survives in southern california as a palisades fire continues to grow, burning homes in mandeville canyon. they are still dropping fire retardant around this home because look how close it is to other structures. there is an entire neighborhood right now being threatened as this home goes up in flames. the flames are threatening more than 12,000 structures, forcing new evacuations in parts of brentwood and the hills of encino and tarzana as firefighters raced to save those homes. we're learning that, sadly, the death toll has risen to 13 in the fires across la. at least 5000 structures have been destroyed with the destruction from the palisades and eaton fires ranking among the worst in california history. and here is where things stand right now. the palisades fire is the largest fire in the area. flames have scorched more than 22,000 acres, and the fire is only 11% contained. tonight,he eaton fire has burned more than 14,000 acres northeast of la and
5:02 pm
altadena. it's 15% contained tonight. the fire danger expected to remain high tonight as strong winds return to southern california. let's get right over to meteorologist rob mayeda for a look at those conditions. rob. yeah, gia. we've been watching these winds shift on schedule, as we expected today, the return of the gusty offshore wind. you can see how it's impacting the upper air. smoke moving away from the palisades. fire and wind speeds in the santa cruz mountains. santa monica mountains. excuse me. up to about 45 mile per hour gusts there. notice the wind direction out of the north. so that is making the fire the most active part of the fire here on the north and east side start to march southward to areas north of brentwood that is mandeville canyon, right there on the north side of brentwood. the hot spots today, really on the eastern flank of that palisades fire. now, unfortunately, this whole zone is under that red flag warning to the east. the eaton fire under a high wind warning as those wind speeds accelerate heading into tonight, you can see the fire weather outlook for the region remains critical through tonight and on into
5:03 pm
sunday, as we're expecting currently, the speed of those offshore winds to increase as we head into sunday morning. not much relief here. the relentless dry offshore wind continues across southern california. coming up, we'll take a closer look at when this pattern might change. and if there's any rain ahead in the 7-day forecast coming up in about ten minutes. back to you. all right rob, thanks. federal authorities are taking over the investigation into the cause of the palisades fire. l.a. city officials say the bureau of alcohol, tobacco, firearms and explosives are now leading the task force that's made up of federal, state and local police and also in southern california. a man arrested for allegedly starting a brush fire in azusa, just east of where the eaton fire is burning. the small fire s sparkd just after 1130 last night. police say witnesses told officers the man who started the fire was still at the scene when officers arrived. they found him standing next to the flames. they arrested him on arson charges and firefighters quickly put out that fire. an extra boost for los angeles. governor
5:04 pm
newsom has doubled the national guard presence in the city. he first deployed about 400 troops last night to altadena. and today the governor called in about 1200 more national guard members. they're meant to support law enforcement as they try to crack down on looting and help evacuate residents and firefighters. they are on the same page. that is what l.a. mayor karen bass said today about the relationship between her and the city's fire chief, christine crowley. after crowley made critical comments about city hall. the fire chief and i are focused on fighting these fires and saving lives, and any differences that we might have will be worked out in private. but right now, our first and most important obligation to angelenos is to get through this crisis. the mayor's comments come one day after she had a closed meeting with chief crowley. this is exclusive video from an nbc station in l.a. showing the chief walking into that meeting right there. it is unclear what they talked about,
5:05 pm
but chief crowley talked with our sister station yesterday about the challenges her department has faced. she says her department has been hit with nearly $18 million in budget cuts, which had a significant impact on their response to the fires. so $17 million cut did not allow us to do what we needed to do and where that impacted us specifically for palisades was our ability to move into reserve apparatus so that apparatus could not be utilized in this fire. we were limited with the number of resources that we could add and pre-deploy to this fire. yes, this all comes as governor newsom calls for an independent investigation into the loss of water pressure at fire hydrants during the initial fire fight, and seeing the damage for the first time. evacuees forced to flee their homes in altadena are now returning to their communities to see the damage. nbc's conan nolan spoke to one couple who lost their home to the flames. it is the heartbreak that is nearly beyond measure

5:16 pm
community emergency response team. the instructor began the class by talking about the fires near los angeles. the 1991 berkeley and oakland hills fire broke out under very similar conditions and with similar troublesome evacuation routes. it's not new news to the people of berkeley, and i also mentioned that the whole north side of berkeley burned in 1923, and the same conditions and that and the number one thing that we've learned from this is that when these fires and these winds do occur is that we encourage people to evacuate early. and organizers say there were 70 people on the waiting list for this introductory class. it's the first in a series of seven classes. the city is adding two more classes to accommodate everyone interested in this program, and a lot of people are interested right now, especially rob and here in the bay area to just today, i was walking around and it was so windy. and then i thought, what's happening in
5:17 pm
southern california today? yeah, we are more fortunate because we did have ample rain from november into december. but again, kind of a clash of climates here too, between what the hills are seeing, gusts over 70mph today in the north bay. meantime around the inner bay, we've still got temperatures at times in the 60s and 70s today. that is the impact of downsloping. dry offshore breezes. still 65 degrees in san jose. no clouds in sight there. walnut creek 62 currently wind out of the north at 13mph and around san rafael. 62 degrees. humidity down to 27% and there are again nothing but clear skies around san francisco at 65 degrees. not much wind around san francisco with mostly 60s around the bay area, but look at these wind speeds. mount saint helena sustained winds 50mph as we switch over to the wind gusts. and look at that. still up to 70 mile per hour gusts. very different conditions above 2000 3000 or up to 4000ft there. and the altamont pass also
5:18 pm
seeing tse gusts at 42mph. all this keep in mind the hills, santa cruz mountains included, will have that wind advisory at least through mid morning tomorrow. wind speeds still pretty gusty as we head into the morning. hours there on sunday and the wind direction still dry. staying offshore as we head into monday, we'll lose the wind advisory sunday, but those dry winds will continue into the new week. so anothther thing we're going to watch will be these chilly mornings ahead. wind sheltered valleys. next few mornings will be dropping into the 30s around the north bay tomorrow morning, 40s and some near 50 degree temperatures around the inner bay to start the morning. now for the afternoon we got those temperatures starting to climb into the mid to upper 60s. various south of san jose, low 60s around san francisco and oakland, and for southern california. unfortunately, more gusty dry offshore winds. the relentless fire weather pattern just keeps resetting itself with these periods of gusty dry wind. thursday and friday might see some relief there as those offshore winds start to calm
5:19 pm
down. so here is that blocking high? typically that ridge of high pressure should be north of hawaii. and we should see storms going across the west coast not seeing it right now. it continues to be parked off to the west. now, one thing to watch next weekend, maybe a chance of showers in southern california. but notice the bay area with high pressure west, low pressure east. for us, that likely means more dry wind around the bay area. so the 7-day forecast, despite what the calendar says, doesn't look like january. there's no rain chances there. san francisco highs in the low 60s for most of the week. we'll see ongoing gusty conditions in the hills. warmer around midweek. again, average high should be in the upper 50s there back in the upper 60s again by wednesday. then watching more wind as we head towards next weekend and as our dry weather continues, things are slowly starting to dry out around the bay area as well. we'll be watching that closely. with the extended forecast still trending dry through the next 7 to 10 days. and is that chance of rain in southern california? big, small. right now it looks
5:20 pm
like showers there. anything but obviously help. but if that doesn't pan out anytime, there's low pressure like that, you know, sometimes they track inland. it could be more wind as opposed to rain. so we'll be watching that closely later in the week. rob thanks. up next celebrating three kings day. the event teaching south bay families aut thebo
