flames in southern california. crews battling new fires there overnight. coming up, how weekend rain could help their efforts but also trigger some new concerns over mud slides. >> but we begin with the showdown over immigration this morning. ice agents launching crackdowns in major cities. a judge blocked birthright citizenship, calling that unconstitutional. we start off with garrett haake. >> reporter: we are just four days into this new administration, and they are tightening security at the border and attempting to move undocumented immigrants already inside the country. this as the political and legal backlash is building. the first 1,500 active duty u.s. troops deployed by president trump arriving in el paso, texas to help border security.

trump's border czar claiming more changes are coming. >> you will see a lot of soldiers down there. impeding progress and putting up border barriers. >> reporter: those barriers could include the expanded use of buoys like this to deter migrant crossings. and those that do cross will find an asylum system all but shut down by borders. >> it was an invasion. we will not allow our territory to be violated. >> reporter: it comes as ice conducts raids in some cities, including boston and new jersey where agents raided a local business, detaining, quote, undocumented residents as well acid sevens, adding that one was a veteran who was asked for his military documentation. ice staying agents sometimes encounter u.s. citizens while conducting field work and may request identification. trump teasing more to come.

hegseth. we learned that he said $50,000 to the woman who accused him of sexual assault back in 2017. remember, hegseth denied the accusation. no charges were filed. his attorney previously said the former fox news host paid that settlement because he, quote, strongly felt he was the vstron of blackmail. these revelations come as the procedural votes are underway. lisa murkowski and susan collins are opposing his nomination. that all means if two additional republicans come out against hegseth, his nomination would fail. that final vote scheduled for tonight. >> garrett haake at the white house. thank you. meanwhile, president trump is keeping another promise, signing an executive order to release classified documents on the assassinations of president kennedy, his brother robert and martin luther king jr. this morning members of their

lee harvey oswald acted alone. but questions and conspiracy theories have lingered for decades, fuelling an industry of books and films like oliver stone's 1991 hit movie "jfk." kennedy's nephew, trump's nominee to lead the health and human services department long insisted the cia played a role in hisncle's murder. an allegation the cia has denied. president trump mentioning kennedy when he signed the order. >> give that to rfk jr. >> reporter: rfk jr. praising the president's action. >> they need to have more transparency to the government and he's keeping his promise to have the government tell the truth to the american people. >> reporter: jfk's grandson is not pleased posting in part, declassification is using jfk as a political prop when he's not here to punch back.

there's nothing heroic about it. in 1968 rfk and mlk jr. murders shocked america. members of dr. king's family have asked if he was the victim of a government plot to kill him. the assassinations ushering an era of distrust that president trump may be looking to erase. >> he feels and other people might feel that to have these final records and at least dispel some of the mysteries might help to clear away at least a little bit of the confusion and the distrust. >> interesting to hear from the family members there. what's the time line for the release of these files? >> reporter: yeah, craig. good question. they will not be revealed immediately on the jfk files. officials have a two-week plan to share with the president. then they have a month and a half to come up with the rfk and mlk files. the national archives said 97% of roughly 5 million pages of jfk files have already been

released, but it's those last ones that could hold the most tightly kept secrets. quick note here. kristin welker will have much more on a busy first week, including conversations with adam schiff and lindsey graham. also this morning, thousands of wild fire evacuees in southern california are being allowed now to return to what is left of their homes for the first time. crews are continuing to battle destructive fires there. rain in the weekend forecast could help. but it's also bringing a new set of challenges, too. we'll get to al's forecast. but, first, liz kreutz is in pacific palisades with us. good morning. >> reporter: good morning to you. yeah. firefighters continue to battle brush fires that have been popping up across southern california. but officials are hoping the weather conditions will be changing for the better. rain is in the forecast for the weekend which will hopefully help with the extraordinarily dry conditions here. but it does bring challenges and concerns, including the possibility of mud slides and runoff from all of this toxic

debris. this morning parts of southern california still burning. overnight, a new fire growing near san diego. flames burning through over 800 acres. firefighters working to contain it this morning and evacuation orders issued as the smoke from the hughes fire still fills the sky north of los angeles. more than 10,000 acres scorched in less than two days. but firefighters now say they have it under control, along with the other major fires that devastated communities early this month like pacific palisades. the governor announcing legislation, giving $2.5 billion to recovery efforts. >> this money will be made available immediately. >> reporter: conditions ripe for fire. southern california is experiencing what experts call extreme drought. san diego recording its driest start to winter in recorded history. now with rain on the way, wet

weather could provide relief and danger for burn scarred land including concerns over mud slides. >> what can happen when there is rain so close to these massive fires? >> reporter: you will get a large debris flow, mud flow coming off these hills that can no longer stabilize the dirt. >> reporter: hazardous runoff from toxic ash as residents continue to pick up the pieces and rebuild. now, president trump is expected to visit los angeles today. we will expect he will survey the fire damage and the communities ravaged by these deadly fires. the governor newsome says he reached out to the president. he says plans to be there on the tarmac to greet the president when he arrives. savannah? >> reporter: liz, thank you very much. mr. roker is standing by with what we can expecan expect weekend. >> this rain that's coming is a double-edged sword. so this morning, we've got the strong, very dry offshore winds,

santa ana winds. bue good news is this afternoon we get the on shore winds. they're cooler. there is more humidity. that's better. plus, we have an upper level load spinning in and bringing in showers and some of the upper elevations, the snow. the problem with that is 1 to 2 inches of rain possible. it could be up to a foot of snow in the mountains. so we have highlighted some of these burn scar areas. you can see where the heaviest rain is. that could cause mud slides, debris flow because there is no vegetation to hold that soil in. hopefully, we will not be looking at those problems. but we do have a flash flood risk from santa barbara to san bernardino. for tomorrow, right on into sunday including los angeles, san bernardino, so we will be watching that very, very closely, guys, as far as all that rain is concerned. again, could cause some

landslide problems. >> thank you, al. we'll check back. turning to the battle against bird flu. new cases and animals are being detected across the country now, taking a growing toll on farms and leading to skyrocketing egg prices. emilie ikeda joins us with a closer look. >> reporter: hi there, savannah. good morning to you. one of the owners here says he has never seen costs for eggs doubles over the last couple months because of the strain of supply. you probably noticed in your own grocery store, take a look at this. $5.69 over there. $10. even $12.99 for a dozen eggs. that's more than a dollar an egg as fears grow over mounting bird flu cases across the country. this morning, america's bird flu crisis showing no signs of slowing, with new cases just this mth emerging in nearly 25 states. and for the first time in

philadelphia. health officials there are warning people to keep an eye out for sick wild birds and stay away from them. on new york's long island, people in hazmat suits following detection of bird flu. the family forced to kill its entire flock of 100,000 ducks, something the thomases in illinois had to do with their 3,000 hens. >> it's been a roller coaster of emotions. we just know that we have no control and we are just making the next best choice for our family and our farm. >> reporter: the fall-out felt at grocery stores where shoppers are finding empty shelves and higher prices. the cost of a dozen eggs surging 65% from a year ago. >> these eggs went up to $10, $9, $11. what is going on in this world? >> reporter: the flu impacted

more than 130 million birds and now a growing number of other species, including skunks and cats. >> one could be from a raw diet. one could be from if they're an indoor/outdoor cat and interacting with wildlife. >> reporter: the fda also calling for caution from pet food manufacturers, urging them to take processing steps such as heat treatment that are capable of inactivating viruses. >> this is a very serious virus and a very fast-acting disease. >> reporter: now, this strain of bird flu does not easily affect humans. the chances of eggs from infected poultry actually hitting store shelves is low. still, experts are urging families to always thoroughly cook their eggs and breakfast. . >> emily, thank you. a 656-foot ship remains stuck in the ice on lake erie this morning.

the canadian freighter with 17 people onboard was trying to leave buffalo and head back to ontario, but it became stuck in ice that rapidly formed in sub zero temperatures off the buffalo shoreline. the coast guard arrived with ice breaking equipment. they did make some progress but suspended operations for the night. the coast guard will go back to work this morning. yikes. >> got their work cut out for them there. >> so they feel like that down in the south where those temperatures are awfully chilly. cold advisories for 19 million people from central florida, pensacola, savannah, georgia. look at the temperatures this morning. minus 11. 52 in houston. feels like 17 in washington, d.c. this weekend, though, temperatures do mild up a bit. by sunday, it is 50 degrees in richmond, 48 in memphis, 30 in indianapolis, and we're looking
