this is an nbc special report. here is craig melvin. >> good friday morning to you. we're coming on the air with breaking news from the supreme court, the high court has just declined to stop a ban of tiktok, now set to take effect on sunday. tiktok is, of course, one of the most popular social media apps in this country, with some 170 million users in the u.s. alone. but the app is owned by a chinese company, and lawmakers on both sides of the aisle have said that it is a national security risk. today's decision comes after the court heard arguments from tiktok against the law that essentially forces its parent company bytedance to sell its operations here. the situation very fluid right now, both the outgoing biden administration and the incoming

trump administration, they both said that they may try to keep the app going. joined now by our senior legal correspondent, laura jarrett. let's just start with what this means, what it doesn't mean, and what happens next. >> so no question, a defeat for tiktok. obviously the ban can go through, but there's a question mark about whether the law is actually going to be enforced, even though it was a bipartisan law passed by congress, signed by president biden. it may not get enforced. let's come back to that in a second. first on the law, the district of colombia, the circuit court in d.c. decided to let the ban go through and today the supreme court saying they got it right. they are affirming the lower court decision, which means the ban can go through legally as of sunday. that's when the law was supposed to go into effect. this allows that to happen. they say they're not going to get into the first amendment implications, that was something that tiktok had raised and said they're looking at the national security implications, something

the justice department, the fbi have raised concern about, as you mentioned, the chinese ownership interest, whether the manipulation of american users' data could happen, whether americans could be spied on effectively, and because of that reason the supreme court is allowing this ban to go through. now, however, as we have been reporting for days now, savannah and others have been reporting for days, the biden administration effectively ready to punt this over to the trump the trump administration also realizing the popularity of this p, looking for ways to save it. but for the company, if i'm the genera counsel, i'm saying as of right now i have a validaw that the supreme court is saying can go through, this ban can go through. so even though the political winds may change, the ban as of right now can go into effect on sunday. >> based on the arguments we heard during the case there and based on what we heard from the justices themselves, are you at all surprised by the high court's decision? >> no, and the timing here really i think sort of crystallized the stakes for everybody. the whole point of the law was to sort of prompt a divestiture,

they hoped bypassing this law by congress then the company would actually off-load the books, perhaps sell it to someone else. that didn't happen and they were in a game of chicken and really everyone was trying to see which one would do the head fake first. that has not happened and it's going to be up to the next administration to decide whether to enforce this. >> savannah sellers has been all over the story from the beginning. i want to bring you into the conversation now. what have we been hearing from tiktok users, creators? >> they have been quite upset as we've been reporting, 170 million americans use this app. they were making a lot of noise, calling representatives, moving to other chinese-owned apps as a form of protest to make the other apps go viral and make the point, what are you going to do, play whac-a-mole? what we're hearing from tiktok is interesting in the wake of the news that broke yesterday, the biden administration essentially is saying that they

will not actually implement this law on sunday. that was a huge win for tiktok, because their biggest concern has been the implementation, because president trump has said he wants to save tiktok. the reason that's a big deal, the way the law is written, what would have happened on day one should have been implemented, the service providers to tiktok, a company like apple, that's where you go into their app store and download tiktok. that's oracle, the company hosting all the data for tiktok, it makes it work. those companies would have been the ones to face a punishment. they would have been fined $5,000 per users, times 170 million, a lot of money. the biden administration effectively saying they're not doing that, there's a good chance -- and i think this may end up being the headline, that tiktok continues operating as normal. they have not confirmed that. we will continue to see what happens throughout the day. the big thing we're now waiting for and laura can probably add more, is now the biden

administration, what the department of justice is going to say they're going to do. the service providers and tiktok will be looking for the department of justice to put it in writing their plans to not actually implement this law on saturday. also, my sources have confirmed we will hear from tiktok today, they will say what this access to this app is going to look like this weekend. >> savannah, to be clear, the incoming administration, the trump administration, indications from those officials are what? >> indications are they want to save it. the incoming national security adviser has been saying we have plans to intervene. now, the are open questions about what that looks like. for starters, the trump administration could essentially do what the biden administration is saying they're going to do on sunday, but just for a lot longer. say, we're not going to enforce that, they also could try to make a sale happen that would satisfy the law and make service providers feel better. >> we've got about 30 seconds left and i see you've been going through the actual decision. >> yeah, i think it just underscores what a challenge this was always, to say it was a

>> reporter: yeah, savannah. good morning. hard to believe, but there are still 80,000 people under evacuation orders that don't know the status of their homes or possessions. but officials are pleading for patience as clean-up crews and search and rescue teams are making their way to a burn zone. this morning a small stream of evacuated residents returning to their neighborhoods for the first time. >> as we drove into the house, and i saw. and i thought of all the families who have not been able to go back, i started to cry. >> reporter: if firefighters steadily increasing control over the palisades and eaton fires, the region is slowly but steadily turning to the next steps, even preparing for what may happen when the rain finally returns.

if you were in a fire evacuation zone, is there a likely chance you will be evacuated come rainy season from mud slides. >> there is a very likely chance. >> reporter: this home spared by the fire now split in half after officials say a water leak caused a scorched hillside to give way. a grim example on what could happen on hillside neighborhoods across the massive burn area. >> the houses in the burn scar are the most prone, most susceptible to there being a mud slide or debris flow around them. >> reporter: while city officials and fire department brass have been criticized, no one is questioning the bravery of firefighters on the front lines, many serving others while their own homes were in jeopardy. the winds fuelling the eaton fire were too much to stop. >> i was just overwhelmed. >> reporter: with the road home gone, the family returned the

next day and pitched in to help their neighbors. along with the trauma and practical problems of losing their family home, he says it is hard on firefighters like him to ask for help. >> i'm just so used to being the one coming and asking, how can i help you? and now being the one needing that service is just completely different. >> reporter: in a career spend helping others, some of the city's bravest now coping with the firestorm they fought to stop. and as so many try to figure out their next steps, reenforcements continue to pour in on the fire front. at last check, more than 5,000 firefighters have now converged on the los angeles area, and their work, savannah, unfortunately far from over. we have more santa ana winds forecast for monday or tuesday, but it is still too early to tell how strong those are expected to be. savannah? >> morgan, thank you. a dramatic site during the latest test sight of spacex's massive star ship.

the upper stage of that rocket experiencing a catastrophic malfunction, sending debris falling back to earth. tom costello covers space. he joins us now. some pretty remarkable images there, tom. >> reporter: this is uncrewed. the launch from south texas appeared picture perfect. and that huge booster rocket successfully returned to earth, and that trademark spacex capture, look at that. absolutely perfect. soon after, controllers lost contact with t the spaceip that sits on top called star ship. spacex says it broke apart on the way to space. several islands appeared to have captured the explosion as star ship streaked across the sky falling into the ocean. the faa had to shut down air traffic in the region. elon musk posted on x that the preliminary indication is that we had an oxygen fuel leak in a

laura garcia. here's a look at our top stories. we start out with breaking news in a massive battery storage facility fire south of santa cruz. i'm kris sanchez in monterey county, where we expect an update within the hour about the fire burning at one of the world's largest lithium ion battery facilities. what i can tell you right now is that evacuation orders are still in effect. road closures are still in effect and the air quality is still poor. emergency supervisors meeting at 830 and an update with the rest of the first responders at ten. also breaking. in case you missed it on our nbc special report a few moments ago, the u.s. supreme court announced it would not intervene in the ban on tiktok, which is still on track for sunday. u.s. lawmakers last year approved the ban over security concerns tied to the app's chinese owned parent company, bytedance. even before this morning's ruling, the white house yesterday indicated it would not enforce the ban or issue penalties for companies doing business with tiktok. instead, the white house is

swift. >> so you just broke into my building. >> you have a really nice view. >> i do. >> reporter: he says the access summoned him to her new york penthouse where reynolds and a famous close friend praised lively's version of the scene which he says made him feel pressured to comply. now confirming that friend was taylor swift. the pop star's name mentioned in the lawsuit, which includes a text from baldoni to lively about that rewrite. the director saying, i really love what you did, adding, i would have felt that way without ryan and taylor. lively's legal team saying the strategy of attacking the woman is desperate. it does not refute the evidenc in mrs. lively's complaint and

it will fail. the lawsuit also saying that, quote, even well into production, lively had not read the immensely popular novel that the movie is based on and that she assumed control over various aspects of the movie, even inflating the budget with wardrobe choices including a $5,000 pair of shoes for her character. lively's team saying baldoni is falsely claiming she oversaw the show. sony made a select cut which they selected and was a resounding success. last august, baldoni praised lively's part of the film. >> everything she touched, she made better. >> reporter: baldoni's team is saying in the coming days, a website will go live with all the texts between baldoni and lively so the court of public opinion can decide whose side they are on. >> chloe melas, thank you. well, it is now a legal battle, so we have laura jarett

here to look into the strengths and weaknesses of the cases. what can you tell from these complaints? >> yeah. i think we have to put aside all of the finger pointing and the pr bluster and look at what makes a legal claim. and a defamation claim, as you know, is very easy to bring and not that easy to win. we have seen them fail before. the legal standard is higher for public figures, celebrities, you have to show actual malice that she went about this with a deliberate effort to destroy her career. if this went to trial, it wouldn't be enough to say, taylor swift didn't like my re-write of the actual balcony scene. he had to show he suffered real harm to his career and reputation. >> do you think that this is something that ever sees the inside of a court of law? >> i think it depends on their appetite to have all of their dirty laundry actually aired out. when you bring a civil lawsuit like this, you take discovery.

bob, good morning to you. i grew up watching and listening to you and bob uecker call baseball games. you worked with him in the '90s here on nbc sports. you were there with him a few months ago when he called his last games. what was it about bob uecker that made him so special, bob? >> well, the combination of qualities. many people who spent their lives in entertainment, including johnny carson said he had the timing of a great comedian, not just pretty good for someone that came out of any other walk of life. but the guy was fantastic. i have had comedians tell me that he is among the funniest people they have ever spent time around. there is so many things that come to mind, and the best way to remember them is basically just through his own words and stephanie gosk's piece kind of captured that. but he would do this sometimes. if someone came in the booth who he liked and trusted, he would do a parallel broadcast. one actually on the air and the

other through the talk button. he would say, here's joe jones. but he would hit the cough button and go, this guy is so overweight and out of shape, it makes me sick. i said, what if you miss the button and your wires get crossed? he said, what are they going to do? throw me in baseball jail? he used to tell a story, we want to sign your son for $3,000. and his father said, his family doesn't have that kind of money. >> bob, what did he mean to you personally? i mean, you did his last broadcast with him. you were with him and by his side. at his hall of fame speech, he gives you a shout-out. i mean, that's pretty special. >> yeah, it was his last regular season weekend. then he did his last game about a week later when they played

the mets in the playoffs. i wanted to spend one more game in the booth with him. so i went up to milwaukee the last weekend of the regular season. 30 or 35 games, no road games.ut didn't do day games after night games. of course, his energy was flagging. but he pulled it together. we did four or five innings on saturday night. the next day, my wife and i spent time with him and his wife judy at his house. no matter what else he was lucky enough to do, he was a baseball man through and through. and even to his last breath, when he walked into a ballpark, there was a bounce in his step. the players treated him not just as a revered broadcaster but as one of their own. you saw the shot a moment ago. he was in his 70s then. he used to put on the uniform d pitch batting practice. he was so authentic. and he had offers to go to bigger markets. milwaukee is the smallest market

of the major 30 league teams. but it was his hometown. and that connection to his audience as a broadcaster, that's what set him apart. a lot of people that only know him from his national work, which also was memorable, don't realize what a good baseball announcer he was. even if he never said anything funny, his calls were goose bump raising. back in the '70s, he was on with al michaels and howard -- yeah, al michaels and howard cosell. howard could be brilliant and overbearing. howard is asserting some sort of strategy. and bob uecker is like, that doesn't make any sense. and cosell says, you are awfully truculant tonight. you probably don't know what that means. >> i mean, brilliance. absolute brilliance. bob costas, to fun to have you here and share your memories.

we're back with our series "inside the game." nfl playoffs in full swing right now. close calls being made by the referees. >> yeah. so in a game where inches are critical, how does the game ensure that those calls are correct? >> brian cheung is here with some high tech upgrades that could soon be a game changer. some of these not without controversy. >> you have seen the orange sticks on the side. those are used to gauge if the team advanced the ten yards needed for a fresh set of downs. it is a tool that may soon get retired. we have a look at the new system that uses artificial intelligence that could be taking its place. in nfl, it is all about moving the chains, referring to orange links that are used in the game
