tuesday morning commute with mike inouye in just a moment. but first kerry's got a look at our forecast. another chilly one. yes. and it's been below freezing. and no change this morning. so we're going to be in some spots in the 30s and even upper 20s. but oakland starts out in the low 40s right now. and we have a light wind, a clear sky, and we're going to see more of this weather throughout at least 9:00 and then gradually starting to warm up with sunshine as our temperatures here head for 59 degrees. we've also seen low 60s for the east bay. and today, once again, no change up to 60 degrees in concord, 62 in san jose, down to the south county and the north bay will be in the low 60s as well. the warmest temperature will be ukiah today at 64 degrees. now, the next few days are going to repeat this pattern, but then eventually some rain comes back. so we'll talk about that in a few minutes. mike, it looks like it's a nice start at the bay bridge. it is. folks who don't

life threatening injuries. after locating the suspect barricaded inside of a building, they say that he refused to comply with orders to surrender. still not clear if that suspect fired at officers, but police do say this investigation is ongoing. new developments overnight and new confusion after the latest move by the white house budget office. it follows a flurry of new executive orders from president trump. there also a meeting of house republicans in miami to promote the president's agenda, which is already putting mass deportations front and center today in the bay's. alice barr joins us live in washington this morning. and, alice, we know federal agents are really ramping up these immigration raids. we're seeing it here in the bay area. to laura, a lot of communities across the country are seeing it. and ice says that in one single day on sunday, they made 1200 arrests close to that. and a trump administration senior official tells nbc news a little more than half of those arrests were of people whoid

not have criminal records outside of being in the country illegally. so while that is ongoing, at the same time, we're digging into this federal aid freeze that the senate's top democrat said affects money congress already approved and would mean everything from missed payrolls to rent payment. next to you, president trump further testing the power of the pen with new executive orders and directives, including an internal memo. the white house office of management and budget sent overnight ordering federal agencies to freeze federal aid starting at 5:00 tonight, quote, including but not limited to, financial assistance for foreign aid, non-governmental organizations, da wilk gender ideology, and the green new deal, calling it a temporary pause to determine the best use of funding. top democrats responding, expressing, quote, extreme alarm about the administration's efforts to undermine congress's power of the purse, threaten our national

security, and deny resources for states, localities, american families, and businesses. president trump celebrated his rapid fire executive actions at a house republican retreat at his miami golf club. my administration has been moving with urgency and historic speed. one new batch of executive orders directed at the military could force out openly transgender troops. it ends the use of, quote, invented and identification based pronouns and prohibits males from sharing, sleeping, changing or bathing facilities for females. the president also reinstating service members, terminated over vaccine mandates and ordering the creation of a missile defense shield dubbed an american iron dome, while at the same time touting stepped up immigration enforcement and floating the idea of sending u.s. citizens who are repeat criminal offenders to prison in foreign countries. we're going to get approval, hopefully to get them the hell out of our country. the president calling it a cost saving measure. in

more new developments, the justice department revealed it fired a number of career lawyers who worked on investigations into president trump, while the president also removed more than a dozen inspectors general who serve as independent watchdogs at federal agencies without giving congress a required 30 day notice for those removals. laura, what an active first week in office. no doubt it's going to be a busy year ahead. alex, thank you very much. well, new at 6:00 stanford university now reportedly considering modifying or ending its diversity, equity and inclusion programs. it follows a meeting last week involving stanford's faculty senate. university president is now calling for a review of programs that fall under the da umbrella. one of president trump's recent executive orders authorizes investigating colleges with dei offices or campus policies, and the school offers several programs for

students from minority backgrounds. happening today, alameda county leaders will select a new district attorney. now, this all follows the recent recall of pamela price last november. today in the bay's bob redell live for us outside of the east county hall of justice in dublin, and bob one group asking the state attorney general to stay out of this. correct. good morning to you, marcus. asking attorney general rob bonta to reveal whether or not he's tried to influence this process and pressure the board to pick his preferred candidate. more on that later. but later this afternoon, the alameda county board of supervisors will select from a pool of seven candidates. the next person to become the alameda county district attorney who would be prosecuting cases not only here at the east county hall of justice behind me in dublin, but at other courthouses throughout the county of alameda. last week, the board publicly interviewed the candidates seven candidates elgin lo and jimmy wilson. they are the only internal candidates. lo is a

senior deputy district attorney for alameda county. wilson is a deputy attorney. venus johnson is the chief deputy attorney general for california. she's the one who's been endorsed by ag rob bonta. latricia lewis is deputy counsel for alameda county, and eben shen is the current city attorney for alameda. ursula jones dixon is an alameda county superior court judge, and annie esposito is contra costa county assistant district attorney. during a rally before last week's interviews, several crime victims and safe. that's the group responsible for recalling former district attorney pamela price for not being tough enough on crime. they endorsed judge jones dixon and assistant d.a. esposito. we want to make sure that they will not be replacing another problem that will be dealing with again. and we also want to make sure that this is a right and fair process. we will build community trust with engagement and with complete

southern california, nearly three weeks after the palisades fire first ignited, the las evacuation orders are finally being lifted for people in that fire zone. for now, only residents are allowed to access that area. l.a. leaders are advising them to avoid staying in that area for extended periods of time, due to the volume of toxic materials. also, slide debris from the recent rainfall is now blocking some roadways. as for altadena's eaton fire, southern california's edison power company, now examining recently discovered surveillance video appearing to show a shower of sparks in the same area where the eaton fire started. the video spot, shadowed here with incorrect timestamp, was shot from a security camera at a gas station in pasadena. it was also included as part of a legal hearing yesterday, tied to dozens of lawsuits filed against socal edison in the wake of the fire. in a statement, socal edison says it is aware of the video and committed to a

transparent process. well, back here at home, weather wise, cold start. but it's been shaping up to be a nice afternoon. yeah, so we have to take advantage of the afternoon when we are feeling a little bit more comfortable compared to this, where it has been bitterly cold for a lot of us. in the morning as you head out the door, we are now down to 30 in napa and it is 29 in danville, while san francisco is in the upper 40s. in san jose it is 39 degrees and freezing in the south county. as you're heading out in danville for that commute this morning, you may have to crank up the heat in the vehicle or also bundle up as you're heading for public transit this morning. we're going to see some low 30s for the next few hours and then upper 40s at 10:00. you can see the trend here. it's been the same trend we've seen recently with upper 50s in the afternoon and a few spots making it up to 60 degrees. we'll see that in concord today, 62 in santa rosa and in san francisco, upper 50s. we repeat this weather tomorrow

as well as on thursday. but then on friday, a few more changes. we'll talk about that in a few minutes. mike's been trying to look around to find you some lower gas prices. yeah, you didn't have to look far for the lowest low. we have san jose again leading our lows, but a different spot. today is 367 again. but this time we'll call it diamond gas and market on south winchchester boulevard, across the freeway from winchester mystery house in marin county. next up, the lowest by far is san anselmo by about $0.20. it beats everywhere else in that county. fars auto on sir francis drake for that best price. and the best in contra costa county is in concord. 379 at bond fair market on willow pass road. of course, your best bet is going to gasbuddy.com, where you can either get the report, but you can also contribute reports as well. we'll look at the roadways. we're seeing a smooth flow. not a lot to report for the peninsula. typical, just a slight build here. circled an incident a disabled vehicle on the bay bridge span. we don't see anything else outstanding aside from the crash on 242. that's a slower stretch as well.

maybe some reports that the creators of deep sea could actually stockpile the nvidia chips before the u.s. restricted them one way or the other. nvidia fell, and it affected other chip stocks as well. broadcom it went with it. you see the effect it had on the nasdaq. now the dow industrials unaffected. the dow has only 30 companies on it. and when a company that is measured on both of these goes south it can have a different effect. because the two indices give different levels of importance to the company. take a look at the nasdaq index gives weight to the company's overall value. the market cap. the bigger the cap, the more an individual stock is going to move that index. nvidia is worth like 3 trillion. so it syncs the nasdaq. dow gives priority to the company's stock price. nvidia had a stock split recently so the price is not that high. not compared to like say, home depot. and that's why you get such an unusual spread

between the indices. sometimes. now deep seeks really freaking out a lot of people investors, ai, researchers, chip companies, investor marc andreessen calls the new chinese ai a sputnik moment. somebody else called it chatgpt. she now is this overblown? possibly. nvidia is trading higher pre-market. there's another issue, though. deep seek is the number one app on the app store. lawmakers who would like to keep us away from chinese apps like tiktok now have a new problem, though tiktok is much more opaque than deep. seek deep seek is open source. you can look under the hood. speaking of investors in ai, linkedin founder turned investor reid hoffman led a multi-million dollar round of investment into researching drugs that will target cancer. they're going to start with breast cancer and prostate cancer. target the latest to say it's changing its policies over diversity, equity and inclusion,

including reducing the number of products that are aimed toward certain groups and ending a program that buys black from black and minority owned businesses. look at the headquarters there in minneapolis, local pride group says target is uninvited to the next parade. local paper, the star tribune says some target suppliers are rethinking their relationship with the store, and google has announced its maps will start calling that body of water that's, you know, west of florida, south of alabama, the gulf of america. it was president trump who directed the u.s. government to call the gulf of mexico, the gulf of america. and google says it's policy to use government names will continue. so if that's what washington is calling it, so too does google. now, as we were discussing earlier, this has happened for years. you know, one country will say, i want to call it this. and google just says, fine, in your country, you go to the map, it'll look like this. it'll look like something else. persian gulf is a great example, right? no one goes to

the library and gets the old maps anymore. gosh darn it. this is east germany. they can change. look at this. interesting. thanks, scott. you bet. well, new at 6:00. new calls to at least temporarily move the most famous painting in the world back to its home country. the mona lisa lives at the louvre in paris, its home since about 1800. but with the next winter olympics happening in milan next year, milan's culture chief has an idea he wants to house the work. while french leadership grapples with possible renovations att the louvre, in essence killing two birds with one stone. but the idea so far is being met with skepticism. there's a lot of lot of leonardo in milan, but do they have greater rights than florence? do they have greater rights than than paris? do they have greater rights than rome? and i think they they don't. very obviously. everyone wants a piece of that smile. the louvre welcomes 9 million visitors a

year and must cap daily numbers at 30,000. and the museum to be feeling the effects of so much wear and tear. in fact, french president emmanuel macron is supposed to visit the museum later today. you can watch the full story, including why the mona lisa calls the louvre home. coming up at 7:00, right after today in the bay. you know, we had visited the louvre. we were fortunate to go as a family. and i was looking around. i'm like, yeah, a lot of those paintings are pretty old. so very. and it's so much smaller than you think it's going to be. you're like, wait, the line was a lot longer. i know. i was like, i was standing on the outside and take a picture like this. she's so famous. yeah, we'll see where she ends up. all right. well, weather wise today, how are we looking? it's cold again. and it's very much like yesterday. some of us below freezing. you probably even feel that before you peel back the covers and get out the bed this morning, that it's cold in the house, or the heater is having to kick on a lot more often to keep up with our morning start in t upper 20s. in some parts of the east

bay. we're at 28 now in fairfield, and it's 34 in south san jose and san martin it's 31 are in the low 40s for san mateo and 42 in san rafael. while in santa rosa, we've made it down to 31 degrees. but then going into the afternoon, we warm up back to some of the same temperatures we've seen for at least the past week or two, with highs in the upper 50s and low 60s. we'll see that continue throughout the week, and it's all clear now. nothing out there. as we take a look at the wider view of the satellite until you get well to the west of us out in the pacific, with this area of low pressure that's developing and that's going to be heading our way and tapping into some subtropical moisture starting on friday, and then it moves just to our north with an atmospheric river, meaning more rainfall. but we are not going to be getting the brunt of this atmospspheric river. it's just going to be over the north bay farther to the north, and then eventually quickly moving through the bay area on tuesday.

so during that time this weekend, there's going to be a huge disparity of rainfall and how much we'll see from san jose that may barely see anything at all. the areas in light blue, or about a quarter inch of rainfall or less. but then for the north bay, santa rosa on northward, these areas in pink could possibly see three to possibly six inches of rainfall throughout the weekend with that atmospheric river coming in. so it's going to be very much like the setup we had earlier in the winter. then looking at the sierra that's dropped down now to 65% of its normal amount of snow, we'll get some coming into the weekend, but the northern sierra will get the brunt of the heavier snowfall totals, and we could see possibly 15in of snow into tuesday for the northern sierra from kingvale on northward. so looking at our 7-day forecast, it's going to be dry. but then rain arrives this weekend. laura marcus we certainly need it. thanks, kari.

decision in santa clara county to possibly ban artificial fields for good. this is today in the bay. hello. tuesday morning. thanks for starting your day with us. i'm laura garcia. and i'm marcus washington. let's get a look at that forecast across the bay area this morning. getting ready for the day. and a very cold start to the morning. meteorologist kari hall is tracking what we can see. look. looking across. it looks beautiful this morning. yeah, it's all clear, but it feels different. yes. you do need to layer up. we are actually under a frost advisory for the bay area, excluding san francisco and the coastline, but that will be in effect through 9:00 and temperatures are now below freezing for san martin, livermore, as well as danville and across much of the north bay, with some low 30s as you're heading out the door. but then when we take a look at our highs, we are back to some of the same numbers we've seen over the past few days with upper 50s and low 60s, which is about

normal for this time of year. we're going to see this weather continue until the rain comes in on friday. so we'll talk about that. the timeline of the weekend rain coming up in just a few minutes. thanks, gary. well, president trumpays the u.s. military has entered california and turned the water back on. yeah, that's really interesting say none of this is true? no itu isn't. the president said several times, laura, there's a valve somewhere that just needs to be turned. and then all the water in southern california needs would start to flow. he says the special valve is open. this morning, he posted, the united states military has entered the great state of california and turned on the water. enjoy the water. california now. california's department of water resources says some pumps were restarted, but they weren't californians. they were federal, and they've been offline for maintenance. it says there's plenty of water in southern california. meantime, the speaker of the house says there have to be conditions before california gets any

federal disaster relief money. i think that is a common sense notion that is supported by the vast majority of the american people, who do not want to subsidize crazy california leftist policies that are dangerous for people. and now what the terms are and the details of that we will be working out. but entwined in all of that is the concern about election security in california. and voter id is a is a matter that, again, comports with common sense. president trump has ordered the u.s. government to suspend all loans and grants. now, what that means is fairly unclear. even agencies that hand out the money are trying to figure that out. transportation. education. here's the oer. it says, quote, federal agencies must pause all activities related to federal financial assistance. president trump on monday fired the federal prosecutors who worked on his criminal cases. his interference in the 2020 election, those classified documents in his home. while it's the president's right to do so, his close

involvement with the justice department makes many uneasy. one of the people pardoned by trump for his involvement in the attack on january 6th has been killed by law enforcement. a sheriff's department in indiana says matthew huddle, there on the left, was carrying a gun as he scuffled with a deputy during a traffic stop. president trump says the prime minister of india has agreed to accept indians deported from the united states. he says the two will meet in person soon. this comes shortly after trump convinced the country of colombia to accept deported colombians by threatening to slap enormous tariffs on colombia if they didn't. here's the president telling us about the power of tariffs. colombia is traditionally a very, very strong willed country. if they don't make their product in america, then very simply they should have to pay a tariff which will bring in trillions of dollars into our treasury from countries that never paid us

$0.10. a few clarifications, and first is the usual one. colombia would not pay a tariff on colombian products. americans would pay. second, the top three things colombia sends to america are crude oil, flowers and coffee. we don't need the oil. we refine it. we actually send it back to them. flowers and coffee. you can't grow those in america the way you can in colombia. robert kennedy jr. tulsi gabbard will get their hearings before the senate. kennedy tomorrow. gabbard on thursday. trump needs the senate's consent before placing them in their posts, but they're considered trump's weaker candidates. even the conservative wall street journal says kennedy would be dangerous fofor americs health. and trump wants him to run america's health efforts. gabbard has often been accused of parroting the kremlin. trump wants her, laura, to run american intelligence. a lot to follow there. we continue to follow what's happening in san jose, where leaders confirm ice agents

carried out two more operations yesterday following an action sunday in east san jose. in that case, one arrest is now confirmed. some san jose businesses tell us they are feeling the effects, with business said to be much slower than usual. in the wake of all recent federal activity. san francisco leaders today are expected to double down on the city's sanctuary status. this as those tensions are growing in the immigrant community over the ongoing federal crackdown. today in the bay's ginger conejero saab joins us live in san francisco this morning. and ginger leaders are just flatly refusing to cooperate with ice agents there. well, that's what they have been saying, laura, and that's what they will say once again later this morning in a press conference that is scheduled to reaffirm the city's position as a sanctuary city. now, as of yesterday afternoon, ice has reported 1179 arrests nationwide, with 850 detainees.

now, a viewer shared this video with us. he says that these are ice agents in san francisco on sunday. now, two days prior to that, the leader of a local janitors union says agents appeared at multiple buildings as well, but says the agents were turned away from the offices without detaining workers because they didn't have arrest or search warrants on them. the city says it is still gathering information about what exactly happened on friday, but san francisco supervisors and community leaders are already speaking out against targeted activity. we want to reaffirm 100% that san francisco is a sanctuary city. we're not going to expend our resources to separate families. we're not going to expand our resources to take people from their jobs. so we're telling our members power, not panic. exercise our rights. now, there are resources available to people who need them. there is a rapid response

another cold start here. it will be 47 at 10:00. and as we go throughout the day, more sunshine and a high temperature of about 60 degrees there, and upper 50s and low 60s across the bay area. we'll see rain by the weekend. i'll talk about that in a few minutes. and mike, you have a look at the mid-span on the bay bridge. yeah, because that's where the reports were. some debris around the treasure island tunnel, maybe in the tunnel itself, caused damage to one vehicle, and that vehicle had pulled over into the slow lane. we are looking at a smoother drive in the foreground, continuing on until we watch it heading towards san francisco. they may have cleared the incident from the span. we do see some recovery continued build, of course, on the east shore freeway and at the toll plaza typical out of richmond as well. we had an earlier crash south 242 over here coming down toward concord avenue. it's on the shoulder at most. look at that. build in toward walnut creek and the build for highway four because of another crash west four at port chicago highway. that's pretty congested right now. heading in toward pleasant hill out of pittsburgh and bay point in the city.

have to play soccer and football and such in the future? artificial turf is made of plastic, which a santa clara county health department report says can be toxic. although they did not make a clear connection to the impact on human health. however, the turf can reach temperatures of up to 160 degrees when it's hot, and it's not very good for the environment if it's not recycled very often, and it can also pollute waterways, according to that county report. however, it can withstand three times more play than natural grass. our investigative unit has been following the back and forth since the ban was introduced last summer, and talked with a youth sports advocate who says the turf industry is addressing some of those environmental concerns. for better or worse, artificial turf is the only option for a high use, high density field. there's certainly a shortage of fields in santa clara county for kids to play on. i absolutely agree with that, but i think the solution is not necessarily building more fields with plastic turf. so the

ban, as it's written, would not force the removal of existing turf, but it would prevent any new turf installation. a handful of sites would be impacted. sunnyvale sports complex, where you might spend some of your weekends. county land leased by a private school and a big project for the san josee eahquakes. they have fields they are hoping to build at the county fairgrounds. that would be artificial turf. if this ban does not pass, the supervisors will take up this issue this afternoon. thank you for. taking part in our. we take a look at how the palisades and eaton fires around la could possibly affect marine life, and the food we get from the ocean. when the recent fires tore through los angeles, destroying thousands of homes and businesses, they also sent plumes of smoke out over the pacific ocean. noaa satellite images show how smoke and ash traveling as far as 100 miles offshore. and now there

are questions as to what that toxic material may do to our ecosystem. on the day the fires broke out, there was actually a group of scientists from san diego that just happened to be off the coast of la taking water samples, and they described the ash falling into the water like snow. and the group of the california cooperative fisheries, also known as calcofi. for the past 75 years, they've had this project that involved taking regular water plankton samples off the california coast. and when the crew saw the ash, they immediately started collecting samples. this is not the first time scientists have studied wildfire ash falling into the ocean, but the recent fires in los angeles are not like the others. these are urban fires. so these are houses, neighborhoods, people's homes. they are businesses. we expect to see things like asbestos and other polycarbonatetes that we wouldn't normally see in a

livermore, sacramento at 31. and we're seeing 31 in santa rosa. a lot of these temperatures below freezing across the region, but san francisco not included in that frost advisory. and you can see why it's 47 degrees to start out there in oakland. it's a clear morning and 43 degrees. and throughout the day we'll see our temperatures gradually warming up and headed for the mid 50s with sunshine. it's a repeat of the days we've seen from the past at least a week or so, and a high of 62 is what we're expecting again in san jose to morgan hill, as well as gilroy. and pretty even temperatures for the east bay with upper 50s and low 60s. 61 in pleasanton this afternoon and 59 in san mateo, also 59 downtown san francisco in the mission district and 60 in sonoma and novato and santa rosa. today, 62 degrees. we're still dry. we saw that weather system that brought the rain over southern california. now clearing out and pushing off

towards the east. we'll have a few more days of dry conditions across the state before we see the next cluster of clouds really start to develop, and then move closer to the bay area. this will tap into some subtropical moisture and will be an atmospheric river. but notice the position of where that is just north of the bay area. so that's where we're going to see a lot of the heavier rain just to our north. and then finally this is going to start to push to the south on tuesday. so there's going to be a huge difference in the rainfall totals and the kind of weather we'll see this weekend. for the north bay. we're expecting some heavy rain. the pink that's 2 to 3in of rainfall, maybe even higher north of santa rosa. while san jose may not get much of all, as we're looking at less than a quarter of an inch of rainfall south of the golden gate bridge. so we're going to be watching this system very closely. a little bit of a jog change our weather. and so i'll keep you up to date on that. and

mike, you're seeing some slowing spreading through the south bay. it's tuesday so we expect a bigger volume. it's well behaved but it is impacting 8587, 101 all pushing in this direction, also slowing by the airport and continuing on in patches through sunnyvale and mountain view. south bay commute has awoken. we're looking at that getting down there from the east bay and no surprises. 680 shows slowing through pleasanton and sunol 880 san leandro, hayward, union city, fremont all showing slower sensors there, as well as across the san mateo bridge. that crash still a distraction at port chicago highway west. highway four shows a pretty big build back to you. thank you very much, mike. 652 right now, happening now, the u. is reporting its first case of a new strain of bird flu. according to the world health organization, the infection was found at a duck farm in merced county. the new strain, labeled h5, n9, is far more rare than the common strain. both strains were found on the same farm. so far, there's no evidence the bird flu being passed from human

657. welcome back. we're moving you forward with a look at the top stories on today in the bay. starting with breaking news in san francisco. the suspect in a police shooting has died from his injuries. it happened near a pot dispensary at mission and ninth street, south of market. now, police say a little before 5 p.m, officers responded to another shooting that left a man with life threatening injuries. after locating the suspect barricaded inside of the building. they say he refused to comply with those orders to surrender. it's still not clear if that suspect fired at officers. san francisco leaders today expected to double down on the city's sanctuary status. it comes amidst heightened fears amongst the immigrant community in the wake of federal crackdowns. as of yesterday afternoon, ice reported nearly 1200 arrests nationwide, with some 850 additional detainees. san francisco mayor daniel lurie expected to lead a news conference on the city's latest response at 11 a.m. in the meantime, san jose leaders confirm ice agents carried out
