as president donald trump makes major changes on immigration and issues pardons, some lawmakers are voicing concerns. this as trump is sending some federal workers home today. we are live with team coverage from washington to the bay area. plus up in flames. a fire in the south bay engulfs and damages multiple units at an apartment complex, leaving families with nowhere to go. the help they're now receiving, and get ready to bundle up as you head out the door this morning. chilly morning for you out there. forecaster cinthia pimentel tracking when temperatures will start to warm up. this is today in the bay. good morning to you on this wednesday. i'm marcus washington and i'm laura garcia. so let's start out with a look at those chilly temperatures. not a look but a feel. you will feel them as you head out the door. cynthia. it's a cold start. it sure is. grab your heaviest winter coat. we are
5:02 am
under a frost advisory for most of the bay, except the slivers there of the peninsula coast and into san francisco. but you notice there's also a purple on your screen. that's a freeze warning for parts of marin, napa and sonoma counties. this will be with us until about 10:00 this morning. once we start to warm up those temperatures a little bit and you see those subfreezing temperatures there through sonoma, out there towards fairfield, 27 degrees right now, and those chilly 30s continue into the south bay 34 in south san jose today. but as we go on into the afternoon, the good news is we're going to soak up a lot of sunshine and feel those temperatures actually nearing the 70 degree mark in our inland valleys. so we'll talk about the warm up today and into tomorrow. but the big changes for the weekend ahead coming up in a few minutes. back to you. all right. thanks, cynthia. president donald trump making major moves during his first few days in office today. federal employees are bracing for impact following trump's signing of a new executive order. this comes as the president defends his decision to pardon january 6th. convicts
5:03 am
and lawyers are now gearing up to defend his attempt to end birthright citizenship in court. we have team coverage from you, for you from coast to coast. first, i want to take things over to today in the bay kris pollone. he's in dc and kris president trump carrying out those promises he made on the campaign trail right out of the gate. yeah. that's right. marcus and laura, good morning to you. the white house moving swiftly to deliver on some of its top promises here in these early days of the administration. today, some federal employees are being told to stay home and prepare to be fired. a new trump administration memo released overnight says people who work in government diversity, equity and inclusion offices are being notified. they are bei placed on paid administrative leave, effective immediately. department heads now ordered to draw up plans by the end of the month to fire those workers. as president trump rolls back biden era attempts to diversify the federal workforce. he calls it discrimination. our country is going to be based on merit. it
5:04 am
comes as the president faces increasing backlash for pardoning all of the january 6th capitol riot convicts, including those who assaulted police officers. this was the vice president tenays ago. if you committed violence on that day, obviously you shouldn't be pardoned. mr. trump disagrees. these people have served years of jail and their lives have been ruined. former dc police officer michael fanone, who was beaten and shocked with a taser by the mob that day, calls it the ultimate betrayal. they almost killed me on january 6th and now they're free. some in the president's party struggling to defend the move. it was surprising to me that it was a blanket pardon. now i'm going through the details. monday, the president also moved to end birthright citizenship for the children of undocumented immigrants, a right guaranteed by the constitution. people have wanted to do this for decades. now, at least 24 states and other advocacy groups have already sued to block the move. and a federal judge in seattle
5:05 am
has set a hearing for tomorrow to hear the first legal challenge against president trump's executive order against birthright citizenship. marcus and laura, back to you. thank you. in just a few hours, leaders in the east bay will try to offer protections for undocumented immigrants at risk of those mass deportations. president trump is promising today in the bay's bob redell joins us live. and, bob, the new administration allowing ice officers to go into even schools and churches. correct. good morning to laura marcus. under president biden, ice was not allowed to arrest people in so-called sensitive areas like schools, churches, daycare centers and health care facilities. but yesterday, president trump lifted those restrictions, and ice officers now can apprehend people in those locations, which means under this new policy, ice officers can make arrests pretty much anywhere in public. these changes are frightening and
5:06 am
unnerving for our friends in the migrant communities. last night, at a prayer vigil in the south bay, santa clara county clergy and community members they gathered to show their support. amid this anti-immigration, the policies that were put forth by the new trump administration to send a message of unity and solidarity. faith leaders say they want migrants to know that they can rely on them for anything they may need. so let us ratchet ourselves up a bit instead of being afraid. if we can lean into this community, lean into the god of presence, and find courage and hope for this in every journey. as we strive to be that beloved community that we can be tonight and all our nights. amen. later this morning in oakland, leaders from that city, the county, the state and federal government, along with oakland unified and

nonprofits, they will hold a news conference to announce resources for immigrant families. that will include a hotline number and a website. reporting live. bob redell today in the bay. all right. thanks for the latest, bob. also, later today, the asian law alliance will host a public forum for you to voice your opinions on the inauguration of president trump. you must have previouy registered online to attend. that forum gets underway at 6:00 tonight at the alliance's offices on west hedding street in san jose. one person is in the hospital, and several more are looking for temporary housing after a fierce fire in the south bay. it happened at an apartment complex last night on union avenue, near the pruneyard shopping center in campbell. firefighters say three people were rescued, o suffering from smoke inhalation. at one point, a stairway collapsed, briefly trapping first responders on the second floor. four apartments are at a total loss. two others sustained damage. firefighters also rescued a dog, but they say

a cat did not survive. the cause is not yet known. a new fire in southern california, prompting evacuation warnings. cal fire says that the. this fire broke out yesterday afternoon near the santa ana river. this is in riverside county, about three miles from riverside municipal airport. it has burned 40 acres so far and it is 40% contained. all evacuation orders and warnings have been lifted for the fire burning down in san diego county. the lilac fire started yesterday morning. crews say it is now 50% contained and has burned 85 acres. and those fires broke out as crews in l.a. county continue to fight the pacific palisades and eaton fires. palisades fire is currently 65% contained. the eden fire in the pasadena area is now 89% contained. some evacuation warnings remain in place in both fire zones.e'll continue to see if there's any updates, but right now, let's check in with cinthia pimentel. she's been actually doing a
5:09 am
great job tracking the conditions down there. red flag warning remains in effect in some areas. how long is that going to last? thank you laura. yeah, that continues wh us today and into tomorrow for the l.a. mountains, parts of the valleys and even stretching out towards the coast. you can see it there, reaching parts of orange county. that will go on, and we'll watch those gusts at around maybe 50 to 60 miles an hour. continuing through this morning, we see those contours there. a critical time to watch will be as we go on into tomorrow, where we see those gusts continuing to be upwards of 55, 60 miles an hour into our thursday, but then dying down after that. and the reason for that is because we're going to see a big change in our weather pattern as we go on into this weekend. yes, we will be tracking the chance of seeing some rain. we see the models coming right now. it's going to be pretty missing the bay area right there, but we go on into parts of the five bakersfield and into southern california. they could be looking at maybe a third of an inch of rainfall. so that will be both good and potentially dangerous news. i'll explain why, with the chance of
5:10 am
maybe seeing some rockslides or mudslides coming up later on in the forecast. and of course, i'll have our local forecast coming up in a few minutes. back to you. looking forward to that, cynthia. thanks. we're paying moreo stream just ahead on today in the bay. the reason netflix is hiking prices across the board. and the bt and the worst, the best and the worst airlines will list them out for you. let's go take a look at the futures this morning. see what wall street has planned. that looks very nice. plus, you can do anything you want. the sun. comes shining. your joker. you know, scott was talking about the best of the worst in the stocks. we'll talk about best of the worst of the movies. worst. first we're going to talk about those razzie nominations. the worst of the worst in filmmaking. we're going to break down the top movies on that list for you this morning. stick around much more
5:11 am
dave's been very excited about saving big with the comcast business 5-year price lock guarantee. five years? -five years. and he's not alone. -high five. it's five years of reliable gig speed internet. five years of advanced securit. five years of a great rate that won't change. it's back. but only for a limited time. high five. five years? -nope. comcast business 5-year price lock guarantee.
5:12 am
powering five years of savings. powering possibilities. comcast business.
5:13 am
it's going to be a hard one to get out of bed in santa rosa. we are waking up to that freeze warning this morning. 30 degrees right now. we keep those 30s as you head out the door for school or work at around 8:00. then after that we gradually start to warm up. i promise it will be a much nicer end to the day. we'll talk about the rest of the bay area, what we're looking like coming up in the full microclimate forecast and out on the roadways. right now we're looking at 580 in dublin. yes, lots of headlights coming towards us, but everybody is
5:14 am
looking smooth. i don't see any major issues there in the tri-valley making it over the altamont pass as well. it's about a 25 minute ride as you connect to 680. so we'll watch the build coming up in just a few minutes. well good morning. very happy wednesday to you. futures calling for a higher open. once again shares in netflix are popping after that company announced it was raising prices once again. our ginger conejero saab will tell you what you got to pay coming up in just a bit. this is delta airlines, the wall street journal in its annual best airline list, puts delta at the top on time record. least bags lost. et cetera. and if you're thinking, why wasn't delta the one that had that massive meltdown where all their computers were offline for days? delta would say, well, okay, first of all, that was crowdstrike's fault. and the wall street journal says the data showing all those cancellations will be in next year's evaluation. so i think it's safe to say delta will not
5:15 am
be at the top of the list next year. but it is today, and it's been the number one airline for the last four years. southwest very close second, followed by alaska, allegiant, united and jetblue. spirit airlines was at the bottom. federal records also showed delta bumped one passenger last year. american bumped 13,200. donald trump welcomes some tech leaders to the white house yesterday. there's oracle founder larry ellison, softbank's masayoshi son and openai's sam altman. from left to right, they were announcing new investments in data centers to power the internet and ai. the project has a cool name. stargate has lots of money, as much as 500 billion. all private, not government. but it's fundamentally server farms. president trump said it would create 100,000 jobs. he also spoke about upcoming new tariffs
5:16 am
on china. until i was president, china never paid not $0.10 to the united states with me. they paid hundreds of $600 billion or so or more more than that. even a now, at the risk of becoming a broken record, no matter what the president says. and he didn't say it there. but china does not pay american tariffs. americans pay american tariffs. the president makes this claim fairly often. it's not clear if he believes it. it's just how tariffs work. marc andreessen of andreessen horowitz, probably the most influential venture capitalist on sand hill road, has unveiled a new gold art deco logo to honor trump's call for a new golden age. andreessen used to be a strong supporter of democrats, is one of the many tech leaders to change their minds. i entire books are going to be written someday about the pivot from silicon valley tech leaders. you know, we've seen
5:17 am
zuckerberg, but also behind the scenes, the big money men, money women, a lot of them pivoting as well. a lot of money. a lot of money. we saw shell out during the inauguration. yes, we did donate $1 million here and there. all right. cool. thanks, scott. you bet. well, new for you this morning, prince harry settling a lawsuit over a tabloid's coverage. the duke of sussex reached an agreement with rupert murdoch's british newspaper group overnight. in the suit, he alleged unlawful activities carried out by journalists and private investigators working for the newspapers, including tabloid paper the sun. the group issued a full apology to prince harry for intrusions into his private life. from 1996 through 2011, including phone hacking, surveillance and misuse of private information. tracey for you this morning. let's talk about movies that are so bad. well, they're just plain bad now. they're getting proper recognition with a coveted razzie nomination. we're not giving the people what they
5:18 am
want. it's okay, baby. let's give the people what they want. maybe you remember last year's joker sequel. it flopped at the box office, losing north of $150 million. well, now it's leading the way for nominations for this year's razzie awards. the full list of worst film nominees also includes the video game based movie borderlands madame web, which some say rift or maybe even whiffed on a spider-man theme. francis ford coppola's mega flop megalopolis and regan, which some called a cliched story about our 40th president. the winning picture will be announced along with all razzie winners the day before the oscars on march 2nd. well, little monsters have something to look forward to this morning. right now, if you visit lady gaga's website, there's a countdown expected to end at 8 a.m. west coast time on monday. now, officially, the reason for the countdown is unknown.
5:19 am
however, many fans are speculating this has to do with an announcement about her forthcoming album, only known as lg seven. i like it. lg at this point, well, i guess it's her. lg. lady gaga it's expected out sometime next month. i guarantee there is one person in our newsroom overly excited about that countdown. yeah, he probably wrote the story. i'm excited to see her at coachella. she's going to be at coachella, so that should be exciting to her new album and everything. yeah, she's quite the. that's kind of too bad that that movie she was in the joker. yeah, because i never saw it, but i wanted to, but maybe, i don't know, even a little monster in our studio said it wasn't that great. right, exactly. he goes hard for lady gaga. all right. i look at that forecast. you go hard with making sure wre up to date on what's happening with that forecast. making sure. yep. bundling up. i don't care how silly you think you look walking the dog this morning. as long as you're warm, fuzzy socks and slippers. that is good for me. we are starting this morning. a
5:20 am
lot of us under that frost and freeze warning. 29 degrees right now in danville. we're going to get the credit card out and scrape some of that frost off the windshield, crank up the heater in our cars and everything to keep warm this morning. 31 degrees right now in napa, but into the afternoon. much better news. take a look at our daytime highs. we are sitting anywhere from about ten to maybe even 15 degrees warmer. in some spots. we'll do a high of those upper 60s through san jose, downnto gilroy. continue with the warm weather out there in concord at 66, as well as up there towards the north bay and the peninsula. what a stunning day in those mid 60s for half moon bay. it's also warm into tomorrow. that ridge of high pressure is just sitting with us, giving us some lovely weather and as far as winter goes, and that will continue on as we go on into the weekend, though, we are tracking some changes. look at here. i stopped it on into our saturday because i know the weekend is coming up. people are making plans now. we are looking at maybe a trace of
5:21 am
rain here through the bay area. best chances are east and south, so it's not going to ruin our weekend plans. but better news for tahoe getting some fresh dusting of snow. what will we will be tracking? and what i have been following since last weekend is this chance of rain down into southern california, which is both good and bad news. good to keep those fires down and suppressed, but bad news because it might cause some mudslides as that rain just goes on top of that burned soil. so we'll continue to watch that. see how? here i go on into the rain estimates maybe over on into parts of fairfield, tracey and parts of morgan hill. but it's really not going to be exciting. we haven't had rain since the first couple of weeks of the first week of january. going up into the sierra. it's not going to be too exciting either. maybe 1 to 2in of some fresh powder there. as we go on and take a look towards truckee and south lake tahoe. but that should be a nice welcome sight. our next couple of days here in our inland valleys will enjoy the mild and sunny weather for today and tomorrow. watch how we
5:22 am
drop down those numbers though, as we go on into the weekend, and maybe even see those chances of showers for our saturday plans. san francisco and along the peninsula. enjoy those nice and mild beach days for today and tomorrow, and prepare to bundle up and maybe even get out that rain jacket as we go on into the weekend. now, back to you. all right. thanks, cynthia. well, next here on today in the bay nbc bay area responds to rebuild or bail. that is the big question facing many l.a. fire victims. and in it, there's a lesson for the rest of us. i'm consumer investigator chris kamara, nbc bay area responds next. and a reminder the warriors taking on the norcal rival sacramento kings tonight at golden one center. you can watch two of nba's best shooters steph curry and de'aaron fox. go head to head at 7:00 tonight. and tune in to nbc sports bay area for warriors pre and post game live. that starts at seven. post game coverage starts
5:23 am
immediately after the game. dave's been very excited about saving big with the comcast business 5-year price lock guarantee. five years? -five years. and he's not alone. -high five. it's five years of reliable gig speed internet. five years of advanced securit. five years of a great rate that won't change.
5:24 am
it's back. but only for a limited time. high five. five years? -nope. comcast business 5-year price lock guarantee. powering five years of savings. powering possibilities. comcast business.
5:25 am
burned down in la face a difficult question. rebuild or bail? consumer investigator chris chmura sees a lesson for all of us in the bay area for our next fire disaster. we asked karen collins with the american property casualty insurance association how long realistically it's going to take
5:26 am
for you to rebuild your home and get back on your feet. typically a number of months or a couple of years to go through the process of securing pmits and identifying a contractor. yes, karen did just say a couple years. that's going to be too long for some families. you might just want to sell your lot and move, rebuild a house, or buy a house someplace else. so what does that mean for your insurance payout? there are laws to protect you in california. one of them is that the insurance carrier has to give you the same settlement. if a you rebuild your home where it is, b, you rebuild your home somewhere else, or three if you purchase another home. now, if you were lucky enough to have another house or you're just going to go move in with someone else, sussman says, that might complicate your insurance payout, because, again, insurance policies are designed to put you back where you were, which is in a house not with cash in the bank. so you might be penalized if you do not rebuild, replace or repurchase. sussman says talk with your
5:27 am
insurance company about your options. if you ever find yourself in the shoes of the la fire victims, sussman says, there's no reason to rush. you really do want to take a little bit of time to decide, because this is a huge decision. we have an open invitation for you to share your insurance concerns. snap the qr code on screen right now to fill out our consumer complaint form online. thank you chris. 526 right now nt, here are the top stories. we're following the new safety measures amid the making aimed at making downtown campbell more walkable. those changes city leaders just approved. i'm kris sanchez in san jose, where santa clara county is going to begin its count of people who are living unhoused, and this time, people who are living on the streets are actually going to help with that count as well. i'll explain how that's going to work
5:28 am
it takes a rebel to make something beautiful. beauty takes courage. it's an act of joy. so resist the ordinary. and embrace the wow. at floor & decor. i guess what i'm looking for from you is, i mean, i know how the fire affected me, and there's always a constant fear
5:29 am
that who's to say something like that won't happen again? that's fair. we committed to underground, 10,000 miles of electric line. you look back at where we were 10 years ago and we are in a completely different place today, for our communities and our customers. i hope that's true. [joe] that's my commitment. [ambient noise]
5:30 am
right now at 530, new allegations against president trump's pick to run the u.s. military. plus, a new civil suit filed against san jose police. the canine response one man claims, went sideways, leaving him with serious facial injuries. the body cam video from the moment it happened and struggling to make it in the bay. we're live this morning with the new action being taken today get answers on the
5:31 am
south bay's unhoused and the added incentives for those who can help out. this is today in the bay. a very good morning to you. 530 right now. thanks for joining us. i'm laura garcia. and i'm marcus washington. time to get a look at that forecast for you this morning. cinthia pimentel in for kari tracking what we can expect. and all i can say. that's for sure. but it is a california winter day where we start out very cold in the morning and then get into some nice sunshine later on this afternoon. many of us under that frost advisory right there through the east bay, the south bay, just little slivers there of the peninsula coast and san francisco excluded from this. but let's go up towards the north bay, where we see that color of purple on your screen. that includes some freeze warnings, some of those numbers starting in the upper 20s. so let's stay there in the north bay. take a look at our day planner in napa. we'll start to warm up there. getting into lunchtime already feeling the
5:32 am
low 60s and into the afternoon, a high of about 67 degrees. so there's the sunshine. will soak it all up later as we go on into our wednesday. later on we are going to be talking about the chance of rain this weekend. i'll show you the best chances that will be coming up in a few minutes, but i want to also check on the roads this morning. it's busy. bay bridge, toll plaza, all those headlights coming towards us. we'll see if maybe in the next ten minutes they'll turn on the metering lights. per usual. at this hour. the peninsula commute looking good through 101 in palo alto. no major issues to report of. and if you're driving from the south bay towards that direction, it's just about a 20 minute ride over to you. thank you so much. 531 right now there are new allegations of drunkenness and bad behavior by president trump's pick to run the military. scott mcgrew with us with that this morning. and scott, this time it's pete hegseth, former sister in law. yeah. right. so mr. hegseth is currently married to his third wife. this is the sister of his second wife, who is telling
5:33 am
senators her former brother in law would often pass out at family events. in her sworn affidavit, she spoke of threatening and volatile conduct by hegseth against her sister, samantha hegseth, his wife. now, nbc spoke to samantha herself, who says there were no actual incidents of violence. and pete hegseth denies all the new allegations as he has previous allegations. also, when they were divorced in 2021, they both signed a court document which said neither claimed to be victims of domestic abuse, though it's hardly the first time people have made allegations against hegseth. his own mother castigated him in a letter accusing him of mistreating women. she later withdrew those allegations. hegseth has said he will not drink if he is secretary of defense. that's not good enough for the top democrat on the senate armed services committee, who said this behavior would disqualify any service member from holding any leadership
5:34 am
position in the military, much less being confirmed as the secretary of defense. the federal bureau of prisons continues to release january 6th rioters after president trump's pardons, among them rachel powell. there she's known in popular culture as pink hat lady or ice ax lady. powell used an ice ax to break into the capitol, and was seen directing capitol attackers with a bullhorn. she was not accused of attacking police officers, but there were more than 150 cases of officers being attacked with batons, bear spray, bike racks, even flagpoles. the pardons and commutations do not sit well with everyone on capitol hill. what i'm trying to do is figure out there are some commutations to me. i just can't agree. i'm about to file two bills that will increase the penalties up to and including the death penalty for the murder of a police officer and increasing the penalties and creating
5:35 am
federal crimes for assaulting a police officer. that should give you everything you need to know about my position. look at it as it's it was surprising to me that it was a blanket. pardon? now i'm going through the details. i was here on january 6th. i saw the horror and the terror of these insurrectionists. what message does this send to law enforcement when some of these rioters brutally attacked policemen, policemen, and now they're getting a full commutation? i don't know what this says about rule of law. president trump has placed all federal workers involved in d e i on paid leave. da is diversity, equity and inclusion. his executive order revokes an order by president lyndon johnson and curtails da programs by federal contractors. mr. trump and vice president pence attended a prayer service
5:36 am
monday, listened to a sermon making a direct appeal for mercy on members of the lgbtq community and immigrants. i ask you to have mercy upon the people in our country who are scared now. there are gay, lesbian and transgender children in democratic, republican and independent families, some who fear for their lives. the episcopal bishop would go on to ask for mercy for hard working people who, in her words, pick our crops and wash our dishes, who pay taxes and are good neighbors. the national prayer service dates back to franklin roosevelt, who attended the very same service the day after the inauguration. there was only one president to skip the service, and that was donald trump the first time he was elected. laura, thank you very much, scott. 536 right now, happening now, santa clara county gearing up to count the number of
5:37 am
unhoused people. and this time, they're paying people who have lived on the streets to try to help them out. today in the bay's kris sanchez joins us from san jose, where this count is getting underway in just aew hours on one of the coldest nights that we've seen in a while to. and that was my thought this morning, laura, that is just going to really drive home that reality of how hard it is to live on the streets. and about 125 people who have been unhoused or who are currently unhoused, will get $150 to help with this count, and also with the surveying of people. and again, they they will join hundreds of trained volunteers on the streets and outreach teams who will go around the county to not only count how many people who are living unhoused, but to ask why they are going to use an app that will allow them to perform surveys on the spot as they come upon people, rather than going back and trying to survey people weeks later, as they've done in the past. a director for supportive housing says that
5:38 am
that is critical information to help move the unhoused community forward. there is no perfect way to count every every person in the community and that numbers are while a piece of the puzzle and important, what we really want to know is, is what are the causes of homelessness? how can we better use our resources and our programs to address not only those causes, but provide the resources that people need to exit homelessness and become housed? how other communities are also performing this point in time count. they do it every two years. santa clara county had more than 9900 people living on the streets or in temporary shelters during the last point in time count, the highest out of all nine bay area counties coming up in the next hour, we're going to talk with san jose mayor matt mahan about what he expects to get from this count and what his city is doing
5:39 am
to get people off the streets and into more permanent housing in san jose. kris sanchez today in the bay. i know it's been of great concern to him. all right. thank you very much, chris. well, disturbing and graphic video showing the moment a san jose dog goes into an apartment biting a man's face. that man filing a federal lawsuit against the dog's handler and the san jose police department. now, we have to warn you that the video we are about to show you is graphic. it happened in october on of 2023. this is on northrop street. and the complaint says 20 year old fernando villanueva galvez went to the laundry facility. this is at his complex and was verbally attacked by a woman and her boyfriend, villanueva. galvez then took off. when he came back to get his clothing, he had a kitchen knife for protection. san jose police responded to the scene and waited for nearly four hours. they used a pa system asking him to drop the knife and surrender. body cam video shows
5:40 am
several officers outside of that complex. they then go up to the stairs with the police dog and release the animal. that dog ends up biting him face and arm. he has hearing loss in that ear. the dog attacked his face around his eye area, so he has vision loss in the eye as well. in the arm that the dog attacked, he has nerve damage. he has weakness in that arm and he is a farm worker. now. we did reach out to san jose police and they are saying that they are not commenting on pending litigation. leaders in campbell are signing off on a plan to boost downtown pedestrian safety. it calls for changes to block a one block, i should say, of civic center drive right between second and third streets. among the improvements more visible crosswalks, new curb ramps and islands between the driving lanes. supporters say something is needed because too many drivers speed through the area, leading to crashes. a
5:41 am
six month, $800,000 renovation is slated to start this winter. new for you this morning a debate tied to a planned new city in solano county. you will notice all of our neighboring cities are doing the same thing. they try to expand, try to expand, try to expand. so soon you already look at the map. you can't expand very far. now, opponents last night pleaded with suisun city leaders about the proposed expansion plan. leaders acknowledge floating the idea of a possible annexation involving expanded city limits that may, in theory, be rolled into the hotly debated california forever plan. but right now, they call the entire idea pure conjecture. one way or the other. supporters argue that expansion could add much needed revenues. last summer, california forever organizers dropped their fall ballot measure. but there is talk that it may be revived for the midterm elections. opponents raised big concerns over the
