filed against his administration. and we are tracking incoming rain. meteorologist kari hall shows us an updated timeline on the incoming atmospheric river, set to reach the bay area. this is today in the bay. good friday morning. thanks for starting your morning with us. i'm marcus washington, and i'm laura garcia. let's start out with a look at that forecast. meteorologist kari hall has more on this incoming wet weather. it's so needed. it's so needed. and it's so great to see. as this storm system arrives, we'll see several more waves of rain going into the weekend as well as early next week. here's a look at the rain that is already moving into the north bay, and as it goes up in elevation, we can see it changing over to snow up around redding. so we are seeing some of the mountains getting some snow to the north. while we are getting some rain now approaching santa rosa. and some of those are north bay cities as we are seeing some light rain coming down as we're getting this friday started, the rain continues to move from

north to south across the bay area. as we go throughout the day, it will be off and on with some breaks, but we are going to have at times a very soggy weekend. so we'll talk about the impacts coming up in the full microclimate forecast. all right. we'll check back with you. thank you. kari. well, this morning recovery efforts are underway as investigators look for the cause of the aircraft's collision, which killed all 67 people on board. near reagan national airport. this as communities across the country are mourning those lost in the deadliest airline crash on u.s. soil in at least 16 years. today in the bay's alice barr joins us live from reagan national airport this morning. so, alice, what are crews on the ground focused on now? reporter. well, laura, we are expecting the crews to head back into the water at any point. they had to pause overnight in those dark and dangerous conditions. but the sun is up. and so we're expecting the work to resume, to keep trying to recover the victims and whatever evidence they can find as well. we do

know that there are some key pieces of evidence that are now coming to light as the work continues to bring answers to devastated families. this morning, recovered black box recorders from the downed jet may hold key clues to sketching out what happened before that fiery midair collision, as the pain over lost loved ones sets in. there's just no words to describe. it's just unimaginable. all 64 on board the american airlines regional passenger jet. three on the army black hawk helicopter are presumed dead. we don't believe there are any survivors. while the investigation ramps up, nbc news has learned a preliminary faa report notes staffing in the air traffic control tower was not normal at the time of the crash, with one controller handling both planes and helicopters, though that is considered acceptable by faa standards. audio shows a controller asking the helicopter

pilot if he sees the plane, telling him to pass behind it. steve padilla sierra green bay. the response from the chopper is garbled. this club has an aircraft in sight. christian separation. sources tell nbc news. investigators are also looking into whether the helicopter was flying above its designated altitude. as part of any investigation. we look at the human, the machine and the environment. the human lives lost are coming into clearer focus, including a devastating hit to the u.s. figure skating community. talented young athletes returning from a premier training camp with their parents and coaches, among them two russian world champion skaters. ross lancel's ex-wife, was a skating coach on board. it's tough, you know, like they're gone. that's what kills me is these kids. now, the search for answers that can never reverse what happened in the skies above the nation's capital. and search crews are

joining us live from the south bay this morning. and, bob, i know a number of states have already filed suit. so did county attorneys say why it was so important to add another suit against the administration? they did. good morning to you, marcus. santa clara county is very diverse. it's home to a large hispanic population. as you're well aware, a government leaders tell us that they want to send a message to their citizens that they will do what they can to protect them. a number of immigrants here, not only in the south bay, but throughout the bay area. they're afraid that the trump administration is going to separate their families, sending some members back to their home country, while others remain here in the united states. one mother we spoke to, she told us in spanish that she pays her taxes. she does everything right. says it's horrible seeing families separated from their kids. this woman, who has been in the united states for 16 years, says she knows being deported back to guatemala right now is a real possibility. in addition to his mass deportation promise, president trump has promised to deport millions of

undocumented immigrants. he also signed a number of executive orders related to immigration, including one that ends seeks to end birthright citizenship. more than 20 states have filed lawsuits. a federal judge did temporarily block the president's order. and like those states, santa clara county says ending birthright citizenship is unconstitutional. we wanted to file here in the northern district of california to really emphasize the county perspective, to show our residents that we're here, to fight for them, to protect their constitutional rights. and we believe that it does put more pressure on the federal government. it is such a basic right that it's really important for us to stand up. santa clara county government leaders, they remind us that the county has a page on the county website to let people know what their rights are, if they are

approached by immigration authorities. reporting live here in the south bay. bob redell today in the bay. all right, bob, thank you. happening today, a disgraced former san jose city council member is scheduled to appear in court. omar torres is expected to enter a plea. police arrested him last november in the wake of sex crime accusations. he's now facing three child molestation charges. this week, council members filled his district three seat, appointing engineering. executive karl salas. well, turning now to a look for you right now at palisades ski resort. most surveys currently put this year sierra snow levels at about one third of normal levels. give or take. and today, state water experts will conduct their monthly sierra snow survey. this all comes on the tail end of the unusually dry january. well, let's hope the incoming atmospheric river changes the narrative there. meteorologist kari hall, of course, monitoring the snowpack for us. and, kari, what kind of

deal are we talking about? because i know you say this few coming days, we're going to see some rain. yeah, we're going to see some rain. the sierra will get some snow. and you can see the range and how the snowpack that we are seeing now compares to normal for the southern sierra. it's at 46% of normal, while the northern sierra is at 95% of normal. and we are already starting to see the snow showers coming down. it's going to be back and forth from rain to snow for palisades, just depending on the elevation, and we're going to see it continuing into the weekend with some slightly warmer temperatures. but a lot of our models, even just this w weekend, e putting down about 10 to 26in of snow. but check out next week. there's the possibility that we could get 99 plus inches of snow for the northern sierra, and all of that coming over the course of just one week. so this is going to give a big boost to that very low sierra snow level that we are seeing at this point. we'll

political satire. now, the funny thing is, i never mentioned china at all. i just asked if it had been, you know, used with a politician. so i point out to deep seek. hey, i never talked about china. it the apology it wrote like, oh, you know, that's a terrible assumption on my part, etc. almost as if like it was looking around. it's, you know, like, oops, did i make a mistake? yeah. i'm the guy who figured, you know, associated with the president. it was it was almost guilty. yeah, yeah. interesting. all right. thanks. well, new this morning. scammers are harnessing the power of ai to go after bettors ahead of this year's super bowl. that's the word from security experts. one strategist said guidepoint security tells us criminals are using ai to generate even more realistic looking. but fake online gambling sites, and they're doing it with greater ease and speed than in years past. those fake sites allow you to set up an account, deposit money, and wager. but when you go to collect your winnings,

your money and account no longer exists. and in some cases, the site itself has disappeared with ai. it makes it essentially available to everybody. so someone you know, generative ai can create realistic websites, create realistic phishing attacks. so email attacks, it can do all sorts of things, and it can do it with, you know, in minutes where maybe, you know, a couple ofears ago it would have taken a day or two or maybe even a week to really craft a professional looking scam. website is important to remember. online gambling is illegal in the state of california, but many people still find a way to d do it. h says if you plan to wager, you need to do so in one of the 38 states where sports wagering is now legal, then see if the website is registered with the better business bureau and never send money via wire transfer or debit card. that's because you don't want any connection to your bank account. instead, use

has been such an unusually dry january. the last storm we had to hit the bay area was january 3rd. we've had to wait all the way to the 31st to get rain again. and this is when we usually get the most of our rainfall throughout the year. so it's been currently the third driest on record. hopefully we do get some today so that we're not in the top five. we are already seeing some of the showers moving into the north bay, and this atmospheric river will continue to target us with more waves of rain throughout the weekend. here's a look at the radar where we are seeing the showers arriving and moving into the north bay. starting out light for the north bay from santa rosa on toward ukiah, and we can see a closer look with the lighter showers that's beginningg to pick up. as you head farther north on 101. here's a look at the timeline. so the rain will start to cover much more of the north bay into san francisco by 10:00 this morning, and then light to moderate rain throughout the day. there will be some breaks here. look at tomorrow afternoon, where spots like the tri-valley and the south bay and

much of the peninsula may not be seeing them, may not see much of the activity, but it will continue off and on throughout the weekend, sunday, monday and even on tuesday and wednesday. we're going to see a new storm system arriving so we could see the possibility of some really significant rainfall totals here. we've been talking about how much we're lacng. it's possible that this could make up all of the rainfall that we're missing with some of those rainfall deficits, and it's also going to be snowing very heavily in the sierra. heads up. if you're going there that you want to bring change. and also watch out for the potential of road closures as we see this storm system moving in. rain continues through at least next thursday. mike, you were checking on some of the speed sensors? yeah, even though it's friday with a lighter traffic flow, we do see those sensors change right there for highway 37. what hasn't changed is this one section of highway 24. we did have overnight roadwork going on both directions, closing one more in each direction at times for the caldecott. it's all open, the

the bay. good friday morning to you. thanks so much for starting your day with us. i'm laura garcia. and i'm marcus washington. let's get you started with a look at that forecast. meteorologist kari hall tracking some incoming rain. we haven't said that in a while. we haven't said it in almost a month now. and so finally, we're getting a significant storm system coming in. it's tapping into some tropical moisture, and that means it's an atmospheric river that we'll see moving in. so here's a look closer at the rain that has developed all across northern california. and now approaching the north bay storm rangers tracking it. that's the red scan there. our mobile doppler radar picking up on the activity now moving from ukiah to cloverdale to santa rosa and over toward bodega bay. so this will continue to sink southward into the bay area as we go throughouthe morning and into this. this weekend, we're going to see the rain off and on, not raining the entire time. look at 2:00 on saturday where most of

us are taking a break. but all of this rain over the next few days may raise some flooding concerns. so i'll be tracking that and we'll talk about the rest of the forecast coming up in a few minutes. all right. thanks, kari. we begin this half hour with developments out of washington following the deadly mid-air crash involving a commuter jet and military helicopter. as the sun rises in the search for victims resumes, we're learning more heartbreaking details about those who lost their lives. now, at the same time, two critical pieces of evidence now in the hands of investigators today in the bay's kris sanchez is here with the latest on that search. kris. well, good morning to you, marcus and laura. so we now know that two of those black boxes from the passenger jet were recovered, and 40 passengers and crew members from the passenger jet and the black hawk helicopter also recovered. and they are being identified by the medical examiner. these are the first 14 to be identified. many are from the elite u.s. skating community, but they are also wives and husbands, members of

unions. a member of the ge aerospace community, a woman who died on her birthday, and the search for the 27 people who remain in the water also continues. the kansas governor says she expects the national transportation safety administration to release the flight manifest this afternoon. once all of the psengers families have been notified. now, investigators are looking at the crash from all possible angles, and we've learned that the air traffic control staffing at reagan national airport was not normal for that time of day. and for that volume of traffic, there was just one controller overseeing both airplane and helicopter activity instead of two, which is not ideal, but which is allowed by the federal aviation administration standards. the ntsb is leading the investigation, and the administrator says this. as part of any investigation. we look at the human, the machine and the environment. while president

trump blamed da hiring policies within the faa and questioned the military pilot's actions and the altitude and the height, the ntsb administrator said it's too soon to reach any conclusions. the final report will take about a year, but the ntsb could issue a preliminary report within weeks. laura. yeah, we'll continue to follow. thank you very much. and as this investigation continues to unfold and the focus shifts to those recovered black boxes, there are still so many questions surrounding what those pilots experienced before the moment of impact. rhyne seco joins us live this morning. he's a former airline pilot and currently serves as the lead captain of a private jet. thank you so much for joining us. can you tell me, laura, can you talk a little bit about the flight path and the altitude? the black hawk helicopter would have been required to fly versus the american airlines plane during this incident. yeah. lauren,

thanks for having me. i i've flown that aircraft, the exact aircraft, for about 7000 hours. i flew for united express. now i'm over on the corporate side. but, you know, that's the big question here. the black hawk helicopter, according to the faa, should have been flying at an altitude of 200ft, which keeps them a safe distance from the incoming aircraft into dca. which, if anybody's been to dca, you know, the number of aircraft that come in and out of there. i mean, this is probably one of the most highly congested air spaces in the u.s. so from my standpoint, when i go back and review the flight recordings and all of the tracks, the aircraft was on an approach. yeah. he was sidestepped to runway three three from runway one, but that's a normal operation. it's a circle approach. so the fight the flight crew is focused on landing. they have gear coming down. they have flaps coming in. not to mention it is a shorter runway at dca, just a little over 5000ft. so i think the big question here is why was that helicopter. was it wind? was it.

it doesn't appear that there was weather in that area. they were flying under visual flight rules. the aircraft was flying under ifr. and so it really comes down to why was the helicopter flying at above 200ft? and why did the atc controller managing both aircraft and helicopter not give the black hawk direct communication to say, turn, not just giving him the visual separation? so there's a lot of questions that are going to unfold over the next couple of days. right. so we know that there was contact with that air traffic controller making communications. but like you, li you said, he was just do you see it? how often and how quickly can that communication happen? i mean, as you mentioned, that plane was coming in for a landing. well, laura, you don't have a lot of time as a pilot, and that's what they train you to be. they train you to be very proficient on reaction time. the faa has done thorough training on avoiding and correcting from incidents like this. so you have seconds. i mean, you don't have minutes.

and also, you know, you have great technology in these aircraft. again, i've flown that airplane for 7000 hours. it is equipped with some of the most advanced technology. now also the faa is coming out with new technology to possibly avoid these. but you don't have a lot of time. do you even think the pilot knew what was coming? and also talking about technology, we're seeing more and more reports of near misses these days as well. some experts feel it's because we can capture so much more of what is going on. but also, do we just have more planes up in the sky? people going places? well, we are seeing more air travel. we are seeing more aircraft. to your question, though, i don't think the croix j. flight crew saw the black hawk. i mean, you know, look, you're talking about civilian commercial aircraft. you can see the helicopter right there in view. it's black. i don't know what the light situation was, but i mean, those are low flying helicopters. the aircraft was on a very, very, very short final. and you got to

keep in mind too. so the aircraft has capabilities. but as it gets to lower altitude, it will not get the commands to avoid the helicopter because you don't want that at that low of altitude, because you do have the ground so close being 300ft. so i think there was a lot of things here that went wrong, unfounately. and unfortunately, you know, 64 plus three people lost their lives because, you know, apparently, and it looks like the black hawk helicopter was supposed to again see and avoid it was under visual flight rules. there's reports coming out that they could have been under a night vision goggle, which could distort some of their vion, and maybe they had the wrong aircraft they were identifying. but, you know, it looks like it was on a direct crash course between the airplane and the helicopter, which is very, very sad. it's tragic. it really is. well, rhyne seco, thank you so much for joining us and sharing your expertise. yeah, thanks for having me. we are, of course, following the rapid developments

in this investigation on air and online as we get updates. stay with us for the very latest and you can stay up to date by downloading our app. it is free and available on all smart devices. 538 this morning, dozens of city workers losing their jobs as part of the latest round of oakland budget cuts. the department is hit hardest. public works and police. the eliminated positions include non-sworn employees, which means workers without the power to make arrests or enforce laws, and all. the city sent out 70 pink slips yesterday. leaders say that it's needed to offset the nearly $130 million deficit. this is the second round of layoffs, with another smaller round expected in the coming weeks. well, happening this weekend in the south bay, a big lunar new year celebration in san jose, and it's going to take place tomorrow at santana row. this is video from last year's celebration. saturday's events include the traditional lion dance, the martial arts demonstration and live music.

elevations some snow coming down, but probably at lake level. we are going to see it coming down in the form of rain. we're going to miss out on all of that rain for southern california. so if you're going to la, it's going to be partly cloudy and highs in the 60s and overnight lows in the upper 40s. now mike, you're starting with a look at the south bay. yeah. we had talked about seeing that incident pop up over here. you see most of the freeways are just fine. the incident over here hidden behind the shield capital expressway at aborn road, it should be actually clearing in the next few seconds, if not already. but we did see a little slowing for a few seconds. wanted to give that shout out and made that commitment over here for the weekend. we're looking ahead. vta riders. the orange line will have an outage over the weekend. they're doing rehab to the rail work this weekend and next weekend, so watch for the alternate vta bus service from the same areas where you would normally get the light rail. that may present a little delay for you. and as kari said, getting into the city tonight may be a factor for folks who are heading toward chase center warriors game at 7:00. so watch

gabbard as one of those three. right. yeah, one of those three. i think it was the toughest. she wants to run the nation's spy agencies. robert kennedy, kash patel. the other two. and as you point out, they come with baggage. the things they've said that lead many to believe they may not be right for the job. kennedy's questions about the safety of vaccines, among other things, patel there in the center, who wants to run the fbi, says he wants to downsize it. gabbard has, among other things, parroted kremlin talking points, and she by far had the worst and toughest time anyway. in those senate hearings, president trump gave what he called a briefing on the plane crash thursday in which he placed blame on the helicopter pilot and the air traffic controllers. but he said da was most to blame. how you can come to the conclusion right now that diversity had something to do with this crash, because i have common sense, okay. and unfortunately, a lot of people don't. we want brilliant people

with colombia, fired the inspector generals, froze, and then unfroze trillions in federal money. his doj fired the prosecutors involved in his criminal investigation said he'd send mrants to guantanamo bay. we mentioned the three controversial hearings and then yesterday blamed da air traffic control and the army pilot for the crash into the potomac. the new york times reports this morning that paramount, the parent company of cbs, is considering settling with president trump over his complaint. it edited an interview with then vice president kamala harris on 60 minutes. cbs says it was nothing unusual or misleading, and that tv edits interviews all the time. trump sued for $10 billion, saying cbs was trying to make harris sound more comprehensible, which, again, might be ethically, ethically questionable, but certainly wouldn't be illegal. and again, cbs denies it. most legal experts say there's not a case

masterpiece. i saw the beginning of it and the editing on that is amazing. the way they put it all together. questlove did it, but i just looked at the credits. you know what's great is that we can all stay in and watch this. oh yeah, it's going to be raining. yeah, it's one of those weekends where we're finding something else to do besides getting outside. but you know what? it's been a really dry january. and not just because people aren't drinking, but because we haven't had any rain since january 3rd. and at that point, we only had about a quarter to half inch of rainfall, and it was going down on record as the third driest on record, because we have waited so long, and this is usually one of the months where we do get much more rainfall. so now we go from being really dry to having a flood watch in effect. so we're getting ready for some heavy rainfall that begins at noon today and continues through sunday. we're already starting to see some of that rain picking up in the north bay as this atmospheric river arrives, and we can see as it goes up in

elevation that moisture changing over to snow. so we're not only getting some much needed rain, but snow for those upper elevations. we're tracking it all with storm ranger that's now picking up on some pockets of heavy rain just offshore and moving into parts of coastal marin county, into sonoma county on northward. a closer look where you see the yellows and the reds. that's some heavier rain that's going to be approaching santa rosa within the next few minutes. and then it's not yet moving into san rafael. you may have some sprinkles here, but expect within the next 30 to 40 minutes for that rain to start to pick up, and it's going to spread from north to south as we go throughout the day. some breaks in the activity may be just enough to get you outside during the early afterernoon. tomorrowe are seeing san francisco and parts of the north bay, as well as the south bay, seeing some breaks in the activity, but it just comes right back in late tomorrow night into sunday, and it also just continues into next week. so during this time, this first initial day of rainfall,

we could see anywhere from about a half to three quarters of an inch of rain in the north bay, but not a lot for the south bay, maybe a few hundredths of an inch of rain. but then that does change tomorrow as we start to get some of the heavier waves of rain coming in. so san francisco may pick up on an inch and a half. and by the time this all wraps up by the end of next week, we may see seven inches of rainfall in parts of the north bay, so that could definitely wipe out any deficits that we have in the rainfall from the month of january. and so looking at the forecast, at least temperature wise, it stays mild. highs in the upper 50s and low 60s. and in san francisco pretty much rain every day through at least next thursday. mike you are taking a peek at the bay bridge commute. you talked about dry january. i focus on drive every day. we're looking over at the bay bridge toll plaza yesterday. you might remember about this time we had all these lanes filling in at the toll plaza. this is how much different it is. lighter for friday. we don't even register the metering lights on. no major

slowing little bits of brake tapping as you're traveling along, folks narrow the lanes. and so that's why there's a little slowing up the incline and toward the treasure island tunnel. we haven't seen any slowing until just the last couple of minutes. once again, for westbound highway 37 finally kicking in and holding there. highway four, walnut creek 680. moving very steadily down through pleasanton and into the south bay. no delays for 880. brake tap there in hayward and union city and northbound 101. just a slight increase in the volume right here. back to you. all right, mike, thank you. happening now. a 13 year old is recovering this morning after a crash involving a garbage truck. police say it happened yesterday on niles avenue near chestnut avenue in san bruno. that teen suffered major injuries at the scene. our photographer shot some video of what appears to show a scooter under the truck. so far, there's no word on what led up to the crash. police say that the driver of that truck is cooperating with the investigation. recovery operations resume this morning after that tragic mid-air crash near washington, dc. just ahead at 6:00. we take you there live
