right now at six, crews are back in the water searching for answers after that tragic midair crash. we're live at reagan national with the clues investigators hope to get from new evidence retrieved overnight. also pushing back on president trump's executive order to end birthright citizenship. the protests set to take over bay area streets this weekend as his administration meteorologist kari hall tracking incoming rain for the weekend. this is today in the bay. good friday morning. thanks for starting your morning with us. i'm marcus washington, and i'm laura garcia. so let's talk about this incoming rain. kari has been keeping tabs on when it's going to hit the bay area and where. yeah, we are already seeing this rain moving into the north bay, so we are going to see the showers continuing to fill in across the bay area over the next couple of hours. it is

pouring in some parts of far northern california and as it goes up in elevation, it's changing over to snow. so here's a look at what we're seeing on storm ranger. a closer look at the bay area with some pockets of heavy rain moving into santa rosa, where you see the yellows and the red that's heavier rain, and you have access to the same tool on your smartphone. if you have the nbc bay area app, you can zoom in to your location. and also, you've probably already gotten the alerts that the rain is moving in. we are going to see this continuing to move in by this afternoon. back to you. all right. thanks, gary. well, this morning, recovery efforts are set to resume in the potomac river. we have a live look from reagan national airport this morning. as crews look for the cause of the midair collision that killed all 67 people on board two aircraft. as families continue to grieve their loved ones, there are still so many questions about what went so wrong. now, the collision marks the deadliest airline crash on u.s. soil in at least 16 years. today in the bay's alice barr joining us live

from reagan national airport. and alice, what are the crews there on the ground focusing on right in this morning? mark and laura, they are due back in the water any time now that the sun has come up. they did have to pause overnight in the dark and dangerous conditions, and they're working still to recover the bodies that they have not been able to access yet. they've committed to recovering all of the victims. they're also working to salvage the aircraft and to preserve any evidence that can help in this investigation. critical evidence is beginning to come to light, and the work to bring answers to devastated families. this morning, recovered black box recorders from the downed jet may hold key clues to sketching out what happened before that fiery mid-air collision, as the pain over lost loved ones sets in. there's just no words to describe. it's just

unimaginable. all 64 on board the american airlines regional passenger jet. three on the army black hawk helicopter are presumed dead. we don't believe there are any survivors. while the investigation ramps up, nbc news has learned a preliminary faa report notes staffing in the air traffic control tower was not normal at the time of the crash, with one controller handling both planes and helicopters, though that is considered acceptable by faa standards. audio shows a controller asking the helicopter pilot if he sees the plane, telling him to pass behind it. sierra green bay. the response from the chopper is garbled. the club has an aircraft in sight. separation. sources tell nbc nenews investigators are also looking into whether the helicopter was flying above its designated altitude. as part of any investigation. we look at the human, the machine and the environment. the human lives

lost are coming into clearer focus, including a devastating hit to the u.s. figure skating community. talented young athletes returning from a premier training camp with their parents and coaches, among them two russian world champion skaters. ross lancel's ex-wife was a skating coach on board. it's tough, you know, like they're gone. that's what kills me is these kids. now, the search for answers that can never reverse what happened in the skies above the nation's capital. and as the investigation continues, there's how congested the airspace ist here at reagan national airport. nbc news has learned about another close call just the day before this collision, in which a plane had to redirect and come back around to land because it said there were helicopters that were too close. on its first pass. we'll send it back to you,

you, laura. santa clara county, as you're well aware, the population is very diverse. it's home to a large hispanic population. county leaders want to send a message to their citizens that they will do what they can to protect them. a number of immigrants here, not only in the south bay, but throughout the bay area. they are afraid the trump administration is going to separate their families, sending some members back to their home country, while others remain here in the united states. one mother who we spoke with told us in spanish that she pays her taxes, does everything right, says it's horrible seeing families deported and separated from their kids. this woman, who has been in the united states for 16 years, says she knows being deported back to guatemala right now is a real possibility. president trump has promised to deport millions of undocumented immigrants. he has also signed a number of executive orders related to immigration, including one that seeks to end birthright citizenship. more than 20 states have filed lawsuits. a federal judge has

temporarily blocked the president's order. like those state. santa clara county says ending birthright citizenship is unconstitutional. we wanted to file here in the northern district of california to really emphasiz the county perspective, to show our residents that we're here to fight for them, to protect their constitutional rights. and we believe that it does put more pressure on the federal government. it is such a basic right that it's really important for us to stand up. advocates for immigration rights. they plan to protest this weekend in san jose. there's a couple protests scheduled. this is after ice agents were spotted in recent days in east san jose taking people into custody. santa clara county government leaders remind us that the county does have a page on the county's website to let people know what their rights are if they are approached by immigration authorities. reporting live bob redell today

in the bay. all right, bob, thank you. well, turning to a live look for you this morning at palisades ski resort. most surveys currently put the statewide sierra snowpack at about two thirds the average, and today, state water experts will conduct their monthly sierra snow survey. now it comes at the tail end of this unusually dry january. we're all hoping that incoming atmospheric river will certainly help us out and change that narrative for us. that's right, because we're going to get you earlier had said we're going to get a lot of snow up there. yes. and it's much needed at this point, seeing that we had such a good start to the sierra snowpack, and then we went so long without any significant storms that it started to dip. and the southern sierra right now doing the worst, only at about 46% of its normal amount. the central sierra around lake tahoe is a little more than half. so we are seeing some snow in the forecast. but because this is a slightly warmer storm, it's going to transition back and forth from rain to snow as we go

throughout the weekend. just depending on the temperature. but it looks like overall we are going to see this causing a significant boost in that sierra snowpack. just this weekend, we could see about 10 to 26in of snow, and then next week it could be off the charts for some parts of the northern sierra. from kingvale on northward, possibly 99, maybe 100in of snowfall in the higher elevations, while south lake tahoe will see about three feet. so that's going to be really great to see that coming next week. and if you're traveling, mike, you might have to fill up the gas tank. was it a little bit cheaper. here we go. i'm thinking 99in of snow on the road. all right. we're moving over here to look at these numbers. sorry. now that's in your head. look at this. put this in your head. south bay prices still hold steady, with san jose still offering 367 as it had for over a week. the best in the bay. most up on mckee road is the one we call out today. alameda county has a similar low of 369. that's at dublin's ana express on amador valley boulevard in the middle

over the nimitz and off the castro valley. we will follow that up. coming up. well good morning. very happy friday to you. new inflation data shows inflation higher than we wanted 2.8% annually, but it's not growing. keep in mind president trump says tariffs start tomorrow. that is expected to raise the prices on goods from canada and mexico. the doj says it does not want hewlett packard enterprises to buy juniper networks and sued to stop it. google, offering a buyout to googlers who are, quote, not committed to the mission. google's ceo there behind the vice president at the inauguration earlier this month. their offer very similar to trump's administration's offer to federal workers resign now, says the fed and will pay you until september or the federal government anyway. federal employees are warned there is no guarantee. do not resign. experts say you may not see the

money. that's what one federal workers union says. absolutely do not resign, said union leader max alonso. there is nothing that says the day you resign, they can't just let you go. they don't have to pay you. meta's mark zuckerberg had an all hands meeting thursday where he defended his actions to better ally meta with the trump administration. several employees recorded it and sent it to a reporter. meta now saying it has a new memo saying leakers will face dismissal. as for the tariffs, president trump has said he will slap new tariffs on two of our largest trading partners, canada and mexico, starting tomorrow. now, big manufacturers who need products from those two countries have already been stocking up. better to pay less now than more tomorrow. and remember, it's americans who pay american tariffs. mexicans and canada's canadians don't. here's the president who says we don't

have seen the billboards. something wrong? call ann fong. well, now she wants your help. yeah. the san jose native recently announced a design competition for her next billboard. those entries will be judged on their creativity and originality. she initially offered $500 for the winning idea. but you know what? after some backlash, she upped that price to $5,000. submissions are due by february 12th. okay. start designing. yeah, i would love to see all of the, you know, entries. yeah. what a campaign though. that was smart marketing. that was that was brilliant. yeah. and even smarter because now it continues. we're talking about it. well, speaking of continuing that rain coming in, it's continuing to . we are happy about it. we waited so long to get a good storm and it's really coming today. but we'll ramp up tomorrow. so we're going to see waves of rain off and on throughout the weekend. and for the sierra, a winter weather advisory in effect. now we went from being so dry to now having

a flood watch in effect. and this will be going on from noon today until 10 p.m. on sunday. at times there may be some heavy rainfall, and we're really going to have to watch the north bay, where the ground is still wet from all of the rain we had earlier last month, and that will also be the focus of the heavier rain, with this atmospheric river coming in already seeing that rain developing farther to the north. and as we track it a little bit closer with stormranger, tt's our mobile doppler radar. we're seeing the radar starting to fill in with green, and even some pockets of heavier rain showing up here as yellow and red. if you have the. nbc bay area app, you'll also be able to turn on the storm ranger icon and see what our radar is picking up on and how close it is to you, and when you may get a break from some of the rain activity. it's really picked up just north of santa rosa on 101, and also just now starting to arrive in san rafael, with some light showers and some drizzle coming in for south san francisco. all of this rain will continue to move from north to

south and cover the bay area. at times it may be heavy, but at times we may get some breaks. look at 3:00 tomorrow afternoon. we may not see much activity at all and getting a lot lighter, but then picking up again early on sunday morning and continuing into monday, and we see still some rain in the forecast for next week. so just today we could see some parts of the bay area getting a significant soaking in the north bay, about three quarters of an inch of rainfall from san francisco to 3/10 of an inch of rain, but much less for the south bay. until tomorrow, when we see the rainfall totals starting to increase. and next week in total, we could see about seven to possibly closer to eight inches of rainfall. farther to the north. and in san jose, that's about two inches. that's possible, which would really help with this rainfall deficit that's continuing to grow since we've had about three weeks of some really dry weather. so looks pretty soggy next week. off and on. rain. temperatures in the 50s and san francisco

will also see some waves of rain this weekend. and i know there's a lot of events going on, so we'll be watching it for you and mike. you were tracking something along the nimitz. yeah. i just wanted to show folks here by the coliseum northbound. those tail light will southbound to the headlights as well, but the tail light direction northbound is the concern. light traffic here traditional for friday. and so that won't be such a problem. but we do have a fire reported right around lewelling still sorting out what exactly is on fire, but it's visible from the freeway. given the chp reports right through this corridor passing by folks coming off the castro valley, y notice all green sensors in this area. so again friday, lighter traffic. but that fire alongside the nimitz in this area may cause some slowing for distraction. just note that as you're traveling through the area, no major issues, just little brake taps here and there in san jose and sometimes to the east bay just south of 92 for the nimitz, maybe a disabled vehicle. getting into san francisco, we see some more slowing approaching fremont. we'll get updates from chp once they

get a look at what's happening across the bay area this morning as light rain starts to make fall ahead of a bigger system. we're expected to arrive this weekend. meteorologist kari hall, of course, beenonitoring all of that. so how soon are we talking about this rain coming? it's coming in as we speak. and it's waited so long as we take a look at the last time. we had a significant rainfall, january 3rd. and we've had to wait all the way until the 31st. now, this is significant because we were about to mark this month down as the third driest on record, and this is when we typically get much more rainfall than any other month throughout the year. finally, this atmospheric river is bringing some relief. with some wet weather now moving into the north bay and storm rangers tracking it with already some pockets of heavy rain moving from marin county to sonoma county on northward. as we've seen the rain starting a lot earlier for some of those areas, it will continue to pick up and then make its way across much more of the bay area over the

next few hours. seeing that rain moving into san francisco and pacifica, and that will once again start to fill in as we go throughout the day, covering the bay area with some rain that will be off and on throughout the weekend. so we'll talk about the impacts and how much to expect coming up in just a few minutes. thanks, kari. we begin this half hour with developments out of washington following the deadly midair crash involving a commuter jet and military helicopter. we have a live look near reagan national airport, where recovery efforts are resuming this morning. this as we learn more heartbreaking details about those who lost their lives. at the same time, two critical pieces of evidence are now in the hands of investigators. today in the bay's kris sanchez is here with the latest on that search. kris. well, good morning to you, marcus and laura. so we know that two of the black boxes from the passenger jet were recovered, and 40 passengers and crew members from the passenger jet and the black hawk helicopter also have been recovered and are being identified by the medical

examiner. now, these are the first 14 to be identified. several children and other members of the elite u.s. skating community are among them. also, the captain and the copilot of the passenger jet, the copilot due to be married this year, also a young mother and another young attorney. a wife whose husband was waiting for her at the airport. i always pick her up from departures, had dinner waiting at home. today, the search for the 27 people who remain missing in the water continues, and the kansas governor told us she expects the national transportation safety administration to release the flight manifest this afternoon. once all of the passengers families have been notified. in new video obtained by cnn, it shows investigators the crash from yet another angle. and as that debris falls into the water below, there was just one air traffic controller overseeing

both airplane and helicopter activity instead of two people. now, while it's not normal for this time of day and volume of traffic, the ntsb says it is allowed by federal aviation administration standards. this morning, an ntsb board member said it is just one piece of information. every airport is a living, breathing city, and so at times you'll have fluctuations of not only flights but air traffic control. then you have issues regarding weather, maybe maintenance on the field. every one of those are different variables. so to say it's not normal would not mean it would be an indication that there's trouble or a problem, but it will be something that we look at because we'll look at everything in that regard. we'll go back to look at training, we'll look at fatigue, we' look at time, we'll look at communication. all of those are important parts. in the president's first press conference following the crash, trump blamed da policies within the faa and questioned the military pilot's actions, the height and the elevation that they were flying at. the ntsb

administrator said it's too soon to reach any conclusions. a final report, as you may know from other tragedies, takes about a year, but the ntsb could issue a preliminary report within weeks. laura. yeah, we'll continue to follow. thanks so much, chris. and as chris just mentioned, investigators now have those two critical pieces of evidence in their hands. the plane'ss two black boxes, but there is still no clear answers yet about what went wrong. this morning, we're digging a little deeper into what may have been going on in the cockpit of that american eagle commuter jet. joining us now is doug rice. he's a retired airline pilot who has experience flylying into reagan national airport. doug, thanks so much for joining us this morning. i want to start out first, talk a little bit about your familiarity with that airport. the layout of the runway, typical communication with air traffic control, and what a pilot would really experience as they fly into their. certainly. reagan national is clearly a very busy airport. it is a complex airport

with crossing runways, high density traffic, and then of course the helicopter highway, as i refer to it, operating up and down the potomac between military bases to the south of washington and operating into the metroplex. so as a pilot, your training is extensive when it comes to not only flying, but preparing for emergencies as well. seeing that that helicopter was what, flying at 200ft do you think that? and i know we don't know, but the pilots could have even been aware of that. we know that the air traffic controller was talking to the pilot of the helicopter. we don't know whether the flight crew of the commuter aircraft heard the responses from the helicopter, because we don't know what frequency of the radio he was using. what we do know is that the pilots of the commuter aircraft were originally coming in on one runway, and the air traffic control tower, for

traffic reasons or whatever, changed them to a different runway, and that required some maneuvering close into the airport and put the aircraft crossing the helicopter route. what we don't know is the exact altitude of the helicopter and where it was operating to and we know it was on the routehat going southbound, we're going to get a lot of information, i would imagine, fro those black boxes, how much what will we get and how soon do you think they can extract that information? oh, i'm certain that they will have the information most likely today or tomorrow, whether they release it at this point is a question. my assumption is that the flight recorder, which is the aircraft recorder, won't have anything that is significant to the accident, because what we think we know at this point is that everything on the aircraft was operating normal. what will be telling is what is on the voice recorder or

the audio recording of what was going on in the cockpit, because that will have the radio communications and it will also have the internal communications between the pilots, what they were saying and what they were seeing, and their commentary as they were maneuvering to the runway. fascinating to see. so we all know this is very preliminary, but do you think this tragedy may lead to any potential policy changes? we know that there was one air traffic controller in the tower, which is okay with faa standards, but what do you think? well, faa standards are minimums, and that's the way we have to look at things. the combining of air traffic positions is not uncommon in air traffic control towers, both in normal operation and most especially for training controllers, keeping them sharp to operate on multiple frequencies and increased workload. it's important to do that in the case where we have

at times it may be heavy. so you just want to be prepared for a little bit of anything. but there once again will be some breaks in the rain activity. looking at the warriors game tonight, if you're going out for dinner then going to the chase center, expect some soggy weather there and temperatures in the mid 50s throughout the weekend. there's a lot of lunar new year celebrations going on around the city, and it's going to be at times wet, at times cloudy, but temperatures headed for the upper 50s each day into sunday. if you're going to the sierra, just depending on the elevation where you are, it's going to be raining, changing over to snow, going back and forth as we see this storm system bringing in rain for the bay area. it's going to be snowing there and some points and for la they're just missing out on the rain altogether. so we're looking at highs in the 60s throughout the weekend, a mix of sun and clouds. and we know that they probably need the rain a lot more than we do. and we're going to see the showers for the pebble beach pro-am throughout the weekend. there may be some peeks of sunshine, but overall expect it to be

the day. a few days ago, trump firing all those government watchdogs, becomes lost. in the latest news, former trump aide steve bannon says that's a strategy flooding the zone he calls it. now, this is by no means a complete list. but just this week, trump had a trade crisis with colombia. earlier this week, i pointed out the whwhite hous misspelled colombi, and then i did it at 5 a.m. same mistake. so pot and kettle, the president fired all those inspectors general, froze, and then unfroze trillions in fedederal mone his doj fired the prosecutors involved in the crinal investigations. he said he's going to send migrants to guantanamo bay. we mentioned those three controversial hearings and blaming da air traffic control and the army for the crash into the potomac. that is all this week. and remember, we are 4/5 of the way through the week. new york times reports this morning that paramount, the parent company of cbs, is

considering settling with president trump over his complaint that it edited an interview with then vice president kamala harris on 60 minutes. cbs says it was nothing unusual or misleading, and tv news edits interviews all the time. trump sued for $10 billion, saying cbs was trying to make harris sound more comprehensible, which again, might be ethically questionable but would not be illegal. and cbs denies the whole thing. most legal experts say there's not a case here, but the times points out paramount is in the middle of a merger, which the trump administration could block. marcus. all right, scott, thank you. well, happening this weekend the ace family will join fans in a final farewell to the legend rickey henderson. he died last december at the age of 65 due to complications from pneumonia. over his 25 year baseball career, he won two world series titles, an mvp award, and was a ten time all star. celebration of life taking

january is usually our wettest month of the year, where we get the most amount of rainfall. we were just about to get out the pins and mark this down as the third driest on record. so it's good that we are seeing some, but we're going from very dry to a flood watch in effect for the weekend that starts at noon today. there may be times of some excessive rainfall that may cause those rivers, creeks and streams to flood. you want to make sure you have that emergency plan not only now, but at any point. we are going to see some of the waves of rain that's been over northern california during the overnight hours. now starting to pick up here in the bay area with stormranger, we can see that the heaviest rain is now over marin county, moving across the bay as well as southern sonoma and into napa counties. so as we go through the morning, there may be some waves of heavier rain and the north bay will get in on the highest rainfall totals that we will see over the next few days. also starting to see the rain returning to san francisco, the peninsula, and eventually it will stretch across the bay into

the east bay as it fills in on the radar. we're looking at our hour by hour outlook, showing a steady rain for at least this afternoon, but there will be some times where the rain takes a bit of a break, and we see the atmospheric river lifting back to the north a bit, and it looks like most of tomorrow afternoon may be dry for much of the bay area, but then returning on sunday into monday. so during this time, just today, we could see some very light amounts of rainfall for the south bay, and then over a half inch, possibly closer to an inch of rainfall in the north bay. then into sunday, we could see it really picking up for areas south of the golden gate bridge. and in total, between now and next week, we may see over seven inches of rain for the north bay and two inches, which would really help with the rainfall deficits that we've seen here recently. and so there is a big change in our pattern, and we will see times of rain through at least next thursday. temperatures remain about the same as we've seen here recently. and highs in the

upper 50s in san francisco. mike, what's that note you have for the south bay? yeah, we have the typical friday note, which is things are lighter today than they are the previous four days during the week at this time. so one on one looking really good. but through the weekend starting tonight. well after service tonight all the way through the weekend and then clearing by monday morning, the orange line will have rehab work for the rails on the light rail there. so the alternate would be the vta busses for that same area. watch those vta signs. that will be this weekend and i believe it's next weekend as well. we'll warn you about that. the rest of the freeway showing you friday lighter a little pickup for the south bay. oh, there's a crash over near fremont. we'll check that out. back to you. sounds good. thank you. mike. it is 654. happening now. a 13 year old is recovering this morning after a crash involving a garbage truck. police say it happened yesterday on niles avenue near chestnut avenue in san bruno. the teen suffered major injuries at the scene. our photographer shot video of what appears to show a scooter under a truck. so far, there is no word on what led up to the
