under a frost advisory and freeze warnings for parts of the foothills in san jose. and then looking at what to expect as you're heading out the door. if you're about to step out within the next few minutes. it's not as cold as it was yesterday, but still pretty chilly. we're at 37 in los altos, while 47 in fremont, and it's 43 in livermore. yesterday we were seeing temperatures dipping below freezing. we are not seeing that just yet, but it may be frosty and overall we are going to be slightly cooler today compared to yesterday, with a lot of upper 50s for highs in parts of the south bay instead of those low 60s like we saw yesterday. it will be just a few degrees lower, but overall still a nice day with a mix of sun and clouds. and mike, you may have some block lanes in san jose. yeah. warning as well, but it was on the freeway south 87. as we're looking over here, a smooth flow of traffic heading down. it was it was 880 heading down past the alameda exit there as we had activity there. we just saw that slowing on 87. so i think that's actually the updated location where the

activity did just clear from lanes southbound 87 restored again for full flow through the south bay. and over here, the bay bridge. we have no problems. a clear drive into san francisco. w we'll mitor the traffic as it should start to build. coming up. back to you. all right. thank you very much, mike. we start with new developments out of the white house. the trump administration now offering all federal workers an unusual deal, quit and receive a severance package. today in the bay's alice barr. live in washington for us this morning. this follows alice, a last minute reprieve from a judge halting president trump's federal funding freeze. laura, continuing with the theme there's a lot going on, and the buyout offers we're talking about now were emailed to federal workers as part of the trump administration's efforts to dramatically cut costs and reduce the size of government. and they note that those who don't take the offer could still have their positions eliminated. this morning, more than 2

million federal workers facing a choice take a newly offered severance package or accept trump administration requirements, including returning to work in the office. a senior administration official telling nbc news they expect up to 10% to quit, leading to around $100 billion in savings. some democrats pushing back on the president's move. he doesn't have any authority to do this. do not be fooled by this guy. you were here before he was here. and you'll be here after he was here. a judge hitting a week long pause on a separate order, freezing federal grants and loans after nonprofit groups, 22 states and washington, d.c, all sued the trump administration, citing constitutional provisions that congress, not the president, sets federal spending. the white house press secretary saying the freeze is aimed at federal aid that might run counter to president trump's executive orders, and is not a blanket

pause on all assistance. social security benefits, medicare benefits, food stamps, welfare benefits, assistance that is going directly to individuals will not be impacted by this pause. organizations like meals on wheels that delivers meals to seniors confused and concerned. it's not considered a direct federal assistance program like social security or medicare would be. so we're concerned it all comes as president trump is pressing ahead on immigration enforcement and rounding out his cabinet picks. today, a confirmation hearing begins for his controversial choice to head the department of health and human services, robert f kennedy jr, and back to those federal worker buyouts. the american federation of government employees is warning that what it calls a civil servant purge could mean chaos for americans. depending on a functioning federal government, though, it's important to note these offices do not apply to members of the

military, postal service, immigration enforcement, or national security. laura. another busy day. alice. thanks for the very latest there. 505 right now. israeli prime minister benjamin netanyahu will be the first foreign leader to meet with president trump during his second term, after agreeing to visit next week. the white house confirms trump extended an invite, which netanyahu accepte. in a letter to the prime minister. the president wrote, quote, i look forward to discussing how we can bring peace to israel and its neighbors and efforts to counter our shared adversaries. that meeting is scheduled for next tuesday. bay area outcry continues to grow over the federal immigration crackdown, and some students are planning to voice their anger later today. today, in the bay's bob redell live for us in the east bay this morning. and, bob, i would imagine the fear in the migrant communities is only heightened by the recent ice activity. correct. good morning to you, marcus. earlier this

week, you'll recall our reporting ice agents took into custody some people down in the south bay in san jose, specifically east san jose. which is why yesterday, during a protest for immigrant rights, hundreds of students and members of that community, they blocked the intersection of story and king in east san jose, which agents with the federal, which is where agents with the federal immigration customs enforcement agency ice were spotted in recent days. one woman who showed up with her dad told us that quote referring to her dad. he only came for a better life. he's not a criminal. she says her dad has worked hard to provide for her and her brother, while her mom remained in mexico. i have not seen my mom in almost like ten years. i call her, but it's still sad because both of my parents are not together. they're separated. so you know what it's like. you know what it's like for families not to be together? yeah, it is extremely important to me and to our police chief that residents know when they see an sapd

officer that we do not enforce immigration laws, just as we don't enforce the irs laws or the epas laws. we enforce violent and property crime in our community. that was mayor matt mahan of san jose, who says his police department does not go around and ask his citizens about their immigration status. but if someone is committing serious and violent crimes, they will be held accountable, prosecuted and possibly deported. nbc news reports that nearly half of the undocumented immigrants who are arrested nationwide this past sunday had no prior criminal record besides being in the country illegally. earlier this week, ice wrote in a statement, quote, enforcement and removal operations. law enforcement activity takes place around the clock. however, ice does not conduct raids or sweeps, nor does the agency operate roadblocks or checkpoints. ice is enforcement. resources are based on intelligence driven leads, and

ice officers do not target non-citizens indiscriminately. students at cal uc berkeley, they have organized a rally and march for between 3 and 5 this afternoon evening. they will be on campus. there are more protests planned this weekend in the south bay as well. reporting live. bob redell today in the bay. all right, bob, thank you. now, bay area immigration attorneys, meanwhile, they want everyone to know their rights. happening later today over in east palo alto, an information forum, including legal advice and a question and answer session, both in english, which is going to happen at five and then in spanish at six. this is all happening at san mateo county human services agency in east palo alto. this is located at 2415 university avenue. it is 508 san jose city council once again fully seated with the addition of a new member. last night, the council appointed engineering executive karl salas to represent district three. vacated last fall by omareen

torres, who is now fighting criminal charges. salas beat out jamal williams, director of advocacy for racial justice at san jose state, in a narrow vote. he says he can't wait to get started next week. i'm so excited to have an opportunity at the end of my professional career to really try to add some value, especially at this tough time here in the city when we have a $60 million deficit. a special election is scheduled for april 8th to decide a permanent replacement, along with a runoff, if need be in june. well, happening today in san francisco. supervisors budget and finance committee is expected to debate mayor daniel lowery's proposed citywide fentanyl state of emergency ordinance. this is the first time the committee will formally hear that plan. if approved,d, e measure would unlock funding, fastrack new staff hiring and expand drug treatment and shelter capacity. ginger conejero saab. she will have that full story for us coming up in our next half hour, including the planned rally ahead of

today's meeting. button up that overcoat. it's another cold day out there as we take a live look outside overlooking san jose, kari you're not a broken record at all. and the good thing is that we're not breaking records, so we are starting out with some cold temperatures and patchy fog in parts of the north bay. that fog is not very widespread. we've seen visibility in santa rosa reduced to about a mile and three quarters, but it is clear as we take a live look outside in san rafael as you're heading out and it's in the upper 30s now, it will bee mostly cloudy throughout the m morning. won't be as sunny as we've seen recently, with a mix of sun and clouds, and also cooler temperatures for those afternoon highs in san francisco expected to top out at about 55 degrees and 57 in dublin will be in the upper 50s for the south bay. we'll talk about rain coming back before the weekend. that's coming up in a few minutes, and mike's been looking around to find lower gas prices. yeah, and we will start in san jose once

owns a subaru everywhere she's been. to be clear, they've solved the problem. good guys wouldn't want to be showing the world if they hadn't. but cyber experts say with all the cool things our computerized cars do now, it won't be the last time. our cars are now monitoring everywhere we go and how fast we're going. so if we're cool with that, we, you know, we shouldn't be agreeing to those, but we want those features. we want the remote turn on and warm the car up feature. we want to know where our car is if our kids are driving it. well, the bad guys are exploiting that, and that's the current situation. if we think about our adversaries, can you imagine them turning off hundreds of thousands of cars during the beginnings of a cyber war and what kind of, you know, havoc that would take, you know, we need to step up our security, and we need to force the manufacturers to really have a higher level. and we need to have government step in with regulations and fines. it is remarkable what your car can do

temperatures up in some areas. it's now 36 as you're heading out in brentwood and fairfield. while in sonoma and san rafael, it's 43 degrees and 49. in san francisco. this cold morning start will lead us into a slightly cooler day. mostly sunny for the south bay cupertino. we can expect a high of 58 degrees and it will be 59 in morgan hill. much of the east bay will be in the upper 50s with martinez as well as oakland reaching 57 degrees and a high of 57 in redwood city, 55 in will be in the upper 50s today with upper 50s as well. for much of the north bay, is been dry. we have seen the high pressure keeping the storm track away, but we are seeing this area of low pressure developing. it is gaining strength and it is drawing in some moisture all the way from hawaii and will be making its way closer to the bay area, producing se heavy rainfall as we go toward friday. so a lot of the models now taking this atmospheric river a

little bit more directly over the bay area, which will enhance the amount of rainfall that we get. and also looking at how this could impact our weekend, it looks like it's going to be raining off and on starting on friday and continuing through monday, and then the system finally pushing through late on tuesday into wednesday. so we are going to see a prolonged period of some off and on showers and higher rainfall totals now that we are seeing things shift. so here's a look at the rainfall that we may see over the course of several days. the possibility of six inches of rainfall for ukiah, while fremont could get over an inch and a half and closer to two inches for san jose and morgan hill. and while we're getting all of that rain, the sierra is going to see a big boost in the snow anywhere from 5 to 16in over the weekend. but look at next week there will be additional snowfall coming, and in total we may see 3 to 4ft of snow in the sierra now. much needed because it's been so dry

for one of mayor daniel lowrey's top campaign promises. when he was a candidate, donald trump said he would deport the criminals first. but is the white house changing the definition? also, new leadership for alameda county's d.a. office. we introduce you to the new top cop following a lengthy late night vote. this is today in the bay. good morning to you on this wednesday. i'm marcus washington, and i'm laura garcia. let's start out with a look at the forecast. meteorologist kari hall tracking what we can expect. another chilly start. yes. and a frost advisory in effect for areas away from the immediate coastline. so it is another cool start to our day where we are going to have temperatures in the 30s in some spots. it's not as cold as it was yesterday, as we are getting a layer of clouds kind of acting as a blanket, keeping those temperatures slightly warmer across the bay area. but we are down to 44 now in sunnyvale, and it is also a 44 in martinez. 43 in sonoma and

41 in santa rosa. as you're heading out in oakland, it is 51 degrees there and mostly cloudy, and temperatures will hold steady here throughout the morning into the afternoon as we're looking at a cooler day and highs mostly staying in the 50s across many of our microclimates. so we'll be tracking rain eventually in our forecast. and mike, you're seeing the bay bridge is ready for the commute. standing by looking more folks coming through the area. no big deal. but look at the m, the speed sensors across the span of the bay bridge at the bottom show the slowing around the incline, and when we lose lanes, the metering lights turned on any minute now. top of the screen highway 37. and now over on the right. highway 4 show those slower sensors. that's a good amount of slowing in through bay point out of pittsburgh. so we'll watch that for any issues for contra costa county south of there. everything moves smoothly. a couple of crashes on the shoulder for the south bay. no major issues. this section of 101 should see a big build over the next ten minutes. back to you. all right. thanks, mike. first, at 530, a change of language from the white house

about its roundup of migrants. let's head over to scott mcgrew for you this morning. okay, scott, let's take it back here. when it was candidate donald trump, this is when he was promising to round up criminals first. but the definition of criminal seems like it's been changing. it really has. good morning to you. the department of homeland security says about half the migrants rounded up over the weekend were hardened, hardened, wanted felons here illegally, but half were not. that half, i says, also here without permission. that does violate the law, but it's a misdemeanor. those people are not the priority. candidate trump spoke about the white house is now clarifying any immigrant here without permission is considered a criminal. so i'm asking, though he said he was going to focus on those violent offenders first. so it was violent offenders, no longer the predicate for these people to be deported. the president has said countless times on the campaign trail, i've been with him at the rallies. i know you've been there covering them to peter, that he is focused on launching

the large mass deportation operation in american history of illegal criminals. and if you are an individual, a foreign national who illegally enters the united states of america, you are by definition a criminal. protests in san jose tuesday over the roundup. ice says it picked up 1100 migrants in a single day nationwide, and says half of those actually had criminal records. a judge has blocked president trump from freezing federal grants and loans. the white house sent out a memo earlier this week announcing that freeze, but didn't explain how it worked, so nobody knew how they were affected. farmers, students, road projects, medicaid, food stamps. totally unclear. even that new white house press secretary said she wasn't certain. it wasn't clear to me whether you were saying that no medicaid would be cut off. obviously, a lot of this goes to states before it goes to individuals and so forth. so are you guaranteeing here that no individual now on medicaid would see a cutoff because of the pause? i'll check back on that

and get back to you. president trump also offered buyouts to federal workers. quit now and get paid through september. experts say he does not have that authority, and it's not clear how he would secure the money for the buyouts anyway. over the weekend, trump fired 18 department inspectors general who are in charge of following the money, rooting out abuse and all. this makes it very difficult to keep up with what's happening. former trump aide steve bannon called this flooding the zone. we do not have the time to ponder the legality and impact of firing government watchdogs. when president trump has pulled the news cycle into the next story about freezing federal aid or whatever happens today, which includes robert kennedy jr. he starts his senate committee coirmation hearings today. trump nominated him as secretary of health and human services. dozens of medical groups, hundreds of doctors, 87 advocacy groups including naacp, union for concerned scientists, say

kennedy should not be in charge of the nation's health. members of his own family agree as confirmation hearing starts at 7:00. our time. a lot of bay area parents involved in autism awareness and care will be watching. they are deeply concerned. caroline kennedy, the daughter of john kennedy, calls her cousin, quote, a predator. rfk jr has expressed doubts about vaccines linking it to autism. not true. questioned whether hiv causes aids and that wi-fi causes cancer. again, marcus no evidence of that. thank you. happening today san francisco's fentanyl crisis takes center stage as leaders debate the mayor'sew emergency declaration plan. but this one by no means is going to be a slam dunk. today in the bay's ginger conejero saab live for us this morning over in san francisco. and ginger, i only can imagine here getting all supervisors on board is going to be a challenge. it might be, and

it will definitely serve as a test to this new leadership. marcus today won't be only about addressing a huge problem in san francisco, which is the fentanyl crisis, but it will serve as a test to new leadership. san francisco has a new mayor. it has new supervisors on the board. can mayor lurie deliver on a huge campaign promise on cracking down or cracking down on the fentanyl crisis? now he says yes, but he needs the help of supervisors, specifically supervisors on the budget and finance committee. they are expected to debate the mayor's proposed citywide fentanyl state of emergency ordinance. today will be the first time it is being heard. now, under this proposal, the mayor plans to create more treatment facilities for the fentanyl users or for fentanyl users. he also hopes to coordinate with city departments for enforcement and treatment, but he needs the ability to spend currently budgeted funding. he also needs the ability to seek out private funding, and he's asking for less bureaucracy when it comes

to nonprofits and vendors that work alongside this goal. here is the mayor from a presser calling for a fentanyl state of emergency a couple weeks ago. we have a crisis that needs the urgency. it demands urgency. and that's what you're seeing from my administration and everybody behind me. well, supervisors have raised questions around the mayor's proposal. this happened weeks back. supervisor shamann walton said the request to waive certain processes is clear, but there wasn't a clear enough plan for him how they would address this fentanyl crisis. supervisor connie chan also raised concerns that the proposal would weaken board oveight. the mayor then said that he will work with supervisors to address their concerns. now we're going to see if that work has come to any sort of fruition or to a better place. here. today will not only show if he has been successful with those supervisors, butan also show how well this new

group of leadership will work together. it is going to be a busy day for the mayor. he is also expected to attend a rally outside the steps of city hall, supporting a group called mothers against drug addiction, and or. this is mad. it's mothers against drug addiction and deaths. so he is expected to support that rally as well. we'll see if he makes any sort of message there and see if the supervisors are also there to support and which ones. if so, we'll be there and we'll bring you more on this as we follow it. marcus, certainly a busy day on tap. thanks, ginger. in san francisco, police are apparently telling concerned parents. so far, there's nothing they can do about a man repeatedly seen walking around unclothed, disturbing minors. one parent showed us video. we blurred. she says. the man is often just wearing nothing but a sock and touching himself. others say he often seems to wait for moments when teenagers are around, usually after school. in the castro, an unidentified parent

tells us the same man has been at it for the past year, but the problem is that now he's been targeting kids because he's been following kids. he's in front of the kids doing it, and he's been doing it this for they said it for a year. police say after looking into it, there is not enough probable cause to make an arrest yet. but our legal expert believes based on the video evidence, the conduct may rise to the level of a criminal act. but he says misdemeanors not committed in the presence of a police officer must be brought directly to prosecutors. in a late night vote, alameda county leaders have selected a new district attorney. supervisors voted for county judge ursula jones dixon. this is over six other candidates. she previously worked in the da's office from 1999 to 2013. that's when she first won her position on the bench last night. that vote followed lengthy public comment. following the vote, supervisors welcomed her. congratulations,

because we will have the clouds lingering and highs in the mid to upper 50s across many of our microclimates. tomorrow we're going to see more of the same. no change temperature wise. we'll talk about rain coming in for the weekend. but mike, you were saying you can see folks waiting at the bay bridge, right? so no surprises. we have the build right on schedule. that's good stuff. getting toward the bay bridge, a smooth drive. the maze moves well. so does the east shore freeway. a tad bit of brake tap showing up through pinole and into san pablo. typical pattern. there's highway 37, there's highway four, and we're just spreading out the commute south to 42. there's a there's actually a little roadside fire along 680 around concord avenue off the freeway, and no structures involved. we're tracking that. but so far, that may be a distraction for folks into the area. looking ahead tonight, we have another game at chase center hoping for another win like we had last night. let's go warriors. and note that will be traffic onto and off of 280 in the area. the rest of the peninsula right now moving very smoothly. the south bay. we expect that little slowing. and there we go. north 101 right on

this time of year. we'll take a look at when we finally get some rain coming back to the bay area. coming up in a few minutes and we had a break and now a boom in the traffic volume. these headlights heading south from the top of the screen, down across the golden gate bridge into san francisco. a little late pickup for the folks who were working just north of the golden gate bridge. marin county now clear into the city. you see, the recovery should be pretty quick right here. we'll show you where the builds are happening. coming up. new this morning as the cold weather brings more gatherings indoors, health experts say that there are now four viruses circulating to take you out of commission. so this is influenza's peak season. but along with covid and rsv. infectious disease experts are now seeing a spike in norovirus. the stomach virus is commonly so contagious it can take out an entire household at one time, and hand sanitizers usually won't keep it at bay. handwashing is the most effective, and it's soap and water because alcohol based hand

gels don't work against norovirus. and in terms of cleaning surfaces, normal household cleaners don't work either. you have to use diluted bleach when you're cleaning surfaces because it's highly contagious. wow. okay, so while norovirus cases are trending higher than last year and the flu is in peak season, covid cases are flat and rsv cases are starting to drop. he also reminds everyone there are vaccines for all but norovirus, and it is most effective way to avoid those serious illnesses. wash your hands. well, turning now to outer space, it looks like president trump and elon musk have a new deal in place. this one revolves around two astronauts stuck for months at the international space station. nasa is encountering delays in bringing the pair home after boeing's problems with the starliner capsule. in a new social post, musk is vowing to launch a spacex capsule to bring

them home as soon as possible after being asked by president trump. musk also took a shot at the biden administration for leaving them in space over the past eight months. well, it's been five years since nbc's three chicago dramas all had a one night crossover, but the streak officially ends tonight. yeah, so call this one a crossover. you don't want to miss. you c can't gethis thing out yet. not till we get the main line shut off. for now, we just got to let it burn. yeah. so this one really is a crossover you don't want to miss. chicago fire leads off at 8:00, followed by med and pd. so the story gets started with a gas explosion threatening a government building and the people inside. then there's a subway tunnel collapse which traps some fire and pd major . meanwhile, it's a race against time to find the culprits and rescue those victims. i actually got a chance to speak with some of the cast mates from each of those series to cross over, and what they expect this season. here is one of them right now, i'm a fan. this season, there's a theme of

year of the snake is one of renewal and regeneration for anyone willing to shed the past and let go. now san francisco's chinatown is ready. that was just a test run for chinatown's kick off of a month of celebrations. so you can see the fireworks. they are ready, but there will also be dragons and lion dances and red envelopes for the little children at portsmouth square on kearny street. mayor daniel laurie and district attorney brooke jenkins addressed the safety plan weeks ago, saying there is no specific threat for this year's opening ceremony. but it is such a big celebration, drawing so many people. but and also, the lunar new year parade is coming up february 15th, same weekend as the nba all star game and next month. so sfpd chief bill scott said that his department is still actively recruiting and he will have enough officers to handle both events next month. so this is what's happening

today. the lunar new year opening ceremony is from 11 this morning until two this afternoon at portsmouth square in san francisco. there were a lot of celebrations over the weekend. there are more ahead, including one at the cal academy. there's one the oakland asian community center and the san francisco symphony, and of course, the big parade that draws so many. amazing. if you've never been to it, you should check it out. yeah, and so many opportunities around the bay, right? san francisco, san jose and the east bay, oakland. we have so many communities that are celebrating. it's great. and we had some fun in the newsroom this morning looking up our executive producer tony. oh yeah. you know, find out what you year you were born in. i'm a rooster. i'm an ox, i'm a goat. ox or something like that. no, goat. no, you're a goat. you're an ox. do you know what i'm a i'm on the cusp of rooster and monkey. so. okay. no, i think you're a little monkey. do you know what you are? no. but then you can find out, like, what this year means for you. marcus

we're in the 30s, 37, in concord and danville. but then where we see those clouds sliding in, temperatures are in the 40s and 50s to start. we've also seen some patches of fog in parts of the north bay just north of santa rosa. there were down to visibility of about a mile and a half, and it will be partly cloudy today. and temperatures in the upper 50s for san jose, also 59 for morgan hill and gilroy, much of the east bay in the upper 50s, as well 58 for hayward and 59 in danville near the coast. it's going to be in the mid 50s today for half moon bay, as well as 55 in san mateo and san francisco. also just a touch cooler compared to yesterday. still breezy and 50s for highs there, as well as in much of the north bay. overall, we've had some very quiet weather throughout the month. it's been very dry, but we're about to see things change. the high pressure that's blocked, all of the storm systems will start to move out of the way and allow for this storm that's developing out in the pacific to

eventually move into the bay area. and it comes just in time for the weekend. we've been watching this tapping into some subtropical moisture, making it an atmospheric river. that means that it could bring in a lot more rainfall, and it is also dipping a little bit farther south across the bay area, which will have more of an impact on our weekend plans as we see rain continuing from friday to saturday and then into monday and then tapering off on tuesday. so during that time frame we could see some significant rainfall totals. the highest amounts will be over t e rth bay, with the possibility of anywhere from 3 to 6in of rainfall. but then for san jose, it's looking more like about two inches of rain. that's still going to be quite a bit as we start out the month of february, which is typically one of our wetter months of the year. and it's been so dry lately. we do need that rainfall and might get some predictable wait to get into the bay bridge. yeah, but i wanted to reassure folks everything's pretty standard,

including the backup you find now at the bay bridge toll plaza. big advantage. you can really see that for those hov lanes getting across the span. of course, you're looking at the slowing as you lose lanes and narrow. and the incline there. things are moving very nicely, though. look at the san francisco side of the bridge. a smooth drive. a little slowing over in through richmond. typical for the east shore freeway. and same thing for highway four. highway 37 south of there. we're looking at the 680 corridor from the top of the screen. walnut creek interchange all the way down in through pleasanton and sunol. easy drive in san jose with that northbound route with a little slowing. same thing for vasco road. a little slowing on toward 580. back to you. all right. thanks, mike. well, happening now, military leaders are delivering another strike against san mateo county sheriff christina corpus. last night, they unanimously approved a no confidence vote. san carlos leaders previously passed a similar resolution. and each city has a partnership with the sheriff's office. corpus has repeatedly denied allegations against her, including abuse of power, nepotism and racism, and she called last night's vote a
