we begin in israel, where after delays and false starts, prime minister benjamin netanyahu now confirming there is an agreement on a cease-fire deal with hamas in gaza. the first phase of the deal is set to last six weeks. israel will halt attacks and pull troops out of populated areas. hamas will release the first grououp of israeli captives in exchange for palestinian prisoners. let's go now to daniele hamamdjian who is in tel aviv. last-minute hurdles to get to this point. >> reporter: good morning, frances. that's right. well, now it's a question of formalities before things get going on the ground. and the security cabinet vote is expected to take place today. in fact, ministers have already started to arrive in jerusalem at the legislature. and so that is step number one now. the next step after that is the government vote, which, according to israeli media

should take place tomorrow in person. that's how it would normally happen. in the last few minutes, the minister of interior affairs is asking that this be done over the phone so we can expedite things to get the cease-fire in place, implemented as quickly as possible so that there are no more delays so it can happen on sunday morning. we'll be updating you on that to see if that in fact is going to happen. once the government votes, frances, there will be a list of palestinian prisoners made public. those prisoners will be released in exchange for those hostages. the israeli public has to be given a chance to submit an appeal or objection at the supreme court. they need 48 hours to do so. once that happens, then the cease-fire can start. but, as you can imagine, the family members of the hostages want to forsakake burecracy and procedures. they want this done as soon as possible. and not just for them, of course, but civilians in gaza. the bloodshed has not stopped since the fire announced.

dozens and dozens of people have been killed, including children. but we are, again, waiting for the first step to go ahead. the votes by the security cabinet, then the government, and then the cease-fire can be implemented in a matter of 48 hours now. frances? >> with the hope of no wavering from either side. new this morning, president biden's final tv interview before he leaves office of the president chose to speak with msnbc's lawrence o'donnell about his five decades in public service, including the cease-fire deal and other acmplishments of his administration. chris pollone joins me now from d.c. good morning. in this conversation the president also talked about some regrets about his time in office. >> reporter: sure, that's right, frances. good morning to you. president biden told lawrence o'donnell he wished he had been better at selling the wins of the democratic party. now o'donnell brought up the subject of the stimulus checks that were sent out in 2020, and then president trump's decision to have his name printed on

them. he asked president biden if he had considered doing the same thing. >> the mistake we made was, i think i made, was not getting our allies to acknowledge that the democratdid this. so, for example, build a new billion dollar bridge over the river, call it the democratic bridge, figuratively speaking. talk about who put it together. let people know that this was something the democrats did. that it was done by the party. that's different than me writing a check and me signing a check and saying, i did it. i'm not a very good huckster. >> reporter: here in washington, preparations are well under way for inauguration day. capitol police say there will be more than 30 miles of anti-scale fence. there are 250,000 ticketed

guests with more expected on the national mall. on sunday, president-elect trump is holding a make america great again victory rally at the capital one arena in downtown d.c. a source familiar with the planning tells nbc news there will be performances by billy ray cyrus and the village people. some of the speakers will include elon musk, dana white and hulk hogan. one obstacle for the inauguration will be the weather. an arctic blast is hitting the capital. temperatures are expected to be about 20 degrees colder than normal for this time of year. if that's the case, that would make this inauguration the coldest in 40 years, frances. >> wow. painfully cold. okay. chris, thank you. on capitol hill today, there will be a hearing for a key cabinet role. senators will hear from kristi noem who's been picked to lead the department of homeland security. yesterday senators heard from a man chosen for treasury

secretary. billionaire hedge fund manager scott bessant, defending trump's views on taxes and tariffs. voting on these nominations will likely start on inauguration day. rudy giuliani has reached a settlement with workers. it comes after he failed to appear for a federal court trial set to determine whether he would have to surrender his home and new york world series rings. the resolution does not involve an admission of liability or wrongdoing. spacex says its starship space vehicle broke apart during a flight after what appeared to be a successful takeoff. the test flight started smoothly with the rocket lifting off, and its booster returning to land in tact on the launch site near brownsville, texas. nine minutes after liftoff.

spacex lost touch with starship. video shows debris streaming across the sky. elon musk wrote online, preliminary indication there was an oxygen and fuel leak above the ship engine firewall. turning now to southern california where the death toll due to the catastrophic fires has risen to 27. on thursday, fire crews made more progress. the palisades fire is holding steady at 23,000 acres. some residents who evacuated the massive blaze were able to return home thursday. and the eaton fire has now reached 55% containment and is also remaining the same size at over 14,000 acres. let's turn now to morgan chesky on another risk residents there are facing. >> reporter: a new danger emerging across a fire-stricken city. this palisades home split in half after officials say a water

leak caused a scorched hillside to give way. no one was hurt, but the still-smoldering scene piling on anxiety ahead of any future rain. if you were in a fire evacuation zone, is there a likely chance you'll be evacuated come rainy season for mudslides? >> there is a very likely chance. >> reporter: teams still facing 36,000 square miles of inspections. >> they're shutting off the natural gas. they're cutting the electrical lines, so there's nothing that you can touch and get electrocuted if it was reenergized by accident. >> reporter: los angeles water and power crews testing hydrants to find the source of that ongoing water leak. the department now the target of a civil lawsuit over a reservoir that was offline for

maintenance. some alleging the 117 million gallon complex was empty. this man lost his home. what do you hope to accomplish with this lawsuit? >> accountability and make sure it absolutely never happens again. >> reporter: l.a.'s water system already under investigation after crews reported shortages on both the palisades and eaton fires. out of every fire hydrant you've seen, what have you found? >> right now we're finding most of them are down or low pressure. >> reporter: if you had a hydrant for this building? >> if we had a hydrant for this building, we may have been able to save the back half. >> reporter: last year he retired from leading los angeles power and water. what would you tell them? >> there's no water system in the world that could provide the kind of water demand that was required in this fire. >> reporter: and, as those calls for accountability grow, the
