"early today" starts right now. good morning. glad you're with me. i'm frances rivera. we begin in israel where after delays and false starts, prime minister benjamin netanyahu now confirming there is agreement on a ase-fire deal with hamas in gaza. the first phase of the deal is set to last six weeks. israel will halt attacks and pull troops out of populated areas. hamas will release the first group of israeli captives in exchange for palestinian prisoners. the second phase and permanent cease-fire still needs to be negotiated. secretary of state antony blinken laid out the stakes at a press conference. >> in order to get the cease-fire to be enduring, now that we have an agreement on the first phase, there have to be understanding on what comes after, on a post-conflict plan, one that allows israel to fully pull out its forces and stay out, one that provides for the

necessary governance, security, reconstruction of gaza. >> israel's security cabinet is voting on the deal this morning. and while the full netanyahu government was also expected to ratify the deaeal today, axios, citing two sources familiar, reports that the full vote isn't expected until saturday night. israeli officials tell axios that means the cease-fire won't go into effect until at least monday. president-elect trump has said he wants the deal under way before he takes office that day. new this morning, president biden sat for his final tv interview as president. msnbc's lawrence o'donnell asked him if he spoke with president-elect trump about the cease-fire deal. >> did you have any discussions about the cease-fire negotiations with the president-elect trump this week or last week as the deal was coming to a close? >> no. >> have you discussed it with him at all since the election? >> no. very, very briefly, when he came

affiliate in rhode island. >> i never wanted to see that video. >> reporter: the troopers' termination was news to the family. we found out they both have been fired at this point. >> oh, good, good. >> reporter: what's your reaction? >> good, i'm happy. >> reporter: his grandmother says the family learned on the day of his funeral that troopers had been sharing the video. >> i'm seeing my grandson in his last minutes of life. getting killed, you know, which no one wants to see that, you know? and then, when i hear the state troopers laughing? that's when it really, like, i was very angry. very, very angry. >> to sit there and laugh and laugh and make fun of, to be diminished to a viral video? it's horrible. >> reporter: after an investigation, the rhode island state police announcing the termination of two troopers from the 2024 academy class who violated division rules,

regulations and policies. adding, we are deeply disappointed that these recent-hired troopers displayed such poor judgment and lacked empathy for this family's tragedy. the troopers have not been publicly named. his grandparents calling the punishment a step in the right direction but not enough. do you feel like they owe you an apology? >> yes. >> of course. definitely. >> reporter: adding that an already-painful experience was made that much worse by the troopers' decision. the family continues to grieve the loss. his grandmother remembering the last time she saw him. >> in fact, when he turned 21, you know, we had such a good time. and i remember i was sitting in my car when i told him good-bye, and i hugged him. and i got out the car, and i said wait a minute. i want to give you a real, you know, a tight hug. and i got out, hugged him so tight. and that was the last time i've seen him. >> our thanks to valerie for that report. in washington, d.c., a pickup truck plunged into the

icy potomac river after colliding with another car on the arlington memorial bridge. first responders say the pickup crashed through the railing and went into the water. one person was pulled from the submerged truck and given advanced life support on shore. two people in the other car were taken to the hospital with minor injuries. no word yet on what led to the accident. turning to southern california where the death toll from the catastrophic wildfires has risen to 27. at least 31 people are still missing. on thursday, fire crews made more progress. some residents who evacuated were able to return thursday. but a new threat is emerging, the risk of landslides. look at this home. it survived the in two by a landslide. the eaton fire has reached reac

>> they said sorry, we can't cover you, you're too close to the fire zone. >> reporter: current estimates show insured losses are already for the fair plan it's about $8 billion. the challenge, the plan only has $377 million available to pay claims. and about $5.7 billion in reinsurance to help cover the plan's losses. it's a scenario the plan's president warned about last year. >> we are one event away from a large assessment. there's no other way to say it. because we don't have the money on hand, and we have a lot of exposure out there. >> reporter: in september, ricardo lara issued this memo, the memo allows the insurance companies who make up the plan to request permission to have fair plan policyholders share the cost, meaning their rates could soar. >> he's not doing his job. he's not protecting consumers.

>> reporter: democratic congressman and former insurance commissioner john garamendi critical. >> the commissioner has not been transparent, and he's not forced the insurance companies to explain and to justify what they are doing. >> reporter: we talked to commissioner lara last week two days after the fire started. can the insurer of last resort sustain this? >> currently, we don't know how many policies are in the fair plan. we're going to get a better picture once the fire is contained. >> reporter: the fair plan also saying it is too early to determine if an assessment will be sought. and the commissioner's office adding he offered clear rules about stability and policyholders would only have to cover additional costs as a last resort. for families like these, it's the last thing they thought they would have to deal with. what's next? >> i don't know what's going to
