles to others. a ford f-150 lightning truck was used by the bourbon street attacker. a statement from turo reads in part, we are actively partnering with law enforcement authorities as they investigate both incidents. we do not believe

that either renter involved in the las vegas and new orleans attacks had a criminal background that would have identified them as a security threat. back to you. the interesting it will change people's minds of using that now, too. all right. thank you very much, chris. the today show will be continuing our team coverage at 7 a.m. nbc has a team of reporters on the ground in new orleans and las vegas. it's ahead right after today in the bay. 607a sliver of hope for a family in butte county affected by a school shooting. they're sharing positive progress reports for their victim. back in december, five year old elias wolford and six year old roman mendez were shot during recess at feather river adventist school. the family for elias wolford says after an mri discovered the bullet had damaged his spinal cord. doctors believe he could not regain the use of his legs, but they posted on social media that after several surgeries, he is experiencing some sensation in his legs and can wiggle his left

foot. according to the chronicle, roman mendez was released from the hospital just before christmas. all right, let's hope they continue to heal well this new year. california trying to crack down on retail and property theft. new laws are now in effect in california. one of them says if you've taken more than $950 worth of items, even if in different places, you can face grand theft charges. another allows stores to file a restraing order against you if you've stolen from them. they can also ban you from entering the business for two years. michael linenger is a former san jose police officer and security consultant. he says these laws will give county district attorneys more tools to prosecute thieves. but i also believe that the community will feel a significant impact from this. most importantly, they can learn to contact law enforcement again and it's something will be done. prop 36 passed by voters also went into effect last month. it allows for increased

penalties for property crimes along with fentanyl trafficking. state senator scott wiener's bill regarding car break ins is now law. car owners will no longer have to prove that every car was locked when it was broken into. under the new legislation. a live look at the state capitol, where governor gavin newsom is sharing details about his upcoming state of the state address happening later this month. the governor now planning to give his speech on january 20th. that's the same day president elect donald trump is inaugurated. it's also the earliest newsom has ever delivered the address as governor. he plans to combine the annual address with his budget presentation. in recent weeks, newsom has been ramping up immigration and lgbtq resources ahead of the change in leadership at the white house. let's take a live look outside this time in san jose. look at the lights twinkling there at christmas at the park. it's another clear and cold morning across the bay area. cynthia is

with a few clouds driftingg abt. so a calm winter day as we look towards the weekend. we'll have that forecast coming up in a few minutes, but i do want to turn to the situation on the roads right now. look at the backup at the richmond-san rafael bridge toll plaza. there is apparently a car mid-span that is blocking one of the lanes. we see that buildup right there, all those headlights coming towards us, and it's now starting to back up into parts of castro right there in north richmond. so we'll continue to watch this and hopefully it clears soon as people get the day started. wall street is set to kick off the new year on a positive note, as investors hope the markets can regain some momentum after they limped into the end of 2024. the s&p 500 falling for four straight days to cap the year, the first time that's happened since 1966. but it was still a solid year overall. the s&p surging 23% the second straight year of returns above 20%. the dow rising 13%,

while the nasdaq led the way up nearly 30%, propelled by gains in mega-cap tech stocks such as nvidia, apple and meta. in focus today, data on jobless claims. automakers report their december sales. today. they're expected to rise more than 7%. that's according to jd power, boosted by deeper discounts from automakers and dealers. analysts say the increase points to a resilient market for new vehicles, which faces pressure from high interest rates. but consumers still aren't that interested in electric vehicles. surveys show only about a quarter of new car buyers are considering an ev for their next purchase. drug makers plan to raise u.s. prices on at least 250 branded medications at the start of 2025, according to data analyzed by research firm axis advisors. the list includes pfizer's covid treatment, paxlovid and bristol myers cancer cell therapies. nearly all the price increases are below 10%, with the average around 4.5% in line with the

estimated $8.75 billion. let's get a check of your weather this morning with cynthia. good morning everyone. we are, of course, off to a cold and clear start. as we take a look around the bay area, we see everybody, mostly in the 40s, to start our thursday and taking it into this afternoon where it's going to feel a little bit more mild down here in the south bay, looking from those mid 60s in palo alto to upper 60s right there in morgan hill. it will get cooler as we make our way around the heart of the bay, low 60s through san francisco, parts of concord and up towards wine country as well. we'll see some clouds drifting here and there as we get ready for our first rain. that system making its way as we plan towards our friday. so where is it going to start to rain first, of course, no shock there. up there towards the north bay and maybe a few drops coming in tonight. but really the event is a morning one as we go on in, maybe people going out on the roads to work or get back home across the state. just be careful with those slick conditions. it pushes east, south and into the peninsula

around lunchtime, staying there until about maybe 2 or 3:00 and then out of here as we make those friday eve plans. so really it's just a quick system that passes on through. if we get more of those returns, it will be up there towards the north bay and looking at about maybe 3/10 to half an inch. everybody else will see if that rain shadow effect is a part of our totals down here in the south bay, with about a 10th to maybe a quarter, if we're lucky. and really, that's about it. aside from that rain for tomorrow, we are looking at the weekend that's looking good and out towards next weekend. watch those numbers. just gradually getting warmer as we get back to school and work. so just the umbrellas for one day there in san francisco. otherwise we're going to be looking at some nice comfortable days there through the city. also, staying in those low 60s, i want to go back and check on what's going on on the roads. wehowed you this backup right there through the richmond-san rafael bridge. there is an incident along the middle part of the bridge there connecting to marin county. so we see that backup. yikes. it's

looking a little bit rough as we go towards castro. the next one over on onto canal boulevard. i think crews are on the way, so hopefully they fix that issue soon. the other one that is backing up traffic in the east bay northbound direction 80 in oakland, that crash at hegenberger road, those lanes that are blocked after several cars got involvedd and started hitting some items in the roadway. so we'll wch that one, the other one that is a little bit in the recovery phase is this one down here in san jose, northbound 87 at curtner was a big rig versus a crash. i'm not reading any injuries, but we'll continue to follow that one as the morning goes on. so it's a little bit busy. you would think people are at home, but some things are happening out there on the roads. but we're here to keep people updated. yeah. doing double duty as well. thank you. that's right. take it easy. if you're headed out the door this morning or just sit tight because there's a lot more ahead on today in the bay, including nbc. bay area responds. it's possible california's home insurance crisis could turn a corner

the memory of his life has also helped inspire a movement for change in oakland. lift every voice and sing. each new year's day, family and friends celebrated. oscar grant. his mother saying her son loved music and life. he was remembered at an annual vigil at the fruitvale bart station where he died. grant was just 22 years old. he left behind a young daughter who is now in college. in 2010, the officer who shot grant was found guilty of involuntary manslaughter and served 11 months. thehe oscar grant foundation was formed that same year and has been providing college scholarships to young oaklanders since its carrying out oscar's legacy. oscar loved people, and yet he wasn't able to live out his life the way that he wanted to because he was tragically cut. but bececause of that, we want to continue to carry on his legacy by helping those who need help. the

foundation also helps bridge the gap between young black men and law enforcement. his mother says the foundation is an ongoing vigil to oscar that works around the clock to fight systemic racism so that people of color can live safe a thrive. it's amazing that it's been 16 years. having covered it when it happened and then still, you know, the whole process. so it's a nice tribute that the family continues. it is. well, it is. 623 now on the first thursday of new years. and today is actually a pivotal day for california's home insuran crisis, especially if your insurance company happened to drop you. consumer investigator chris chmura here to explain why. good morning. today is the first day that insurance companies can submit new catastrophe computer models to the state. the state cut a deal with home insurance companies that they can begin using those models for the first time to set rates. the state's hope is that olive branch will convince insurance companies to stop dropping policies and

actually sell new ones. in a recent interview with the insurance commissioner, we asked about that deal. how confident are you that your deal will work and will bring sustainability to the insurance marketplace and end the crisis? i'm very confident. you know, this is really it is a historic deal because never before have we gotten commitments from the insurance companies to come back. in california. already, the state's number two insurer, farmers, announced it has started selling more new home policies because it believes the california insurance market has improved. commissioner lara conceded that the new catastrophe models aid insurance availability, not necessarily affordability. carriers might aim to push prices higher, but lara says the state will review those private models and is even creating a public model for comparison. we'll be on the lookout today to see which home insurance companies submit their catastrophe models on day one, and we'll be back at 530 with

bay. better bundle up if you're headed up there. looks good. good morning everyone. happy wet thursday. i'm scott mcgrew in for marcus washington. first thursday of 2025. hard to believe it's 2025. let's start out with a look at the forecast. cinthia pimentel is back after enjoying new year's day. one day off and we are back to the grind. but with scenes like this, it's just so beautiful and it makes me enjoy telling you what's going on. on the weather. we've been off to a dry start to the year, but that will quickly change as we go on into tomorrow. that rain returning. so enjoy the d dry day for today before those conditions change, not only here but into the sierra as well. we'll talk about that. what's ahead for the weekend? and of course i continue to check on what's going on on the roads, so we're busy here. laura and scott. yeah. you're pulling double duty. we really appreciate it. thank you. cynthia. well, many across the nation stunned following that deadly new year's attack. the fbi continues their search for answers after the

terrorism in new orleans. as you've probably heard, the suspect plowed a rented pickup with an isis flag on the trailer hitch into the crowd of the historic french quarter. at least 15 people died, 30 others injured. the attack at 315 in the morning local time. in this video, you can see the truck. it was getting around a police cruiser blocking the entrance to bourbon street. he raced three blocks through the street, packed with people, before crashing into a crane. he died in a shootout with officers. the fbi identified the suspect as 42 year old shamshuddin jabbar, a u.s. citizen from texas and an army veteran. the fbi says jabbar had weapons and a potential improvised explosive device in that truck. there were also other possible ieds planted nearby in the french quarter. witnesses say it was chaos. the guy in the pickup truck just

punched the gas and mowed over the barricade and hit a pedicab. passengers on the corner and there were just bodies and the screams. i mean, you can't you can't think about, you know, on here that. it was chaos and very, very scary and very tragic. there are also growing concerns about the physical barriers used to secure that area, known as bollards are often used in high profile parts of cities and towns to help control crowds and vehicles. the superintendent of police, anne kirkpatrick, who used to be oakland's police chief, told the today show this morning the system was in the midst of repairs for the super bowl and was not ready for the sugar bowl, but they're taking more precautions today to make sure that sugar bowl is safe. she also says the fbi is looking into if jabbar had known associates, but with respect to

the question of an ongoing search, we have people of interest. they are not people who are suspects at this time, the fbi is tracking down everybody. we want to make sure that people are either cleared, but we do have information that we want to just track it down. and that is under the fbi's investigation at this time. more information is also coming out about some of the victims who were killed in the attack in new orleans. while officials have not identified anyone. family, friends and community members have come forward with their loved ones names. they range from 18 to 37 years old. at least 118 year old, nick rusher deebo, had recently graduated from high school, and 27 year old martin tiger besh graduated from princeton university and worked on wall street. several of the victims had young children. well, fears around security are heightened in the aftermath of this horrific

attack. today in the bay's ginger conejero saab live in san francisco, ginger. many headed back to work school after the holiday. it's difficultot to think about this. it really is. we can feel the far reaching impact of this tragedy. law enforcement, understandably on high alert and one retired law enforcement official that nbc bay area spoke with, says that security plans should be revised regardless of the event. and here in the bay area, even if we are thousands of miles away from where tragedy struck, we have heard from people who now have raised concerns over security, while also still feeling thankful that those fears have not amounted to anything at this time. last night at union square, many gathered to close out hanukkah and watch the lighting of the eighth candle on the menorah. san francisco police presence was felt at union square after the department said it would step up deployment for the new year

holiday. in god, we have had an incredible security detail here. the city of san francisco has been very supportive with making sure that there's police officers here. i feel safe in my intentions and in my heart and in the people that i trust around me. is this a particularly safe time? it is not. and many of those images that we've seen are hard to unsee. cell phone video shows the carnage in new orleans in the early hours of the new year. 15 people killed and dozens more injured. now, authorities believe the attacker, who plowed into people with a truck with an isis flag, did not act alone. this morning. their investigation continues. now, this tragedy, as we've been speaking of, does have far reaching effects that will continue in the days and, of course, in the weeks to come, as

we can imagine, laura, and as you and scott mentioned, the sugar bowl, which was supposed to happen yesterday, is now postponed to this evening. all eyes are watching new orleans on how they will handle security, hoping that everyone stays safe in san francisco. ginger conejero saab today in the bay. yeah, they talked extensively about it. the governor there hoping that everything does remain safe and they're all going. thank you very much, ginger. it's 635. we're learning more about the cybertruck explosion outside the trump hotel in las vegas. nbc news has learned investigators are looking at whether there's a military connection between the driver of the pickup in new orleans and the man inside the tesla truck. sources say it was not immediately clear when and where the drivers, who both served in the same branch of the military overlapped, if at all, during their military service. security footage released by las vegas police shows the moment the truck burst into flames. that driver died when the truck exploded. seven people near the

blast and fire were injured. not seriously. smoke could be seen for miles. investigators say the explosion was intentional, but they're not releasing more detail yet. tesla ceo and trump's adviser elon musk, meantime wrote, we have now confirmed the explosion was caused by very large fireworks and or a bomb carried in the bed of the rented cybertruck and is unrelated to the vehicle itself. at a news conference in las vegas, law enforcement shared video of the explosion, but the burned out truck as well and pictures of that, and also thanked musk for helping with the investigation. he gave us quite a bit of additional information in regards to how the vehicle was locked after it exploded, due to the force of the nature or the nature of the force from the explosion, as well as being able to capture all of the video from the tesla charging stations across the country. and they were sent, he sent that directly to us. so i appreciate his help on that. so

encamped out here. this, of course, is near story road. what used to be the jungle here in san jose. if you're familiar, you've been here long enough to remember that the city of san jose has said these encampments are spilling waste into local waterways and need to go in order to be in compliance. the encampments need to go away in order to be in compliance with the clean water act. a spokesman for valley water says the district is right now not planning to remove any unhoused people by force from the embankments of their waterways, but instead will conduct public outreach to try to give the people options on where they could go to. the city has already posted warning signs for people to leave their illegal encampments by january 13th, or face a crackdown. we spoke with one man who has lived near coyote creek for about a year. he's been on a waiting list for housing for the past year and a half. he doesn't know where he'll go if he's forced out of his encampment. it's traumatic. honestly, like. like i've lost so much stuff in this past year, it's ridiculous. you know, like, every time they come, like, you

should avoid contact between their pets and wild birds. people have been infected by bird flu by drinking raw milk, eating contaminated eggs and of course, handling chicken coops with sick birds. now, experts say many cats are getting bird flu. ucsf doctor peter chin-hong says there are ways you can limit your cats exposure. don't give them raw meat. don't give them raw milk and try to limit their exposure as much as possible to like shared water with a in a bird feeder, for example. now, if your cat is sick and showing symptoms, doctor chin-hong suggests to wear a mask and obviously take the animal to a vet. well, happening today for some the new year means it's time to take down that christmas tree. city of san francisco has an eco friendly way to get rid of it. the city's annual christmas tree recycling program is back and it starts today. all you have to do is place your tree on the curb

next to your garbage bins, and the city will collect it free of charge on your normal pickup day. a spokesperson for the recycling facility explains what happens to your tree after it's picked up. we're going to grind them and then the smaller pieces will get fed in with the other food scraps and sticks and leaves get fed into the composting process. and then the larger pieces, the trunk that are ground up, those bigger pieces of wood will get used in the biofilter system. the program runs until january 17th. the city says last year composted nearly 300 tons of christmas trees. 649 the 49ers will have new starting quarterback for the regular season finale on sunday at arizona. josh dobbs will fill in for the injured brock purdy. this will be dobbs first start for the niners since joining the team in the off season. dobbs came in late in the fourth quarter monday against the lions after purdy left with an elbow

and welcome back. we are moving you forward with a look at the top stories on today in the bay. the fbi continues to search for answers after an act of terrorism in new orleans on new year's day. a suspect plowing a rented pickup with an isis flag on the trailer hitch into the crowd at the french quarter. at least 15 people were killed and 30 injured. the driver died in a shootout with officers. the fbi identified the suspect as 42 year old shamshuddin jabbar. the fbi says jabbar had weapons and a potential improvised explosive device in that truck. there were also other possible ieds planted nearby. we're also learning more about that cybertruck explosion outside the trump hotel in las vegas. nbc news has learned the investigators are looking into whether there's a military
