north of los angeles. another 23,000 are under evacuation warnings. the hughes fire exploding to more than 10,000 acres since it began late wednesday morning near castaic lake. it is now 14% contained. the fast-moving flames threatening homes, buildings, even schools, sending students running. some area schools are closed today, while others have moved activities inside as air quality worsens. many in the evacuation zone hose down their homes concerned with the dry conditions and high winds that have plagued the region for more than two weeks. >> reporter: how wried are you about all this? >> very, obviously. >> my wife, my animals, we're ready to go. >> the faa has issued flight restrictions so crews can attack the blaze from the sky.

every aerial modular system has been launched to fight the fire. millions are under fire alerts this morning. let's turn to michelle grossman who has the latest. >> we're stuck in this stubborn santa ana wind pattern. and we're going to be stuck in this for some time. 10 million people at risk. we could see winds gusting once again up to 40, 50, up to 70 miles per hour. the air is looking at single digits in terms of the relative humidity. so places like santa clarita, riverside, temecula, down to escondido under red flag warnings once again today. and we do have a critical risk. where you see the red, that is a critical risk. the elevated risk is in the yellow. dangerous rapid wildfire is possible. an area of low pressure, we haven't been able to say this for a while, will come to the north, sink to the south bringing lower elevation rain and higher elevation snow on saturday. it will stick around on sunday. we'll look for the chance for

localized flash flooding possibly in the burn areas. that's the unfortunate part of it. we will see wet weather into california by this weekend. frances? >> they get that much-needed break. president trump sat down for his first interview of the new term. nbc's chris pollone has the latest on this now from d.c. good morning, chris, what did the president say about his plans? >> reporter: frances, good morning. disaster response will be in the spotlight, as president trump wraps up his first week in office. on friday, he will travel to north carolina to check out the hurricane recovery before going to southern california. in this new interview with fox news, the president suggested that big changes could be coming to fema. >> fema is going to be a whole big discussion very shortly, because i'd rather see the states take care of their own problems. if they have a tornado someplace, let that state, oklahoma is very competent.

i love oklahoma. but, you know what? if they get hit with a tornado or something, let oklahoma fix it. you don't need, and then the federal government can help them out with the money. >> reporter: in the same interview, president trump threatened to cut off funding to places like los angeles, where there are laws in place to stop local resources from going towa immigration enforcement. on day one he already signed an executive order directing officials to cut off funds to so-called sanctuary cities if they interfere with federal operations. he is also doubling down on his decision to pardon those involved in the january 6 attack, including hundreds of those who attacked police officers calling the acts minor incidents. >> they were treated like the worst criminals in history. and you know what they were there for? they were protesting the vote. because they knew the election was rigged. and they were protesting the vote. and that, you know, should be allowed to protest the vote. you should be allowed to, you know, when the day comes --

>> you shouldn't be able to invade the capitol. >> some of those with the police, true. but they were very minor incidents, okay. they get built up by a couple of fake guys. this was a political hoax. >> reporter: meanwhile, president trump's plans for the uthern border are being carried out. the pentagon says it has begun deploying 1500 active duty trips to assist border patrol agents and to help with the construction of barriers. and last night congress passed the laken riley act which would require the i.c.e. detention of undocumented immigrants who are arrested for offenses like burglary or shoplifting as soon as today. this could become the first bill president trump signs into law in his second term in office, frances. >> chris pollone, thank you. nbc news has learned more about president trump's efforts to shut down federal dei programs. employees have been told to report any colleagues who work in diversity, equity and inclusion roles or they could face consequences. nbc news obtained e-mails sent

to multiple agencies that say some of these programs are disguised using coded or imprecise language. employees were ordered to turn over any information within ten days. the white house did not respond to questions about how this would be enforced. this morning, a federal appeals court is set to hear arguments around louisiana's law requiring public schools to display the ten commandments in classrooms. the law was meant to go into effect on january 1st but is currently blocked in five school districts as a challenge works its way through the courts. a judge blocked the law saying it was overtly religious and unconstitutional on its face. supporters argue the commandments are not solely religious but have historical significance to the founding of u.s. law. a nashshville hi school is closed for the week as a community mourns the latest school shooting. a 17-year-old shooter opened fire in the cafeteria killing

one student and wounding another before taking his life. >> reporter: another american community dealing with another shooting. a 17-year-old student opened fire with a pistol, killing a 16-year-old girl, grazing a 17-year-old boy and ultimately killing himself. authorities also say a student who was not shot fell and injured his face. authorities have now identified the two people who were killed in this rampage. they say that the 16-year-old girl who was killed by this alleged gunman was josselin escalante. the shooter in this incident was 17-year-old solomon henderson. so we are learning more about those two individuals, as this community, again, is grappling with what no parent, no student

should ever be going through. back to you. >> jesse, thank you. breaking overnight, san antonio police say seven officers were shot after arriving on a residential call. according to authorities, they were responding to a call made by a family member of a shooting suspect for, quote, a suicide in progress. all seven officers were taken to a hospital with non-life-threatening injuries. a suspect described as a man in his 40s barricaded himself in an apartment for hours before he was found dead. police say it is unclear if he was killed by the s.w.a.t. team or a self-inflicted gunshot wound. at least four weather-related deaths have been reported across the south as snow, ice and record-breaking cold create paralyzing conditions. this part of the country rarely if ever sees. priya sridhar is in atlanta where millions struggle to get around. >> reporter: millions in the south in the grips of severe weather, in a region rarely slammed with snow.
