at this hour. just south of the bay area. the urgent message to local residents and the concerns over air quality, plus possible school closures. the rally. parents in the south bay are set to take part in as many continue to fight to save their schools. also, a new threat emerging in southern california's fire zone. the landslide caught on camera as some evacuation orders are lifted for the first time since those flames broke out last week. this is today in the bay. good morning to you. othis friday, i'm marcus washington and i'm laura garcia. we're going to look at that morning commute. cynthia is in for mike this morning. morning. yeah. nice to see you. got a look at that forecast. and we're starting out cold once again. not only are weeeing patchy frost, but we also have fog once again. so there's a frost advisory in effect for parts of the santa cruz mountains down to santa clara valley, much of the east bay away from the inner bay. and then for the north bay. we are starting out with some frosty conditions in the north

bay as well. that will be in effect through 9:00 this morning, and temperatures starting out in the 30s in some spots, even freezing in santa rosa, we are now down to 32 degrees. it is 34 in sonoma, and we're at 37 in fremont, as well as some mid to upper 30s in the south county. as we go throughout the day, we're going to see these temperatures still warming up, but not as warm as it was yesterday, with highs making it into the upper 50s for the east bay, dublin, livermore as well as martinez in the upper 50s and 57 for napa, novato and san francisco. we will talk about the weekend and the cooler weather that's settling in in just a few minutes. but, cynthia, you're saying it's pretty calm on the roads right now. maybe people getting that long holiday weekend started. it is looking light. only issues that could possibly make your commute just a little longer is some of that dense fog that is being noted here, with those shades of yellow on my maps up through parts of novato, making it into santa rosa and out towards the marin county coast.

there's a little bit of it, too, as you make your approach to the bay bridge toll plaza through berkeley, over on into oakland. so be careful with that. we'll see if the build does happen here and the metering lights maybe turn on in about half an hour. i'll keep an eye on that. overall, over on into the dublin area. altamont pass also looking good laura. all right. thanks so much. we do start with that breaking news and the fire going on at the world's largest lithium ion battery plant, which is just south of the bay area. the big concern here is toxic smoke impacting air quality. the fire started yesterday afternoon at the vistra power plant in moss landing, just between santa cruz and monterey. as of last night, firefighters say the fire was contained inside a concrete facility and it was not spreading. but the smoke concerns triggered evacuation orders yesterday for about 1500 people who live nearby. others were told to shelter in place at 830 this morning. officials are expected to give us an update on where things stand. and our kris

sanchez is in moss landing right now. she'll join us with a live report in our next half hour. once again, we always stream our breaking news. you can tune to nbcbayarea.com at any time, and make sure to download our free nbc bay area app to stay connected. well, later this morning in the south bay, parents will put pressure on administrators to not close their child's school. today in the bay's bob redell joins us live from outside jason dahl elementary in san jose. bob, a lot of people might know that school because of who it's named after. correct. good morning to laura and marcus. over 20 years ago, a lot of us were out here, including myself, when the franklin-mckinley school district renamed what used to be hillsdale elementary behind me. they renamed it after captain jason dahl, who not only attended the school as a child, but on nine over 11, he was the pilot on united flight 93. before that airplane went down in a field in pennsylvania. as passengers heroically fought the

terrorist hijackers on board that horrible day. b now, dahl elementary is one of five elementary schools on the or. excuse me, just schools in general on a list for potential closure in san jose's franklin mckinley school district. the district says these cuts are necessary because it has lost 40% of its student body since 2011. but in a statement says no final decision has been made. and i'm quoting here. if captain jason m dahl elementary is selected for closure, we remain deeply committed to honoring and celebrating the legacy of captain dahl, a hero who will always hold special place in our community. one mother tells us that dahl elementary has been crucial in the education of her two foster children, since the school is what is known as a trauma skilled school, the boys have emotional and trauma prior to me taking care of them, and they have come a long way within the last year. this is the only school that's been named after a hero, right? especially someone who passed away on such a

historic day for us. and so to have to close the school would just break our hearts. so later this morning, parents plan to rally outside dahl elementary before classes begin to again to try to pressure the district to find cuts elsewhere and keep the school open. there's also a change.org petition to keep this elementary school open, which so far has garnered 357 signatures. reporting live here in south san jose, bob redell. today in the bay. a lot of concern there. all right, bob, thank you. developing this morning, israel's cabinet is set to vote on a ceasefire and hostage release deal with hamas. it comes after the country delayed the decision, blaming the militant group for creating the last minute crisis. without providing details. today's vote comes after prime minister benjamin netanyahu says his negotiating team reached agreements on the hostage deal. the deal will pause fighting in the gaza strip and see dozens of

hostages held since the october 23rd attack on israel. the first releases could happen as early as sunday. longtime former san francisco 49ers dana stubblefield is scheduled to appear in court today. this is in a bid to gain his release from prison in december. a court overturned his conviction in a rare rape case dating back to 2020. this is when he was sentenced to 15 years to life. now, judges found prosecutors violated the racial justice act through bias and discriminatory statements. stubblefield must now petition petition the court for his release and argued to have his charges dismissed. the judge must also rule on questions over legal jurisdiction. turning now to southern california and a new danger emerging in the fire zone. the palisades home. right here, you see, is now split in half. it survived the fire. but then yesterday, a mudslide destroyed the home. officials say a water leak caused scorched hillsides to give way. that home

now red tagged. a lot of people are concerned about any future rain which could trigger more of these mudslides. for the first time since the pacific palisades fire sparked last week, evacuations were lifted for some people. fire crews have said that evacuees need to wait for at least a week or more before they can return to their homes in those damaged neighborhoods. this is now 27% contained and has burned more than 23,000 acres. as for the eden fire burning in altadena, it is now 55% contained and has burned more than 14,000 acres. well, the trauma of losing everything in a wildfire may be exponentially harder for families with medically challenged children. this is the starting point for one global nonprofit now stepping in to help southern california fire victims. khoi lifeline provides outreach and support, offering families, housing and material items along with crisis intervention. one director calls

developing here and there. we're also seeing the fog in palo alto. as we take a look at this live view in 101. and visibility is down to a quarter of a mile there in oakland and also in parts of the north bay. so there are some thick patches of fog. while most of the bay area is relatively clear. once you leave out of oakland and heading down to the east shore freeway down to the south bay, we are going to see the visibility clearing up in some spots, but we will have to watch out for that. as far as temperatures, it will be a cooler day compared to yesterday. we made it into the upper 60s in san jose, but today those temperatures stop right at about 60 degrees. it will still be sunny throughout the afternoon and across the bay area. we're seeing a drop in some of our high temperatures by about 5 to 6 degrees in the tri-valley. we're staying in the upper 50s today, and we're going to see upper 50s and much of the north bay. this is the weather we'll see for the weekend. we'll take a closer look coming up in a few minutes. and right now, cynthia is a look at where we

a live look outside in san rafael. starting out chilly and clear here, but we've seen some fog moving around parts of the north bay. it's now 39 degrees and our temperatures stay in the 30s through 7:00 and a gradual warm up with a few more clouds. you'll just notice that it won't be as warm as it was yesterday. so cooler weather settling in. we'll talk about what to expect this weekend, coming up in a few minutes, and we will follow 101 there in san rafael. down to palo alto, where we are looking at the foggy roads but traffic moving smoothly. if you're heading up maybe mid bay to the san mateo bridge, just a little over ten minutes. everywhere else is also looking under ten minutes. richmond bridge bay bridge traffic is moving well. scott. well good morning. i am very happy friday to you as well, cynthia. markets broke a three day winning streak there. closed monday for doctor king's birthday. this is bitcoin gaining more than $1,000 a coin. based on the hope that president

trump will create a government bitcoin reserve and spend taxpayer money on cryptocurrency. the government says that philip morris and its zen. it can keep selling them those little nicotine packets. fda says they're okay to be sold, saying they help adults quit smoking. there's no tobacco in zen, but there is nicotine. the fda says it considershem similar to patches or gum, but it's going to restrict the way that zyn is advertised, like a rolling stone. there's bob dylan, who just joined tiktok yesterday, fans teasing him. he's rather late to the party. this could, of course, be related to that biopic that's out in theaters about him. there was an effort in congress last night to postpone the ban on tiktok, which comes in two days. both the current biden administration and the upcoming trump administration have indicated they'll do what they can to keep tiktok legal. it's

clear that more time is needed to find an american buyer, and not disrupt the lives and livelihoods of millions of americans. of so many influencers who have built up a good network of followers. of course, tiktok's parent company, bytedance, has not tried to sell itself to an american company. washington seems to be saying, let's give the chinese more time to do the thing they haven't been doing. other new spacex sent its unmanned starship on another test. the starship, unfortunately, came apart above the caribbean. oh, that's so cool. oh my goodness. it doesn't look real. wow. this is this is. this is not right. something happened. all right, so that's the pointy end of the rocket. that didn't go well, but there was success catching the booster, which came back down to earth, safe and sound. take a look. boom! kate. down to three engines. stoney point. aaa. it

this is one star christopher abbott. he, in the reimagining of that lead role as a man who experiences a highly unusual transformation. he says that he actually prepared by collaborating with excerpts about his character's physical attributes. together. we sort of came up with just a ton of ideas that i can just use, you know, and physical movements and ways to sort of shape your body that that would work with the prosthetics. and so, yeah, it was a different it was obviously a very different approach than for me than other movies and projects that i've done. but i was excited for that. wolfman also stars julia garner, known for her roles in series including the americans and ozark. it's opening in theaters everywhere today, and we have to compare it to the old wolfman. oh, have you seen the old, old, old one where they had, like, patches of, like, this little fake fur they just put on, you know? yeah. costuming has come a long way. yes, absolutely. i hope it's a lot better. yeah. it

is. all right. so we've got some movies to watch this weekend. let's get a look at what to expect outside. it's going to be a little bit cooler than what we've had throughout much of the weekend. starting out very cold again this morning and temperatures near freezing just above freezing. frosty conditions developing again this morning. so if you're heading out the door, you might want to allow some extra time to get the credit card out and scrape the frost off the windshield if you're seeing that. but we've also had some patches of fog in some spots where visibility has been reduced down to a quarter of a mile. we're seeing that in oakland as well as novato. santa rosa is also seeing some patches of fog kind of drifting in and out of the area, as well as the peninsula moving over toward hayward. we are mostly clear here. the temperature at 41 degrees, and throughout the next several hours we'll see temperatures go from upper 40s at 9:00 to mid 50s at noontime. still jacket weather into the afternoon, and it's only going to reach into the low 60s, which

is still above what's normal for this time of year, but cooler than the upper 60s and even low 70s that we had just yesterday. it will be 60 in danville today, while oakland stays in the upper 50s and 50s up and down the peninsula, with daly city topping out at 55 degrees for san francisco. we're staying in the 50s today, downtown, 57 degrees, and in the north bay, 57 in napa, novato, as well as mill valley. so we're going to see more of those temperatures as the dry weather continues. and we've been looking ahead to see if and when we could get some rain into the bay area. it looks like we'll have a very cold storm system coming in next saturday and sunday, so that's what we'll be watching for our next opportunity for some rain and sierra snow. the sierra snowpack has been dropping constantly, mainly in the southern sierra. we're doing the worst with only about half of our normal amount. the central sierra around lake tahoe is about a 75% of its normal amount, with the highest amount

in the northern sierra, and our reservoirs are still on track to do pretty well for now, but we are needing that rainfall as well as that sierra snow melt to help fill things up in the springtime. looking at our 7-day forecast, more sun at least through the end of next week, and temperatures coming down to the low 60s. but every morning it's going to be cold. starting out in the mid to upper 30s. and cynthia, you are hearing about a crash in the tri-valley. yeah. here's what we know so far over in san ramon, again by the city center, we go to southbound 680 near the bollinger canyon on ramp there. chp investigating this crash, but also saying something about speed being a factor there. one of the cars possibly involved. they're investigating that. so just be careful. otherwise traffic is flowing very well there through the re of the tri-valley. we go on and take a look at this through oakland. what marcus was talking about that dense fog. just be careful as you make your way through the east bay. it's

state farm is reversing course on dropping their insurance policies. consumer investigator chris moore explains what this means for them and possibly you as well. state farm is doing a 180 with thousands of policies before the fires. it sent notices telling many families it was going to drop their coverage this year. but now state farm is pausing that and will not drop them right now. la county customers will have an option to renew with state farm for another policy term. this surprise development is in some ways not actually a surprise. it's proof that insurance companies decision making changes, sometimes daily. yes, a lot of companies have announced they intend to drop california policyholders, but they're also constantly feeding new data into their risk calculations and adjusting accordingly. sometimes, like today, for the better. so no matter who your

engulfed in flames. the world's largest battery plant south of the bay area catches on fire. we're live on scene with more on the fire fight and growing concerns over air quality. also, the evacuations underway at this hour, plus a possible indictment by a federal grand jury. the all new legal troubles for former oakland mayor sheng thao. seven months after the fbi raided her home, and an update expected in a matter of hours. this is today in the bay. good morning to you. on this friday, i'm marcus washington, and i'm laura

garcia. we start out with that breaking news. a toxic fire in monterey county at a large battery plant is forcing 1500 people out of their homes. this is at the vistra power plant in moss landing. now, while the fire itself is contained, a county supervisor says it is a disaster today in the bay's kris sanchez joining us this morning with more of those overnight developments. kris. well good morning to you. so we are in castroville where we expect an update a little bit later this morning and where the board of supervisors will be holding an emergency meeting also later this morning. i don't have my mask on right now. the air quality smells a little bit better than it did last night, but the there is a lot of particulate matter, so people are still being told to min their air quality behavior. stay out, stay inside, etc. now, at this point, firefighters are letting the fire burn itself out. the power plant is a battery storage facility at you said, forithium ion batteries.

and because of that, firefighters can't put water on it. unfortunately or fortunately, the fire is contained inside the concrete walls of the facility. it ststarted at 3:00 yesterday afternoon and raged for hours. well, there's no way to sugarcoat it. this is you know, it's just a disaster is what it is. and it's extremely disconcerting. the fire is contained. i think people should be able to realize that. i don't think there's any. we don't believe there's anyeal threat of it extending outward. now, 1500 people were forced from their homes overnight. and people as far away as santa cruz county are being told to stay inside with windows and doors closed. the vistra power plant statement reads in part, our top priority is the safety of the community and our personnel, and vistra deeply appreciates the continued assistance of our local emergency responders. i did check the cal osha database to see if they have had any

violations or citations. they have not over the last five years, but will be asking about more details about any inspections that they might have had. when we get that update, that's happening at 10:00. at 8.30 this morning is when the monterey county supervisors will hold that emergency meeting. we will get our masks back up and we will hit recirculate on the car because, as i mentioned, even though the air smells clean, there is a lot of particulate matter in the air in castroville. kris sanchez today in the bay, and that is concerning. hopefully everybody gets the word out. stay safe. kris. well, let's check in with meteorologist kari hall, who is, of course, tracking those conditions there for us this morning. wind gusts. i mean, that's always a big concern. yeah. this morning the wind is fairly calm. we've seen it staying below ten miles per hour. and a lot of the wind is coming in from the north, so that's most likely blowing it away from most of the well populated areas. so that's the good thing this morning is that we haven't seen a lot of breezes. and our air quality has been most hazardous, down from san juan bautista to hollister.

and it's going to be moderate throughout the bay area for today as well as tomorrow. as we are seeing that wind calming down for gilroy, we're starting out very chilly, near freezing, and in the next hour will be at 34 degrees. our high temperatures today staying cooler than yesterday, reaching into the upper 50s. so we will continue to watch that and talk about what's going on this weekend coming up in the full microclimate forecast. all right. sounds good. we'll check back with you. well, we are following more breaking news this morning, this time from overseas, just coming into our newsroom. the israeli security cabinet just approved a cease fire and hostage release deal just minutes ago. it comes after the country delayed the decision, blaming hamas for creating a last minute crisis without providing details. the deal will pause fighting in the gaza strip and see dozens of hostages held since the october 2023 attack on israel. now, the first releases could happen, we're told, as early as sunday.

the deal now must be presented to israelis, israel's full cabinet, and that itself will happen later today. 534 for you right now and as soon as today, federal criminal charges may be announced against former oakland mayor sheng thao. this is all according to multiple reports, including one in the chronicle, which cites sources saying that she and her boyfriend, andre of an ongoing grand jury as part corruption probe. now, this follows last summer's fbi raid of her home. that's when agents also raided the homes and businesses of a powerful east bay family, which owns california waste solutions. oakland's contracted recycler. she has not issued a statement. the former mayor. but in the past, she has repeatedly denied any wrongdoing. legal analyst stephen clark believes that there is a reason it's taken this much time to drop another shoe. i think it involves more than just the former mayor, and so it was important that they

took the time before you bring a case like this. these are serious allegations, and it's important that you successfully investigate these cases. right now, all we know for certain is the u.s. attorney's office is making what it calls a significant announcement that's scheduled for this morning at 10:00. as for the future of oakland's leadership and the next permanent mayor. well, today is the deadline to file to run in april's special election. among the handful of declared candidates. former east bay congresswoman barbara lee and runner up in the 2022 mayoral race, lauren taylor. also today in notorious bay area, kidnaper is expected to be back in court to answer to new charges. nearly a decade ago, matthew mueller was convicted of raping and kidnaping denise huskins in vallejo. he also tied her future husband, aaron quinn, in a case. police initially dismissed just

as a hoax, but now he's being linked to multiple other criminal cases around the bay area. today, he is expected to appear in a santa clara county courtroom for arraignment in two cases with similarities to the huskins case. each happened in 2009, targeting one woman in mountain view and another in palo alto. let's take a live look out at the san francisco skyline. you can see there the car is sticking around this morning there and other places across the bay area. meteorologist kari hall is tracking what we can expect out there. a foggy start, but look, downtown san jose, get on the ice. yes, it's going to be a great weekend for ice skating and enjoying a lot of the events going on around the bay area. with the nice sunny weather that we'll see continue. it will be cool though as we start out. if you're going ice skating at 4:00, it's going to be 60 degrees and then quickly dropping down to 53 degrees. those temperatures continue to drop very quickly as we go into the late night hours. we'll see

that in napa as well. even cooler there for the napa lighted art festival starting tomorrow, it's going to be at 8:00, 44 degrees and down to the lower 40s as we go into late night. and if you're going to the warriors game tomorrow night, expected to start out in the mid 50s. a light wind all clear, but some great basketball weather. of course you'll be inside, but if you're going out to dinner right before the game, just make sure that you're also ready for those chilly temperatures and breezy winds. and this weekend, the sea lions 35th anniversary will be happening at pier 39. lots of celebration going on there. as we start out with some upper 40s, a partly cloudy sky, and headed toward the mid 50s throughout the afternoon. that's a look at tahoe this weekend for palisades. it's going to be 43 and sunny today. those overnight lows drop down to 18 degrees. low 40s again tomorrow, with a chance of some rain and snow showers to wrap up the weekend on sunday. cynthia, you have some more alerts now for bart? yeah, one of them is immediate.

right now. governor gavin newsom is unveiling his latest budget proposals, and he's working to help those trying to make it in the bay by supplying them with free diapers. newsom is looking to set aside more than $7 million in this year's budget, and 12.5 million next year, to provide three month supply of diapers to families with newborns, regardless of their income. the goal is to address diaper affordability, which is a cause near and dear to east bay. assemblywoman liz ortega families continue to talk to me about three major pressures that they were feeling. it was housing, food and diapers. so to finally see that we've made a shift from last year where we were cutting diapers and cutting diaper banks to actually seeing in the budget as a priority from the governor is really exciting. really nice to see. ortega attributes the initiative's

inclusion in this year's budget to female lawmakers who have pushed for diaper affordability. the goal of the program is for the state to give out 40 million diapers this year, and double that number to 80 million next year. the initiative would need to survive budget negotiations and be passed by lawmakers in june. well, thousands more lifted for people down inng southern california. and those fire zones comes as authorities now confirm 27 deaths from last week's wildfires. firefighters also gaining more ground on the largest fires. the palisades fire is now 27% contained. eden fire is 55% contained. together, those fires have burned more than 40,000 acres, destroying more than 12,000 structures. now, those devastating fires, they have also brought out the best of humanity. and so many people have stepped up to help in any way they can. and that includes workers and volunteers over at the east bay spca. the shelter recently traveled to

southern california to help assist in that rescue effort, and help free up some space by bringing back dogs from the shelters that were really overwhelmed by the fires. joining us this morning to talk more about the rescue is julie henderson, vp of philanthropy, east bay spca. thanks so much for joining us. and you've got one of the dogs that's available for adoption. good morning. thank you for having us. yes, this is lightning. he came up from la county on sunday. how many dogs did your team help bring back? so on sunday, two of our transport team drove down to l.a. county shelters and brought back ten. today, we're actually partnering with greater good charities on an airlift that's coming to hayward airspace. and we're picking up 12 more dogs and one more cat. and the great thing about this all is i understand there is a free dog adoption event happening right now that's going to really help out, right? yeah. for sure. so we had a very generous donor step up and offer to sponsor dog

adoptions all week. so this goes through sunday at both our oakland and dublin shelters. so as many of these dogs that we can get into home will help us free up space to be able to bring up even more animals and help out as much as we can. yeah, because i'm sure it was just your calling to be able to try to help in any way you can. although sometimes our own bay area shelters are pretty full of animals. it's very true. you know, right now we're seeing a lot of animals in the shelter, especially big dogs. so this free adoption weekend will definitely help us be able to get out the animals we already had in shelter, especially some of our long term animals, so that we can do more for displaced animals all over california are so nice to see. yeah it is. and last bit of advice for anyone who's looking to adopt. what are some of the things they need to remember before they come in? well just be ready. look at our website. you can go to east bay spca.org/adopt and look at available animals in your home. you know do you have children?
