president donald trump is sworn into office and starts his first day back in the white house with a sweeping array of executive orders, including pardoning hundreds of january 6 defendants, including those who assaulted police officers.offic pardons against potential trump targets, including his own family, after some on the right suggested they should face prosecution. already global implications of the new trump era as the u.s. withdraws from both the paris climate agreement and the world health organization. we are live with more on that international impact. firefighters are making significant progress against the massive palisades fire in los angeles. meanwhile, the gulf coast is bracing for snow and bitter cold. michelle grossman is tracking it

"early today" starts right now. >> good morning. and thanks so much for being with us today. i'm jessica layton. in act two of the donald trump white house, today will be the first full day of business. but rst, celebrations with supporters. the newly-sworn-in president and first lady were the guest of honor at three inaugural balls last night, starting with the commander in chief ball geared toward military service members. >> i've had no higher privilege in life than to serve as your commander in chief not once but twice. [cheers and applause] >> well, the dancing and fanfare capped off a very busy first day in office. president trump has already taken a flurry of executive actions. nbc's susan mcginnis kicks off our coverage. >> reporter: first dance at the

first inaugural ball for president trump and the first lady, even though it's their second time around. it's one of three balls capping a day filled with ceremonies, celebrations, even an indoor parade. ♪ ♪ but amid the festivities and galas, it was down to business. president trump signing a flurry of executive orders, trying to fulfill his campaign promises, including pardons for about 1500 criminal defendants charged in the january 6th attack on the capitol. >> we hope they come out tonight, frankly. >> reporter: about 10 actions are aimed at the u.s. border, including deporting undocumented migrants, resuming construction of the border wall and restarting the remain in mexico policy. another ordinary attempts to end birthright citizenship, requiring a reinterpretation of the 14th amendment. and president trump is ordering changes in u.s. energy and climate policy. >> we have more oil and gas than any country in the world. and we're going to use it. we're not going to do the wind thing.

i'm immediately withdrawing from the unfair, one-sided paris climate accord ripoff. >> reporter: an ambitious day-one agenda as donald trump reclaims the white house, promising a new era for america. susan mcginnis, nbc news, washington. so, as susan just mentioned, president trump has issued roughly 1500 pardons in connection to january 6. one of those defendants was 44-year-old gabriel garcia. he celebrated his pardon by cutting off his ankle monitor. garcia was a member of the proud boys who had been convicted of three felony obstruction charges. the sweeping pardons also include people who were convicted of assaulting law enforcement officers. the president also commuted the sentencece of proud boys leader enrique tarrio ho was facing 22 years in prison for seditious conspiracy. that was the longest sentence related to that day.

nancy pelosi, who was house speaker at the time of the attack called the pardons an outrageous insult to our justice system. president trump has also signed executive orders to overhaul the immigration system, including a directive to end birthright citizenship. that is already facing a legal challenge. another order ends federal funding for diversity, equity and inclusion, dei initiatives. the president also instructed the justice department not to ban tiktok for 75 days. nbc's garrett haake has more on this agenda. >> reporter: they are dramatic changes president trump promised during the campaign. >> with these actions, we will begin the complete restoration of america and the revolution of common sense. >> reporter: signing a slough of executive orders on day one, including on border security, after more than 10 million illegal border crossings in the last four years. trump reversing biden era immigration policies and

declaring a national emergency at the border where he vowed to send troops. >> i have no higher responsibility than to defend our country from threats and invasions. >> reporter: the president also declaring a national energy emergency which would increase oil and gas production already at record his. >> we will drill, baby, drill. >> reporter: the president also seeking to rewrite the nation's maps. >> we argoing to be changing the name of the gulf of mexico to the gulf of america. >> reporter: and, again, threatening a showdown with panama, vowing to take back the panama canal. >> we have been treated very badly from this foolish gift that should have never been made. we gave it to panama, and we're taking it backck. >> reporter: panama's president saying, quote, the canal is and will remain panama's. trump also reorienting how the federal government recognizes gender. >> it will henceforth be the official policy of the united states government that there are only two genders.

male and female. >> reporter: with many of these orders expected to be challenged in courts, and congress likely months from passing supporting legislation, the practical impact of trump's moves could be limited. how much different will people feel tomorrow based on what the president signs today? >> well, i think you're going to see a lot of it having teeth on it. remember, this is a president that's been here, done the job before. >> our thanks to garrett haake for that report. also among those executive orders, president trump is withdrawing the united states from the world health organization, accusing the agency of mishandling the covid pandemic and being, quote, owned and controlled by china. he is also pulling the u.s. out of the paris climate agreement. the u.s. now joins libya, yemen and iran as nations that are not part of that agreement. nbc's claudio lavanga has more from rome on all of this, claudio, good morning. i have to wonder the reaction of the world this morning. >> reporter: good morning, jessica, well, the reaction, of

course is one of concern. those decisions didn't come as much of a surprise because donald trump has been a long-time critic of both the world health organization and the paris climate agreement. but the fact that he's pulling out of both will have consequences on the u.s. as much as in the rest of the world. the w.h.o., yes, it will lose its biggest member and most-important donor. at the same time, the u.s. will lose access to important, critical data and the expertise the world health organization has when it comes to global health emergencies, such as, of course, pandemics. now trump has tried, already, once, to pull out of the w.h.o. toward the end of his first term, but, because it takes a year for members to officialize their exit by that time joe biden took office, and he reversed that decision. but now, of course, by signing onon t same day, trump has got all the time to see this through this time. and the concern here around the

world is that other countries may follow that example. the same goes for the paris climate agreement. now, yes, american taxpayers will save money, as the white house tatement, the white house said in a statement. but at the same time, because the u.s. is the second-biggest polluter in the world after china, this will have consequences, severe consequences n the global attempt to curb climate change. at the time when its devastating effects are being felt around the world, including of course in the united states. >> and just the early days of it, thank you. vivek ramaswamy is dropping out of the president's department of government efficiency or doge. two sources familiar with the plan say ramaswamy will launch a campaign for ohio governor next week. one of the sources says, quote, pursuing the governor's race and running doge were not compatible. the decision leaves doge in the hands of elon musk now. the advisory commission was made official in a new executive order and will try to reduce the

federal budget by $2 trillion. meanwhile, marco rubio has been confirmed as president trump's secretary of state. the republican senator from florida sailed through in a unanimous vote in the senate, after being approved by the foreign relations committee. senate committees also voted to advance four other trump nominees, including pete hegseth for defense secretary and kristi noem for homeland security secretary. nominees require only 51 votes in the senate to be confirmed. but democrats can delay votes by several days if they refuse to fast track them to the floor. hegseth in particular facing fierce opposition from democrats. the senate majority leader, john thune, tells nbc news he is confident that all of mr. trump's candidates will get confirmed. in one of his last acts as the president, joe biden issued preemptive pardons to five members of his own family including his two brothers and

sister. mr. biden said there was no reason to believe partisan threats against his family would end when he left office. last year he pardoned his son hunter who was about to be sentenced on federal gun and tax evasion charges. none of the other biden family members have been charged with any crimes. mr. biden also iued pardons for several public servants, including dr. anthony fauci, former joint chiefs chair mark milley, former congresswoman liz cheney and other members of the january 6th committee. all have faced gop backlash and threatened with prosecution for their opposition and their disagreements with president trump. well, turning now to southern california where fire crews have made some significant progress since the devastating wildfires first sparked two weeks ago today. the palisades fire is now 61% contained. the eaton fire is 87% contained. that region, though, once again under red flag warnings this morning after more than a week's worth of punishing winds fueled

those deadly blazes. meanwhile, the gulf coast is bracing for a rare arctic blast that could bring historic snowfall and frigid temperatures. snow is already falling in houston, where both airports are closed today. officials in louisiana are preparing as best they can for the potentially crippling storm, salting roads and warning people to stay home. with all of that, let's bring in nbc meteorologist michelle grossman. she is tracking a whole lot of this for us this morning. michelle, good morning to you. >> good morning, jess, great to see you. we're looking at a winter wallop. we're talking about snow and accumulating snow and ice that could cause power outages. the snow is falling, and it's heavy in some spots. where you see the blue we're seeing the higher snowfall. the ice is the pink and purple color. 42 million americans along the

gulf coast into the southeast under either winter weather advisory or winter storm warning. the winter storm warning is in the pink color from texas all the way to portions of the carolinas. we will see snow there as well. the heaviest snow will fall from lake charles, new orleans, 4-7 inches and ice as well that will cause lots of problems from is falling in spots. also dangerously cold throughout the northern plains, upper midwest. minus 4 in duluth, 10 in minneapolis. that's your tuesday forecast. >> all right, michelle, thank you. ten years after winning the inaugural college football playoff, ohio state capped off a historic new era for the sport. >> second and five, play fake,

at home after a battle with aggressive form of cancer. in a tribute, the planned parenthood organization called her an indomitable force. former president biden and kamala harris paid homage to richards. the senate has passed the laken riley act. the republican-led bill got over the 60-vote threshold with a handful of democratic votes. it will require i.c.e. to take custody of undocumented immigrants arrested for burglary, theft, larceny or shoplifting and now goes to the house where it is expected to pass later this week. the laken riley act is named after a georgia nursing school student who was murdered last year by an undocumented immigrant from venezuela. two young sibling reported missing back in october have been found safe in iceland.

office for some new york state forest rangers and environmental conservation police who had to rescue this moose who fell through the ice. from our local station in utica, new york, jolene farris has the story. >> reporter: around 11:00 a.m. thursday, someone saw a moose making its way across the lake just northeast of indian lake. a majestic sight took on a desperate tone when the moose fell through the ice into the freezing lake. environmental conservation police and state forest rangers went to the scene. they immediately filed this one under you never know what the day will bring. >> there's no training manual for getting moose out of the ice. but, so, i met, and we came up with a game plan. >> reporter: the game plan did not involve the shivering moose waiting in the freezing cold water for an air sled to arrive. >> we donned our cold weather
