trump marked his first full week in office with the flurry of new executive actions last night. they target everything from the military to federal grants and loans, something that could impact your wallet in a major way. >> and it comes as the administration's crackdown on illegal immigration is only intensifying with i.c.e. agents making nearly 1,200 arrests in a single day. that is where we're going to start this morning with nbc's gabe gutierrez here in new york where another operation was just carried out. gabe, what can you tell us? >> reporter: hey there, craig. good morning. this is the iconic roosevelt hotel in midtown manhattan. it remains the city's primary intake shelter for migrants. over the past two and a half years more than 230,000 of them have come to the city, and now the trump administration is hoping to deter any others. this morning an escalating crackdown nationwide on illegal immigration, federal officers on the move in major cities. newly confirmed homeland security secretary kristi noem in new york watching this arrest

just this morning. how busy has this been over the past week? >> busier than we've seen in a while. >> reporter: the number of daily arrests rising, a senior administration official telling nbc news i.c.e. arrested nearly 1,200 undocumented immigrants in one day, roughly half had criminal records in addition to being in the country illegally. if somebody is here illegally, whether or not they've committed crimes, there is that possibility that they could be, you know, arrested. >> reporter: we saw one enforcement operation firsthand in chicago. we're now heading to the northwest part of the city. yesterday they couldn't find one particular 25-year-old from mexico with a lengthy criminal history, but this morning a surveillance team has just seen him at work, and that's where we're going. agents move in, arresting christopher lata from mexico. i.c.e. says he has a criminal record including convictions for home invasion and aggravated battery. >> this is one that's coming in. >> reporter: nbc news getting

rare access to an i.c.e. processing center where we found lata arriving in handcuffs. he denies the charges against him saying he deserves a second chance. >> i went to school my whole life here from preschool all the way to my senior year. >> reporter: he says if he's deported back to mexico, he would leave behind a 5-year-old daughter. >> he does have serious charges and convictions, so i understand he has a daughter and that's unfortunate, but we still have a job to do, and we still have to follow the law. >> reporter: meanwhile, after a brief feud with colombia after accepting deportees, president trump threatening tariffs for any country that gets in the way of his mass deportation effort. >> we've made it clear to every country that they will be taking back our people that we're sending out, the criminals. >> reporter: but for the families left behind, it is agonizing. this woman's father was just arrested. "he's lived here many years," she says. "it breaks my heart."

meanwhile, some new developments at the u.s. southern border. these are some tense moments in star county, texas, drone video released by the texas department of safety. authorities say that cartel members trying to escape mexico fired on u.s. border patrol agents who were eventually taken into custody. again, craig, here in new york there are new arrests happening just this morning. >> as we speak. gabe gutierrez for us just a few blocks from here. gabe, thank you. breaking overnight, a move by the trump administration sparking some questions and some confusion as well. the white house has ordered a pause on nearly all federal grants potentially putting trillions of dollars on hold. but what does that mean? nbc's chief white house correspondent peter alexander has that part of the story. peter, good morning. >> reporter: savannah, good morning. this pause ordered by the budget for all grants and loans, according to a new memo sent to agencies obtained by nbc news. that could be trillions of dollars on hold, the document notes, and likely tens of billions in payments that

americans receive. already this is sparking intense backlash from critics and confusion with fears it could impact those most in need who are now asking themselves when the cash flow will stop. this morning another sweeping action by president trump as he remakes the federal government in his first full week in office. >> thank you very much, everybody. >> reporter: overnight nbc news learning that the white house has ordered a freeze of federal aid starting at 5:00 p.m. today. >> my administration has been moving with urgency at historic speed to reverse every disaster of the biden administration. >> reporter: the new head of the government's budget office saying in an internal memo obtained by nbc news that the pause extends to, quote, all federal financial assistance and activities affected by president trump's recent executive orders including foreign aid, nongovernmental organizations, d.e.i., woke gender ideology, and the green new deal. the memo says social security and medicare will not be affected and neither would payments directly from the

government to individuals. but many americans get federal funds on everything from loans to food aid to farm assistance indirectly, and it's unclear if those programs would be affected. the order says it's targeting the parts of the government that will be changed by president trump's recent executive actions that could include everything from some efforts to lower prescription drug costs to clean energy jobs and programs. congressional democrats overnight saying the president's actions, quote, put the financial security of our families, our national security, and the success of our country at risk. the trump administration argues the government needs to align with, quote, the will of the american people as expressed through presidential priorities. >> we get rid of the woke -- we got rid of the woke crap. >> reporter: it's part of a series of recent actions from president trump including executive orders on the military yesterday, focussed on rolling back diversity, equity and inclusion and recognition of transgender service members.

and he said, building an iron-dome-style missile defense system around the country. >> we protect other countries but we don't protect ourselves. >> peter, back to this freezing of federal aid. does this move face potential legal hurdles? >> reporter: i think it's certain that it will be contested, but many budget experts say the president is generally allowed to temporarily defer spending. of course, congress holds the power of the purse. the senate's top democrat, chuck schumer, fired back, saying, fierce terms, congress approved these investments and they are not optional. he says, they are the law. savannah, it is certain to be among the questions the karoline leavitt, the press secretary, faces from reporters when she holds her first press briefing at the white house this night le afternoon. savannah? >> we'll get more details. peter, thank you. a shooting at a grocery store in northern indiana last night left three people dead including the gunman. it happened in elkhart, about two hours east of chicago. officials say the suspect opened

fire in the store killing two people. when police arrived at the scene, they confronted the shooter. two officers were wounded. the gunman fatally shot. the officers were taken to the hospital, both are expected to be okay. meanwhile, the identity of the suspect has not been released so far. also, no word this morning on a possible motive. now to news from the tech world that has rocked silicon valley and wall street. a new a.i. app from china apparently created at a fraction of the cost of other options has suddenly become a top download. it's emergence has put u.s. companies on notice. it sent tech stocks plunging, even raised some national security concerns. nbc's senior business correspondent christine romans all over this one. christine, good morning. >> reporter: good morning. this app called deepseek is making tidal waves in the tech industry, and this breakthrough raising serious questions about where the u.s. stands in the global a.i. race. this morning the a.i. arms race now affecting your wallet as a new technology from a small

chinese lab sends big u.s. companies reeling. deepseek, a chinese company, released a virtual assistant fueled by artificial intelligence last week. it quickly climbed to the top of the apple app store fueling a dramatic sell-off of a.i. stocks yesterday. >> it is mind blowing and it is shaking this entire industry to its core. >> reporter: president trump saying companies should be on notice. >> the release of deepseek.i. from a chinese company should be a wake-up call for our industries that we need to be laser focused on competing. >> reporter: deepseek says its models perform as well as a.i.'s biggest companies and is much cheaper to make saying it spent $5.6 million training its model compared to chatgpt which spent $78 million. and google created gemini spent $191 million. >> and some of the companies in china are coming up with a

faster method of a.i. and much less expensive method. that's good. because you don't have to spend this much money. >> reporter: sam altman, the openai ceo, posting on x, calling the deepseek chatbot impressive. but responded last month to fears about a superintelligence posing an existential threat. >> i have faith that researchers will figure out how to avoid that. >> reporter: deepseek says it collects users' key strokes and stores information in chinese servers. lawmakers warning of security issues with chinese apps. >> they abuse the system. they steal our intellectual property. they're now trying to get a leg up on us on a.i. as you saw in the last day or so. >> reporter: nbc news has reached out to deepseek for comment on data privacy and security concerns. we have not heard back from this company. >> boy, what a splash this made. >> right. >> in the stock market, but why? no one seemed to see this coming? >> it's the small amount of investment the company says it made and the investments

american companies are making, it raises questions about whether maybe the a.i. craze in the u.s. might be overvalued, maybe it's a little bit of a bubble, but this morning a lot of -- a lot of folks i cover emailing me, texting, telling their clients, let's just take a beat today and see how it shakes out. >> beyond what speaker johnson just said there about the chinese stealing our intellectual property and manipulating currency, they've been doing that for years. but now, a lot of folks have been raising some concerns about whether they're honest about their data. >> exactly. >> -- and their figures. is there anything to that? >> plenty of people question whether they spent $5.6 million and what kind of chips they're using, maybe on the export control ban, maybe using the technology they're not allowed to have. we just don't know. we haven't heard back from the company. we don't know. a lot of questions on just, you know, where this company came from and how it got there. >> this is one of those things that regular folks, we don't have to pay attention to that. then it comes to the stock market. people have 401(k)s, they see a big drop. if you have money in the stock market, 401(k) or retirement

fund, what do you make of this? >> that was a big move in tech stocks and the whole market was down. some perspective. the s&p 500, likely what your stocks and your retirement are in is still up 22% over one year. and if you had invested $1,000 in the nasdaq five years ago, that value today is $2,100. so is,000 yesterday, what you lost yesterday, 26 bucks. so that's perspective. >> i like perspective. okay. christine, thank you. >> really quickly, you said something a minute ago about this chip on the banned export list, what is that? >> we don't know. so there are some chips, new generation, like top-level chips that the u.s. makes that the trump administration and the biden administration have not allowed -- don't want to be sold into china so that china can't overtake the u.s. in the a.i. race. so looking carefully at where the chips came from and what they were. >> christine, thank you. some new video this morning may shed some light on what may have started that deadly eaton

fire in altadena, california. the video was captured by a gas station surveillance camera. take a look here. a law firm suing southern california edison claims the video shows electrical arcs and sparking coming from a transmission tower. a few minutes later the orange glow of flames appears in the distance. southern california edison says it's reviewing that video to assess any possible connection between the flashes and the company's equipment. edison officials have said they do not believe their equipment started the fire. all right. to college basketball now and what has to be the shot of the year so far. arizona down by three points to third-ranked iowa state, 2.2 seconds left on the clock, and here is how it goes. >> it's got to go down the court. >> three-point game. there's love for the tie. oh! >> how about that. caleb love hitting the buzzer beater well beyond half-court. the shot sent the game into overtime. i think he shot it from my mom's

house. arizona would pull off the upset win. 86-75. caleb love will not be buying any meals in arizona for the rest of the year, the rest of his life. >> shouldn't. >> i mean, it's incredible. >> it looks like arizona is having a decent, too. what did they say, bear down? >> bear down. >> yeah. mr. roker is standing by for that first check -- oh, we're looking at snow. >> we have snow bearing down on the great lakes. we have winter weather advisories, snow squall warnings for parts of new york state, pennsylvania can see these snow squalls coming downwind of the eastern great lakes. we could be looking at a foot of snow, that area we call the tug hill plateau between syracuse and watertown heading to saratoga springs as well. now we have that storm system that brought rain to california over the weekend. now it's redeveloping ar texas. widespread heavy rain will intensify. we've got a severe risk of storms tomorrow from sherman down to curville, including dallas, waco as well.

damaging hail is part of this. a flash flood risk as well, and those high rainfall rates at night. now we move into thursday. that heavy band of rain moves into the mississippi river valley. more severe storms are expected in the afternoon from dallas to houston, but alexandria, parts of central louisiana, have more of a severe risk and a few tornadoes possible. and flooding, because from greenville, little rock, memphis, up to paducah, we could be looking at 1 to 3 inches of rain, and then that moves into the northeast on friday with wet weather along the i-95 corridor. but from detroit to syracuse all the way to bangor, we may be looking at a decent amount of snow. rainfall, though, that's what we're going to be really looking at over the next 48 hours from dallas to memphis. we could be looking at 3 inches of rain anywhere, though, generally about 1 to 2 inches. we're going to get to your local forecast coming up in the next

police shooting has now died from his injuries. it happened near a pot dispensary at mission and ninth street, just south of market. police say a little before 5 p.m. yesterday, officers responded to another shooting that left a man with life threatening injuries. after locating the suspect barricaded inside a building, they say he refused to comply with orders to surrender. it's still not clear if the suspect fired at officers. police say the investigation is still ongoing. i'm bob redell here in alameda county, where later this afternoon, the board of supervisors will select a replacement for da pamela price. alameda county district attorney who is recalled by voters this past november for not being tough enough on crime. you might recall, last week, the board publicly interviewed the seven candidates. whoever the board picks today will take office next month and serve through 2026. another chilly start to our morning, but we look forward to the afternoons lately. kari. yes, we do, because it warms up

nbc's chloe melas has been following this story for us. chloe, good morning. >> hey, guys. so attorneys for blake lively, they're asking the judge to stop justin baldoni's attorney from talking to the media and halt the release of communications between the former two co-stars. this all comes as additional audio further pulls back the curtain on what might have happened during the production of "this ends with us." >> hey, blake, it is 2:00 in the morning. hopefully this does not wake you up. >> reporter: in a six-minute-plus audio message obtained by thedailymail.com, justin baldoni tells lively he's sorry for a lack of enthusiasm over changes she made to a pivotal scene in "it ends with us." >> i'm sorry. i for sure fell short, and you worked really hard on that. >> reporter: baldoni also telling lively he's sorry about the sexism that she reportedly experienced on other productions, promising to be different. >> hopefully it's not been the experience with me.

there's nothing more exciting to me than getting to work with blake lively and have her, all of her. that's what i want. >> reporter: baldoni's team did not comment on the message. lively's representatives also declined to comment on the recording, which surfaced shortly after her lawyers filed a letter with the court accusing baldoni's attorney, bryan freedman, of misconduct, including making false and defamatory statements, which have the potential to prejudice a jury pool beyond repair. freedman firing back, the irony is not lost on anyone that ms. lively is so petrified of the truth she has moved to gag it. the gag order request after baldoni's team recently released this behind-the-scenes footage from "it ends with us" saying it contradict's lively's claims of sexual harassment made in a

legal complaint last month. >> reporter: lively's representatives say that the footage actually supports her version of events and shows baldoni attempting to kiss her, even though it's not in the script writing, no woman should have to take defensive measures to avoid being touched by their employer without their consent. the feuding stars appearing in public with their respective spouses over the weekend. lively and husband ryan reynolds posting to instagram with a friend and fellow actor while baldoni vacationing on maui with his family getting this birthday post from wife emily, father that you are. a bitter and sprawling pr battle inching closer to a legal showdown. >> we have a trial date and this hearing that's been moved up to next week. what can we expect in the hearing? >> blake and justin will not be in court on monday. it's going to be their attorneys. the main point of order they're going to be discussing is this team is seeking on, you know, justin baldoni's attorney, bryan freedman.

they want him to stop talking. to the media. they do not want that website that i've beenelling you about to be released where they'll put out emails and text messages and correspondence between the two. something i've been talking to you, savannah, the trial date is set for march -- >> of next year. >> -- of next year, and this is getting messy and complicated between the two of them. people are wondering, will they ever settle? >> they've done a lot of damage -- i mean, both sides have had a lot of damage done in the public, you know. so usually people settle to avoid all of this spilling out and being so ugly, but you can always settle. you can settle up to the last minute. >> you don't want to go to trial and go through discovery. it will all come out. >> judge might say, wait a minute, i can see what's happening. this is getting litigated in the press. let's litigate it in a court of law where it belongs. so we'll see what happens. >> he's also suing "the new york times" for $250 million. there are multiple -- >> but that's separate from the lively/baldoni stuff.

united states declared an epidemic of loneliness. a lot of folks who are watching, a lot of folks listening right now, who are lonely, maybe not even isolated but lonely nonetheless. what do people need to understand about loneliness? >> we first want to remove the stigma of loneliness and say that being lonely simply means you want deeper connections than you currently have. and then i want to affirm people who are by themselves because theyey've stepd away from abusive, toxic, unhealthy relationships, and we want to think about, as you're moving forward, trying to build relationships, trying to go deeper with the people you already know. we might have surface conversations and we want to take the risk of sharing from a more honest place and expanding our network, expanding our circle, by doing things you'll love and you'll connect with like-minded people. >> give me an example. how would we go about expanding our network? i find sometimes the older i get, the less inclined i am to expand my network.

>> yes, yes. one of the things we can say, what are you passionate about? if you're passionate about community service, you go out volunteeriring. then you'll have people there who have that similar interest. >> got it. >> if you're interested in books, go to book readings or book clubs. so pursuing your passion will connect you with people who have that passion. >> in the book you write about wanting to form deeper connections, wanting to have better relationships with our friends, with our family members, with our co-workers as well. we're missing the mark in a lot of ways. how so? >> so one of the ways we miss the mark is with unfair expectations. sometimes we are expecting people to be identical to us, to agree with us on everything. sometimes we are looking for people to be more very quickly instead of allowing it to evolve and grow. another way that we miss the mark in dating is picking a project instead of a partner. >> oh, talk slow.

the suspect in san francisco police shooting has died from his injuries. it happened near a pot dispensary at mission and ninth street, south of market. police say a little before 5 p.m. yesterday, officers responded to another shooting that left a man with life threatening injuries. after locating the suspect barricaded inside a building, they say he refused to comply with orders to surrender. it's still not clear if that suspect fired at officers. police say the investigation is still ongoing. san francisco leaders today are expected to double down on the city's sanctuary status. it comes in the wake of federal crackdowns and the heightened fears amongst the immigrant community. in one case, a viewer shared video of what he believes are ice agents in san francisco on sunday. as of yesterday afternoon, ice reportedly nearly
