"early today" starts right now. so glad you're with me on this holiday monday. i'm frances rivera. inauguration day is here. the nation is only hours away from the second swearing-in of president donald trump. today's ceremony will look much different than the first. dangerously-cold weather forcing everything to be moved indoors to the capitol rotunda. the president-elect arrived early to kick off victory celebrations around washington, d.c. susan mcginnis kicks off our coverage. >> reporter: a victory rally for president-elect trump at washington's capital one arena, less than 24 hours before his return to power. >> for the next four years, i will fight for you every single day. >> reporter: about 20,000 supporters will also gather here monday, to watch the swearing-in on jumbotrons after frigid temperatures forced inaugural

president-elect trump for helping. savannah sellers has more. >> reporter: tiktok back online in the u.s. >> we're back! we're back! we're back! >> reporter: after going dark for less than 24 hours. >> ah! we're back! >> it's been a long 12 hours. >> reporter: over the last few days, uncertainty over the future of tiktok, after the biden administration said they wouldn't implement the ban, but tiktok claimed their service providers needed more assurances in writing. the white house calling going dark a stunt. restoration came shortly after president-elect trump posted on truth social, i'm asking companies not to let tiktok stay dark, saying americans deserve to see our exciting inauguration. also writing, he would issue an executive order, giving tiktok more time before any penalty would be enforced. >> as of today, tiktok is back. >> reporter: a 90-day period could be used to facilitate some

type of sale with mr. trump writing, he'd like to see a joint venture with 50% american ownership. the law stipulated the app had to be sold away from the parent company bytedance because of ties to china and the national security concerns that the chinese government could take american data or manipulate content. the app has said that's not true. tiktok welcoming users back with a message crediting president trump, and saying the trump team provided the necessary clarity and assurance for service providers and that they're working on a long-term solution. >> we are so back. and the vibes are absolutely immaculate. >> our thanks to savannah for that report. after more than 15 months of grueling war, a cease-fire is now in effect in the gaza strip. the first day saw an exchange of captives. three israeli hostages for 90 palestinians. hostage advocates in israel say there is still a long way to go.

>> we want all of them to come back. we want all of them to be here. and just, like, it's our mission. >> hundreds ofof aid trucks are now being let into gaza to alleviate civilian hunger and suffering brought on by the attacks. for the latest, let's go to nbc news foreign correspondent claudio lavanga. what do we know about those being released? >> reporter: good morning, frances, well, the first three hostages to return to their families are three young women, a 31-year-old, a 28-year-old, they were both kidnapped from a kibbutz, and 21-year-old romi. now, on sunday morning, hamas handed all of them over to the red cross. then they were flown to a hospital in tel aviv, where they were deemed, all of them, to be in stable conditions.

now, as part of the cease-fire agreement, israel pledged to release 30 palestinian prisoners for each hostage released. now 50 if the hostage is a soldier as a consequence of sunday. they started releasing or released 90 palestinians, all women and children. at the same time, as you mentioned, the first 600 trucks laden with humanitarian aid would be bringing much-needed relief for palestinians who endured 15 months of relentless israeli airstrikes. now, if it all goes according to plan, and if the cease-fire holds, then more hostages and more palestinians will be released on saturday. and then so forth every week for the following six weeks. that's when phase two of the cease-fire comes into effect, when all the remaining hostages who are still alive will be released. and then israel would start their withdrawal from gaza. frances? >> anticipating those releases and reunions with the families,

especially those of the americans. claudio, thank you. now to the bitter cold settling across the united states. about 193 million people are under cold weather alerts that will last days. some areas could experience wind chills as low as 55 degrees below zero. the national weather service saying this would mean the coldest air of the winter season thus far. and, in many cases, the coldest in several years. it comes after the mid atlantic and northeast were hit with snow sunday with accumulations of up to 12 inches. this week's deep freeze making the situation even worse. nearly 1500 flights were canceled sunday, while 5700 flights within into or out of the u.s. experienced delays. attention turning to the south ahead of a winter storm. weather alerts are in place from texas to florida. houston's bush intercontinental airport warning passengers it will close tonight at midnight because of the incoming snow. let's check in with nbc meteorologist michelle grossman who is tracking the latest.

what are you watching? >> good morning, frances. we're watching a lot today. as you mentioned, the bitterly cold air. temperatures well below average for this time of year. up to 30 degrees below what is typical for january. also looking at snow developing along the gulf coast states into the southeast and watching that increased fire danger returning to southern california today through wednesday. 60 million americans under winter alerts, 193 under cold alerts. you can see most of the country under a cold alert from the northern plains, the upper midwest down to the southern plains and also the southeast. it's going to be cold today for the inauguration weather. we're looking at temperatures only in the 20s. winds gusting up to 30 miles per hour. it will feel like 5-10 degrees there. and cold pretty much everywhere else. that jet stream so far to the south, letting that arctic air in. look at the south. houston just 41 today. it will feel like 32. feeling like 36 in new orleans. and boston, you're goingng to fl like 12 degrees.
