smith's investigations into president trump. a doj official tells nbc news the acting attorney general did not trust the officials to implement the president's agenda. that news came after president trump removed more than a dozen inspectors general who served as independent watchdogs at agencies. last night, president trump signed more executive orders aimed at the military, reinstating members who were terminated because of vaccine mandates, ending dei programs and ordering the creation of a missile defense shield the whitehouse is calling an american iron dome. another order could push openly-transgender troops out of the military. meanwhile, the administration's crackdown on illegal immigration is well under way. i.c.e. says it made nearly 1200 arrests yesterday. last night, president trump floated the idea of sending u.s. citizens who be imprisoned in foreign countrs if they are

repeat offenders of serious crimes. the president suggested it as a cost-saving measure. >> we also have many violent criminals in our country, however, that did not necessarily come here illegally. but have been arrested 30 times, 35 times, we're going to get approval, hopefully, to get them the hell out of our country, along with others. let them be brought to a foreign land and maintained by others for a very small fee as opposed to being maintained in our jails for massive amounts of money, including the private prison companies that charge us a fortune. >> reporter: and president trump said he believes crime would dry up if the united states enacted that policy. frances? >> we'll see how the week ends with so much going on. okay, alice, thank you. new this morning, the trump administration is putting a halt to federal aid. nbc news obtained an internal memo that directs federal agencies to pause financial assistance starting at 5:00 p.m. this evening. it does not list specific

payments that could be stopped. it applies to any grants or loans that could affect president trump's executive orders including foreign aid. chuck schumer responded saying congress approved these investments, and they are not optional. they are the law. also adding this will mean missed payrolls and rent payments and everything in between. president trump has another cabinet member in place. the senate voted 68-29 to confirm scott bessant as treasury secretary. with 16 democrats joining the republicans. the hedge fund executive will now play a key role in enacting president trump's economic agenda. confirmation hearings will continue this week. wednesday senators will hear from health secretary nominee robert f. kennedy jr. and they will also hear from tulsi gabbard and kash patel. an indiana man recently pardoned for the u.s. capitol riot has been shot to death by a sheriff's deputy.

42-year-old matthew huddle was involved in a traffic stop when he resisted arrest with a gun on him. the officer who shot him has been placed on administrative leave. huddle had been charged with entering and remaining on restricted grounds on january 6, 2021. israel reopening roadblocks in gaza, allowing more than 650,000 displaced palestinians to journey home after 15 months of israeli bombardment. meanwhile, a source says hamas told israel that 8 of the 26 hostages set to be released in the first part of the cease-fire are dead. let's bring in claudio lavanga for more. good morning, claudio. >> reporter: good morning, frances. if you look at those very impressive images shot by a nbc news crew in gaza, it really looks like an exodus of biblical

phase of the cease-fire agreement are dead. it is believed to be the first time hamas has been specific about the amount of hostages who are still alive or dead who are still in gaza. a number that has been somewhat, been unofficially confirmed by a spokesperson for the israeli prime minister benjamin netanyahu, who said that's pretty much the same numbers that are in the hands of the raeli intelligence officials, frances. >> so difficult for those families who are holding out such hope for them. claudio, thank you. three people are dead and two officers injured after a shooting at a northern indiana supermarket just east of south bend. elkhart police say they found two people shot dead inside martin's supermarket on monday. before exchanging gunfire with the suspect outside and killing him. two officers sustained gunshot wounds and are recovering. it is not immediately clear what the death toll from this

richest people in the world, including one who lost 20% of his net worth. and this all over concerns that it may be a little bit easier and cheaper than originally thought to create and develop these a.i. models. now president donald trump saying that this should be a wakeup call for u.s. tech companies but also saying it was a positive sign for a.i. innovation and coming less than a week after he announced stargate, combining open a.i., oracle and softbank. now what we'll be looking for today is how markets move, whether it was a knee jerkrk reaction or something more persistent. nvidia shares are up 5% in frankfurt. >> lots to watch, thank you. here in new york, the initial results are in on congestion pricing, charging drivers for entering the most crowded part of the city appears to have reduced traffic. but, will other cities follow?

here's sam brock. >> reporter: new york's notorious for its traffic. but on this monday, a pleasant surprise. >> traffic is way down, way down. >> reporter: after a congestion pricing plan revved up, charging most drivers $9 to enter this section of manhattan. >> people are saving 10, 20, 30, 40 minutes on commutes. >> reporter: the transportation chair points to a before and after of this normally-jammed road to get to brooklyn around 6:00 p.m., and to improved morning commute time since the change. drivers saw a 15% drop between 7:00 and 10:00 a.m. and the two major tunnels saw 17% and 48% drops. >> i kind of like how the traffic has reduced. but i think the prices are kind of insane. >> reporter: aaron golden and bloomberg news posted cameras at one corner before and after congestion pricing.
