intensifying across the u.s. and here at home. we're live in one bay area city, reaffirming its sanctuary status. good morning and thanks for joining us for our midday news. i'm laura garcia. and i'm marcus washington san francisco doubling down on its position as a sanctuary city. this as efforts to crack down o illegal immigration ramps up across the country. nbc bay area's ginger conejero saab is live in front of san francisco city hall, where city leaders are reaffirming they are not coordinating with federal agents in targeted operations. well, that's the message that city leaders have said before or said in the past. laura and marcus, that is the message that we are expecting for them to reaffirm this morning as this press conference is set to start now, at any moment. but we do know that mayor daniel lurie will be here roughly in about 15 or 20 minutes. we're also seeing other

city leaders expecting the da, brooke jenkins, to be here, city attorney david chu, as well as members of a local union who are spearheading today's press conference. now, this all comes as fears heighten within the city's immigrant and migrant communities. here in the bay area, there are videos shared on social media of targeted operations in san francisco. a viewer shared this one, reportedly from sunday. now, two days prior, a leader from a local union says that federal agents showed up to multiple buildings but made no arrests because they did not have arrests or search warrants. nbc news has learned i.c.e. arrested 1179 undocumented immigrants in one day. roughly half had criminal records. in addition to being in the country illegally. nbc news's gabe gutierrez saw one enforcement operation in another major city, chicago, where agents arrested a man named christopher lara from

mexico. he says he had a criminal record, including convictions for home invasion and aggravated battery. he does have serious charges and convictions, so i understand he has a daughter and that's unfortunate, but we still have a job to do and we still have to follow the law. now back here at home, we're seeing that this press conference is really getting ready to start. you can see former supervisor ahsha safai there with local union members. i'm also seeing the chief of police, bill scott, walk up here. i'm actually taking a look. he's making his way to the podium, and you can see marcus and laura. there is that picture. that image. it says, somos la resistencia, meaning we are the resistance. that is also the message that is being. the being reiterated here this morning, calling for unified calls from immigrant and migrant communities and their allies. we'll have more from this press conference, from our reporters on the scene, on our

later newscast. but for now, we're live in san francisco, ginger conejero saab nbc, bay area news. thanks for the latest there. ginger. meantime, in the south bay, san jose leaders are confirming ice agents carried out two more operations yesterday following action sunday in east san jose. now, in that case, one arrest is now confirmed. some san jose businesses telling us that they're actually feeling the effects with businesses much slower than usual. with the wake of the recent federal activity, in the event that you or someone you know is detained for questioning by ice officers, it's important for you to know your rights. immigration institute of the bay area has created red cards as a reminder of what your rights are and how to exercise them. you can keep one wherever you go. they're available in eight different languages, including tagalog, korean, and farsi. our telemundo 48 sister station has a page where you can download and print one out. just scan the qr code on your screen. it will take you directly there. well, back in san francisco today, mayor daniel lori is rping up his

push for a san francisco wide fentanyl state of emergency. this is ahead of its first real test tomorrow at city hall. that's when supervisors, budget and finance committee will hear the ordinance for the first time. now, that measure would unlock funding fastrack new staff hiring and expand drug treatment and shelter capacity in less than 30 minutes. lori is scheduled to join supporters in a rally on the steps of city hall. well, a senate committee met this morning to discuss donald trump's accusations. the chinese are trying to take over the panama canal. scott mcgrew joins us now. there was talk about whether military action was needed. yeah, i mean, they were pretty frank about it and whether there was legal justification to take military action. now, for the record, both the chinese and the panamanians deny the chinese are running the canal. the canal belongs to panama, and all evidence indicates it is run by panama with two wealthy

superpowers, the us and china, vying for influence. but the chinese have built container ports at both ends and have funded a bridge over the canal. there are three bries already to speed up truck traffic. it was that construction that caught the attention of committee chairman ted cruz of texas, who speculates the chinese are building slowly so they have a reason to be there, and implied panama may be violating the treaty it signed with the us. president trump is making a serious and substantive argument that that treaty is being violated. right now. this committee has jurisdiction under the senate rules over the panama canal. and today we will examine evidence of potential violations. the u.s. largely built the canal, then handed it back to panama because it's in panama back in 1999, with the understanding the canal would be open to all. donald trump has said it's operated by the chinese. it's not. but there are legitimate concerns over costs and fees and the presence of the

chinese enough to cause america to resort to violence. well, one of the republican guest experts said it would be within the treaty's language. it was clear that the treaty was understood as giving both sides separately, the right to resort to use armed force to enforce the provisions ofhe treaty. and it's not so surprising when one understands that the united states made an extraordinary concession to panama by transferring this canal, which the united states built at great expense and maintained and operated to panama gratis. other news from washington. president trump has ordered the u.s. government to suspend all loans and grants. what that means is fairly unclear. even agencies that hand out money to americans are trying to figure it out. transportation. education. here's the order. it says, quote, federal agencies must pause all activities related to federal financial assistance.

robert kennedy jr and tulsi gabbard will get their days before the senate. kennedy tomorrow. gabbard thursday. these are considered some of trump's weaker candidates. kennedy for health gabbard to run the national intelligence. both will face a severe grilling. but they got this far. and when they get this far, that out of committee, you're doing pretty well. that's interesting. yeah. thanks, scott a lot to continue to watch there. well, in other news, nearly four years since the murder of a beloved south bay drag queen. the man convicted of killing her has been sentenced to life in prison. yesterday, 26 year old elijah cruz segura was sentenced for the deadly stabbing of his partner, natalia smart. the santa clara county da's office says this may be the first time they've prosecuted a case of transgender domestic violence. prosecutors say segura killed smart in milpitas back in 2021, after the couple had been dating for several months. happening

today, alameda county leaders will select a new district attorney. it follows the recall of pamela price last november. nbc bay area's bob redell is live outside the east county hall of justice in dublin, and bob one group is asking the state attorney general just to stay out of it. they are. they're going to have a news conference about that shortly. a little bit later this afternoon, before the alameda county board of supervisors meets to pick the new district attorney. i'll have more on that in a minute. right now, you can see a live feed where the board of supervisors is meeting this morning to discuss matters that are unrelated to alameda couy district attorney. the board will at some point adjourn. then they'll reconvene at 3:00 this afternoon, again for a special meeting to decide from a pool of seven candidates. the one person to replace alameda county district attorney pamela price, who was ousted by voters, recalled in part because she was not tough enough on crime. that was during this past november's elections. now, last week, the board publicly interviewed those seven candidates elgin lowe and jimmy wilson. they are the only

internal candidates. lowe is a senior deputy district attorney for alameda county. wilson is a deputy attorney. venus johnson is the chief deputy attorney general for the state of california. she has been endorsed by a-g rob bonta latricia. lewis is deputy counsel for alameda county and bing shen is the city attorney for alameda. now ursula jones dixon, she's an alameda county superior court judge, and annie esposito, she's a contra costa county assistant district attorney. so those are the seven candidates during a rally before last week's interview. safe. that's the group responsible for pushing the recall for former d.a. price, along with several crime victims. they endorsed judge jones dixon and assistant d.a. esposito. here is virginia nishida, whose husband was shot and killed in 2021 while working as security for a news crew. been in all aspects of the court area. they have helped community. they have helped internally. they have helped themselves even going out to the

community to help, you know, so it's they're well rounded. now, laura, you touched on this when you were tossing out to me before today's board meeting. members of the community who are pushing for judge jones dixon and assistant d.a. esposito, they are going to hold a press conference to pressure the supervisors to reveal whether or not attorney general rob bonta and other associates have contacted the board to push for venus johnson to become district attorney. johnson is bonta's pick for the job. now, whoever the board picks today, that person will become district attorney starting next month, and they'll serve through 2026. leading the prosecution of cases not only here at the east county hall of justice behind me in dublin, but at other courthouses throughout alameda, alameda county. reporting live here in dublin. bob redell, nbc, bay area news. all right. thank you very much, bob. all right. taking a look outside right now, you can see in san jose beautiful shot there and kind of echoes across the bay area

anywhere you go. pretty nice and beautiful out there. temperatures to a lot warmer than earlier today. yeah, it's warmer, but it's still jacket weather as you're stepping out and going to lunch and we're looking at a sunny day all across the bay area with all of our camera views, seeing nothing but blue skies and it looks nice. but then when you step out there, it's still 44 in napa. so it's a cool morning, but at least it's not in the upper 20s like we started out. we're at 48 in pleasanton while san jose is at 52, and it's 53 in san francisco. we'll warm up a few more degrees from here going into the afternoon with upper 50s and low 60s. more sunshine, but eventually we'll get some rain. so we'll talk about that coming up in the full microclimate forecast. much needed to. all right. thanks, gary. an investigation in san francisco is underway after police respond to a shooting. we're learning new details on what led officers to open fire. plus, santa clara county is set to decide if it will ban artificial turf on county land.

(vo) learn more at wellsfargo.com/getfargo. news. we first brought you last night at 11:00. the suspect in a san francisco police shooting died from his injuries. happened a little before 5 p.m. near a pot dispensary at mission and ninth street, south of market. police say officers were actually responding to another shooting that left a man with life threatening injuries. after

locating the suspect barricaded inside a building, they say he refused to comply with orders to surrender. it's still not clear if the suspect fired at officers, but a gun was found at the scene. police say the investigation is ongoing. a news conference was set to get underway at the top of the hour. we'll have an update coming up in our evening newscast. also happening today, a vote that could ban artificial turf in the south bay. it would apply to all santa cla county owned land. supporters say real grass is healthier choice, but opponents called that concern outdated. nbc bay area's kris sanchez in our newsroom now with a look at what's at stake here. what happens today could impact how many places kids and grown ups have to play soccer and football and such in the future in santa clara county. artificial turf is made of plastics, which a county health department report says can be toxic. although the report does not make a clear connection to the impact on human health. however, the turf can reach temperatures of up to 160 degrees when it's hot, and it's not very good for the

environment because it doesn't get recycled and it can pollute waterways. however, it can withstand three times more play time than natural grass, and our investigative unit has been following the back and forth since the ban was introduced last summer. and talk with a youth sports advocate who says that the turf industry is trying to address the environmental concerns. for better or worse, artificial turf is the only option for high use, high density field. there's certainly a shortage of fields in santa clara county for kids to play on. i absolutely agree with that, but i think the solution is not necessarily building more fields with plastic turf. the ban would not force the removal of the turf. it would prevent any new turf installation. a handful of sites would be impacted, including a sunnyvale sports complex, county land which is leased by a private school, and the san jose earthquakes. proposed fields at the county fairgrounds. the supervisors will takep this issue no earlier than two this afternoon if you want to be

there. back to you. thanks, chris. in southern california, nearly three weeks after the palisades fire first ignited, the last evacuation orders are finally being lifted for people in the fire zone. for now, only residents are allowed access. la leaders are advising them to avoid staying in the area for extended periods of time due to the volume of toxic materials. also, slide debris from the recent rainfall is now blocking some roadways. as for the altadena's eaton fire. southern california edison power company, now examining recently discovered surveillance video appearing to show a shower of sparks in the same area where the eaton fire started. the video spot shattered here within an incorrect time stamp, was shot from a security camera at a gas station in pasadena. it was included as part of a legal hearing yesterday, tied to dozens of lawsuits filed against socal edison in the wake of the fire. in a statement, socal edison says it is aware of the video and committed to a transparent process. let's turn

now to meteorologist kari hall. she's got a look at the impact of the smoke from these fires in our climate in crisis. yeah. so this morning we're taking a look at how the palisades and eaton fires around la could possibly affect marine life. and the food we get from the ocean. and when the recent fires tore through la, destroying thousands of homes and businesses, they sent plumes of smoke out over the pacific ocean. noaa satellite images show how smoke and ash traveled as far as 100 miles offshore, and now there are questions about what that toxic material may do to the ecosystem. on the day the fires broke out, a group of scientists from san diego happened to be off the coast of la taking water samples. and they describe the ash falling into the water like snow. and the group was part of the california cooperative fisheries investigations, also known as calcofi. and for the past 75 years, the project has involved taking regular water

and plankton samples off california's coast, and when the crew saw the ash, they immediately started collecting samples. and this is nothe first time scientists have studied wildfire ash falling into the ocean. but the recent fires in los angeles are not like the others. these are urban fires. so these are houses, neighborhoods, people's homes. they are businesses. we expect to see things like asbestos and other polycarbonates that we wouldn't normally see in a vegetation fire. to study the effects, scientists will take samples collected after the fires and compared them with samples taken in that same area since the project began. belen says that some of the effects could show up within weeks, while others could take years to notice. so we'll follow the developments and you can see how climate change is affecting the bay area on our website, nbcbayarea.com. and look for our climate in crisis page. and you can also find the forecast on there as well. we've had some

cold mornings and it's starting to feel a little bit better. we're now in the low 50s. it's 54 in palo alto while walnut creek is at 52. some of our inland areas were very cold this morning, and at least we're starting to see things even out a bit, as a lot of the south bay will be in the low 60s for high temperatures for this afternoon, 62 degrees in san jose and upper 50s and low 60s for much of the east bay, with martinez today heading for 59 degrees and 60. in fremont and in livermore, we're looking at 59 degrees there, also 59 for redwood city and san mateo. you can see the temperatures are pretty even across the board from the coastal areas to the north. bay. 62 in santa rosa with a lot of sunshine. it's going to be a nice and mild day, and we're stuck in this pattern, at least for a few more days where it's all clear. we turn our attention, though, to this weather system developing out far to our west, and we're going to see this moving in as we head

toward the weekend. so as it develops, it's going to tap into some subtropical moisture and bring the bay area an atmospheric river. but notice how a lot of the rain is targeting areas just to our north. so we're not going to get the brunt of this storm. we're kind of on the southern edge of this. so that's going to bring us some scattered showers. every now and then we'll get some rain. but the north bay, that's where we are going to see those higher rainfall totals until this weather system starts to kick into gear and then push into the bay area on tuesday. so during that time, a l of our models are showing very high amounts of rainfall for the north bay. this is a similar setup that we had back in december, where the north bay got all the rain. the rest of the bay area was very dry. it looks like we could see that once again with a quarter inch of rain or less from san francisco on southward. but the pinks, the whites, that's just off the charts there. with the rainfall, we may possibly see

anywhere from 3 to 6in of rainfall from santa rosa on northward. that willlso bring in more sierra snow for the northernierra. the southern sierra needs a lot of work to catch up to normal. it looks like we're going to also see some additional snowfall into the weekend, with anywhere from about four to possibly 15in of snow. kingvale getting some of the higher snowfall totals. so we are going to see things change over the next few days, but at least for at least today through thursday, we're sunny with more of the same temperatures. marcus and laura. all right, kari, thank you. happening now. san francisco civic centers recently opened un skate plaza, already getting an upgrade. it's only been open a little more than a year. well, now the city will expand it to include beginner friendly additions for younger skaters. it will include more than 2000 additional square feet of skating surface. the city's rec and parks department plans to roll out the additions on february 15th. no more poker face. can't read my. can't read
