away from president trump's second inauguration. we delve into his campaign promises and the last minute security preps as the events move inside due to freezing temperatures. plus, tiktok returns after less than 24 hours offline. the app makes a comeback with some big praise for president trump. but first, a deadly multicar crash involving a waymo autonomous car in san francisco. we're live on the scene with what investigators believe may have started the chain reaction collision. we start tonight with breaking news in san francisco. one person and a dog have died following a multi-car crash on city streets, and police say the crash could be linked to other hit and run collisions just moments earlier. this happened on sixth and harrison in the soma district of the city. now one of the cars hit was an unoccupied driverless waymo car. the company says its vehicle was stopped in traffic and hit from behind. nbc bay area's alyssa goard is live in san francisco, where the investigation is

underway. alyssa, what can you tell us? gia bigad from the street here, we can still see multiple cars that appear to have spun out during this crash and are damaged. you can just see the metal crumpled by the imimpact here in the street. one of those cars still in the street is that driverless waymo vehicle i mentioned. police tell us that just after six this evening they were called here to sixth and harrison about a crash. they found out at least six cars that had been hit here and multiple people were injured inside those cars. several of those people went to the hospital, and one person inside one of the cars died at the scene. a dog was killed here as well. waymo confirmed for us tonight that one of their vehicles was involved, though no one was inside. they say their waymo car was stopped in a line of traffic when it was struck by a car which had been hit by another car going at an extreme rate of speed. one resident, who has lived here for 30 years

talked to us today, and he said he's rattled to see the kind of damage he'd expect to see in a high speed freeway crash here on a city street. the just it's unacceptable, really. we need to be take care ofach other a little better. i mean, we have to be more patient. that's all i can say. i am looking at a nearby crash, and police are investigating another crash that happened at a similar time, just a short ways away from here, off of 280. that chp is looking into. they're investigating to see whether there's any connection between those two. and police say that they that someone who they believe could be a possible suspect in this case is in the hospital being treated for injuries. right now, though, they have not said which of these vehicles behind me could be that suspect vehicle. live in san francisco. alyssa goard, nbc, bay area news. alyssa, thanks. now, while law enforcement tells us the waymo car was not to blame for the accident, federal transportation records reveal that in a strange twist, this actually marks the first time in the u.s. that a

truly autonomous vehicle with no one in the driver's seat has been involved in a deadly collision. right now in california, there are more than 30 companies permitted to test their driverless cars on the open road. most are still required to have safety drivers sitting in the front seat. you can take over when needed, but waymo remains the only fleet of robo taxis in california to move past the state's testing phase to now regularly offer paid rides to passengers. the federal government requires self-driving car companies like waymo to report each time their vehicles are involved in an accident, regardless of who is at fault. now, since reporting records began about five years ago, waymo's driverless vehicles have been involved in about 30 different crashes, resulting in some type of injury. but waymo notes that nearly all of them, like today, were the fault of other cars driven by humans. and a reminder that as it relates to tonight's accident. waymo tells us its car was still stopped at the light when another car sped

through, causing a multi-car crash that struck the waymo vehicle and killed at least one passenger in another car. all right. taking a live look from dc tonight, all eyes on our nation's capital. with just ten hours until president-elect donald trump is officially sworn in for his second term, and it is expected to be a cold one. dangerously cold temps forecasted tomorrow are pushing the inauguration inside the capitol rotunda. president elect trump is enjoying a so-called victory lap, holding a rally at the capital one arena today. thousands waited in the rain to get in this morning. you can see them right there with their jackets, umbrellas. the president elect celebrating the return of tiktok and pledging to make good on his campaign promises, including mass deportations. we have to set our country on the proper course. by the time the sun sets tomorrow evening, the invasion of our borders will have come to a halt and all the illegal border trespassers. will, in some form

or another, be on their way back home. and look who is there with him. elon musk in tow and on stage for today's rally. this venue, by the way, is also hosting around 20,000 supporters tomorrow who will watch the inaugural proceedings on jumbotrons. however, that venue will hold just a fraction of the near quarter million people who are hoping to attend in person. all right, let's bring in nbc bay area's marianne favro, who is live for us in the newsroom. and, marianne, i know there are plenty of bay area republicans still traveling across the country to be part of the inaugural celebration, and many are already there. despite the frigid temperatures and a last minute change of venue that shut them out of the inauguration ceremony. bay area republicans we spokeith tonight who are in d.c. say there are still plenty of celebrations going on detroit on the eve of the presidential inauguration and donald trump's return to the white house, frigid temperatures are pushing the inauguration indoors. the ceremonies now taking place in

the capitol rotunda for the first time since 1985. richard maher was san francisco young republicans and a delegate with the california republican party is there celebrating trump's victory. he says even though he and thousands of others won't be able to watch the inauguration in person tomorrow, the mood in d.c. is still festive. i don't think the mood can be dampened at all. it is really exciting. it's palpable. you see people walking in the streets with their trump bling, with their make america great again hats. as thousands of law enforcement officers swear in ahead of the ceremonies, many in the bay area are concerned about what will happen to undocumented immigrants after the inauguration. university of san francisco professor of law and immigration studies bill hing says he anticipates the trump administration will act swiftly to implement the president's strict immigration policies. i do think that they're going to

start right out of the gate. i wouldn't be surprised if on tuesday, wednesday, thursday of this week that we're going to see examples of arrests taking place in different sanctuary jurisdictions around the country. and san francisco is one of those sanctuary jurisdictions. at the capital one arena in dc alone, more than 20,000 trump supporters plan to watch the inauguration on jumbotrons. bay area native richard maher says he was in d.c. when trump first became president, and he's glad to return for his second inauguration. so to be in our nation's capital, celebrating victory a common cause, a common movement is really special. and i will say we don't get too many of these moments out west. it was worth coming 3000 miles to celebrate the victory. mr. trump has already prepared nearly 100 executive orders on everything

from immigration to tariffs to pardoning january 6th defendants. he says he will start signing them on inauguration day. mariae favro nbc, bay area news. mary ann, thanks. meanwhile, thousands of demonstrators marched in san francisco today against president elect trump's agenda. the protesters came from a coalition of dozens of community groups and organizations, from unions and peace activists to immigrants rights groups. they all joined forces this afternoon at civic center plaza, marching in a loop and then gathering for speeches. organizers say this is about more than just the incoming president. they want to send a message to far right leaders, tech moguls and billionaires to the priorities of people like trump and all the people who are going to be in the front row at the inauguration are not the people's priorities. the attacks on the labor movement, on women's rights, on workers rights, on immigrants, and so are soany others. and that's exactly actually the reason that

the biden administration said they wouldn't implement the ban, but tiktok claimed their service providers needed more assurances. in writing the white house calling going dark a stunt. restoration came shortly after president elect trump posted on truth social. i'm asking companies not to let tiktok stay dark, saying americans deserve to see our exciting inauguration. also writing he would issue an executive order giving tiktok more time before any penalty would be enforced. and as of today, tiktok is back after a 90 day period could be used to facilitate some type of sale, with mr. trump writing he'd like to see a joint venture with 50% american ownership. the law stipulated the app had to be sold away from its parent company, bytedance, because its ties to china and the national security concerns that the chinese government could take american data or manipulate content. the app has said that's not true. tiktok today welcoming users back with a message crediting president trump and

saying in atatement the trump team provided the necessary clarity and assurance for service providers, also writing they are working with mr. trump on a long term solution. we are so back and the vibes are absolutely immaculate. meanwhile, some users tonight celebrating the return of a social media giant bay area tiktok creators are now trying to figure out where to go from here. this san ramon couple right here started tiktok as a way to document their family. and aaron right here learning to speak spanish, which is his wife's first language. but it turned into a significant way to make money with mayra selling things from her tiktok shop and aaron promoting his work as an electrician. he says they prepared for the app to close, trying to push their followers to other platforms, and now they feel a mix of relief and confusion. i have an uneasy feeling, you know, on which direction it's going to go and what's going to happen to it, what's going to happen with the platform that my wife's invested and i've invested 4 or 5 years

in building a community of people. oakland based business owner paulina hong here also says she makes about 20% of her revenue through her tiktok shop. she says while she doesn't want tiktok to go away, she also feels a bit nervous that so many social media executives are growing close to the trump administration. all right. new at 11, a deadly shooting in oakland. and now police are looking for the shooter and any witnesses. officers say shots rang out at around seven last night on international boulevard. when the cops arrived, they found a badly wounded victim. paramedics tried to help, but the person died at the scene. investigators are asking anyone with information or if you took video or pictures to come forward. oakland police are also investigating the death of a motorcyclist killed in a head on crash happened around 630 last night. officers say the motorcyclist was going south on fruitvale avenue and collided with a car as it was turning onto east seventh street. that driver was not seriously hurt, but the motorcyclist later died at the hospital. investigators are trying to figure out if drugs or alcohol played a role

in case. down in los angeles, two people from oregon were detained after trying to enter an evacuation zone in a phony fire truck. los angeles police say they were patrolling the palisades fire area when they noticed a fire truck that didn't quite look right. so during questioning, deputies learned that one of them purchased the vehicle at an auction. they also had equipment similar to what

firefighters use. that includes radios and turnout gear. a man and a woman from oregon were detained. the man does have a history of arson charges out of oregon. the l.a. county district attorney's office will decide whether to file charges. it has been nearly two weeks now since wildfires erupted in the los angeles area. and here's a look at where containment stands the palisades fire. 56% contained after burning nearly 24,000 acres. ten people were killed in that fire. and the latest from cal fire is that nearly 6000 structures destroyed. now, the eaton fire is 81% contained, and while smaller at about 14,000 acres, it caused even more devastation. 17 deaths are being blamed on the eaton fire and the destruction of nearly 9400 structures, and help continues to pour in from around the country. for those impacted by the socal fires, including from communities here in the bay area in sonoma today, meadowcroft wines and cook the books join forces for a fundraiser to benefit those affected. there was live music, fresh pizza, a

silent auction and wine. of course, people in the area know all too well the heartbreak and struggle wildfires can bring. among those who stepped forward to contribute, the mayor of american canyon. i'm coming out here because we heard that the fire relief is going strong down here, where we're trying to help people, we're trying to help animals. for the folks down south, my wife and i, we come here just to enjoy because we know that we want to give back to the community, but we also want to give back to the community down south. and mayor washington talked about animals because the funds raised will go to the american red cross and best friends. emergency pet relocation. the risks from wildland fires is increasing interest and the use of technology in evacuation planning. fire departments and counties across the state are turning to a communications app that they hope you'll download to. here's investigative reporter hilda gutierrez. you probably haven't seen many of those paper maps firefighters huddle over during an active scene. that's because that

coordination is now mostly done digitally. we looked into how first responders are communicating between each other, dispatchers, and the public to maximize their efforts. when smoke and flames are headed your way, it's hard to find the way out. you turn around one second, you're looking at the fire. look back while your firefighter look back again. it's actually moved hundreds of feet in seconds. it goes that quick. los angeles county and more than 40 others in california now rely on an app called genesis protect to help organize the chaos and notify the public when it's time to go. nothing like this existed, you know, 3 or 4 years ago. joe garoppolo, a former fire captain, is the public safety liaison for genesis. he says effective communication is critical during emergencies. it starts with the police and fire in the field, calling in the message to a dispatcher. that

dispatcher or that emergency manager will key in the evacuation zones and warnings. but in order for the app to work for the public during evacuations, residents must first download it. sure, things aren't perfect, but you're talking about a crazy situation that doesn't happen. and so, you know, to prepare for that and to train for that and to plan for that, you know, you can do the best you can. he's referring to the emergency alerts that many l.a. residents received by mistake, along with the gridlock that developed during the pacific palisades evacuation. but we don't know which app, if any, evacuees use to plot their escape route. garoppolo says in some cases, you should not solely rely on a tech tool or wait around for an evacuation order. for those residents in particular that live up in the hills that have t the one w in, one way out, and they have the restricted roads because of parking or whatever it might be. i would highly pay attention to

the red flag warnings. in predicting roadblocks in people's impulse before an emergency is not easy, even for an app. we're very reluctant to tell people a specific route out because we've seen power lines go down, we've seen trees fall, we've seen vehicle accidents happen. the software breaks down cities into evacuation zones based on topography, population and traffic patterns. d during n evacuation, it generates a real time gps guided map to help residents to safety. but in an attempt to stay ahead of the fires, genesis runs real life simulations by bringing together all emergency agencies like in a real event. we have evacuation orders that we need to do in ea 206. they say they've been running similar drills in l.a. county over the last year, hoping to avoid scenarios like we saw in maui in 2023, where more than 100 people died.

that's four times the death toll in l.a. so far. to put it in perspective, that fire burned some 2100 acres. the l.a. county fires have burned more than 40,000 acres. you got to go in the wake of the lahaina fire. local officials received backlash for a chaotic response and for failing to properly warn residents to evacuate. the wind speeds, the speed in which the fire, you know comes the communication confusion, the agency coordination. and that's exactly what evac was built to do, was to help the agencies in those situations in case of a power or service disruption. the app offers the option to download maps, but again, that would have to be done before the outage. l.a. county contracted with the sophomore app in 2022. unlike other apps, you can use this one during other emergencies like earthquakes, floods and active shooter investigations. but as you know,

information travels slow and technology fails. that's why first responders asked that you use your best judgment during and before an emergency. i'm investigative reporter hilda gutierrez, and la is already preparing for more fire weather as we're learning today. governor newsom pre-positioning extra crews in that area. yeah, and the common thread to all these major fires really is record dry conditions and record wind speeds. we had that two weeks ago with the fires that started with the eaton fire and the palisades fire. we're seeing the same combination now. normally, we think of october as the key month for the record low fuel moistures. but right now, considering we've seen no rain in southern california, it's actually drier now in january than it is typically in mid fall. let's show you the fire weather conditions we watch for. and at the extreme end of the scale is the wind portion of this three part equation. here we're talking about for fire danger. we've got the dry weather at times with the max dry fuels. remember, southern california really hasn't seen

any significant rain since late last spring. now you've got the strong winds coming back in, and that leads to the potential of rapid spread. so as we take a look at the wind speeds here across southern california, unfortunately early afternoon tomorrow, northwestern l.a. county, the mountains north of los angeles, including up near altadena and out towards thousand oaks. wind gusts speeds of 40 to 60mph and up near the grapevine in the tone pass locations, might see wind gusts over 75mph. that's going to continue all the way into tuesday morning before the wind speeds come down. two days of red flag warnings and high wind warnings across southern california. as we start the week. now we're going to get a taste of some offshore winds, but not to that magnitude around the bay area. first up, the chilly night and some patchy fog. and then we'll see those winds picking up by morning. right now 47 degrees. we've got the low clouds over san francisco chilly and san rafael now down to 40 degrees. and around walnut creek you can see some of the low clouds hanging out for the moment at 43 degrees

san jose, it's been cloudy all day. 51 degrees. you see right there with the cloudy skies and patchy fog. quarter mile visibility in napa. but watch what happens to the fog, unlike today where it's stuck around throughout the day, drier air starts to mix down. that's going to break up the low clouds. but here is the cause of that clearing. gusty, dry offshore winds. north bay hilltops gusts from 40 to 60mph near mount saint helena. and then as we head into monday night, wind speeds should start to come down. so a little breezy at times in that monday forecast, but we should also see more sunshine heading towards the afternoon. chilly start in the wind sheltered valleys. will have some 30s for tomorrow morning. by noon we begin to see those numbers rebounding into the upper 50s and mid 60s around san jose tomorrow. low to mid 60s from san francisco to oakland. now the lack of rainfall due to a resilient ridge of high pressure. you've heard that term before. we have these long range midwinter dry spells. it's really not going anywhere. so we're not getting

those moisture rich storms that come across the pacific. we're getting these dry and at times windy patterns dropping down inland over california. so saturday there is a slight chance you might see some showers. but right now, until that high moves out, it's really difficult to get any significant rain to move in. so tomorrow morning, watch out for gusty conditions around the hills. fog should be less of a problem later tomorrow morning. and then we've got temperatures around places like san jose that could be in the upper 60s. it's kind of an interesting time of year. we've got those 60s for highs, but the mornings will be cold enough for some patchy frost. so that part still looks like a january forecast, and hopefully next weekend might get some snow showers around the sierra. but right now it really doesn't look like any strong signals for any rain to regionally help out fire danger here or down, especially in southern california. but in the meantime, hopefully la starts to see some of those wind speeds come down by wednesday. yeah, by like tuesday afternoon, i think those wind speeds will start to come down and should begin to switch onshore again, which might help. all right. rob, thanks. okay. still ahead.

today over moss landing following that battery fire that broke out three days ago at the vistra energy power plant. the blaze erupted at one of the world's largest battery storage plants, about 20 miles or so north of monterey. 1500 people were ordered to evacuate initially, but were allowed to return the next day. h highway e fully reopened at about 5 p.m. tonight. recent testing by the epa found toxic chemicals that burned off from lithium ion batteries inside thehe storage plant. fortunately did not make it outside the facility. a

reminder tomorrow is martin luther king junior day, celebrating the birthday of the civil rights leader. his birthday is actually the 15th, but the holiday always falls on the third monday in january. that means a number of federal offices are closed. public schools have the day off, as well as libraries, courthouses, city offices, and the dmv. post offices are also closed and postal workers will not be out delivering mail. the new york stock exchange and nasdaq are also closed tomorrow, as are most banks. in honor of the holiday, national parks are waiving entrance fees tomorrow. that's something you can do. it is also a day of service when thousands of volunteers participate in service projects across the country, including at national parks, and caltrans will run its annual mlk celebration train tomorrow for the local mlk march. the train is set to pull out of san jose's diridon station. 920 will make stops in palo altlto, san mateo and millbrae before arriving in san francisco around 10:30 a.m. that march starts at 11. all

homeowners taking some pretty critical steps. the stark contrast mirrors a controlled burn that consumer investigator chris chmura attended to help you prepare your home to withstand a fire. watching a tiny home burn down right next to one that didn't really opened our eyes before the first flames, we spoke with engineer ann cope. i'm the chief engineer for ives. ives is the institute for building and home safety, which studies fires and says these two homes look alike. but there are differences you can

learn from and possibly fix yourself. let's start at the bottom. mulch and plants lined the first few inches of the house that burned down. even though this plant is beautiful, healthy, and green, it will absolutely ignite. she's right. it did ignite during the fire. the tiny home that survived had plants too, but they were away from the walls, plus rocks and pavers circled the house, not mulch. we got this hardscaping at the big box store for like $5 a foot. moving on, and then focused on the next five feet away from the house, namely the fence, a wood fence with shrubs connected to the house that burned. the house that survived had this metal fence instead of the wood fence. everything within these first five feet is noncombustible and also noted the siding, vulnerable wood on the left, tougher composite material on the right. also wide open heat funneling eaves on the house that burned, but enclosed eaves on the house that

survived. those are more expensive adjustments that might require a professional, but ann says they're worth it. we're talking about cutting your risk in half if you make significant changes, only consult licensed contractors and get a couple quotes to make sure you're not overpaying. always great tips with chris. yeah, amazing how much of a difference that can really make, right? yeah. and normally this time of year, we don't have to worry about that. we usually have rain and snow and there's a chance towards next weekend we could finally see some of those chances rolling our way. but short term, all of the real wintry weather is just east of the sierra. let's take a look at the national forecast. as you've heard throughout the weekend, inauguration festivities moved indoors due to the record cold across the east coast, but look around the rest of the country. single digits below zero temperatures. these are air temperatures. when you factor in the wind chill way below zero across the northern plains, and look closely at new orleans. 32 degrees snow showers possible down to the gulf coast on

tuesday, and you can see how that cold air keeps pouring down out of canada. meantime, here in california, temperatures looking pretty good. the only cold that we have will be the frost advisories for those interior valleys, breezy and dry across the hills of the north bay, especially, and the diablo range into tomorrow morning. that drier air will eventually help to break up a lot of the low clouds that we got stuck with this weekend. so let's take a look at those wind speeds as you wake up tomorrow morning. peak wind around the north bay will be around 8 a.m. to noon. as you can see here, some wind speeds from 30 to 40mph. still pretty breezy through about 5:00 if you're up in the north bay. and then by tuesday morning, those wind speeds and the wind advisory should expire. similar trend to the south central bay and east bay hills. wind speeds dropping off after about 5:00 tomorrow evening, so a chilly start in the wind sheltered valleys. lots of 30s if you don't have the wind around for the morning, and then with more sunshine, we should do better than the mostly 50s for highs we had today. 64 degrees in san

jose tomorrow and low to mid 60s from san francisco to oakland. so we've had a long range weather model update looking at the weekend forecast and the trend looking a little better. down to the south you can see around the bay area. this is the reason why, at least for now, in the saturday forecast we're keeping the chance of showers. but here is the problem. blocking ridge of high pressure has been very persistent over the last week or two. if it moves far enough to the west, we're hoping an area of low pressure dropping down the coast can move out a little bit over the ocean, because if it does that, it might be able to scoop up some moisture and send some showers across california. as we head into the beginning of next weekend, it will also be a colder weather pattern where we could see snow levels down to near 4000ft. so stay tuned. we'll see if this pattern holds up as we head towards next weekend. because as you can see, we could see a chance of showers down to southern california as well, so stay tuned. could see some changes there in the seven-day forecast by next saturday. but in the meantime
