fires. the governor says 11 new fires broke out overnight, but teams were able to extinguish them quickly and crews on the ground say they are working hard to be prepared. we have surge and resources into the southern california, into the region with pre-positioning. we've also stood up a mobilization center in beaumont, and those resources are prepared to respond to any new and emerging fires. now that southland did luck out today, the winds did increase as forecast, but not as high as predicted. but there is still some concern about tomorrow morning. another development we're just learning about. crews in los angeles jumped into a new fire that broke out close to hansen dam, near north hollywood. the fire was small. you can see the massive response it drew as crews converged to put it out before any problem with winds fanned it. all right, let's go straight to our chief meteorologist, jeff ranieri.

jeff. initially, we thought those winds were going to come a little bit earlier, but now it's not until overnight. well, we're actually getting winds right now 20 to 50mph. and we're going to stay with some on and off gusts all the way through tomorrow. so the wind event, so to speak, it's already arriving. you can see right now here on the current map, we are watching both of those large fires, the eaton fire and the palisades fire. and the interesting thing about this is the way the wind is blowing now. it actually is blowing anything back onto itself. so that could certainly be helping firefighters tonight. and the way satellite detection is showing it today, there's really little to no hotspots flaring up on the eaton or the palisades fire. so some good news today. but we still got to be so extremely cautious with how dry everything is with these gusty winds right now, 20 to 40 mile per hour gusts in the palisades fire region up towards the eaton fire. i'm seeing some gusts right now, 15 to 35. and on that fire between oxnard and

ventura, the auto fire winds are 10 to 20. they're getting some containment on this and it grew to about 50 acres. it's not in a very hilly terrain. so overall, that did help firefighters on those gusty winds. we'll see it here as we head through tonight 22 about 50mph. we'd see the same thing into tomorrow morning. and then eveually here we go wednesday night and thursday. that wind calms down. it will be just 5 to 10mph. so that will get that wind out of here. i've got more looks to forecast coming up later on. okay. thank you very much, jeff. obviously investigators are still trying to figure out the exact cause of that palisades fire, but now they say it's possible. the first embers were burning days before this wildfire took off. nbc's brittany home has more on the investigation. hi, jessica. right now, investigators main focus is if this was human caused. but they say they're not leaving anything on the table, not ruling anything out yet. if this was an accident, if there was power equipment that failed

and started the fire, what they do know, what they believe at this point is that this fire might have started in the same place as another fire six days earlier. and today i talked to a man who saw both of those fires. but this time he lost his home. three guys from a fire department pulled over and, you know, asked, you know, what's going on? and i just turned and pointed at my house and i'm like, my house is burning down. i've got a flat tire. and they they pushed me aside. fixed it for me. so i'm really grateful for those guys. peter's son goes to palisades high, one of the many places that sustained major damage in this. he tells me his family has a place to temporarily stay for now, but after that, they're still figuring it out. the story for thousands who are taking it one day at a time. reporting in the

pacific palisades, brittany hope, nbc bay area. brittany. thank you. a bay area congressman is pushing new legislation that could help communities get ahead of the next natural disaster. today in fremont, east bay congressman eric swalwell outlined the bill that he's co-sponsoring. if approved, it would make changes to the way fema o operates and boost the agency's budget. it would also allocate more money to better address dangers in high risk communities before a disaster. so this is really about just recognizing the threat we face from unseasonable winds and perps resource challenges as it relates to water, and to try and be ready. the legislation would also reportedly allow fema to improve its data collection and better track funding and resources during a disaster. well, california lawmakers have canceled a special session hearing for the second time in two days. on monday, lawmakers expanded the budget session to not only include plans to prepare for the trump

administration, but to help la disaster relief. many lawmakers, though across the aisle, didn't want to combine the two issues. so leaders canceled today's meeting to figure out another way to separate the disaster relief. now, as crews keep working to contain the flames and as the investigations continue, our nbc crews are tracking all the latest developments. we have a lot of reporters on scene down in southern california when we are not on the air. our website is a great resource for updates, our website and our app just go to nbcbayarea.com. well, apparently someone is shooting darts at ducks. that is the accusation coming from a group of san francisco residents at mclaren park. they believe it's happened at least three times. as nbc bay area's pedro quintana explains, they're not concerned for the safety of all the wildlife in that park. good girl. yeah, luckily, it's not affecting her wing. we're told. this is video that was shot last saturday showing an injured muscovy duck at mcnab lake in mclaren park.

you can see a dark colored dart in the ducks chest. it's very sad to see somebody would just, you know, use them as target practice. charles ferruggia heads up the neighborhood's help, mclaren park group. he shared pictures his wife and daughter shot, showing the first of several injured ducks. they say they spotted. it all started just a couple days before christmas. you can see the metal dart in that duck is yellow. unfortunately, that duck has since died. according to the city animal care and control department, they've received the carcass and have started looking into it. over the last three weeks, park patrons have spotted three ducks with darts in them, and they're actually trying to see if they can catch one of them today that was originally spotted over the weekend, because they want to try to take that duck to a vet. animal care and control says they searched the lake by canoe on friday, trying to find and help one of the injured ducks. over the weekend, a small group of volunteers also waded into the pond, trying to capture the duck with the dark colored dart in its chest, but couldn't get to it. for regulars at the park,

learning that someone has been targeting the ducks is distressing. it's not a good idea to dart the ducks. first of all, i don't know what kind of person just kills the animals like that. that's not really true. hunting a rec and parks employee also told us the san francisco police department dispatched a couple officers to the park to ask questions about what happened. we've reached out to sfpd for any details about their involvement in the investigation, but have not heard back. ferruggia says he hopes someone steps forward with information. hopefully we'll find out who this kid is. obviously he needs some help and if we don't help him, things could get worse in his future, right? he might end up shooting guns instead of darts. it's important to note animal care and control has not shared any details about who they believe is doing this, or what exactly is being used in these incidents. ferruggia is also hoping anyone who spots an injured duck will call animal care and control immediately, so they can try and capture it and get it to a veterinarian in san francisco, sergio quintana nbc, bay area news tonight. a two

year old girl remains in critical condition after getting caught in the crossfire of a vallejo gun battle. do you hear all those shots? that video, captured by a neighbor's surveillance camera. that gun battle left bullet holes all over the neighborhood. this happened on sunday night. police tell us the toddler and her mom were just driving through the area of moorpark avenue and sawyer street when a bullet hit the two year old. those bullets also hit multiple cars, narrowly missing an eight year old boy sitting inside his own home. our officers are determined to find those responsible and bring them to justice. this is a sad and senseless act of violence, and it is uncalled for and it will not be tolerated in our community. neighbors say they're scared. they're frustrated. they're calling for police to bring more officers to the area to help stop the violence. tough decisions are creating morore ger in a south bay school. the franklin-mckinley school

district says it may need to close schools to balance its budget. captain jason dahl elementary is one of five schools at risk of being closed. the school is named for the pilot and san jose native, who was at the helm of united flight 93 when terroris that plane on september 11th. it also it's also the school dahl attended as a young boy. parents at the school are angry it's being considered for closure. they say shuttering it would only devastate, not only devastate the students, but diminish the tribute to captain dahl. this is the only school that's been named after a hero, right? especially someone who passed away on such an historic day for us. and so to have to close the school would just break our hearts. the district vows to find another way to honor and celebrate captain dahl's legacy. if the school is ultimately closed. while the closure of a san frcisco grocery store is inching closer to actually happening, and people who live near it are not happy. a year

ago, safeway announced it was closing its webster street location in the city. lots of people in the community and city leaders rallied to keep it open while they worked on finding a replacement. without the safeway, the fillmore district would not have a full service grocery store. so to give it time to adjust, safeway extended its closure until next month, february 7th. today, the community came forward marching to the board of supervisors meeting to voice their frustrations. we're looking at replacing safeway with another grocery store. we're not necessarily focused on keeping safeway here. what this is about the unfinished agenda that all the obligations that the city owes this community. now, workers at the safeway store say even though it's closing february 7th, at this point, there's no produce or meat available. prescription services at the pharmacy will continue, though, until the store closes. safeway says all impacted employees will be offered positions at other stores

throughout the bay area. the long awaited deal to sell the oakland coliseum is one big step closer to reality. the alameda county board of supervisors just voted unanimously to approve a term sheet greenlighting the sale to the african american sports and entertainment group. the vote means the deal could now be finalized within 30 days. the vote also means oakland could soon start seeing those delayed funds from its part of the sale. the city is relying on that money to help balance its budget. however, oakland won't see a dime until the deal is finalized. oakland's mayor, kevin jenkins, has now released a statement on tonight's approval, saying in part, this will enable oac, the city and the community to pursue critical economic development in east oakland, resulting in thousands of new jobs, housing opportunities and access to green spaces. up next, just five days until the u.s. bans tiktok, many users aren't sticking around to find out. scott budman joins us with why the new app

recognition that they deserve. she says she and her fellow creators talk a lot about what they might do if tiktok gets banned here. it's one thing to say, hey everyone, just follow me to this other platform, but it's another for everyone to actually do it. but some tiktokers, it seems, have a new spot, complete with irony. they're turning to red note, a tiktok clone also out of china. and as of today, the most downloaded free app in the apple app store. lemonade, also developed by tiktok owner bytedance, is number t two. i think it's also that some of the people seem to naively think that they are going to sort of protest against this american action, government action, by switching to another china based apps. you know, we'll show them naively, because they, like tiktok, are owned by chinese companies. the law that applies to tiktok also applies to these apps. so probably not the

solution creators like kylie are looking for. i haven't tried the new app and i don't know if i would or wouldn't. now, kylie has meanwhile taken the time to build up a large following, also on instagram, so she'll be all right. but it's one thing for a casual user to switch to another social media network. but if you've built a business solely on tiktok, jessica, a ban is going to hit you much tougher. we'll keep you posted. okay. thank you very much, scott. well, history was made in marin county today. frank colbert officially sworn in at tonight's marin county board of supervisors meeting. the oath was given by his teenage daughter. gospel quartet was on hand to perform. colbert is the first black board member in the board's 175 year history. colbert's district two encompasses fairfax, kentfield, greenbrae, and san anselmo and ross. congratulations. a bay area teenager is trying to make recovery easier for fire victims

down south. after seeing all the devastation, cupertino high school junior ruben vargas said he felt compelled to do something, so he got to work. he spent two days creating a website called save dtla.org. he just launched it yesterday in hopes it will streamline the recovery process for the thousands of fire victims. i wanted to create a website that people could have, like a one stop shop of finding resources for the fires in la, and if you wanted to help. the website provides everything from information on recovery centers to links to state and federal agencies. it even has information on where to turn for help if you lost your job because of the fires. the site also has information for people wanting to donate cash, supplies, food or provide housing for those who lost their homes. nice work. hopefully it helps some people. jeff is here now to talk about what's happening down south and winds you know, started today. we will see them pick up overnight and

into tomorrow. we still could get some strong gusts down there in southern california. we'll have the latest on that red flag fire warning. also what's happening back here across the bay. so let's go ahead and start it off right now with a look outside. and it was cold this morning. lots of 30s. and right now we're already beginning to drop with that sunset 52 degrees and 40s on the way as soon as 8:00 out here across concord. and we'll take you out to napa as well. right now, 49 degrees light winds out of the east southeast at three, and you're dipping it down here to 43 at 10 p.m. by the time we get to 1 a.m, we're at 42, but certainly some 30s on the way for you. so let's bring it out to the satellite radar picture. i really wanted to give you this wide perspective of what's happening on this view, because this has everything to do with our rainfall chances. and the thing that you're probably zoning in on is the pacific. of course, we get all the storms from the pacific, but notice how the clouds right there, they're just arcing off to the north. and that's because we have high

pressure and it's moving all the storm pattern way up towards canada and alaska. so because of that, we have more dry weather persisting not only for tomorrow, but maybe for the at least at least the next ten days. now, on the bottom side of this, we have low pressure and that's going to bring in, unfortunately, more wind to southern california. as we head through tomorrow's forecast. we're going to start it off back here across the bay area with some chilly temperatures. we're dipping down to 42 for the south bay, an average of 38 here in the tri-valley. so bundle up tomorrow morning, 38 for the north bay and the east bay in the upper 30s. temperatures for tomorrow. man, we're coming in with a nice day down here across south bay. 66 in los gatos, 68 in san jose, 69, in morgan hill, right across the east bay, 64 in vallejo, 65 in hayward. it continues right here through the peninsula, 64 in palo alto up to san francisco, low 60s from the marina to the mission. and for the north bay. got you to 65 in napa and 66 here in santa rosa, now down in southern california.

they still need to get through tomorrow afternoon with these strong winds. red flag fire warning has now been condensed. it's expected to expire at 6 p.m. tomorrow, but we still could get some isolated gusts in the mountains up to 70. but that's going to be the max of it. and unfortunately, this is the other thing. i really didn't want to put this on here, but i wanted to give you a heads up. next monday and tuesday we could see more strong wind in california, could get gusts up to about 50 in southern california. so we're going to continue to closely monitor that. for us, it would mean in the lower elevations, maybe 15 to 40 mile per hour winds next monday. again, still a lot to learn about that system early next week. right now it doesn't look like there would be any rainfall with it. so besides that this weend so far shaping up pretty good. mix of sun and clouds and low 60s. after these cold mornings it gets really nice in the afternoon. yeah, tomorrow huge huge rebound. south bay is going to be the spot to be. oh yeah thanks jeff. okay up next more tech layoffs in the bay area. why? meta is

[skateboard sounds] a fire. bombings at uc berkeley. last june, police arrested casey goonan for a series of fires at cal. today, the department of justice says goonan pleaded guilty to a felony arson charge. he admitted to placing a bag of six molotov cocktails under a uc patrol car and then setting them on fire. he also confessed to

setting three other fires on campus in june and attempting to firebomb a federal building in oakland. the doj says goodwin's goal was to influence and intimidate the government. goonan sentencing is set for april. he faces a maximum of 20 years in prison. a man has been arrested after police say he shot a muni bus driver. this happened at fourth and berry in san francisco around 6 a.m. yesterday morning. that's about a block from oracle park. police say that when the officers arrived, the bus driver told them someone shot at him and took off running. the bus driver wasn't hit, but a bullet did go through the bus's windshield and hit a passenger. no word on that passenger's condition. police say adolph green was arrested, though a few blocks away. a short time after that shooting. a new round of layoffs at meta. cnbc has confirmed the menlo park company is cutting 5% of its workforce. that's about 3600 employees. in an internal memo. ceo mark zuckerberg told employees the company's lowest performers would be let go. he
