investigators later today. plus, breaking news overseas. a powerful earthquake rattles western china, killing nearly 100 people and injuring dozens more. the rescue efforts underway this morning. also a live look outside for you. many parts of the bay area under a wind advisory this morning, but the winds down in southern california have many worried about fire danger. this is today in the bay. and good morning to you on this tuesday. i'm marcus washington. well, nice to meet you, mr. washburne. i'm laura garcia. mike inouye kari hall. i say this because this team hasn't been together for quite some time. over the holidays. yeah. nice to see everyone. new year, new you. l right. kari is tracking what we can expect. yeah, we're starting out this morning with some gusty winds and some milder temperatures compared to yesterday. here's a live look outside in dublin as you're getting up out and about. we're seeing some of those winds really having you gripping the

steering wheel with both hands. because we are going to see those gty winds continue, at least for a little while longer. yesterday we were dealing with some really dense fog, mainly in the north bay and near the coast. but all of that has since mixed out and we're going to have a slightly warmer day with temperatures this afternoon headed for the low to mid 60s, even some upper 60s in a few spots. we'll be up to 66 degrees in santa rosa. san francisco 64 and 62, in fremont. we will continue with some breezy winds and well above normal temperatures, and we'll talk about some more changes in our weekend forecast coming up. mike, you're starting with changes in the north bay. yeah. the first thing we'll point out is yesterday we had that dark yellow, the mustard color showing all over the north bay with dense fog this morning. kind of cleared up as far as most of our sensor reads. there is still something in the north bay, though. i warned you about it yesterday. the full closure overnight starting at 9 p.m. yesterday, we had a full closure for eastbound 37 through this stretch, heading into vallejo from sears point. highway 121

should be picking up. there you go. we just saw those sensors light up real time changes. apparently they've cleared on time and that's great news. that will happen overnight all week. i'll remind you again the rest of the bay showing a pretty standard easy drive, including out of the altamont. we're watching the build. back to you. we are following some breaking news this morning. this is new video showing the moment of a powerful earthquake striking in western china. this was a 7.1 quake happening about 12 hours ago. it was centered near one of tibet's holiest cities, also near the border of nepal. there are now nearly 100 confirmed deaths, with reports of more people trapped. today, former president jimmy carter's body will travel to the u.s. capitol. we have a live look in atlanta. where? at the carter center. well, this is actually in washington, but his body has been lying in repose there since saturday. that part of the mourning period concluded early

this morning. later this morning, his body will arrive at joint base andrews, and his body will then travel by motorcade to the u.s. navy memorial. a horse drawn caisson will take president carter's casket to the u.s. capitol. he will then lie in state until thursday, when his national funeral service will take place. nbc news will carry a special report when that procession gets underway. president biden and first lady are now waking up in southern california this morning, the pair arriving at lax last night after visiting new orleans following last week's terror attack. today, the president is expected to visit the eastern coachella valley. he will announce the creation of a monument. this is south of joshua tree national park. the president is also expected to sign a proclamation that would make drilling, mining, and other energy and industrial related activities illegal in that area. san francisco leadership is changing this week as a new mayor takes office. daniel lowery will be sworn in tomorrow. one event is planned

for tonight. ahead of that, lowery is scheduled to attend an interfaith unity service at congregation emanuel. tomorrow's ceremony is planned for 11:30 a.m. in civic center plaza at 530. a celebration will be held in chinatown, and that event will include a night market and community festival. we'll have special coverage tomorrow of the mayoral inauguration. you can watch that live at nbc bay area at 11:30 a.m, as well as on all of our streaming platforms including roku, pluto and nbcbayarea.com. well, this morning, a notorious bay area kidnaper facing new accusations in another kidnaping. today in the bay's kris sanchez joins us from our newsroom with more on these mounting charges. what a case, kris. you might remember it. a lot of people do. certainly, matthew mueller is already behind bars serving 40 years. and yet today, investigators in seaside and monterey county will detail how their investigation led to an alleged crime in san ramon. you might remember mueller from the

2015 kidnaping of denise huskins in vallejo, mullin, entered her boyfriend's home. zip tied them both, then kidnaped huskins for a $1,700 ransom when she escaped two days later and was found in huntington beach down in southern california. vallejo police accused the couple of making the whole thing up. huskins later sued vallejo police for defamation. so now mueller's mullin is connected to another kidnaping for ransom in san ramon. about a month after the huskins case in 2015. in all, mullin is now linked to five cases from a home invasion in mountain view in 2019. in october of that year, another home invasion in palo alto. in 2015. his behavior escalated into that kidnap for ransom of denise huskins in march. then the new alleged kidnaping in san ramon in april, and a home invasion in dublin of june of. in june of 2015. this morning, denise huskins quinn and her

husband, along with law enforcement from sside, alameda county and el dorado county, will hold a press conference where they give the latest details. you know that we will bring that to you later on today. laura, such an interesting case. thanks so much for all those details, chris. well, a new request from attorneys on both sides means the man accused of gunning down unitedhealthcare ceo will likely not be back in court before mid-february. the judge yesterday agreed to extend the indictment deadline for murder suspect luigi mangione. the new deadline is february 17th. prosecutors and mangione's defense team are each suggesting more time is needed to prepare the case for trial. mangione will enter a plea once his indictment is returned in just a few hours. alameda county supervisors resumed discussions to sell the a share of the coliseum property to the african american sports entertainment group. the a's purchased the county share several years ago because oakland already has a deal in place. oakland's budget is now hinging on payments that

will only come through once this part of the deal becomes finalized. bob redell will have a deeper dive into the city's budget issues and the sale ahead in our next half hour. bay area firefighters now on their way to southern california with a growing fire threat due to high winds, potentially life threatening wind, storm conditions may be on the way, with gusts approaching 100mph. right now, at least six bay area cal fire engines are heading down to help. here's a post from ccu unit based in santa clara. teams are planning to be on standby in the event of a wildfire. meteorologist kari hall. of course, monitoring all of that about those conditions. most severe. how are they looking? well, i mean, when they send the crews to socal because they haven't had any rain so far, we've had rain. and even though we're getting some gusty winds, we're not really that concerned about a high fire danger. so we are getting some breezy conditions here. take a look at our current wind gusts. mount saint helena right now 70

mile per hour winds. mount diablo 51. while it is breezy in a lot of the valleys, we are not seeing the kind of wind gusts they're seeing in socal. we have a wind advisory in effect, as we could see some of those gusts between 20 to 30 and gusts in the hills up to 50mph. that could bring down some trees. but we do have a big pressure gradient due to an area of low pressure just to our south and east, and as that creates the santa ana wind conditions in socal, we are going to see some really high wind gusts that will continue for a long period of time. so we're going to continue to see these gusts at 50 to 60mph. and once again, as we mentioned, they could reach 100 and some of those upper elevations. so we'll continue to watch that as well as the fire danger just to our south. and we'll talk about what we're expecting here in the bay area coming up. mike has a look at what you can expect to pay as you fill up at the pump, and it's a few cents more than the lows we started with yesterday.

they rose a little bit, but we'll start with contra costa county with the low of 355 in concord at bond fair market on willow pass road. that price was yesterday's high on the list. today it's the lowest. we're listing the south bay. we're going to call out cupertino's low of 363. that's a great gas on north deanza boulevard here in the middle. in the north bay. marin county's lowest is in san anselmo. 377 at farrar auto on sir francis drake boulevard. you check for those changes and there may have been some overnight gasbuddy.com on the roadways. not a lot of change as far as the volume goes. still green around most of the bay. we're checking vasco coming from the top of the screen out of contra costa county. yesterday in about 520 we saw some early slowing. although the altamont pass holds steady with lighter traffic. vasco at speed right now. we'll track that closely, but no problems coming toward the bay bridge or even visibility is great in emeryville. back to you. thanks so much, mike. 510 for you right now, mcdonald's rolling back some of their diversity initiatives ahead this morning on today in the bay, we're going to tell you the reason the

513. we're taking a live look outside in san rafael. definitely a much different picture compared to yesterday, where we had some really dense fog and low visibility, and temperatures are also much warmer right now at 57, with those winds picking up, which is helping to mix out the fog across the bay area. it will be a clear but windy day. we'll talk about the impacts coming up. and right now it's early in the commute. we're at speed, but we still have a good amount of traffic out there for you on the nimitz. this is oakland, just north of the coliseum. headlights heading south, taillights heading north, some toward the bay bridge, which is clear right now. we'll show you the overall build coming up. well good morning. very happy tuesday to you. biotech company stem x in south san francisco says it is going to make another round of layoffs. about 40 staffers, according to the san

francisco business news. shares in the south bay is. nvidia hit an all time high. the stock's up 200% in the last year. company offering its very first self-contained personal computer and new powerful chips to run ai applications. that's the ceo making the keynote speech at this year's consumer electronics show in las vegas, which gets underway today. ceo, one of the largest conferences in the world, taking up the las vegas convention center and several hotels. brand new this morning. meta, the company that runs facebook, is dropping all efforts to police lies online, moving to a system more like elon musk's x, where the users do the work through community notes. mark zuckerberg making that announcement in an online post this morning after trump first got elected in 2016, the legacy media wrote nonstop about how misinformation was a threat to democracy. we tried in good faith to address those concerns

without becoming the arbiters of truth. but the fact checkers have just been too politically biased and have destroyed more trust than they've created, especially in the u.s. zuckerberg very much currying favor with the incoming president, announcing trump ally dana white, the head of ultimate fighting, will become a board member at meta as well. zuckerberg says he admires white as an entrepreneur. zuckerberg, well aware donald trump does not like facebook or him. trump has specifically said he opposes the ban on tiktok because it would help facebook and is called zuckerberg. a variety of crude names. meta, meantime, recently donated $1 million to trump's inauguration. well. changing times mcdonald's is the latest big company to rethink its dei program. that's diversity, equity and inclusion. the company says it will no longer participate in outside rating systems, measuring the effectiveness of equality efforts. they say they will continue with their diversity efforts, but again, won't

survivor champions, david zenni. so yes, it does attract some of the best of the best reality tv at its best. watch deal or no deal island tonight at 8:00 right here on nbc bay area. you can also watch it the next day on peacock. would you go on an island and try to survive? yeah. when i think of islands, i think of vacations and not trying to survive island, trying to survive until 5:00 to get a cocktail, survive with something of this and something of this. exactly. okay. we'll take that kind of island and island weather here. no, no, not quite. although it's going to be warmer today, right? yeah, it's warmer than normal. so we're talking 60s here. warmer than normal island. all right. yeah. and it's also going to be very windy. not quite those nice breezes that you like to get on vacation. but as we take a live look outside in san francisco, the high winds have helped clear out the fog that we've seen over

the past couple of days. so it is a clear start right now. temperatures also warmer. we're in the upper 50s there in san francisco and it is 58 degrees as well in sonoma and calistoga, but 44 in fremont. so in the areas where the wind is calmer, we are seeing cooler temperatures there. and we've also seen some rain, as well as some upper elevation snow across southern california, as well as some of those showers around the vegas area, with that area of low pressure moving in. but also that's creating this pressure gradient that's building up some big waves. we will have this beach hazard statement in effect through today, and we could see some of those breakers up to possibly 20ft. as of right now they're running at about ten feet. and then looking out ahead in the forecast. unfortunately there is no rain. i'm running this all the way out through the middle of next week, a we are still going to be dry across the bay area. usually january is our time that we get a lot of our annual rainfall, about 60%

between december through february, and normally january is our wettest month, but we have yet to measure any rain, any significant rainfall, and we are going to go through at least the next week with no rain. so that may set us back just a little bit as we take a look at what to expect. and also the average rainfall that we get during the months of january and february. hopefully we don't start to go into abnormally dry conditions, but we are still enjoying some milder temperatures. highs in the mid 60s, overnight lows near 40 degrees. and look at all those sunshine icons that we'll see continue into at least early next week. and mike you're looking for signs of slowing. yeah you're looking at those sunshine icons. i'm looking at these headlights. and when more of them come through the area, it looks like the volume starting to build up just a tad bit. nothing dramatic. it's only 520. we should see these metering lights if it's like yesterday. turned on in about 20 minutes and we see the early signs of that commute like we

than a dozen people who all got similar text messages and they all smelled a rat. they're also not alone. so now the attorney general is involved, and so is consumer investigator chris kamara's team. good morning. if you watch us every day. thank you. but i must apologize to our most loyal viewers because i'm about to repeat myself. this text message right here that claims to be from fastrack. it's a scam. and this is now the third time we've told you that. most recently, just this past week, we're a broken record because even after our broadcast, we continue to hear from folks like frank, mary, cynthia, bridget, jenny, joe and others. a couple people every day, all saying they got the text that threatens legal action if they don't pay their fast track toll bill. like ed and his

wife. and she got two of them. and i was like, it's got to be a scam. he's right, and he's far from alone. fast track says it logged 3000 calls about it. the attorney general's office just posted a bulletin saying there's a significant increase in these texts. the ag's office said this scam is designed to deceive drivers into entering banking or credit card information into a website. and once scammers have that, they can go to town running up credit card charges or draining your debit card. so please don't click the link. do what ed did. i didn't respond, i reported it as i took a picture of the text, and then i deleted it and reported it as junk. bottom line this text message is a scam. hopefully saying it a third time is a charm, but let's work on that together. please tell your friends spread the word so you don't have to hear me issue the warning a fourth time. frank, mary, cynthia, bridget, jenny, joe and others

30, bracing for dangerous fire conditions this morning. many parts of southern california are under a red flag warning. ahead, we have live team coverage on the conditions there and in the bay area. firefighters heading down there to help crews prepare. plus, a key vote expected on the potential sale of the oakland coliseum. we hear from one local leader about the future for the iconic venue, as the city deals with a major budget deficit. this is the city's mayoral race is taking shape, the longtime east bay congresswoman eyeing to be the next leader. this is today in the bay. first tuesday morning

of the new year. thanks for spending it with us. i'm laura garcia. and i'm marcus washington. well, let's get right to our top story this morning. gusty winds whipping across parts of the bay area and california, including san francisco, the east bay, north bay, interior valleys, and the santa cruz mountains. but a potentially life threatening wind storm is on the way in southern california this morning. we have live team coverage. meteorologist kari hall tracking the conditions. but first, let's head to today she's got more on the local help that's now heading south. good morning. ginger. good morning, laura and marcus. you're talking about those winds and gusty conditions. we're feeling some of that here along the peninsula. were in pacifica now where you can you can see the wind has picked up this morning. but as you've been mentioning, the focus is down south. that is where there is potentially life threatening conditions. the national weather service says strong santa ana winds will pick

up starting today in parts of santa barbara, los angeles and ventura counties. now, those wind gusts forecasted up to 90 miles an hour may last for a few days. that is where our local crews are giving a hand. at least six bay area cal fire engines ready to add additional resources to an already all hands on deck situation. we also have all of our units down here in san diego, riverside, san bernardino that have staffing patterns. no one's going home. we're staffing all our extra engines. it's all hands on deck for this wind event. well, not long ago, in november and in december of last year, we saw fires burn hot and fast in ventura and in malibu. now, by this time of year, fire danger down in southern california is typically winding down. but that area hasn't had any measurable rainfall in several months. now, the combination of high winds and very dry conditions mean extreme fire danger. now, here

at home, we do have those gusty winds, but we've seen at least some rain in the past. i know kari is mentioning that she's got a clear forecast. we're going to get more of our local the how, what it looks like for us locally from her in just a second. but for now, we're live in pacifica, ginger conejero saab. today in the bay. thanks so much, ginger. so let's check in with meteorologist kari hall. now she's tracking the winds. big concern because it's been so dry down there. yeah. and for the bay area we've also had some rain. so we're not as worried about there being a high fire danger. but we do know that with any high winds you do have to be careful. and there could be some downed tree branches and the potential of some power issues. we are going to see this wind advisory continue until 10:00 tomorrow morning. so we are going to see a prolonged period of some of these gusty winds that we've seen in mount saint helena right now at 68mph. it was even higher earlier this morning. and mount diablo at 54 mile per hour winds for most of us, we're feeling winds at about

15 to 20mph, so it's not too bad, but you can definitely feel the difference. this morning there is a little bit of rain going to socal with some of those high winds. i don't think it's going to be enough to really decrease the fire danger, but it is creating that pressure gradient that we are seeing in those offshore santa ana winds as we go throughout the late morning into the afternoons, the winds will pick up and we'll see it continue through tomorrow. look at some of those numbers there, 50, 60 and possibly in some spots a lot higher as you go up in elevation. so we'll continue to monitor that. mike, you're trying to read the signs at the bay bridge, not the street signs. well, there's one that says do not enter. that's the wrong way. right. but we're looking at the volume of traffic kari the number of headlights coming through the area increasing. we should see metering lights in the next five minutes or so. things look like they're going according as yesterday with more traffic. look across the bay bridge mid-span the arrow shows you there is some slowing around treasure island tunnel. top of the screen 37 showed the early

slowing at highway four now shows a build as well. that volume of traffic, much more than the last couple of weeks in the south bay. we do see a little break tapping north 101. the volume builds from about the two 8680 interchange up to oakland road. right on schedule there, just as we approach 540 and we're looking at the rest of the bay, a smooth drive out of the altamont. nothing exceptional right now. back to you. all right. we'll check back with you. thanks, mike. well, in just a few hours, the sale of the coliseum could take a major step forward. this is towards completion today in the bay's. bob redell joins us now. and, bob, the city of oakland desperately needs this money from the sale. it's been held up for weeks. you are correct. good morning to you, laura marcus. we are talking about $125 million for the city of oakland, which would help the city balance its $129 million budget deficit. but in order for this deal to go through the sale of the coliseum, the buyer of the coliseum wants sign off from the county of alameda first. which brings us to today. later this morning, the alameda county board of supervisors will vote

on whether or not to approve the a's portion of the coliseum sale to the african american sports and entertainment group, which is co-founded by ray bobbitt. they had a segue offered $250 million for the coliseum, half of that 125 for the city of oakland. the other half 125 million for the a's. but this past november, bob gates organization missed a payment deadline to the city of oakland because it's investors are waiting for county supervisors to approve the a's half of the sale. without that money, the city of oakland has already had to revise its budget and make cuts to keep programs. here's new oakland city council district council member district seven council member ken houston, who says he met with ray bobbitt on sunday. i believe in that coliseum deal is going to work. from the numbers that i saw, from what i know personally, some of the council members don't believe it. they think it was smokescreen. i thought it used to be smoke because of how it was moving.

but after my meeting with ray bobbitt yesterday, i believe in that deal. they told me yesterday. of course, being sunday, this interview was from yesterday. yesterday, oakland firefighters stood on the steps of city hall and urged all sides to finish the sale of the oakland coliseum to bring that money into oakland so the city can reopen. the two fire stations temporarily closed yesterday to help with oakland's budget gap. the parties involved in the sale have told us before they are confident this deal will go through eventually. reporting live. bob redell today in the bay just taking its time. all right. thanks, bob. well, speaking of oakland, as the city grapples with budget issues, the race for its next mayor appears to be coming into focus, at least regarding a possible run by former congresswoman barbara lee. yesterday, she officially opened a campaign finance account. this is tied to april's special election, but so far, her team only saying that she plans to make some kind of official announcement later this week. lee last year lost her run for the u.s. senate in the primaries. some oakland council

members are optimistic. he has the administrative experience and executive chops to be successful, helping navigate the city of oakland through these challenging budgetary experiences that we're having right now, lee told nbc bay area's velena jones that she is still evaluating her next steps. lee spent 26 years in congress after seven years in the state legislature. so far, about a dozen people have filed papers signaling a possible mayoral run. 537 right now, in just a few hours, a woman tied to a death, which sparked outrage in san francisco is scheduled to make her first court appearance. 63 year old yang feng wu died last july from a head injury, two days after being pushed into the sidewalk in the bayview district. at the time, police ruled it an accident and no arrests were made. sparking outrage because the woman accused of pushing her was later tied to a separate violent assault on an elderly chinese woman. last month, district attorney brooke jenkins

announced charges suspect tia hopkins is now facing charges of assault and battery resulting in great bodily injury. bay area county boards are an influx this week as recently elected supervisors are seated. that includes san mateo county, which this morning is welcoming two new board members. the board is also expected to name david canepa as its new president. also today, antioch leaders expected to announce a new acting police chief. the interim chief, brian addington, is retiring again. he actually came out of retirement last year for a temporary takeover. the choice to replace him on an interim basis is not yet known. this all follows a recent agreement to move the department past the racist text messaging scandal. last friday, the city reached a settlement with the justice department that includes a plan to hire an outside consultant within 90 days, along with a community engagement liaison. well, this morning, the cdc health leaders, they are

confirming the first human death fr the bird flu. the unidentified senior lived in louisiana, had underlying medical conditions. they were believed to have been infected from a flock of backyard birds. now, just under 70 cases have been recorded in ten states, with about half of them in california. most have become infected from infected cattle or poultry, and most of those cases are mild. so far, there's no evidence of the virus that can be spread from human to human. but the cdc leaders also say samples from the louisiana patient show signs of mutations that may ultimately lead to the virus becoming transmissible between people all the same, one bay area infectious disease specialist says at this point, there is no need to panic. this case in louisiana is hopefefully isolated. right now. it's a different strain from what the dairy workers have had in california. and but it illustrates that the virus can

miles per hour this morning. so we have an area of low pressure that's moving just to our south. while high pressure still dominates our weather, keeping it dry for us. so these two pressure systems very close together is making the wind flow very quickly across the bay area. and we're going to see those gusty winds continue throughout. today at least it will be sunny and temperatures a little bit warmer compared to yesterday afternoon. we're up to 64 in napa, novato, as well as san francisco, 64 in palo alto and 62 in dublin and livermore. today, but the wind will start to calm down just a bit, and it looks nice as well on thursday with well above normal temperatures. but when we take a look at rain, we are still going to be dry. there is not a drop of rain in the forecast for at least the next week, possibly a week and a half. this is not good news because usually january is one of our rainiest months of the year, and we haven't yet had a significant

rainfall between the months of december through february. we typically get about 60% of our annual rainfall, but we had so much in the early part of december and november that santa rosa is still at a really good standing now, with over 12in of rainfall above normal, san francisco is over an inch above what we typically see for this date, while oakland, livermore, and san jose we are lacking, we are still below what we typically see for this date. while san francisco is a little bit above normal in santa rosa nearly double the normal amount, but we are going to have a chance to continue to dry out as we go through the next week and temperatures a little bit above what we typically see. we're usually in the upper 50s for highs will be in the low to mid 60s into at least the next week. and mike, now you're seeing some slowing on the camera in san jose. yeah, we showed it before. it was a little more focused than it is now. so things look like they've broken up. but it
