we begin with breaking news. the united states and colombia have been pulled back from the brink of a trade war. tensions escalated after colombia denied entry to deportation flights arriving from the united states. it led to threats of sanctions and tariffs from both sides. now the white house says colombia has agreed to all of president trump's deportation terms. nbc's alice barr joins me now from d.c. hi, alice, good morning. break down how this standoff began. >> reporter: frances, good morning. this was a quickly-developing situation. colombia's president took issue with the use of military planes, saying a migrant is not a criminal and should be treated with the dignity a human being deserves. that led president trump to threaten tariffs and visa restrictions on colombian officials. colombia threatened to retaliate with its own tariffs. and now the white house says colombia has agreed to all of its terms, including accepting military flights, saying the

tariffs will be held in reserve and not signed unless colombia fails to honor this agreement. for its part, colombia now says it will guarantee deportees' dignity in their conditions returning to that country. the country's foreign minister is set to travel to washington in the coming days to meet about the agreement. meanwhile, immigration enforcement is ramping up nationwide. and the latest update from i.c.e., 956 arrests reported yesterday, the largest single-day number of the new administration. the "washington post" citing four people with knowledge of i.c.e. briefings reported that quotas have been set of at least 1200 arrests per day. nbc's gabe gutierrez asked president trump's border czar about that reporting. >> we want to get as many criminals as possible. so there's no number on it.

they're out for every public safety threat they can find. they had several hundred today. i don't put a number on it. arrest as many public safety threats as you can. >> reporter: no quota, according to you. >> i have no quota. arrest as many as you can. >> reporter: that interview with tom homan happened while he was overseeing a major operation in chicago with the goal of detaining suspected gang members and previously-convicted criminals. officials say similar operations were carried out in colorado, california, new york and other states, frances. back to you. >> alice, thank you. new this morning, the u.s. air force says it will keep using a training video featuring the all-black tuskegee airmen along with a video about women pilots in world war ii. both were stopped to see if they were in compliance with president trump's diversity,

equity and inclusion policies. the first major crisis of the cease-fire between israel and hamas now easing up. qatar announced an agreement has been reached to release israeli hostage arbel yehud and allow palestinians to return to northern gaza. president trump suggested egypt and jordan should be among the countries to accept more refugees, adding palestinians should leave the gaza strip to, quote, just clean out that whole thing. claudio lavanga joins me. good morning, claudio. >> reporter: good morning, frances. that's right. over the weekend, israel accused hamas of violating the cease-fire agreement after arbel yehud was not among the hostages released saturday. as a consequence, it stopped hundreds of thousands of palestinians who were trying to get back to their homes in north gaza. a statement was issued

confirming that arbel willll be released as well as two other hostages in addition to three other hostages will be released on saturday as part of the original cease-fire agreement. in return, israel will allow from today the return of the palestinians to the north of gaza to their homes or what is left of it. in the meantime, as you mentioned, president trump sent shockwaves around the world when he suggested that up to 1.5 million palestinians pretty much all of the population in gaza should be resettled in other countries like jordan or egypt in order to clean out the enclave. while the proposal outraged egypt, jordan and, also, the palestinians, saying that they reject the proposal, because the fear is that they will never be allowed to return home, frances. >> claudio lavanga, thank you. several people were injured after a car drove through a crowd in north philadelphia, police say. it happened as people were celebrating the eagles' victory over the washington commanders

last night. a suspect is in custody after the crash. their identity has not been released yet. and it's not clear what charges they could face. police said the crash does not appear to have been intentional. in los angeles, a storm is threatening floods and mudslides. residents were warned to take precautions, with several locations handing out free sandbags. >> reporter: after the most tragic trial by fire southern california has ever faced, now a new threat. the rain. a major rainstorm expected to sit on top of the region until monday will all but extinguish what remains of any flames. but, in the burn scarred hillsides of the palisades, rain triggered this debris floe, cutting off roads for fear of landslides. >> as the water rushed underneath it, the foundation gets less stable. >> reporter: firefighters forced to pivot from fighting fireses

fighting floods. >> our station is getting filled with water. >> reporter: we met this fireman. they're pumping water out? >> we're pumping the water out of the station. parts of the station have flooded. >> reporter: and the wry here is real. experts say land moves about seven times faster on a burn scar than on land with vegetation. as you can see, much of this area is blackened. >> the first heavy rain we get, we are very concerned. >> reporter: lisa guerrero's home survived the fire, but she's worried about what could happen next. >> there's a hill in front of us that's about to come down. and then there's a hill behind us that could come down on us. >> reporter: crews scrambling to build barriers around some of the worst-hit areas, worried about toxic chemicals in debris that could flow into nearby waterways, even the ocean. a flood of new concerns facing a community already living through the worst-case scenario. >> and our thanks to steve for

that report. that storm system over california isn't moving out just yet. let's check in with meteorologist michelle grossman, who's tracking the system for us. >> we're still watching the rain falling, and we'll continue to do so throughout this afternoon, finally moving into arizona. this is what it looks like on radar. heavy rain is following, especially where you see the bright colors. a spin bringing in the rain. we're going to continue to watch this over the next several hours. we do have the chance, still, for flash flooding, debris floes through later on today. here's the area of low pressure. the heaviest rain and snow shifting into arizona, gusty, too. we'll see winds up to 40 miles per hour. that's going to increase the fire danger in parts of nevada, new mexico and arizona. we'll see it shifting into the four corners, pushing into colorado and the southern plains on wednesday. a flood watch for pasadena, santa clarita, los angeles,

deaths. but now there's a high-tech solution, straight out of a spy movie designed to end these dangerous chases. with just the push of a button. front of the vehicle, i see.n t at this massachusetts training facility, we got an up close look. >> now i'm going to fire. >> reporter: it's called the star chase system. like a very-advanced nerf gun. >> that's right. >> reporter: a gps tracker that can be fired at a fleeing vehicle. >> see that green laser. >> reporter: watch again. you can see it leaving the launcher and here attaching to the vehicle. that allows police to then safely find the suspect instead of hitting the gas to keep up. just like that, it can end a

high-speed chase. the tracker looks like this. smaller than a soda can with a small adhesive to attach to the vehicle it's fired at. it's loaded into the launcher at the front of the police vehicle. >> i'm simply going to lift this up and insert this projectile into its location. so i hear a little bit of a click. >> reporter: and, from this panel inside the cruiser, then it's ready to fire. on this closed course, trooper derrick darusso shows us how he would use it. in our scenario, it's a suspect who refused to stop. that beeping noise tells us the tracker is armed and ready. >> we're just going to dip out behind him right now. and if you want to reach up to the fire button. and if you want to press "fire now." >> reporter: pretty easy.
