after eight months of nonstop negotiation, my administration by my administration, a cease fire and a hostage deal has been reached by israel and hamas. right now, at 11:00, he wasted no time talking about it. the cease fire deal was top of his list of accomplishments. as president, biden said goodbye. his final address to the american people. he tried to shape his legacy and defend his record. he began with the cease fire deal between israel and hamas, mr. biden saying the deal was negotiated by his team. this comes after 15 months of fighting in that region of gaza and israel. nbc's jocelyn moran joins us now. jocelyn, cautious optimism here about this deal. that's right. and there is a

sense of relief that a deal has been reached, but it's to be implemented in three phases over several weeks. before i begin, let me speak to important news that from earlier today. tonight, president biden began his farewell address by talking about the cease fire and hostage release deal reached by israel and hamas. and it will be largely implemented by the incoming administration. that's why i told my team to keep the incoming administration fully informed, because that's how it should be working together as americans. the deal will be implemented in three phases. phase one lasts six weeks. hamas will release hostages in return for hundreds of palestinian prisoners held by israel. trucks of humanitarian aid will be sent into gaza daily. phase two includes the exchange of remaining living hostages, including soldiers. biden said remaining israeli forces would be withdrawn from gaza during phase three. the remains of dead hostages would be returned home and reconstruction plans for gaza begin. two american

hostages are expected to be released in the first phase of the deal. in israel, there was little celebration in tel aviv's square, where families of hostages usually gather. one family member saying they want to see all hostages back before they can celebrate. jimmy miller's cousin and her children, a ten month old baby and a four year old boy, were kidnaped. i will believe to everything when i will see it in my eyes that it's happening. i will believe it only in the second that i will see. hamas killed 1200 people on october 7th of 2023, and took more than 250 hostages. since then, palestinians in gaza have faced israeli strikes and extreme levels of hunger, with news of the cease fire deal, the reaction was joyful in gaza relief. the war could be coming to an end. nearly 47,000 palestinians have been killed during the war, according to local officials. as for her reaction, narmin al sabah said,

american people stood up to the robber barons back then and busted the trusts. the president seemingly taking aim at elon musk and mark zuckerberg, who recently made a series of policy changes aligning with president elect trump. mr. biden challenged americans to stand up to the abuse of power and to preserve the soul of the nation. let's get to our other headlines tonight. they are gaining groundthat is good news for firefighters down in southern california are taking advantage of the lighter winds. containment has grown on both the palisades and eaton fires as of this late hour, the palisades fire is now 21% contained. the eaton fire in pass near pasadena, 45% contained. however, nearly 90,000 people remain under evacuation orders and nearly 85,000 more are under evacuation warnings. those evacuees are anxious to return home. let's bring in our chief meteorologist, jeff ranieri. and

really, when does this all come to an end? do we have a sense of it? well, really, as we continue through the next couple of hours, we're seeing most of that wind exit southern california. and this is after getting in on 40 to 65 mile per hour wind gusts up in the mountains. now, this was not nearly as widespread or as strong as last week where we did get those winds up to 100, but it still was pretty dangerous here the past 24 hours. palisade fire burn zone only 5 to 15mph in terms of that wind. also the burn scar here on the eaton fire just 5 to 15mph. so getting better on all fronts here. there's just one spot left, one holdout into tomorrow. that's in simi valley, san gabriel mountains, still some 15 to 40 mile per hour gusts. that's in effect until 3 p.m. tomorrow. but again, most of the warnings have expired. however, we are tracking some more wind chances early next week. i'll get you details on that and updated rain chances coming up later on. okay, jeff, we'll see you shortly. we had a special delivery tonight. take a look. dozens of shelter animals from

l.a. county arriving here in the bay area to a hero's welcome. most shelters are overwhelmed because of the fires. so organizations like the san francisco spca are flyg in dozens of animals from the fire zone. nbc's audrey asistio has more on their journey. a round of applause from a group of eager volunteers as 30 shelter pets from southern california arrived at the san francisco spca tonight. we have a pretty exciting evening happening right now because it's all about saving animals. volunteer wants to come over. i have a dog hanging out. it's been quite the journey for these animals. flying from l.a. county to moffett field this afternoon. they came from three different shelters in southern california downy, lancaster and carson, all overwhelmed and over capacity due to the out-of-control wildfires. shelter workers say many of the fire victims coming in are either injured, burned or separated from their families. they've had hundreds of animals

coming to them from the fires with no room to put them, which is exactly why we went down the 19 dogs and 11 cats that arrived in the bay area this afternoon aren't from the l.a. fire zones. rather, they were already at the southern california shelters looking to be adopted, and now they're in sf so the shelters can make space for all the incoming pets. tonight these animals will rest. tomorrow, a physical exam. they'll be ready for adoption at animal shelters across the bay area within two days. meanwhile, the san francisco shelter has already scheduled a second transport mission for next week in case the l.a. shelter need more support. there also asking for the public's help by launching a free puppy adoption promotion. come on in and adopt. because honestly, the number one reason is bigger than anything in the world. it's love. audrey asistio nbc bay area news. so many animals, so many people impacted by these fires. if you want to help, we have resources listed. trusted resources on our website

nbcbayarea.com. we're also posting updates on the wildfires and the ongoing investigations. a roadside memorial is growing this evening for the three students from hollister high school who died in a car crash. this was part of our breaking news coverage last night. the chp says the teenagers were among four people traveling on shore road in gilro the car veered into oncoming traffic and hit another vehicle. three students died. a fourth person in that car was rushed to the hospital along with the driver of the other car. the names of the students have not been released, but the great grandmother of one of the students who died says her family is in shock. we're all brokenhearted, brokenhearted. who's going to graduate this, this senior year? this year is going to graduate, she said. he was a senior and he was going to graduate this year. the cause of the crash is still under investigation. well, it's a debate ignited yet again in oakland. the police pursuit policy. tonight, the police

commission tried to clear up any confusion over this policy and allow the community to sound off. this all comes nearly three weeks after the governor publicly called out the oversight body. nbc's gia vang reports from oakland. this out of control crime wave signs in hand for a number of oaklanders who want the city's police pursuit policy to change. it has to be chasing to get the consequences done. we need to send a message across the bay area that you cannot come here to oakland for crime, tourism and no chase. to be clear, the city has a pursuit policy. don't be misled by these wahab which others tried to make clear to this group. but the issue has become front and center again because of the ultimatum governor gavin newsom gave to the police commission. we need to see that policy changed. widen the policy or he would take away additional chp help. that has been unfair and has been misguided. and what we hope today is to not pass the buc is to not make excuses, because,

according to chair garcia acosta, the body makes recommendations to the chief, who has already signaled he wants to expand the language. the two main sticking points. officers can only chase if the person committed a violent forcible crime, and or it's a crime involving a gun or the person has a firearm. some in the community want to expand the language to include activities like sideshows, and secondly, some want to get rid of officers having to get supervisor approval to exceed the 50mph threshold for a chase. dozens of residents and business owners lined up to say their piece. it wasn't too long ago that we were mourning the death of black men at the hands of police officers, and so i'm really just concerned about the tenor of this conversation. i ask and plead for behalf of all the business. you guys need to come up with something. this is not working. my concern is this idea that somebody else can make us safe. something is wrong here. thank you sir. the current policy was

modified because of an audit that found pursuits were causing too many crashes and i injuries, which some worry about. i am concerned about innocent victims and police officers themselves being harmed by unwarranted police chases. the commission is expected to vote on this proposal next week in oakland, gia vang. nbc bay area news. new at 11 a police dog is recovering tonight after being shot in the line of duty. this is k-9 murph. he and his handler were called to or called in to arrest a man threatening to harm himself and the public. murph attempted to take the man into custody, but the suspect shot murph in the leg. that man was arrested, and murph went to the emergency vet, but he should be doing just fine. well, the clock is ticking. sunday is the deadline for tiktok. if tiktok's parent company, chinese owned bytedance, decides to sell its app, potential buyers may have to dish out a lot more money than previously thought. cfra research says tiktok's u.s. operations could be worth as

walton. during covid, we gave emergency powers to the mayor with the presence of a specific plan. right now, we have legislation that requests waiving pross and allowing for swift decision making, but we don't have a plan in front of us. the mayor's legislation still has to go through the board's legislative process, which could include amendments. well, some gripping new video of a dangerous police chase in the north bay. tonight, the driver is facing several felony charges. this all happened on monday, when san rafael police spotted 36 year old casey beck of antioch. they tried to pull him over because he was linked to a burglary in rohnert park. but look at this. instead of getting off the road, chp says beck drove the wrong way on southbound 101 near the 580 interchange. that's when officers stopped traffic along e freeway. one of the officers then used a maneuver to stop him. after a brief standoff, police took beck into custody.

well, also, some new video into our newsroom. san francisco firefighters lowering the sign at the dover. this is a bar in the mission district. a car slammed into it this morning. the crash happened at 26th and valencia streets. police say it started with a two car collision. the impact of that crash caused the silver van to ram right into the bar. both drivers were hurt but are expected to recover. the cause of the crash is under investigation. well, it is time to honor a bay area and really a national legend. oakland will celebrate the life and legacy of rickey henderson, baseball's man of steel. the former a's star during his 25 year career. rickey was named mvp, won two world series titles and a gold glove. the oakland native died on december 20th. a celebration of life will be held at the oakland arena on saturday, february 1st. it is free and open to the public, but tickets

will be required. ticket registration begins next monday. rickey henderson was 65 years old. well, it doesn't matter who you are or what you own. among the thousands of people who fled the flames and pacific palisades was a decorated olympic champion gold medal swimmer gary hall jr had to evacuate his home last week, leaving all ten of his olympic medals behind his home. and all those medals destroyed. today, he allowed our nbc crews to tour the aftermath. they facetimed with gary hall jr, showing him firsthand the destruction. now, keep in mind most residents aren't allowed back to their properties yet, but journalists are. and there is some good news here. the ioc has vowed to replace his medals five gold, three silver and two bronze to have the olympic committee, the international and united states olympic and paralympic committees organize this and such an expedited way.

i'm really touched. it took a lot to do that, and it's extremely usual for them to, you know, do that. and so that that solidarity with the olympic committee really makes me feel supported in this time of need. pretty nice. gary hall appearing on our 7 p.m. news tonight. the ioc keeps a reserve of non engraved medals from each of the olympics, which can then be engraved and distributed at a later date if needed. as for the 2028 olympics in l.a, it's unlikely the games will be moved, so things are moving forward. so far, none of the marquee arenas or stadiums or athlete housing complexes have been damaged by any of the flames. the chairman of the fundraising and organizing group behind the games says l.a. is determined to welcome the world to 2028. in 2028, however, the city does need to rebuild and rebobound in time to host some f the 15 million people for the

games. governo newsom on sunday telling meet the press that he's working on the so-called marshall plan to revive the city in time for the olympics, the world cup and the super bowl in coming years. all right, let's get to jeff ranieri talking about the forecast down in la. and also for us as we head into this three day weekend, jeff. and the best news right now is any kind of wind is now starting to exit california. at least that widespread wind we had through the mountains over the past 24 hours. it's all associated with this area of low pressure moving off towards the east so that major wind is gone. we've got high pressure. leave us with some sunshine and dry conditions for now. let me get you more details on that microclimate forecast. we'll also talk about some updated rain chances and when we could actually get some much needed rain coming back to california. hang on for that right now. we'll start it off here with tomorrow morning. we are back down chilly here, 41 in the south bay 42 peninsula, 38, in the tri-valley. also those upper 30s across the north bay. san

francisco 44. east bay at 39 under those sunny skies. so a beautiful start for us. then by the afternoon we're going back up close to 70 here in the south bay. still some of the best weather right here. cupertino, los gatos, san jose down to morgan hill with those upper 60s. east bay also coming in strong with 64 in oakland, 65 in hayward. light winds, sunny skies. going to make it a perfect day out here towards concord. and 6467 in livermore for the peninsula, 63 in redwood city, 61 daly city, san francisco, 59, in the marina. got you at 65 in the mission. and for the north bay right here through wine country, santa rosa, sonoma and napa will be in the mid 60s. so this weather i see staying pretty similar all the way through this upcoming weekend. we may get into some morning fog, but we'll still get into that afternoon sunshine and some nice temperatures again all the way through sunday. now beyond this, i did want to get out ahead of this story here. we

may actually get into some wind by next monday and tuesday. the last thing any of us want to hear, but i wanted to show you the pattern here. high pressure in the pacific. low pressure in southern california could pull this wind across the state. maybe some gusts up to about 50mph. but i want to caution all this with a subtle movement in that low pressure to the east. and we would see a better scenario and winds not nearly as strong. so we're watching out for the chance of wind early next week. now let's get to the good stuff here. maybe some rain chances eventually coming our way, which we'll see here is all the way through the 23rd. we are dry from high pressure, but we might be able to break through this and get some rain chances here by the time we get to the 25th, so we'll keep tabs on that right here on that weekend forecast. sunshine temps in the 50s in san francisco and for the inland valleys, we're coming in with 60s and a mix of 30s and 40s in the morning. it has been so unusually dry this month and
