term. president trump begins act two with executive actions, pardons and promises for what's to come. the first flurry of orders targeting everything from immigration to tiktok, as well as pardons for nearly all of the january 6th rioters. and the president pulling out of the paris climate agreement and the world health organization. though, so far, no executive action on tariffs and trade. but that is sure to change in mr. trump's first 100 days. we have live team coverage in d.c., from wall street and abroad with a look at what's to come. it could be the winter storm of the century for the south. a record chill bringing snow and ice from texas to florida. our michelle grossman is tracking the timing before you hit the road this morning. and ohio state reigns supreme. the buckeyes fighting off the fighting irish. we ave the highlights. tuesday january 21st, and "early

today" starts right now. good morning. and thanks so much for joining us, i'm jessica layton. the second act of the trump administration is officially under way, after an action-packed day one. the newly-inaugurated president donald trump spent the evening celebrating with supporters. he and the first lady shared dances at three inaugural balls throughout the capital. >> we needed three, because we have such support. there's a longing for competence in this country. there's a longing for common sense. >> soon after taking the oath, president trump quickly got to work to implement his agenda, signing a flurry of executive orders and presidential pardons. the president kept one of his controversial campaign promises, issuing nearly 1500 pardons to his supporters who were connected to the january 6th attack on the capitol. including those who assaulted law enforcement officers.

the sentences of 14 others were commuted. 44-year-old gabriel garcia celebrated his pardon by cutting off that ankle monitor. garcia was a member of the proud boys, who had been convicted of three felony obstruction charges. and former proud boy leader enrico tarrio was convicted of seditious conspiracy. his lawyer confirmed overnight he was being processed for release. congresswoman nancy pelosi, who was house speaker at the time of the attack called the president's actions an outrageous insult to our justice system and the heroes who protected the capitol. there's a lot to get to this morning. chris, good morning. along with those pardons, the president also signed dozens of executive orders. >> reporter: hi, jessica, yes. a major focus of the president is border security and immigration policy. so one of the first things he did was sign an order declaring

a national emergency at the border, where he says he will send american troops. president trump is also trying to take the drastic step of ending birthright citizenship. this is already facing a legal challenge from the aclu, but, as the president signed the order, he told reporters he feels they have good legal grounds. >> we're the only country in the world that does this with birthright, as you know. and it's just absolutely ridiculous. but, you know, we'll see. we think we have very good grounds. people have wanted to do this for decades. >> this is about reforming the system of hiring in the federal government to ensure that merit is the load star of hiring decisions. >> that's per the supreme court. >> yes, sir. >> it's a big deal. merit. our country is going to be based on merit again. can you believe it? >> reporter: in addition to that order on merit-based hiring,he president also signed an order shutting down federal programs

dealing with diversity, equity and inclusion. another order says the federal government will only recognize two genders. male and female, which will be required on all government documents, including passports. president trump also signed an order putting a 75-day halt on the law that would ban tiktok in the united states. the order tells the justice department not to take any action against american companies that helped tiktok come back online sunday, the law forcing the app to find a u.s. owner is still in place. it gives 75 more days to try to find a solution, and tiktok did not respond to request for comment. that wasn't all. president trump is also withdrawing the united states from the world health organization, accusing the agency of mishandling the covid pandemic and being, quote, owned and controlled by china. he's also pulling the u.s. out of the paris climate agreement. the u.s. now joins libya, yemen and iran as nations that are not

part of the agreement. nbc's claudio lavanga has more on all of this from rome. claudio, good morning. we know the world is watching all of this. >> reporter: good morning, jessica. well, the world is concerned about this, even though it doesn't come as a surprise, because donald trump has been a long-time critic of both the world health organization and but, the decision to pull out of both of them will have consequences, not only around the world but also in the united states, because yes, the w.h.o. will lose its biggest member, biggest donor, but, at the same time, the u.s. will lose fundamental access to data and also the expertise the w.h.o. has when it comes to global health emergencies such as, of course, the pandemic. now donald trump has tried already once to pull out of the w.h.o. toward the end of his first term, but, because it takes one year for members to finalize or formalize their

exit, by that time, back then, joe biden took office, and he reversed that decision immediately. but this time, of course, by signing on the first day, trump will have all the time to see this through, and the concern around the world is that other countries may follow that example. the same goes with the paris climate agreement, yes. american taxpayers will save money as the white house said, in a statement yesterday following that announcement. at the same time, because the u.s. is the second-biggest polluter in the world after china, this is deemed to have serious consequences on the global attempt to curb or effort to curb climate change around the world, where the devastating effects of climate change are being felt, including, of course, in the united states. jessica? >> all right, we see that first hand. claudio, thank you. clearly, the stage is set for a very busy first 100 days of this new trump administration. nbc's garrett haake has more on

the president's very ambitious agenda. >> reporter: they are dramatic changes president trump promised during the campaign. >> with these actions, we will begin the complete restoration of america and the revolution of common sense. >> reporter: signing a slough of executive orders on day one, including on border security, after more than 10 million illegal border crossings in the last four years. trump reversing biden-era immigration policies and declaring a national emergency at the border, where he vowed to send troops. >> i have no higher responsibility than to defend our country from threats and invasions. >> reporter: the president declaring a national energy emergency which would increase gas and oil production already at record highs. >> we will drill, baby, drill. [cheers and applause] >> reporter: the president also seeking to rewrite the nation's maps. >> we are going to be changing the name of the gulf of mexico to the gulf of america! >> reporter: and again,

threatening a showdown with panama, vowing to take back the panama canal. >> we have been treated very badly from this foolish gift that should have never been made. we gave it to panama, and we're taking it back. >> reporter: panama's president saying, quote, the canal is and will remain panama's. trump also reorienting how the federal government recognizes gender. >> it will henceforth be the official policy of the united states government that there are only two genders. male and female. >> reporter: with many of these orders expected to be challenged in ourts, and congress likely months from passing supporting legislation, the practical impact of trump's moves could be limited. how much different will people feel tomorrow, based on what the president signs today? >> i think you're going to see a lot of it having teeth on it. remember, this is a president that's been here, done the job before. >> our thanks to garrett for that report. well, marco rubio has been confirmed as president trump's secretary of state. the republican senator from

florida sailed through in a unanimous vote in the senate, after being approved by the foreign relations committee. and the senate armed services committee advanced the pick for defense secretary. former fox news host, pete hegseth. in one of his last acts as the president, joe biden issued preemptive pardons to five members of his own family, including his two brothers and sister. defending the move, mr. biden said there was no reason to believe partisan threats against his family would end when he took office. last year he pardoned his son hunter, who was about to be sentenced on federal gun and tax evasion charges. none of the other biden family members have been charged with any crimes. now mr. biden also issued pardons for several public servants, including dr. anthony fauci, former joint chiefs chair mark milley, former congresswoman liz cheney and other members of the january 6 committee. they have all faced gop backlash

and threatened for their opposition and disagreements with president trump. the gulf coast is bracing for a rare arctic blast that could bring snowfall and frigid temperatures. many schools across the south will be closed today with freeze warnings stretching into north florida. snow already falling in houston with all airports already closed. officials in louisiana are preparing as best they can for this potentially crippling storm. they're salting the roads and warning people to stay off the roads, just stay home. let's bring in nbc meteorologist michelle grossman, who's tracking this massive system for us, good morning. >> that's good advice, because where he' going to see really tough travel thrghout the day into texas to the carolinas. this is what radar looks like right now. you can see the snow is falling. where you see the lighter blues, the white color, that is where the snow is falling, and we're tracking ice as well. that will be part of this story as we go throughout this

is watching president trump's first 100 days in office closely. noticeably absent, though, rom the first flurry of executive orders was tariffs, but that could change in the coming days with a possible 25% tariff on goods from canada and mexico. cnbc's charlotte reed is here with the latest on that. charlotte, good morning. >> good morning, jessica. the futures are under pressure this morning after markets were closed yesterday due to martin luther king jr. day. there was nothing on tariffs just yet. while they did make comments during a signing ceremony in the oval office, he said they could impose tariffs of 25% on mexico and canada on february 1st. now this sent the futures lower. and of course mexico and canada are two of america's top three trade partners, accounting for

about a third of all the goods that the u.s. exported last year. so that's a concern that potentially those countries would consider retaliatory measures going forward. separately, trump said the u.s. could impose tariffs on china if they didn't approve a tiktok deal. we also saw moves on crypto yesterday. when it comes to an all-time high in the morning, it pulled back during the inauguration. there was speculation that perhaps donald trump would have an executive order around crypto. you remember during the campaign he promised a pro-crypto administration to make regulation looser, but that didn't become reality just yet. >> all right, charlotte, thank you. still to come on "early today." james cameron gives an update on the next trip to pandora. and find out if there's any monkey business over why the black-eyed peas are canceling their vegas residency. the thousands of real people who go undiagnosed.
